The virtual world of the Internet may be used to support positive youth development. Accessing resources in educational, employment, health, and social domains is enhanced by the ability to effectively use digital technology. Foster youth are at risk for poor developmental outcomes and may face barriers to competent use of the Internet. We discuss the benefits and risks of Internet use and the importance of digital literacy to protect against risks, and we offer suggestions on ways that child welfare agencies, case managers, and foster parents can work with youth to support safe and effective use of digital technology. 相似文献

ABSTRACT Large numbers of youth continue to enter foster care despite federal and state efforts to minimize placement. Some youth will experience lengthy tenure in care with multiple placements and be at risk for adverse events. They are also at risk for losing an accurate biography of their childhoods. We suggest a two-tiered approach to help youth develop a personal history. Agencies can establish a digital depository of basic information including pictures that document the life course of the youth. Agencies can help youth procure e-mail accounts. These e-mail accounts are under the control of the youth and can function as an electronic diary. Thus, youth would have a portable life biography and sense of self over time. 相似文献

Older youth often “age out” of foster care when they reach 18 or 21. Then what happens to them? How do their educational experiences during and after high school compare with children raised in intact families? This study used existing longitudinal data from 1980 through 1986 to investigate the high school and post high school experiences of a group of foster care youth and a matched group of youth living with at least one parent. The results were unequivocal: the foster youth dropped out of high school at a much higher rate and were significantly less likely to have completed a GED. The foster care high school graduates received significantly less financial assistance for education from their parents or guardians. Foster youth reported more discipline problems in school and experienced more educational disruption due to changing schools. They were significantly less likely to be in a college preparatory high school track. The adults in the lives of the foster care youth were less likely to monitor homework. These findings have important implications for child welfare policy and practice. 相似文献

Despite the promise of mobile smartphone applications (apps) in addressing challenges faced by foster youth transitioning to adulthood, the literature is devoid of conceptual frameworks for the development of these apps. This article documents the process of using Concept Mapping to delineate a conceptual framework germane to developing an app to assist youth transitioning from foster care to adulthood, and explore differences in development priority areas among participants. Participant data was collected via qualitative brainstorming sessions, and analyzed using multidimensional scaling and hierarchical cluster analysis. This article explicates findings from this study, discusses implications, and identifies apposite areas for future research. 相似文献

The aim of this article is to report on the findings of an evaluation of a youth in foster care mentoring pilot program and the difficulty that arises when a program is not well implemented. The pilot program and evaluation of its effectiveness were mandated by the Texas 80th Legislature through the passing of HB 3008. Big Brothers Big Sisters of North Texas implemented the pilot to match youth in foster care age 14 years and older, who participate on a voluntary basis and who have been screened for participation by the Texas Department of Family and Protective Services (DFPS) with an adult mentor. As part of the pilot, youth were to receive 8 h of face-to-face time, and at least 1 h of phone, email, or text contact with their mentor. Though there were problems with implementation of the mentoring pilot, responses on the confidential youth survey suggest that those who did participate had positive experiences. Based on responses on the survey from the youth and based on the existing empirical literature on the benefits of mentoring programs for trouble youth and following the recommendations presented in this article the mentoring programs should be encouraged for youth aging out of foster care. 相似文献

Youth in foster care who have histories of grief, loss, and placement disruptions need trauma-informed programs that can help them maintain stable and consistent connections with supportive adults. The purpose of this study was to explore the experiences of staff who implemented a trauma-informed model called Intensive Permanence Services (IPS). We conducted qualitative interviews with staff (N?=?7) who developed and implemented the IPS model and reviewed agency documents to identify the key characteristics of the model, the strategies staff used in their work with youth, and the challenges they faced to implementing IPS. Findings highlight these critical components: (1) using a youth-driven approach that prioritizes accountability to the youth and youth empowerment; (2) adopting an organizational culture of well-being using strategies such as secondary traumatic stress education, peer support, and structured supervision; and (3) promoting systems change for improved collaboration with all stakeholders, including the youth, families, caregivers, and other service providers. Overall, our findings stressed the importance of adopting a more holistic, trauma-informed, and youth-driven approach to improve permanence and well-being for youth in care. 相似文献

Three agency-based studies explored the associations of traumatic child histories, as well as their developmental, health and behavioral problems with foster care challenges such as placement instability. The findings represent the convergent perspectives of child welfare workers and foster parents in small cities in Ontario. Alone and in aggregate, child and familial traumas and problems were very strong predictors of various foster care challenges. Foster parent training and other support needs are discussed. 相似文献

Although youth in foster care most likely use social media websites, there appears to be a lack of policy guidelines related to this use. When one considers youth in foster care, the state's mandate to provide safety, and foster parents' rights to exercise parenting responsibilities, the notion of privacy and the use of social media becomes complex. Critical Systems Heuristics will be introduced as a tool in developing policy recommendations. A collaborative relationship among three organizations developed a mentoring project using social work students (mentors) and independent living program (ILP) foster youths (mentees). The goal was to increase the mentees' awareness of educational possibilities beyond high school graduation while analyzing the mentors' learning as defined by the Council on Social Work Education core competencies. This pilot project paired mentors with ILP youths in this experiential opportunity conducted on a university campus. Racial/Ethnic Disparities in Mental Health Service Use for Older Foster Youth and Foster Care Alumni

Studies have shown that foster care alumni have disproportionally high rates of poor mental health outcomes compared to the general population. The purpose of this study was to examine differences in mental health service use for Latino, African American, and White youth while in foster care and upon exit from the foster care system. Secondary data were used to identify youth 1 year prior to exiting the foster care system (N?=?934) and 1 year after exit from the foster care system (N?=?433). Racial/ethnic disparities in mental health service use upon exit from the foster care system were found, with Latino youth using the least amount of services after foster care exit. Racial/ethnic service disparities in type of services used were also found. Findings suggest that a lack of support (e.g., mandatory or voluntary) may be significant in overcoming challenges in the continuation or disruption of services. 相似文献
