We evaluated a training course called “Orientation to Transit Procurement”, designed and conducted by the National Transit Institute. This course is designed to provide Federal Transit Administration (FTA) grantees an overview of regulations and best practices related to the procurement process. Our objective in conducting the evaluation was to understand how transit agency staff made changes in procurement practices in response to the course training. The evaluation was mixed mode: an Internet survey followed by in-depth interviews with a small group of respondents. Survey respondents were also provided with an open-ended question providing us with additional context for our evaluation. Results show that the training is substantially successful at meeting the goal of improving procurement practices at transit agencies; indeed, most respondents report making changes at their agencies as the proximate result of the training. This was at odds with our exploration of knowledge of procurement topics, as most respondents gave inaccurate answers on multiple-choice “knowledge questions”. This may have been due to question structure or, more likely, the nature of online surveys. Suitable training on the procurement of information technology was also a main concern. The lack of training in this area is indicative of the broader challenge facing public transit agencies in how to incorporate new forms of technology into their existing practices and bureaucratic structures.  相似文献

Public Private Partnerships (PPP) have been used extensively in both developing and developed countries in delivering various types of projects, ranging from road construction, railway transport systems to health care facilities and schools. Critical success factors of PPP schemes at the implementation stage were identified. It is however more important for decision-makers to identify the factors for feasibility evaluation of adopting the PPP at the outset. This study aims to explore the key successful ingredients to be assessed at the initial stage of PPP projects as perceived public sector, private consortium and general community so as to attain a “triple win” scenario, via a questionnaire survey and a series of expert interviews conducted in Hong Kong. Survey results indicate that the most critical factor for evaluating the feasibility of PPP projects, especially to the general community, is an acceptable level of tariff. Cost effectiveness and financial attractiveness are the most important evaluation factors as ranked by the public sector and private consortium respectively. In addition, the existence of a long-term demand for the proposed services, availability of strong private consortium, alignment with government’s strategic objectives, as well as reliable service delivery are also rated as highly important to the success of PPP schemes. Addressing the tripartite expectations is indispensable to ensure the feasibility and successful delivery of public services and infrastructure projects via PPP schemes.  相似文献

The Community Development Learning Initiative (CDLI) in Calgary, Alberta, Canada aims to be a network that brings together neighbourhood residents, community development practitioners and other supporters to learn and act on neighbourhood-based, citizen-led community development projects. In 2013, the CDLI initiated The Evaluation for Learning and Dialogue Project to provide the opportunity for organizations and supporters to work together to establish a shared vision and goals through discussions about evaluation learning and outcomes. It was intended that the project would be a useful learning tool for participating organizations by enabling them to engage in an evaluative methodological process, and record relevant information and to compare and learn from each other’s projects. Outcome Harvesting was chosen as the evaluation methodology for the project. This article reviews critical learning from the project on the use of Outcome Harvesting methodology in the evaluation learning and outcomes of local community development projects, and it provides lessons for other jurisdictions interested in implementing this methodology.  相似文献

It is a special characteristic of all modern societies that we consciously decide on and plan projects designed to improve our social systems. It is our universal predicament that our projects do not always have their intended effects. Very probably we all share in the experience that often we cannot tell whether the project had any impact at all, so complex is the flux of historical changes that would have been going on anyway, and so many are the other projects that might be expected to modify the same indicators.It seems inevitable that in most countries this common set of problems, combined with the obvious relevance of social science research procedures, will have generated a methodology and methodological specialists focused on the problem of assessing the impact of planned social change. It is an assumption if this paper that, in spite of differences in the forms of government and approaches to social planning and problem-solving, much of this methodology can be usefully shared — that social project evaluation methodology is one of the fields of science that has enough universality to make scientific sharing mutually beneficial. As a part of this sharing, this paper reports on program impact assessment methodology as it is developing in the United States today.  相似文献

Development organisations need easy-to-use and quick-to-implement indicators to quantify poverty when requested to measure program impact. In this paper we assess the validity of the Progress out of Poverty Index (PPI)™, a country-specific indicator based on ten closed questions on directly observable household characteristics, by its compliance to the SMART criteria. Each response receives a pre-determined score, such that the sum of these scores can be converted into the likelihood the household is living below the poverty line. We focus on the PPI scorecard for Rwanda, which was validated using two national household surveys conducted in 2005/06 and 2010/11. The PPI is Specific, Measurable, Available cost effectively, and Timely available. Yet, its Relevance depends on the way it is used. Although it accurately distinguishes poor from non-poor households, making it a useful reporting tool, its limited sensitivity to changes in poverty status restricts its usefulness for evaluating the impact of development projects.  相似文献

This study describes factors associated with the implementation of family centered practice (FCP) across a state child welfare system. Using Multi-Level Model (MLM) analysis of self-report data from the child welfare workers and supervisors in one multi-jurisdiction state, individual and organizational factors that may influence successful implementation of innovative practice models are identified. Individual worker's characteristics such as social work degree, training, and age were all associated with higher levels of individual adoption of FCP principles. Organizational culture including innovation and flexibility and outward focus were associated with organization level implementation of FCP principles. Implications for child welfare practice and implementation of FCP are discussed.  相似文献

The term scenario is used to talk about a projected outline of political events and future developments. The objective of building scenarios is to deal with critical events, uncertain conditions, and create useful pro-actions. This paper attempts to outline the utility of scenario planning as a method for developing alternative visions of the future in community contexts. It describes its theoretical basis, uses, and steps. A case example is used to illustrate the application of the framework and its possible practical benefits in community psychology practice. To test this methodology with politicians, they have been asked to examine the resources and problems present in the areas administered by them and invited to imagine possible future scenarios and projects which might improve the quality of life of residents.  相似文献

Drawing from family communication patterns (FCP) theory and the communication-based conceptual model of adoptive identity work (Colaner & Soliz, 2015), we investigated the ways that families’ adoption-focused communication and general communication environment predict identity work and self-esteem in adult adoptees (n = 143). Specifically, we tested the assumption that FCP (i.e., conversation and conformity orientation) serve as a backdrop for adoption communication openness and adoptive identity work. Structural equation modeling revealed that conversation orientation—but not conformity orientation—significantly predicted adoptive parents’ communicated openness about adoption. Adoption communication openness negatively predicted adoptees’ preoccupation with adoption. Indirect paths between conversation orientation, adoption communication openness, and adoptive identity and self-esteem illuminated the importance of the general communication environment on adoption outcomes. Implications are explored for expanding understanding of adoptive family communication and advancing FCP theory by testing its nature as a context-specific and/or global assessment of family communication.  相似文献

This investigation sought to elaborate Koerner and Fitzpatrick’s theory of family communication by testing two theoretical models of family communication patterns (FCP), child-to-parent inclusion of the other in the self (IOS), and relational maintenance. Participants included 374 young adults recruited from two universities in different regions of the United States. Results best supported a model positioning maintenance as a mediator of the association between FCP and IOS, as compared to an alternative model with IOS as a mediator of the association between FCP and maintenance. These findings extend Koerner and Fitzpatrick’s theory by highlighting communication as the means by which overarching family schemas influence relationship-specific schemas; additionally, they commend the self-expansion model as a useful theoretical approach to relational maintenance behavior in family contexts.  相似文献

Sibling relationships are influenced both by the behaviors performed within the relationship (e.g., relational work) and by the family system as a whole. This study extends family communication patterns theory (FCP) by examining whether communicative relationship maintenance plays a role in the relationship between FCP and sibling relationship satisfaction. Data from 327 adult siblings from across the United States tested using Hayes (2013) PROCESS revealed that conversation and conformity orientation had positive indirect effects on sibling relationship satisfaction through both (a) relational maintenance expectations and (b) perceptions of sibling actual maintenance behavior in nearly all models (i.e., including positivity, openness, assurances, networks, and tasks maintenance behaviors). The results suggest that the parent-child relationship remains important long after children become adults as it continues to influence interpersonal relationships with others. Future directions for communication scholars are discussed along with theoretical implications for research on family communication patterns and the maintenance strategy framework.  相似文献

This article analyses the introduction of Lean Production to ‘the Procurement Office’ (the Procurement Office is made anonymous due to promises of confidentiality in the research project ‘Lean without stress’), a work place marked by continuous organizational changes, unfavourable image and high turnover. This is analysed in terms of Italo Calvino's Invisible cities. It is argued that Calvino's themes and prose help us understand change as a multiplicity of temporal intensities producing ambivalence and affect. We describe this use of literary abstractions as a ‘hyperbolic social epistemology’. Through the depiction of four intensifications of Lean Production, the metaphors of Calvino's cities show how reality and illusion; hope and poverty; dreams and death and utopia and dystopia are intricately mingled and produce temporary and equally ambivalent affects of alienation, hypocrisy, self-governance, job-satisfaction, antagonisms and empowerment.  相似文献

The current study was designed to examine the impacts of family communication patterns (FCP), relational closeness, and culture on adult children’s conflict styles with their parents. Participants (N = 594) from the United States, China, and Saudi Arabia completed self-report questionnaires that included questions about their family’s conversation and conformity orientations, relational closeness, and their conflict styles with their parents. The results show that conversation orientation is a positive predictor of collaboration and compromise, conformity orientation is a positive predictor of accommodation and avoidance, and relational closeness is a negative predictor of dominance across cultures. Relational closeness also interacts with conversation orientation to influence dominance. The cross-cultural invariance provides empirical evidence of the universal application of FCP in family conflict communication. More importantly, significant interactions between culture and conformity orientation and closeness show that culture’s influence on family communication is better understood through indirect rather than direct roles.  相似文献

Governments are actively looking for ways to use public procurement so that it would become more effective in facilitating innovation across public and private sectors. However, a shift towards public procurement of innovation (PPI) has proven to be difficult. Whereas the contemporary debate has mostly focused on how to reduce the barriers of PPI through re-conceptualizing the procurement process, there is a need to take into account also wider strategic factors through which governments create capacity to undertake PPI. By revisiting historic and contemporary policy initiatives, four strategies for the future can be envisioned: PPI as experimental innovation policy, from fiscal policy under austerity to PPI, mission-oriented PPI and shifts in administrative culture towards PPI. Each of the strategies demands different capacities from the entrepreneurial sector, as well as state, policy and administrative capacities from the public sector. These issues should be an inherent part of future policy-making and offer new avenues for PPI-related policy analysis and academic research.  相似文献

This work proposes a design methodology using ergonomics and anthropometry concepts applied to traffic sign and street name sign projects. Initially, a literature revision on cognitive ergonomics and anthropometry is performed. Several authors and their design methodologies are analyzed and the aspects to be considered in projects of traffic and street name signs are selected and other specific aspects are proposed for the design methodology. A case study of the signs of "Street of Antiques" in Porto Alegre city is presented. To do that, interviews with the population are made to evaluate the current situation of signs. After that, a new sign proposal with virtual prototyping is done using the developed methodology. The results obtained with new interviews about the proposal show the user satisfaction and the importance of cognitive ergonomics to development of this type of urban furniture.  相似文献

This study explores black child welfare workers' perceptions of transracial adoption (TRA) and foster care placement (FCP). Informants were asked to discuss their attitudes toward the placement of black children with white families, as well as their perception of the Multiethnic Placement Act of 1994 and the supplemental Interethnic Adoption Provision of 1996. This study expands existing research regarding the viability of TRA and FCP by incorporating the previously ignored perceptions of social service professionals who are charged with the responsibility of providing child and family services. Findings illuminate the significant role that prioritization of client need plays in the perceptions of workers.  相似文献

Abstract

The article explores some issues related to the process of a systemic intervention using our experience in three projects in the Information and Communications Technologies (ICT) sector carried out in South Africa between 1997 and 2002. The projects served as a testing ground for exploring some theoretical and practical aspects associated with the process of facilitating the intervention. It is argued that projects and programs designed to meet the practical needs of men, women, and children in communities should also focus on meeting the strategic gender needs of women. This paper shows what project planners can do to ensure women?s participation in the design and maintenance of development projects without increasing their workloads, and with the goal of raising their status in the family and society, as well as challenging men's prejudice. It utilizes the framework of strategic and practical gender needs in the context of the drinking-water sector, to argue that understanding how these needs are linked is important to the sustainability of drinking-water projects. Overall, this paper pointed out the great need to involve women in the management of water projects in order for it to be effective in reducing the burdens of the people. Moreover, all development initiatives, including improvements in water supply, should have explicit focus on improving women status and increasing their confidence. Meeting such gender needs requires real commitment from concerned individuals on all levels as well as budgetary provision to enhance the capacity of the involved sector, and heighten their awareness. Fulfillment of their strategic gender needs, will in turn, contribute to the sustainability of water projects.  相似文献

Abstract

Social work students need to develop both theoretical and practical foundations of knowledge. In a period where community practice is becoming more marginalised the Australian Catholic University subject Social Work Practice with Communities is a core component in the two year professional degree program. It combines an experience based learning approach with traditional teaching methods. Through community projects students learn real-life problem solving and gain confidence in their abilities as community workers. The paper focuses on the relationship between gaining knowledge of conceptual frameworks for community work practice and learning skills. It reviews educational considerations in teaching a subject where conceptual, practical and theoretical components are equally important for competent practice.
