Abstract

This article surveys recent literatures in the indigenous languages of Latin America. The past decade has witnessed a continent-wide rise in indigenous-language publications – a rise calling for a reevaluation of the critical state of indigenous rights and language policies that was expressed in the context of protests around the quincentennial celebrations of Columbus' 'discovery' of the Americas. The new wave of indigenous literatures has arisen in the wake of dramatic acts of violence, such as military repression and neoliberal economic restructuring. However, the large-scale displacement of indigenous peoples that has resulted from these processes has also provoked a desire among indigenous writers to utilize print media in order to preserve knowledge and communal memory. Drawing on specific examples from contemporary indigenous poetry of Peru and Mexico, the article argues that indigenous literature challenges conceptions of indigenous expressive culture as inherently oral, traditional, rural, and communitarian.  相似文献

Abstract

Since 1982, with the creation of the Working Group on Indigenous Populations, the UN has taken steps toward addressing the violations of indigenous human rights around the globe that have characterized the colonization of indigenous peoples by western nations since the 15th century. This article explores the question of whether actions taken by the WGIP and other UN bodies promise to relieve this legacy; or whether the UN, as the proper overseer of international law concerning human rights today, continues that legacy in revised form, as some analysts have claimed. A brief overview of positions taken by key figures in the history of international law concerning indigenous peoples since the early 16th century provides a background against which to compare the work of the UN. My conclusion is that while the UN has in some ways sustained the inherited order of neglect of indigenous rights, it has, more importantly, created openings which make it possible for indigenous peoples to assert their claims. While this is not a story of continuous progress, it does suggest that there is reason to respect the UN's efforts in this relentlessly neglected area of human rights.  相似文献

Abstract

During the 1980s and ′90s grassroots feminist and neoconservative movements increased in size and strength around the world. In the U.S. and globally, conservatives organized against the welfare state and against feminism. As a result, feminist social work has been constrained and enhanced by the competing claims of these divergent movements. This article presents a case study of one U.S. battered women's organization which retrenched and then reasserted its feminism in reaction to these contradictory forces. The analysis of this example explores the question of how feminist social workers can apply the capacity of feminist thinking and action, given the conservative constraints.  相似文献

Abstract

Poetics, as an epistemological approach, articulates alternative imaginaries to those proffered by the neoliberal world order. With a long history of drawing upon various sites to further its aims (e.g. the academy, the international studies association, political parties, the state), the neoliberal world order has used its epistemologies to constitute a hegemony emphasizing the state as the primary actor of political life. Feminists and scholars in postcolonial IR, black studies, and ethnic studies have challenged this idea, arguing that there are differential epistemological economies in world politics. Larger questions at stake in these different sites/cites include self and collective knowledge of marginal peoples and the envisioning of alternative, oppositional histories of decolonization, struggle and contestation. Traditional disciplinary boundaries become sites/cites of contestation about the forging and making of alternatives as academics, grassroots organizers, and activists, through poetics, work together to creatively engage questions of economies, power, history, and subject-formations.  相似文献

The indigenous quest for self-determination is an attempt to give voice to local injustice in a universal language, and to make claims to difference via a right that applies equally to all peoples. This article explores recent developments in the transnational indigenous movement's struggle for the right of self-determination by pointing out that this polyvalence-like the indeterminacies of the concepts of "peoples" and "indigenous"-is a productive one that enables indigenous activists to make a unique intervention in international law. Their work aims at creating a new international legal personality based on collective rather than individual rights, and on an understanding of "peoples" as self-determining entities not necessarily aspiring to statehood. This new understanding hinges, in turn, on an emerging perception of the capacity to culture as a general human right. This article addresses recent anthropological texts critical of the transnational indigenous movement to show that the "self" in self-determination as articulated by indigenous activists is not only not accounted for and not protected under current international legal regimes, but is also "a self" through which radical claims to culture and territory are being made.  相似文献

Abstract

This article draws upon the work of contemporary French feminist philosopher Luce Irigaray in developing a post‐structuralist analysis of travel within the autobiographies of the second wave feminist philosopher Simone de Beauvoir. Travel and the experience of wonder at the otherness of the world figure as important self shaping experiences within the four volumes of Beauvoir's life narrative (1958, 1960, 1963, 1972). Travel has a metonymic relation to the passage of Beauvoir's life, in which the existential extremes of anguish and ecstasy are played out in a (feminine) quest for self knowledge. Through a close reading of Beauvoir's writing I analyse the different formations of desire that structure the experience of wonder in relation to the otherness of the world and death. I also draw upon debates within feminist philosophy about the nature of subjectivity and knowledge that were, in Beauvoir's time, ordered around an Hegelian opposition between immanence and transcendence. I take up Irigaray's notion of the sensible transcendental to explore another way of conceptualising the feminine subject's desire to know and value the world differently.  相似文献

ABSTRACT

This article analyzes histories of white settler colonial violence in Treaty 6 territory by arguing that the 1870 Hudson’s Bay Company charter and transfer of Rupert’s Land and the North-Western Territory to the Dominion of Canada helped to make past imperial violence an ongoing settler colonial terror structure into the present. It argues that this transition from imperial to settler colonial control of territory is best understood by using a multiple colonialisms framework, to examine the ways in which heteropatriarchal family structures transitioned from Indigenous-European to white settler kin networks that crystallized whiteness as a racialized means to control land as private property. Following Kanien’kehá:ka feminist scholar Audra Simpson’s work, I suggest that this territory’s multiple and overlapping colonial histories (French, English/British, and Canadian) are a crucial lens through which to understand the historical and ongoing formation of Canada as a white settler state, and that these histories still relationally drive anti-Indigenous violence and the settler killing of Indigenous peoples today. The essay concludes by arguing that the seeming daily placidity of white settler violence against Plains Indigenous peoples under Treaty 6 ultimately supports a relational violence that supports a killing state and its armed citizens in the name of protecting private property for white settlers.  相似文献

ABSTRACT

Nuclear colonialism, or the exploitation of Indigenous lands and peoples to sustain the nuclear fuel cycle from uranium mining and refining to nuclear energy and weapons production and the dumping of the resulting nuclear waste, occurs in many parts of the world and has generated considerable protest. This article focuses on a contemporary and ongoing case of nuclear colonialism in Canada: attempts to site two national deep geological repositories (DGRs) for nuclear waste on traditional First Nations land in Southwestern Ontario near the world’s largest operational nuclear power plant. Through histories of the rise of nuclear power and nuclear waste policy-making and their relationship to settler colonialism in Canada, as well as actions taken by the Saugeen Ojibway Nation (SON) and white settler anti-nuclear waste movements, the article explores how gender is at work in nuclear colonialism and anti-nuclear waste struggles. Gender is explored here in terms of the patriarchal nuclear imperative, the appropriation of Aboriginal land through undermining Aboriginal women’s status and the problematic relationship between First Nations and white settler women-led movements in resistance to nuclear waste burial from a feminist decolonial perspective  相似文献

The present situation in the Amazon is frequently characterized by political tensions between indigenous and non-indigenous peoples. As a consequence, indigenous peoples are organizing in order to defend themselves and their land against the encroachment of representatives from the national society. To the Matsigenka, who live in the monta a of southeastern Peru, this process is relatively recent, and so is the conceptualization of ensuing conflicts in ethnic terms. Although ethnic criteria for constructing social identity is still largely alien to most Matsigenka, it has, to the indigenous organizations, come to serve as the model for defining political issues mainly because it is imposed by the dominant national society, which defines the rules. At the same time, categories of beings that are defined in notions of the cosmogony remain a significant factor in the Matsigenka conceptualization of the social world. The employment of two parallel models for constructing identity, which are occasionally conflicting, produces both conceptual confusion and organizational problems for the Matsigenka ethno-political movement.  相似文献

Abstract

This article proposes the articulation of intercultural education and sustainability, linking the recognition of cultural diversity to socio-environmental concerns. This implies transcending formal education and classrooms; moving towards educational modalities that could impact people of different ages, and levels of scholastic achievement, with different needs and demands. We suggest that education is a key to transform structural conditions that have perpetuated inequality, and then to the self-empowerment of indigenous peoples, but that previous models, political basis and forms have not been pertinent, nor do they respond entirely to explicit demands of indigenous peoples. Intercultural education should go beyond simply adding cultural elements to the curriculum. Learning and sharing about ways to connect knowledges and know-how from cultural, social, economic and political distant sources, and ways to visualise and propose autochthonous relevant methods to transform their regions and make these visions of social justice real, are amongst the elements that we consider central to intercultural education. In order to demonstrate this, we analyse an experience of non-formal, collaborative, intercultural education with fisherwomen and youths, making up a learning community and emphasising a dialogue of knowledge for the conservation of their territory.  相似文献

This article explores how development programming in rural poverty and the environment can work with indigenous peoples. It draws on research conducted in Asia and Latin America to suggest how indigeneity can be understood as specific kinds of marginalisation intersecting with self‐identification and recognition as indigenous. Current obstacles to effective engagement with indigenous peoples are outlined, and suggestions are offered for pro‐actively addressing their experience. Two critical areas where there are opportunities for donors to support indigenous peoples' priorities include ‘FPIC’ (Free Prior and Informed Consent) and a careful consideration of the implications of niche‐market engagement.  相似文献

This article distinguishes between critical and reconciliatory postcolonialisms, arguing that the former seeks radical alternatives to modernity based on non-Western traditions and lifeways, while the latter works to reconcile colonized peoples to colonialism. It argues further that the category of globalization has, for the most part, superceded that of 'postcolonialism' and that critical postcolonialism needs to be seen not simply as globalization's enemy but (in part) as its effect. That is, globalization and critical postcolonialism have a weakly dialectical relation, a case made by examining the recent Maori renaissance in New Zealand. What are the implications of this way of thinking for history? By examining two late eighteenth century texts, Ossian's poems and Sir William Chambers' 'A Dissertation on Oriental Gardening', the article suggests that the histories of globalization and postcolonialism have always been intertwined.  相似文献

Social movement scholarship has focused increasingly upon the roles played by symbolic resources and movement discourses in the process of social transformation. Current socio-political approaches, often characterized by an excessive focus on movement structure to the exclusion of larger cultural considerations, still struggle to address adequately the process of transmutation from idea to form, from symbolic shift to material change. Through an examination of the international indigenous peoples' movement, this article illustrates the ways that space constitutes a mediating dimension of the transformative processes through which the symbolic potential of movement discourses may be manifested. The alternative spatialities and new geographies generated, deployed and legitimized by this movement have provided critical locations for indigenous peoples to enact the creative work of mobilization. It is argued that incorporating the work of critical geographers into existing sociological and political perspectives will contribute to the better apprehension of these transformative processes as well as those associated with the particularly spatialized phenomena related to globalization, development, nationalism and geopolitics.  相似文献

Indigenous peoples are overrepresented in the homeless population. This paper examines the extent to which homelessness and some of its possible antecedents and consequences differ for indigenous peoples and majority whites residing in the city of Minneapolis. We conclude that being homeless and indigenous in Minneapolis is a significantly different experience for this group than it is for majority whites. The cultural context of indigenous homelessness reflects higher poverty and inconsistent patterns of employment. It also reflects higher support in family and friend relationships. Higher misuse of alcohol reflects personal disability while lower use of mental health services reflects a structural disability. Discrimination is reflected in previous childhood out-of-home placements.  相似文献

The article presents a student‐impact assessment of a model two‐year place‐based intercultural approach to indigenous education. Students at Lewis & Clark Primary School in Missoula, Montana, connected face‐to‐face with tribal educators and members residing in the nearby American Indian reservation. The program’s learning outcomes included impressive gains in knowledge of Montana tribes, fewer stereotypical images, enhanced consciousness about the histories and cultures of the place in which students’ reside, heightened appreciation for and connectedness with Native Americans, and increased cultural awareness. The power of the place‐based intercultural‐education approach is that K‐5 students can acquire cultural knowledge, break stereotypes, and develop new appreciation for, and interest in, diverse peoples and issues by directly experiencing the local context in which diversity resides.  相似文献

ABSTRACT

In this article I consider some representations of the figure of the indigene in contemporary Australia, and their implications for a range of issues and debates in cultural theory. In particular, I examine the positioning of the indigenous body within two related discourses that I term ‘multiculturalism’ and ‘hybridity’, or the discourses of happy hyphenation and happy hybridization, respectively. These discourses, I want to suggest, raise specific problems in an Australian historical context, where the effects of scientific racism are being confronted by indigenous peoples in relation to land rights claims and, more generally, the dominant culture's demands for an ‘authentic’, visible and unproblematic Aboriginality that can be both clearly marked and contained. The figure of Truganini has particular significance in these debates, precisely because her body has figured as the site of geneticist practices and discourses. Simultaneously I locate these representations in the context(s) of the monument year of 1993, contexts that encompass a mesh of interrelated cultural concerns sometimes simplified under the heading of ‘Australian national identity’.  相似文献

After the two-fold crises of the liberal world order in the first decade of the twenty-first century, including the debacle of the Global War on Terror and the global financial crisis around 2008, we are witnessing a combined crisis of US hegemony and the transnational moment, along with the explosion of populism across the Atlantic world. In this context, this research not only analyses how the United States has designed and maintained the liberal interstate order and globalization but also the way the hegemon proactively starts to destroy its cross-national project today. ABSTRACT

This article aims to extend the discussions that confront the intersectionality of Black American feminists to the ‘consubstantiality of social relations’ espoused by French materialist feminists. It proposes to do so by moving away from this ‘geo-cultural’ territory in order to better anchor the reflection in an epistemological and methodological ground. In order to do this, the article begins with some contributions and controversies of the intersectional approach to the renewal of feminist theories, and then addresses the issues that this renewal raises to the approach of consubstantiality. It then situates the approaches of intersectionality and of consubstantiality on the same epistemological continuum to discuss the middle way unlocked by the intersectionality of Black feminists. Abstract

This article argues that Cox's Method of Historical Structures (MHS), although a highly useful tool for understanding the world, should be adapted to make it more effective as a framework for understanding world order in the twenty-first century. The advent of the method helped rejuvenate critical scholarship in international relations and international political economy during the 1980s. It offered a way out of the excessively structural approaches that had dominated critical thinking in the 1960s and 1970s. Cox's method enabled the unpacking of a structure, so that the components that made up any particular configuration could be considered analytically. Providing guidance on how to look at an historical order, and how to consider the component features of that structure, proved to be a revelation for many critical scholars of international relations. Surprisingly, given Cox's highlighting of the distinction between critical and problem-solving theory introduced in the same Millennium article, what really distinguishes Cox's approach, and why it has had the impact it has, is the pragmatism of the method. The MHS offers the possibility of a more closely reasoned analysis of world order than was previously available. It was the practical and somewhat systematic quality of the MHS that made it influential because it offered to facilitate empirical research by critical scholars. Thirty-five years on, the Method looks less satisfactory and this article offers some suggestions for its development.  相似文献
