This article sheds light on the relationship between quantification and calculative practices of accounting and moderate feminism. Drawing on a case of gender budgeting in Austria and the literature on social studies of accounting, I show how gender equality initiatives are translated into practice and come to codify the governance of gender relations through calculative practices that further the logic of neoliberal governmentality, rather than fundamentally challenging it. As such, this article provides an account of one site of the neoliberal recuperation of feminist critique through technologies of quantification and accountability.  相似文献

Scholars agree that gender inequality is systemic and that participants in gender equality interventions need knowledge on gender inequality processes. However, a detailed view on the specific characteristics of this knowledge is as yet missing. This article aims to contribute to gender equality interventions by conceptualizing and visualizing systemic gender knowledge as an important condition for transformational change. Combining gender and participatory system dynamics literature, this article first introduces the concept of systemic gender knowledge. This concept captures two main characteristics that make gender knowledge systemic: knowledge on the interaction of gender inequality processes and endogenous thinking, here implying a focus on the organization as the relevant level of analysis. In addition to this conceptual contribution, the research contributes methodologically to the gender inequality intervention literature by designing a visualization process, translating written texts into system dynamics models which enable exploration of systemic gender knowledge. Finally, the research contributes empirically by exploring the systemic gender knowledge of participants in two science research institutes of a Dutch university, finding shifts in both characteristics of systemic gender knowledge. This enables researchers to discern whether gender equality interventions lead to increases in systemic gender knowledge, thus supporting transformational change.  相似文献

The issue of family–employment reconciliation has rapidly evolved from being ignored to a certain dejá vu perception in public debate, as a result of its media success during the last decade. This is even more the case in Spain, where it was only in the late 1990s, when a law was passed to regulate and extend parental and other leave for workers with close relatives in need of care, that reconciliation policies began to be generally discussed and considered. In a context of quick population aging as a consequence of low fertility, concern on labor force supply in the middle term is high on the agenda. Women are increasingly considered to be necessary both as workers and mothers (of future workers), thus raising awareness of the importance of social policies to make their double presence in both worlds possible. There is now general agreement from the right to the left on the urgency to develop family–employment policies. But what is not generally addressed is the impact of such policies on gender equality, a dimension which tends to be either ignored or taken for granted. Not all reconciliation measures have the same effects on the women and men relationship. Some of them push forward equality, whereas others go backwards. Efficiency in making job and family responsibilities compatible does not always go hand in hand with increasing equality. The paper presents a theoretical model for the reconciliation of work and family life from a gender equality perspective. The three main kinds of instruments available in social policy – services, leave, and cash – are examined in four different cases: care of under-threes, care of sick children, coordination of work and school schedules, and care of children during school holidays. Each case is looked at considering its effects on social and gender equality, as well as child welfare. The model includes as active agents of the system the State (promotes and regulates), families and individuals (those directly implicated), and the market as labor market, on the one hand, and supplier of private services, on the other.  相似文献

This article contributes to understanding transformational change towards gender equality by examining the transformational change potential of a mentoring programme for women, a type of gender equality intervention both criticized and praised for its ability to bring about change. Drawing upon an empirical case study of a mentoring programme for women academics in a Dutch university, we explore three dimensions of transformational change: organizational members (i) discussing and reflecting upon gendered organizational norms and work practices; (ii) creating new narratives; and (iii) experimenting with new work practices. Our findings indicate five specific conditions that enable transformational change: cross‐mentoring, questioning what is taken for granted, repeating participation and individual stories, facilitating peer support networks and addressing and equipping all participants as change agents. We suggest that these conditions should be taken into account when (re)designing effective organizational gender equality interventions.  相似文献

National and international policy-makers have addressed threats to environmental sustainability from climate change and other environmental degradation for over 30 years. However, it is questionable whether current policies are socially, politically, economically, and scientifically capable of adequately resolving these threats to the planet and living organisms. In this paper we theorize and develop the concept of a “policy assemblage” from within a new materialist ontology, to interrogate critically four policy perspectives on climate change: “liberal environmentalism”; the United Nations policy statements on sustainable development; “green capitalism” (also known as “climate capitalism”) and finally “no-growth economics.” A materialist analysis of interactions between climate change and policies enables us to establish what each policy can do, what it ignores or omits, and consequently its adequacy to address environmental sustainability in the face of climate change. None, we conclude, is adequate or appropriate to address climate change successfully. We then use this conceptual tool to establish a “posthuman” policy on climate change. Humans, from this perspective, are part of the environment, not separate from or in opposition to it, but possess unique capacities that we suggest are now necessary to address climate change. This ontology supplies the starting point from which to establish sociologically a scientifically, socially, and politically adequate posthuman climate change policy. We offer suggestions for the constituent elements of such a policy.  相似文献

This paper provides a brief history of feminist contributions to the analysis of gender, poverty, and inequality in the field of international development. It draws out the continuous threads running through these contributions over the years, as the focus has moved from micro-level analysis to a concern with macro-level forces. It concludes with a brief note on some of the confusions and conflations that continue to bedevil attempts to explore the relationship between gender, poverty, and inequality.  相似文献

PurposeThis article starts from the assumption that it is important for the evaluation of gender equality interventions in RTDI (Research, Technology Development and Innovation) to consider its context regarding gender equality regime and evaluation culture because this context does influence effects and long term impacts of such activities. It aims to provide key characteristics for the differentiation of gender equality regimes and evaluation regimes to be considered when designing policy interventions or evaluating specific gender equality interventions in RTDI.Design/methodology/approachAfter a literature review of relevant typologies for welfare state and gender equality regimes, it was analysed to which extent the seven EFFORTI countries correspond to certain typologies based on the data basis of the context research performed in the EFFORTI project. For this context research, international/national and qualitative/quantitative data regarding the relevant framework conditions were firstly collected for each of the EFFORTI countries and secondly compared in a cross-country analysis.FindingsThe research showed that when it comes to gender equality policies, most EFFORTI countries can either be assigned to the Social-Democratic category or Conservative Equal Employment Regime category in the typology of von Wahl (2005), with the latter type tending to provide less favourable conditions for women in the general labour market as well as women in RTDI (e.g. overtime culture). In how far these different types of context can have an impact on the evaluation of interventions can be exemplarily illustrated using case studies carried out as part of EFFORTI.Connecting the typologies for gender equality policy with evaluation regimes has not proved fruitful, as the two discourses have only begun to converge in recent years. The evaluation regimes and cultures of the respective countries have therefore been described independently. However, it was shown that countries with more expertise in certain areas (e.g. gender, evaluations) developed more routinized and institutionalised procedures in the respective field.Originality/valueConsidering the different framework conditions is relevant when it comes to evaluation as different national contexts might require different policy and designs of activities, but might also shape the interventions’ effects. Mixed in with national data on declining poverty rates are other signs that poverty, economic hardship, and inequality continue unabated. This essay examines: (a) the scope of poverty and the growing disparity in income and wealth; (b) the consequences of poverty of adults and children; and (c) strategies for improving their resilience. It is suggested that resiliency will be enhanced more by keen attention to national economic policies than by focusing upon individual personality characteristics, family attributes, or even unique community features. Drawing on a public health analogy, a focus on prevention (through sound economic redistribution policies) could significantly strengthen families and improve their well‐being.  相似文献

The housework Swedish girls and boys age 10 to 18 do, and their attitudes towards gender equality in the home are studied. One aim is to see whether the work children do is gendered and if so, whether they follow their parents', often gendered, pattern in housework. A second aim is to see whether children's attitudes are influenced by their parents' attitudes and practices. When it comes to issues like these, Sweden is of special interest because in 1995, Sweden was appointed the most gender equal country in the world by the United Nations. The data used were the Swedish Child Level of Living Survey 2000 (see http://www.sofi.su.se/LNU2000/english.htm), a data set that includes extensive first-hand information from both children and their parents. The results indicate that girls and boys in two-parent families are more prone to engage in gender atypical work the more their parent of the same sex engages in this kind of work. The fact that girls still do more housework than boys in all families independent of, among other things, the parental division of housework and the mother's educational level indicates that housework to some extent signifies gender also to children. However, no clear relation is found between the parents' division of work and the child's attitude towards gender equality in the home. Neither is there any clear relation between the parents' attitude towards gender equality in the home and the children's attitude to the same topic.  相似文献

ABSTRACT

Official Spanish policy seeks greater gender equality by, among other things, encouraging men’s use of their legal rights to parental leave and requiring employers to implement equality plans. This article contains a first-ever analysis of the extent to which company equality plans are used to improve upon the legal provisions governing parental leave and whether those improvements actually encourage greater leave use by men, help to degender leave use and promote fathers’ co-responsibility for childcare. The improvements implemented by companies are analysed against a backdrop of economic crisis (2007-2016), during which public policy underwent no substantial change. An analysis of the gender equality plans in place among 107 ‘gender equality employers’ (GEEs) revealed that most included no enhancement of the existing legislation and only a few work organizations provided incentives for men to use leaves as part of their work-life balance strategies. Substantial progress in this regard can only be expected through increasing government provision of parental leave aimed at men and/or increasing government pressure on companies to encourage leave taking by men.  相似文献

The article discusses the claims of success of microenterprise development programmes (MDPs) in poverty reduction and gender equality. It also deals with the broader theoretical and methodological issues related to the ways in which context and discourse interact in the assessment of anti‐poverty and gender equity strategies. MDPs are considered among the most viable strategies for helping women overcome poverty and promoting gender equity. However, there has been significant debate over these claims. The relationship between business ownership, poverty reduction and gender empowerment is still to be proved. The article presents the voices of women engaged in a microenterprise (ME) from a context‐informed and discourse analysis perspective, and considers the women's insights about ME as an anti‐poverty and gender empowerment strategy. The findings show a complex picture. On one hand, the new occupational status promises a tangible alternative to multiple personal, social and gender constraints. Additionally, women in the study perceived the ME as a space for self‐definition and as an outlet for expressing their oppressed identities. On the other hand, the findings seriously challenge the capacity of the MDP strategy to promote gender equity and combat poverty among low‐income women. Implications for research and policy are discussed.  相似文献

This paper examines the nature of increasing female entry into the profession of pharmacy. Using data from a survey of Ontario pharmacists, it compares the work experiences and career paths of 668 men and women in the profession. In terms of hours worked, where they work, and the nature of the work that they do, we found considerable differences between males and females that are becoming increasingly pronounced as more women enter the profession. These findings are then discussed in terms of available theories of gender, professions and social change.  相似文献

Many West African cocoa households experience a ‘lean season’ before the cocoa harvest, leaving them vulnerable to various events and issues which potentially cause stress – most notably food insecurity. This study, relying primarily on qualitative data from Côte d'Ivoire, examines how income allocation and intra-household dynamics affect household resilience during the lean season. Its findings indicate that in contexts in which women and men's income are separate and destined for different purposes in the household, the fact that men's income is often earmarked for individual spending creates particular problems for households in the lean season. Women's empowerment within the household is essential to improving intra-household resource allocation for resilience. In many contexts, this translates into development programmes supporting women to increase their production and ability to control income independently of men. However, a context of individual gendered agricultural production, and gendered spending obligations, such as West Africa, calls for a slightly different approach. Enhancing agricultural productivity is critical, but in addition it is important to encourage co-operation between women and men in households to result in joint decision-making in the interests of the household.  相似文献

Feminist scholars have challenged the neutrality of policymaking processes and the outputs resulting from these processes. However, some elements of policymaking have not been studied as well as others. In this article I explore the concept of evaluation from a gender+ perspective as an essential step for a complete gender mainstreaming strategy, which can help to identify gender issues that should be integrated into the content of evaluated policies and to ensure gender does not get lost in the policymaking process. This article investigates the premise that it is possible to transpose organizational approaches to equal employment opportunity (EEO) from western countries to Muslim majority countries (MMCs). Drawing on policy interviews and documentary evidence from public sector organizations and international development agencies engaged in the promotion of gender equality in Turkey and Pakistan, we question the effectiveness of diffusion of gender equality policies and practices to and among these two MMCs. Our investigation reveals the primacy of context over essence in developing effective ways to construct EEO policies and practices which can be adopted in MMCs.  相似文献

Although modern-day armed conflict is horrific for women, recent conflict and post-conflict periods have provided women with new platforms and opportunities to bring about change. The roles of women alter and expand during conflict as they participate in the struggles and take on more economic responsibilities and duties as heads of households. The trauma of the conflict experience also provides an opportunity for women to come together with a common agenda. In some contexts, these changes have led women to become activists, advocating for peace and long-term transformation in their societies. This article explores how women have seized on the opportunities available to them to drive this advocacy forward: including the establishment of an international framework on women, peace, and security that includes United Nations Security Council Resolution 1325 and other international agreements and commitments to involving women in post-conflict peace-building. The article is based on on-the-ground research and capacity-building activities carried out in the Great Lakes Region of Africa on the integration of international standards on gender equality and women's rights into post-conflict legal systems.  相似文献

This paper investigates social policies concerning men's transitions to fatherhood and the changing role of fathers in Japan. A review of fathering research reveals a predominantly agency-level emphasis on role-strain between work and paternal identities with a specific discourse of weakened Japanese fatherhood. Previous research suggested Japanese gender equality and work-life balance initiatives stalled due to an absence of women's influence within Japan's corporate culture. This study offers a historical perspective to show modern family policies were essentially rooted in gender-equality campaigns led by women's organisations dating back to post-WWII era. The findings situate Japanese social policy and epistemology in the international vanguard of a ‘Nordic turn’ towards structural-level research and improved social citizenship rights to support men's transitions to fatherhood.  相似文献

In Myanmar, movements for gender justice strive to foster personal and collective security, vibrant livelihoods, and political engagement during a period of rapid and uncertain transition. This article draws from the experience of the Gender Equality Network (GEN), a coalition of over 100 organisations in Myanmar. It examines three cases in which GEN sought to document existing forms of resilience and expand these mechanisms through national-level advocacy. The first describes current attempts to publicise, and eventually eliminate, violence against women (VAW). VAW is a fundamental threat to personal safety, but also to the principle of societal accountability – that is, the extent to which society upholds the interests and rights of women and girls. The second focuses on women's (lack of) access to natural resources and economic decision-making, drawing on gender-focused input into the National Land Use Policy. Finally, we examine the impacts of conflict on women's resilience, and women's increasing participation in the peace process. In all three cases, effective mobilisation and networking not only increased female political voice, but also enabled creation of a more resilient democracy by modelling effective policy, research, advocacy, and communication strategies.  相似文献

The authors contend that employer-initiated workplace policies should be considered as part of the patchwork that constitutes U.S. family policy. To provide a background, historical evidence of employer-initiated policies intentionally used as family policies is summarized. The view is then explicated that failure to take economic conditions and workplace policies into account may lead to faulty conclusions about the reasons for major changes in family life. The current status of selected employer-initiated workplace policies and recent trends is summarized. Next, some of the dilemmas inherent in considering connections between government- and employer-initiated policies are identified. Finally, suggestions for future directions are offered. The article should be considered with the following caveat in mind: the focus is exclusively on the influence of policies on families, but families are not merely reactive. She received her Ph.D. and M.B.A. from The Pennsylvania State University. Her research interests center on relationships between jobs and family life, with emphasis on work-family relationships in small businesses, and on adult workers as developing individuals. Her research interests focus on the intersection of social problems and family problems, including families and work, coping with unemployment, and adult children as caregivers of dependent parents.
