Social workers' attitudes towards the unemployed in the Nordic countries In recent decades, municipal social workers have become the implementers of new types of social policy measures aimed at activating the unemployed. These policies put a greater emphasis on the individual's own responsibility for being unemployed. Little is known, however, about how social workers view the unemployed – one factor that might influence how policies are in fact implemented. Therefore, our purpose was to analyse Nordic social workers' attitudes towards the unemployed and their determinants: Do social workers' attitudes correspond with a more individualistic view on unemployment? We utilised the data from surveys of professional social workers in four Nordic countries. Our analyses showed that individualistic attitudes towards the unemployed appeared to be rather rare among Nordic social workers. However, attitudinal differences were found between and within countries.  相似文献

The concept of mutual obligation underpins Australian employment services. In return for receiving income support, there are three elements of mutual obligation: to actively seek work; to improve one’s competitiveness in the labour market; and to contribute to the community. Failing to undertake mutual obligation activities results in sanctions, usually unemployment benefit suspension or cancellation. In the year 2017/18, one mutual obligation activity, compulsory employment service provider appointments, accounted for more than 93 per cent of sanctions. The study reported here explores unemployed and recently employed workers’ experiences of appointments and their attitudes to the concept of mutual obligation. The findings are that unemployed workers say appointments have little utility for advancing elements of mutual obligation and are psychologically harmful. Non-attendance may be a form of self-protection although seeking a medical exemption or dropping out of the system altogether also appears to be a common self-protection strategy. We also find that non-attendance at appointments cannot be conflated with a negative attitude to mutual obligation and that unemployed workers want services that are effective and psychologically positive to help them to fulfil their mutual obligations.  相似文献

In many European countries, greater importance is accorded to labour market policies in which employers are involved in activating unemployed people. Such employer‐oriented policies target employers’ demand for labour and attempt to influence their willingness to hire, train or guide (often disadvantaged) unemployed groups. Using data from a qualitative interview study of an employer‐oriented programme in a medium‐size city in Sweden, the present article aims to develop knowledge about how these policies are used to influence employers to hire unemployed workers and how jobs created in this context differ from regular jobs. The article argues that creating jobs through new arrangements for the division of labour, with the promise of relieving regular staff of unskilled tasks, may influence employers’ willingness to hire the unemployed when used alongside other kinds of policy instruments. However, the article also shows that this new division of labour, with programme participants performing mainly unskilled tasks, has been difficult to realize, as new staff gradually come to perform an increasing number of regular working tasks.  相似文献

In their efforts to increase labour market integration, contemporary welfare states emphasize the importance of financial incentives, active job‐searching and participation in labour market programmes. However, the effects of these policies have been minor and in some cases even inconsistent. The aim of this study was to examine whether and how financial incentives and job‐search training programmes increase re‐employment and the quality of re‐employment. A total of 1,015 unemployed persons participated in a Finnish follow‐up study with a randomized experimental design. Although no overall impact of job‐search training on re‐employment emerged, a positive effect was found for those groups of the unemployed who had a financial incentive to participate in the programme. Nevertheless, among unemployed workers with benefits at a minimum level there were no positive effects on the quality of re‐employment, and the impact decreased when unemployment was prolonged. Financial incentives and job‐search training appear to increase re‐employment among those of the unemployed who generally have better chances on the labour market, whereas these measures are not sufficient for the more disadvantaged groups of the unemployed.  相似文献

Low-wage single-mother families face greater relative disadvantage in this jobless recovery than do other earning and marital groups. Stressful uncertainties are intensified for them not only by a lack of financial reserves related to low pay and having only one family earner but by the characteristics of their labor market, a growing disparity in income distribution nationally that increases their relative disadvantage, intensified job competition from more skilled unemployed workers. Incomplete education and fewer and less adequate training programs than are available for more educated workers make it more difficult to improve or diversify skills. Given the limitations of wage-related social policies, there is a need for expanded education and training programs to increase skills and raise the earnings potential to a more family-sustaining level.  相似文献

本论文运用年龄结构—生命周期方法分析农民工就业状况对他们城镇化的影响。基于中国企业用工年轻化、农民工失业中年化的现状,论文首先运用年龄结构—生命周期模型进行了估算,指出为了全家城镇化,农民工夫妻婚后一般需要连续工作30 年。在此基础上,论文构建了农民工工作寿命表,用以估算中国具备城镇化最低限度经济能力的农民工总量。考虑到未来企业用工年龄结构的变化,预计2006年时年龄在 30岁以下的6900多万农民工及其家属都已具备在城镇定居的最起码的经济条件。  相似文献

The unemployment rate for a country seems to reflect unemployment policies rather than economic conditions. Variations in employment rates for selected Western countries are presented as a background for a discussion of unemployment and its individual and societal consequences in Sweden. Unemployment is both a private trouble—where individuals see the possibility of controlling their own lives diminishing, which leads to increased risk for psychological and physiological stress—and a public issue, for increased unemployment is associated with societal vulnerability, social polarization, and the breakdown of community ties, which lead to increased societal stress and increased mortality on the national and the community levels. However, for the large majority of workers, the Swedish welfare system buffers first against unemployment, and second against its negative economic effects. Less than 2% of the workforce are exposed to unemployment, and a minority of the unemployed seem negatively affected by the unemployment experience. An empirical longitudinal study of unemployed blue-collar workers and two employed control groups indicated that a coping orientation involving an attitude of mastery or perceived control buffered against psychological and physiological stress reactions.  相似文献

In 2012, the Government of Canada introduced reforms to Employment Insurance (EI), Canada's primary income security programme for the unemployed. The changes entailed new requirements for particular types of claimants to apply for and accept jobs of increasingly less pay, and codified the efforts claimants must demonstrate in job searches to maintain benefits. These measures leave many claimants little choice but to accept precarious employment as a means of financial survival. The central claim of the article is that recent EI reforms are not adequately understood as an instance of neo‐liberal activation. Instead, they must be situated in a long history of attempts to categorize the unemployed as deserving or undeserving of income security on the basis of their work history and perceptions of their willingness to work. Through a survey of different periods of unemployment policy in Canada, we demonstrate continuity in authorities' efforts to differentiate the unemployed into categories of worthy and unworthy. Within this history, however, the 2012 reforms are unprecedented in the extent to which they reorient the EI programme to service low wage labour markets. By way of conclusion, we suggest that the current EI programme exacerbates insecurities for the growing segment of workers in precarious employment.  相似文献

Citizen's income or social dividend schemes are a way of avoiding the "poverty trap", or disincentive effect, inherent in withdrawing unemployment compensation completely when the beneficiary returns to work. If there are inadequate financial incentives for the unemployed to return to work, the benefit administration may feel the need for tighter discipline of the unemployed, threatening to withdraw benefit from those who reject offers of low-paid work. Citizen's income provides better incentives to work without so much need for sanctions. The article explores four different methods of introducing a citizen's income gradually by allowing people to keep an increasing proportion of their benefit as they move from unemployment into work. New transfers would also be made to never-unemployed workers, to secure equity between all persons whatever their employment status or history. The best method is to define an hourly unemployment benefit, and make benefit for a certain number of hours unconditional on employment status. This gives better incentives to work part-time than existing benefit systems, and fairer treatment for those who can only find a part-time job. Minimum wage regulation is important, to prevent employers taking advantage of a citizen's income to reduce wage rates.  相似文献

Governments use activation policies to stimulate unemployed citizens in finding work. Caseworkers are, as front-line workers, responsible for concrete activation trajectories based on these activation policies. Little is known about how caseworkers try to get clients to participate in these activation trajectories. In a qualitative, inductive study (consisting of observations and reflective interviews) in two welfare agencies, we identified 10 motivational strategies that caseworkers employed. The full-range leadership model appeared to be an appropriate perspective to understand, systematize, and reflect on these strategies, in particular as our analyses show that these motivational strategies can be placed on a continuum ranging from laissez-faire to transactional and transformational strategies. We found that caseworkers matched their motivational strategy to the situation and client but preferred transformational strategies. Our findings implicate chances but also challenges for activation in practice and literature on front-line workers.  相似文献

Sociologists have long acknowledged that being in a precarious labour market position, whether employed or unemployed, can harm peoples' health. However, scholars have yet to fully investigate the possible contextual, institutional determinants of this relationship. Two institutions that were overlooked in previous empirical studies are the regulations that set minimum compensation for dismissal, severance payments, and entitlements to a period of notice before dismissal, notice periods. These institutions may be important for workers' health as they influence the degree of insecurity that workers are exposed to. Here, we test this hypothesis by examining whether longer notice periods and greater severance payments protect the health of labour market participants, both employed and unemployed. We constructed two cohorts of panel data before and during the European recession using data from 22 countries in the European Union Statistics on Income and Living Conditions (person years = 338,000). We find more generous severance payments significantly reduce the probability that labour market participants, especially the unemployed, will experience declines in self‐reported health, with a slightly weaker relationship for longer notice periods.  相似文献

The main purpose of this study was to investigate the personal financial situation during unemployment and the connection between financial situation and mental health in a sample ( n =213) of unemployed Norwegians. The results indicate that the unemployed suffered high financial deprivation compared with their own subjective standards, their situation when working, their neighbors and friends, and the average population. However, the unemployed did not constitute a homogeneous group in financial terms. In particular, the young unemployed experienced substantial financial problems. Among men, the reduction in income, few leisure facilities and many financial adjustments were closely related to mental health problems. Women who experienced that their income was substantially reduced compared with that of neighbors and friends and women who had carried out many financial adjustments were in poorer mental health than the other women in the sample. The findings are discussed in relation to relevant aspects of the life situation of the unemployed and other research results.  相似文献

Objective . This study examines migration to farms during the Great Depression, when many displaced workers moved to farms in nearby rural areas searching for a means of livelihood. Methods . Regression analyses of data from the USDA, Census Bureau, and other sources are used. Results . (1) The rate of migration was greatest in places where the search for work by the unemployed was most intense. (2) The "push" of economic dislocation was a more significant factor in the migration than was the "pull" of the expected payoff to the movement. (3) Those who moved tended to be the long-term unemployed and labor force dropouts, suggesting that the migration was most sensitive to lengthy spells of joblessness. Conclusions . The results support hypotheses derived from theory and research and are most consistent with the classic "push-pull" model, which holds that the jobless will move to look for work or for other means of sustenance.  相似文献

We examine whether it is a psychosocial or an economic need for employment that affects mental health among the unemployed. The relevance of both aspects are examined, concentrating on two measures of each dimension. Two perspectives of work involvement – the degree of connection to working life and the perceived employment commitment – and two perspectives on financial situation – economic security and perceived economic concern – have been analysed, using empirical data collected by means of a cross-sectional survey of 1297 unemployed white-collar workers from the public sector in Sweden. The degree of connection to working life was not significantly linked to the mental health of the unemployed, although there was a strong link between the perceived employment commitment and mental health among this group. The stronger the perceived employment commitment, the poorer the state of the person's mental health. Perceived economic concern was also tightly linked to mental health: the greater the economic concern, the poorer the mental health. Economic security also played – at least, partly – a moderate but significant role. The results provide strong support for the existence of both a psychosocial need and an economic need for employment. The analysis demonstrates that it is the perceived assessed measures of work involvement and financial situation that are linked to mental health.  相似文献

This article fills a gap in the existing literature by investigating how public employment service (PES) staff actually deal with their clients under a continental regime of activation. The results reported here are based on interviews both with PES staff and their unemployed clients in Germany. We argue that due to its Bismarckian origins as an insurance‐based system of ‘unemployment protection’, Germany's system of unemployment compensation is attractive not only for the marginalized, but also for core workers. As a result, PES staff deal with clients from very heterogeneous class backgrounds. We demonstrate that social class is a significant factor in client outcomes, and that earlier research has perhaps overemphasized the role of frontline staff as ‘street‐level bureaucrats’. While staff do have considerable power, the result of the encounters between the administration and clients also depends on the capabilities of the clients, which, in turn, are strongly related to social class.  相似文献

This article uses the age‐structure/life‐cycle method to analyze the impact of migrant workers’ employment on their urbanization. Since enterprises tend to employ younger workers and unemployed migrant workers tend to be middle‐aged, we first apply the age structure/life cycle model to carry out our estimations, pointing out that in order to complete the urbanization of their families, migrant worker couples usually have to work for thirty years consecutively after marriage. On this basis, the article constructs a working life table for migrant workers and uses it to estimate the total quantity of Chinese migrant workers who have the minimum economic capacity required for urbanization. Taking into consideration future changes in the age structure of enterprise employment, we estimate that over the sixty‐ nine million migrant workers who were under thirty years old in 2006, together with their families, would already be in possession of the minimum economic conditions for settling in urban areas.  相似文献

根据《失业大学生压力源与压力反应问卷》对当今失业大学生压力源与压力反应进行调查,发现失业大学生的压力源包括"就业形势预期与职场担忧"、"缺乏自信源"、"自身竞争力"和"社会比较与家人态度"四个方面;主要的压力反应有"消极情绪反应"、"消极自我评价"、"紧张敏感"、"浮躁迷茫"、"愧疚"、"身体不适"和"另谋出路"七个方面。失业大学生压力源与压力反应之间存在显著的正相关,压力源越多,压力反应越明显。应从失业大学生及其家人和朋友等不同角度,减少失业大学生的压力来源,降低压力水平,减少压力反应。  相似文献

Over the last few years, most OECD countries have extended their activation policy to new groups of non‐working people, including the long‐term unemployed (LTU). However, it is widely known that employers tend to regard LTU people as potentially problematic persons. This is likely to constitute a major obstacle for long‐term unemployed jobseekers. On the basis of a survey among employers in a Swiss canton (N = 722), this article aims to shed light on the perception employers have of the long‐term unemployed and whether this may matter for their recruitment practices. It also asks what, from the employer point of view, may facilitate access to employment for an LTU person. A key finding is that large companies have a worse image of the long‐term unemployed and are less likely to hire them. Furthermore, independent of company size, a test period or the recommendation of a trustworthy person is seen as the factors most likely to facilitate access to jobs for LTU people.  相似文献
