ABSTRACT

Diaspora policies, to be defined as emigrant state policies aiming at maintaining and strengthening ties with its expatriate population, have become a regular feature of twenty-first century international politics. A particular diaspora policy strategy adopted by various emigration countries including Morocco is the introduction of state-led homeland tours. These can be understood as an origin-state tool to socialise mainly young expatriate community members with homeland orientations and identities. Both by opponents as by sympathisers of these tours, it is often assumed that homeland tours are effective in their socialisation project. However, this assumption undervalues the agency of tour participants. This article presents an in-depth investigation of the Moroccan Summer Universities, annual state-led homeland tours for college and university students of Moroccan descent, based on participant observation and qualitative interviews. The analysis highlights the tour participants’ resistance against both discourses and practices of these homeland tours’ organisers. As such, the article attends to the need to understand better how state diaspora policies are received by young members of the diaspora, in a situation where state–diaspora relations are tense and policies are top-down.  相似文献

ABSTRACT

Despite the mainstreaming of gender perspectives into migration research, very few attempts have been made to gender international student migration. This paper poses three questions about Indian students who study abroad. Are there gender differences in their motivations? How do they negotiate their gendered everyday lives when abroad? Is the return to India shaped by gender relations? An online survey of Indian study-abroad students (n?=?157), and in-depth interviews with Indian students in Toronto (n?=?22), returned students in New Delhi (n?=?21), and with parents of students abroad (n?=?22) help to provide answers. Conceptually, the paper draws on a ‘gendered geographies of power’ framework and on student migration as an embodied process subject to ‘matrices of (un)intelligibility’. We find minimal gender-related differences in motivations to study abroad, except that male students are drawn from a wider social background. However, whilst abroad, both male and female Indian students face challenges in performing their gendered identities. The Indian patrifocal family puts greater pressure on males to return; females face greater challenges upon return.  相似文献

ABSTRACT

This study explores how a group of Uyghur minority students construct their identities in and through English language learning experiences as they move from Xinjiang Uyghur Autonomous Region to study in a prestigious East coastal university in China. The research findings show that the processes of English language learning enable the ethnic minority students to develop multiple yet powerful identities, that is, a situated elite identity constructed as opposed to other Uyghur members and a positive heritage identity negotiated within the academic community, and allow them to imagine multilingual and multicultural memberships for themselves. The favourable identities thus forged are found to facilitate their adaptation to the host community. However, these minority elites are confronted with a series of problems in learning English compared to their Han counterparts, which hinder their socialisation into the society and upward social mobility. Finally, implications for policy-makers, the host institution, and ethnic students are discussed.  相似文献

ABSTRACT

The ways in which multiculturalism is debated and practiced forms an important frame for ‘mixed’ ethnic identities to take shape. In this paper, I explore how young migrants of Japanese-Filipino ‘mixed’ parentage make sense of their ethnic identities in Japan. My key findings are that dominant discourses constructing the Japanese nation as a monoracial, monolingual and monoethnic nation leave no space for diversity within the definition of ‘Japanese’, creating the necessity for alternative labels like haafu or ‘mixed roots’. Japanese multiculturalism does not provide alternative narratives of Japaneseness but preserves the myth of Japanese racial homogeneity by recognizing diversity while maintaining ethnic and racial boundaries. Lastly, these categories have not been actively questioned by my respondents. Rather, they show flexibility in adopting these various labels – haafu, ‘mixed roots’, Filipino, Firipin-jin – in different contexts.  相似文献

ABSTRACT

Why do ethnoculturally defined states pursue favourable policies to integrate some returnees from their historical diasporas while neglecting or excluding others? We study this question by looking at members of two historical diasporas that, in the 1990s, returned to their respective ethnic homelands, Greece and Serbia, but were not treated uniformly by their respective governments. Utilising a wide range of primary sources, we consider evidence for a number of plausible explanations for such policy variation, including the economic profile of an ethnic returnee group, its status in internal ethnic hierarchies, its lobbying power, and dynamics of party politics. We find, instead, that the observed variation is best explained by the role that each particular group played in the ruling elites’ ex ante foreign policy objectives. Elites discouraged the repatriation of co-ethnics from parts of the world they still had claims over, by pursuing unfavourable repatriation policies. Conversely, absent a revisionist claim, states adopted favourable repatriation policies to encourage their repatriation and facilitate their integration upon return. Methodologically, the article illustrates the importance of focused comparisons across dyads of states and particular sub-diaspora groups.  相似文献

There is no empirical research on the school performance of children who live separated from their parents in sub-Saharan Africa—a major migrant sending region in the world. This study uses survey data from junior and secondary school children and youths in Ghana (N?=?2760), Angola (N?=?2243) and Nigeria (N?=?2168) to examine how different transnational family formations such as internal or international parental absence accompanied by migration or divorce, who is the migrant parent and who is the caregiver, the stability of the caregiving arrangement and remittances relate with the school performance of children who stay behind. School performance is measured through an index of grades in language, mathematics and science. The results show that international parental migration (Ghana), the internal parental migration accompanied by divorce/separation (Nigeria) and migration of both parents (Ghana and Nigeria) are likely predictors for decreased school performance. No effects are observed when parents are abroad and divorced/separated, when only one parent migrates, when children are in a stable care arrangement or when children receive remittances or not. The analyses show that the overall relationship between parental absence and education varies by the transnational dimension being analysed and by context.  相似文献

This study examines the distinctive roles that social media play for the diasporic Kurds in regard to the political and nationhood process. It attempts to understand how the notion of Kurdayeti [Kurdish nationalism] has been affected by the growth of Kurdish social media. It argues: although the Kurdish political activism has been accelerated by the rise of social media and the ethnic identity discussions have become much more visible, the idea of a unified imagined Kurdish nation has been affected by the existing socio-political fragmentations among the Kurds and transformed into a participatory and pluralistic imagined community.  相似文献

In this paper, we examine the existence and development of the ‘refugee gap’: the difference in labour market participation rates between refugees and other types of migrants. Using the cumulative disadvantage hypothesis, we studied whether the ‘refugee entry effect’ scars refugees for their working careers in the Netherlands. To do so, we used register data (Social Statistical Database), containing information on all refugees who received refugee status in the Netherlands between 1995 and 1999 (N?=?33,030). We compared their labour market participation over the 2000–2011 period with that of labour and family migrants in the same cohort (N?=?78,298). We conclude that the ‘refugee gap’ exists at the start of refugees working career in the Netherlands and that it diminishes over time.  相似文献

Discrimination based on skin color is illegal, yet preferential treatment based on skin color persists and there is less clarity on how one’s nativity and parents play a role between skin color and discrimination. This study examined the associations among skin color and subtle discrimination (i.e., microaggressions) among Latina/o (63.5%) and Asian American (36.5%) adolescents (N?=?244; Mage?=?17.12, SD?=?.73; 55% female). This study also examined whether nativity status, parent ethnic racial socialization, and parental acculturation (via parent language proficiency) moderated the association between skin color and microaggressions. Adolescents with darker skin color reported more microaggressions. In addition, the association between skin color and microaggressions was found among foreign-born adolescents, but not US-born adolescents. Neither parental acculturation or parent ethnic racial socialization moderated the association between skin color and microaggressions. These results suggest that, like race and ethnicity, skin color may be a marker for adolescents receiving subtle discrimination, particularly among foreign-born youth.  相似文献

ABSTRACT

Relying on a quantitative survey (n = 1497) and semi-structured interviews (n = 30) conducted in the U.K., we explore British nationals’, Romanian and Turkish migrants’ attitudes of tolerance and the factors influencing them in the current socio-political context in the U.K. The quantitative data reveal the role of younger age, diverse networks, higher education, attachment to city/region and supranational identifications in more open attitudes towards diversity. The qualitative findings illustrate how diverse these three groups’ attitudes of tolerance can be and how they are affected by their position and status in the U.K. The British’ attitudes show their tolerance can reflect diverse forms of acceptance of ethnic and cultural differences but can also draw lines in terms of civic values opposing ‘those who contribute to society’ versus those who ‘live as parasites’. The Turks are in favour of diversity with the expectation of receiving more civic rights and facing less prejudice. The Romanians tend to have a more ambiguous relation to diversity given their position of stigmatised migrants in the U.K. Our analysis reveal how inclusive or exclusive people’s (sub- and supra-)national identities can be and how these frame their attitudes of tolerance.  相似文献

ABSTRACT

This paper provides a phenomenological reconceptualisation of ethnic identity. Drawing upon a case study of a family originating in Calabria, Italy, and living in Adelaide, South Australia, I consider the way in which the three generations perceive their ‘being ethnic’ across time and space. The first-generation participants were born in Italy and migrated to Australia during the 1950s; the second generation are their children; and the third generation are the children of the second generation. The findings show a widespread intergenerational identification of ethnicity as ‘being Italian’, which, however, has different meanings across the three generations. This depends on the participants’ phenomenological perceptions of being thrown into the world [Heidegger, M. (1962). Being and time. (J. Macquarie & E. Robinson, Trans.). New York, NY: Harper]. Some 40 years after Huber’s [(1977). From pasta to Pavlova: A comparative study of Italian settlers in Sydney and Griffith. St Lucia: University of Queensland Press] study about the assimilation of Italian-Australians published in her book From Pasta to Pavlova, the present paper shows a movement from pavlova to pasta, especially by the third-generation participants, who experience a sense of ethnic revival. Essential in such a shift of ethnic identity is what I refer to as institutional positionality; that is, one’s perceptions of the position of one’s ‘ethnic being in the world’. This is investigated by combining with the sociology of migration, including the Bourdieusian conceptual apparatus of capital [Bourdieu, P. (1986). The forms of capital. In J. ABSTRACT

This paper sheds light on the relationship between individual agency, transnational social relations, geographic place, and cultural constructions of life phase and gender among highly skilled Indian migrants to the Netherlands. Amsterdam is attracting an increasing number of Indian migrants who work primarily in the fields of information technology, engineering and business management. The nature of this highly skilled work requires mobile, flexible workers, and therefore mainly attracts single men between 25 and 34. Their migrant experiences and choices are marked by a ‘performance of liminality’: migration is part of a coming of age ritual that both structures their lives and is structured by circumstances and agency. The experience of bachelors in particular can be understood as a ‘double liminality’ in that it is both temporary and spatial. Many of our bachelor informants felt they were ‘betwixt and between’ the socio-cultural expectations they grew up with and what they perceive to be Dutch or Western culture, and between those that pertain to childhood and to adulthood. They live on a metaphorical threshold, shaped by their masculine ideals, beliefs about ‘Indian culture’, their expected life trajectories, and their experiences in and expectations of the Netherlands and the city of Amsterdam.  相似文献

Discrimination is long seen as a meaningful factor for ethnic inequalities on rental housing markets. Yet empirically, the extent of discrimination is still debatable. For the first time, this article provides a quantitative meta-analysis of field experiments (in person audits and correspondence tests) that were run over the last four decades in the United States, Canada and Europe (N?=?71). Special focus is given to a possible inflation of effect sizes by publication bias; to time trends; and to evidence for statistical discrimination. Taken together, nearly all experiments document the occurrence of ethnic discrimination. Effect sizes are inflated by publication bias, but there is still substantial evidence left once the bias is removed. The analysis reveals a consistent decline in the extent of discrimination over time, from moderate levels of discrimination in the 1970s and 1980s, up to only small but still statistically significant levels in the 1990s and 2000s. A significant part of the discriminatory behaviour can be attributed to missing information about the social status of applicants, which supports theories on statistical discrimination. It is discussed how future research could move our knowledge on the underlying mechanisms forward.  相似文献

In Western Europe, the children of Moroccan and Turkish migrants were found to be significantly disadvantaged in the labour market. This ethnic gap was found to persist after considering differences in schooling, which was argued to reflect ‘ethnic penalties’ driven by cultural, religious, or racial factors. This study uses data from the 1st Wave of the ‘Netherlands Longitudinal Life-Course Study’ (2009–2010) to revisit the analysis of ‘ethnic penalties’ for second-generation Moroccans and Turks. Unlike in previous research, empirical analyses not only consider differences in schooling, but also skills and social origins. Results show substantial ethnic inequalities in the labour market, with the exception of women from Moroccan origins. For men, these ethnic inequalities do not disappear when human capital factors are considered, but they do when accounting for the unprivileged social origins of ethnic minorities. For women, the disadvantage of second-generation Turks in achieving privileged occupations clearly disappears when human capital and social origins are considered. Yet, the chances of being unemployed among women of Turkish origins persist after controlling for education, skills, and social origins. Overall, this study has global academic and public policy implications to understand the socioeconomic integration of the Moroccan and Turkish second generation in Western Europe.  相似文献

ABSTRACT

While considerable research has focused on the process and factors affecting acculturation, there is little research that investigates how members of minority and majority groups define acculturation in educational settings. Ethnographic research and qualitative interviews in three secondary schools in Flanders (Belgium) show that teachers and ethnic minority students have different ideas and expectancies regarding the concept ‘integration’, which appears to affect student–teacher relationship. Berry et al.’s [1989. “Acculturation Attitudes in Plural Societies.” Applied Psychology: An International Review 3 (2): 185-206. doi:10.1111/j.1464-0597.1989.tb01208.x.] acculturation orientations are used as a theoretical template to analyse teachers’ and ethnic minority students’ discourses about acculturation. Analyses reveal that students of immigrant descent perceive acculturation mainly in terms of the establishment of intergroup contact. In contrast, teachers find it harder to disconnect cultural maintenance from contact and participation. By suggesting some form of cultural adoption, teachers hope to socialise their ethnic minority students into the culture of the dominant ethnic group and prepare them for their future. These distinct interpretations of ‘integration’ in everyday life (which actually refers to acculturation) often leads to misunderstandings between ethnic minority students and their teachers, even to conflict, as many students feel that their cultural background is disparaged and not fully valued in school.  相似文献

Abstract

I analyse the changing conceptions of German national identity since the idea was first articulated after the French Revolution. I distinguish between universalist concepts of national belonging and particularist ones, specifying at the same time their respective class articulations. Within this context, I address both historical and contemporary politico‐legal conditions for German citizenship. These conditions for German belonging entail differential treatment for ethnic Germans coming from beyond the borders of the German state (Aussiedler), whether West Germany before unification or united Germany since, and foreigners living under direct German jurisdiction (Ausländer). The claimed bases and inclusionary/exclusionary effects of these differentiations are interrogated, and their contemporary political implications assessed.  相似文献

The paper addresses the multifaceted quality of ethnicity in the Jewish population of Israel by probing into the ethnic categories and their subjective meaning. The analyses utilise data collected during 2015–2016 on a representative sample of Israelis age 15 and older, as part of the seventh and eighth rounds of the European Social Survey (ESS). Hypotheses are developed concerning the relationship between demographically based ethnic origin and national identity, as well as the effect of ethnically mixed marriages on ethnic and national identities. The analyses reveal a strong preference among Jews in Israel to portray their ancestry in inclusive national categories – Israeli and Jewish – rather than more particularistic, ethno-cultural, categories (e.g. Mizrahim, Moroccan, Ashkenazim, Polish, etc). Yet, whether Israeli or Jewish receives primacy differs by migration generation, socioeconomic standing, religion, and political dispositions. While the findings clearly add to our understanding of Israeli society, they are also telling with regard to immigrant societies more generally. First, they reveal a multi-layered structure of ethnic identification. Second, they suggest that ethnic identities are quite resistant to change. Third, ethnically mixed marriages appear to erode ethnic identities and are likely to replace them with national identities.  相似文献

This is the first article that systematically deconstructs the idealised, widely shared view and formal self-representation of Salafis as a de-culturalised group of Muslim believers who are solely devoted to the idea of a uniform Muslim identity and are indifferent to the notions of ethnic nationalism and racism. Drawing on unique interviews with EU-based ethnic-Chechen émigré Salafis, the article illuminates the ways they draw boundaries and consequently construe their ethnic and racial identities as superior and opposed to Muslims stemming from the Middle East and Central Asia. Below the surface of coherent ideologically shaped self-representations, the diaspora Salafis’ identities reflect the idea of Chechnya’s mountainous topography being conducive to a superior ‘national mentality’, racial purity, and cultural uniqueness. Intriguingly, the diaspora-Chechen Salafis’ attitudes toward Middle Easterners and Central Asians employ a rhetoric which entails similarities with the notion of imagined geographies and to some extent resembles Western Orientalist discourse. In stark contrast to leading Salafi scholars’ statements emphasising a united Muslim identity, which are routinely echoed by outsiders, this article points out the maintenance of strong ethnic-nationalist and racist resentments amongst individual members of this religious community.  相似文献

ABSTRACT

Weddings can be seen as ‘rites of passage’ and also as ‘symbolic struggles’ since their glamour appears to be a new indicator of status for many families, especially migrant ones. A mixture of traditional as well as reinvented wedding customs serves a community searching for ethnic identity markers that can help it to embrace all of its descendants. This article presents a case study of how Assyrian/Syriac wedding rituals and marriage traditions that are being performed and transformed in the migratory context of Sweden over the last 50 years. Among the Middle Eastern Christians, who have been emigrating from Turkey, Syria, Lebanon and Iraq since the 1960s, and which today numbers 120,000 individuals, marriage is a very serious business – a permanent union between spouses and their respective families. The purpose of the article is to analyse Assyrian/Syriac wedding rituals and to discuss how they have shaped the modern Assyrian/Syriac identity. It also explores how local marriages connect and reconnect migrants of this ethno-religious group(s) and how it differentiates them from their peers in the surrounding Swedish society – religiously, socially and even aesthetically.  相似文献

ABSTRACT

Relying on the biographical narrative Leila, a girl from Bosnia and the recorded narratives by adolescents born of wartime rape in Bosnia and Herzegovina we illustrate the difficulties and symbolic implications associated with negotiating hybrid identities in post-conflict Bosnia and Herzegovina against the dominant post-conflict discourse based on ‘pure’ ethnicities. We argue that in today’s Bosnia and Herzegovina, hybrid identities are marginalized by official politics and societal structures as a legacy of the war. However, they simultaneously embody the symbolic tools through which ethnic divisions could be overcome, envisioning and recalling a multi-ethnic Bosnia and Herzegovina as a supra-national designation.  相似文献
