The last two decades have seen significant growth and change in the character of the interactions between working-class households and financial markets. Individuals and households are bearing more and more of the risks that were once managed by governments and employers, and financial markets have developed a vast range of products to facilitate that risk transfer. This has put households at the centre of financial innovation, requiring the extension of regulation and consumer protection into a whole new suite of financial products and a project of financial literacy and advice. Along with this financial development and its associated regulatory demands has come a new cultural project of capital seeking to normalize the expanded integration of individuals and households into capital's frontiers of accumulation. The project invites and invokes new forms of subjectivity (and subjugation) on the part of households. The developmental project required of state regulatory regimes is increasingly articulating not just a discourse of financial literacy but subordination to the individualism and discipline implicit in financial calculation. Contrary to its conception as spontaneous and individualist, this is an intentional and universalizing project of producing and managing labour's financial risks. In the collective self-management of these risks, the household is now not just a site of risk absorption; it is a major source of investment products (and, therefore, at the frontier of accumulation). Increasingly also, in the name of financial stability, households – not just those reliant on state support – are becoming subjects of surveillance and administration in their internal financial functioning. It is these dual aspects of households as both consumers and producers of financial claims that give materiality to conceptual and historical claims about the financialization of everyday life.  相似文献

ABSTRACT

In an historical materialist analysis, the article challenges the dominant understanding of global academic rankings as ‘inevitable’ and ‘here to stay’. Instead, rankings are treated as historically transformative ‘tracings’ over the accumulation of capital in the world-system, and thus offer a contingent strategic response to three historical shifts in global political economy: ‘financialization’, displacement of the Core, and an shift to surplus ‘appropriation’ in the core. By understanding these transformative shifts as elements of an historic ‘inversion’ of the global frontier of capitalization, the argument: (1) connects global rankings to neoliberal capitalism; (2) challenges the utopian view of rankings as instruments of marketization; and most specifically (3) opens up a space between frontiers of appropriation and commodification proper, indicating how rankings exist in a historically transient and politically dialectical space of hybrid outcomes, imperfect commodifications, and indirect subjections, that are bound to the contradictions of accumulation in contemporary world history.  相似文献

This essay examines how political leaders apologize for historical injustices. Specifically, we analyze Canadian Prime Minister Stephen Harper's apology for the head tax imposed upon Chinese immigrants. The prime minister's apology was historic in that it marked the first time a Canadian Prime Minister formally apologized for the head tax. We argue that Harper used a combination of the frontier myth and collective apology rhetoric in his expression of remorse toward the Chinese-Canadian community. While controversial, this rhetoric created a discursive space for a constructive and strengthened relationship between the Chinese-Canadian community and the Canadian government.  相似文献

Abstract

In the myth of the North American frontier defined as a place where two or more cultures interact, there is a set of characters who represent the capacity to move in both worlds and to build bridges between them. The translator is one and the 'guide' another. The figure of the 'Indian guide' – explored from white people's point of view ever since Fenimore Cooper's Leatherstocking Tales – staged a large scale return at the end of the 20th century in North American (Canadian and American) novel and film, but now transformed by authors (generally Native American but not exclusively so) who view the history of the North American West from, as it were, the other side of the frontier line. This article will try to describe the new, rebellious, empowering characteristics of the Indian guide as represented in novels and films of the last 30 years.  相似文献

The article critiques Halfacree's conceptualisation of rural space for masking the workings of power within ‘black boxes’ such as structural coherence and trial by space. One consequence is that rural change's social activities and also their social and personal consequences are cloaked, thereby rendering the localised fault lines of rurality analytically out of reach. Halfacree's conceptualisation is developed further by attaching a conceptual extension comprising three hubs: an immaterial hub, a material hub, and a personal hub. This is done as an attempt to give Halfacree's tool for deconstructing the social production of rural space analytical sensitivity to the actors engaged in the processes implied by social production. In order to demonstrate the analytical potential of the extended Halfacree approach, the conceptual model is applied to a case study: data from two communities undergoing rapid change, as they shifted from being dominated by primary industry to becoming tourism destinations.  相似文献

This article undertakes a discourse analysis of sponsoring agencies of the Nuevo Bordado Maya Comercial. In the name of the rehabilitation of cultures that have faced discrimination and of the respect of Indigenous women's rights, these agencies act on the frontiers between the local and the global, between the public and private, between ethnicities and between genders. An examination of such terms as sustainable development, empowerment, Maya woman, and Mayan culture and worldview reveals the co‐existence of contradictory ideologies (that are not devoid of essentialism) in relation to development, women and the construction of a transnational, pan‐Mayan identity.  相似文献

Children and young people regard the external physical environment as important for their needs. Their use of space varies according to age and circumstance and includes designated play and leisure facilities as well as other informal areas within their neighbourhoods. However, children have little influence over the development of public space as they do not have the opportunity to contribute their views to local processes. This paper explores children's and young people's views and experience of public space in regeneration areas. It considers whether children's perspectives are accurately reflected in public policy. It draws on primary research with young people aged ten to 14 years and representatives from local organisations in a disadvantaged urban area in Scotland.  相似文献

This study seeks to contribute to the ongoing discussion on border dynamics, mobilities and migration. It focuses on the perceptions around these categories in the Triple Border between Argentina, Brazil and Paraguay, also known as tri-border area or triple frontier. This region is characterized by contrasting elements, including poverty, inequality and abundant natural resources, as well as a significant flow of people and goods, which may not always conform to legal frameworks. We combine the ethnographic approach with a broader regional perspective, necessary to contextualize the strategies implemented by local population in order to capitalize on the presence of the international frontiers. Finally, we discuss the limitations of public policies that fail to reach those living in the material and symbolic borders of society.  相似文献

One of the most powerful and enduring aspects of publicly projected Anglo-Australian national identities is part of what [Howitt, R., 2001. Frontiers borders, edges: liminal challenges to the hegemony of exclusion. Australian Geographical Studies 39, 233–245.] has referred to as frontier imaginings: the carving out of the Australian physical and socio-cultural landscape into familiar, settled, and productive spaces. These frontier imaginaries have been leveraged to exact social control and ‘zealously order rural space’ [Philo, C., 1992. Neglected rural geographies: a review. Journal of Rural Studies 8, 193–207, 197]. Government policy has historically been imbued with frontier imaginaries, privileging population movements that are constructed as appropriately bounded, and disciplining those which are not. Much Indigenous mobility falls into the latter category. This paper tells a story of competing rationalities about the purpose and nature of rural ‘settlement’, both past and present, and the implications of these rationalities for contemporary Indigenous population dynamics. In so doing, it creates a discursive space for examining the cultural content and hidden assumptions in constructions of appropriate ‘settlement patterns’. Ultimately, it speaks of spatial struggles across the Australian geographical and temporal landscape. It also opens windows onto the fragile geographies of co-existence that need to be engaged with to shift the discourses of rural livelihood and well being toward discourses of accommodation, recognition and sustainable ways of being together.  相似文献

This paper is concerned with the remaining limitations to full interoperability within the European Union (EU) air transport market. Twenty years ago the European air transport network was fragmented, with airlines being treated as public entities designed to serve largely national interests. Considerable progress has been made in recent years, notably the three 'Packages' of EU legislation, to remove such barriers. The situation still differs in several ways from the almost totally free market that has been in place in the USA since the 1980s but, within the EU, fares and market entry are independent of national frontiers. Some barriers remain, largely legacy effects that are gradually being tidied up, but with some significant matters concerning routes outside of the EU and capacity constraints relating to the still largely publicly provided infrastructure still needing resolution.  相似文献

This article is a comparative study of American and Soviet programmes of space/cosmos elaboration in terms of ideological and technological competition during the era of the cold war. It is in a sense a rereading of a book written by Nikolai Nosov for Soviet children called Neznaika on the Moon (1965). This book – which was the most popular among Soviet children in the 1960s and 1970s – helps to uncover ideological and technological paradigms of the time when outer space happened to be the scene of the cold war conflict. The subject of space/cosmos has been studied in many contextual respects. However, there are four key notions – such as technology, ideology, time, consciousness – which make it possible to see similarities and differences between American and Soviet scientific approaches to outer space.  相似文献

This article reveals the murky political landscape of Alashaa Banner in Inner Mongolia during the Sino-Japanese war (1937–1945). By using various archival documents and secondary source materials, this research seeks to present a clearer picture of Inner Mongolian borderlands, involving the Chinese Nationalists, the Sinicized Muslims, and the Inner Mongols. Instead of restating the ‘ineffectiveness’ or ‘weakness’ of the Nationalist frontier administration in China's innermost borderlands during the pre-1949 decades, this article attempts to explore the extent of the war-threatened Nationalist Chinese effort to initiate their state-building tasks and promote their regime's power consolidation in modern China's northern periphery.  相似文献

This article explores the relationship between surveillance techniques and the production of sovereign statehood in an effort to track the day-to-day practices through which state authority is constituted in the context of globalization. This article explicitly probes the processes through which new forms of sovereignty come into being within the life of the state. It takes as its point of departure the operations of Ghana's Customs Service, a body charged with policing the nation's frontiers and collecting the bulk of state revenue. Contrasting the work of a multinational firm contracted by the government of Ghana to carry out Customs duties and the conventional roles of Ghanaian Customs officers, this article examines the ways in which the manifold technologies of neo-liberalism (from contractual forms and modes of accountability, to the apparatuses of surveillance) redefine the capacities, authority, and imagination of both state and self, held by state agents. Here we see a sovereignty that is increasingly derived outside of the state even as the play of sovereign power is intensified and deeply diffused within it.  相似文献

Abstract

Even though Paul Auster's work has been influenced by European writers, he is also a fundamentally American writer. His settings, many of his literary references, his characters and most of his themes are certainly American. And so is his interest in American history and reality. Moon Palace (1989), for example, deals with the creation of the myth of the American Dream as the country extended its frontier westward. One of the ways for Auster to express his concerns is the creation of parallel fictions like 'Kepler's Blood', a story-within-the-story which fictionally rewrites the origins of the US. Almost two decades later, Travels in the Scriptorium (2006) creates another Western American fiction by moving forward and describing a parallel nineteenth-century North America and a country called 'the Confederation'. Finally, in Man in the Dark (2008), Auster's effort at the creation of alternative Americas reaches the twenty-first century by showing a country where the 2000 election has led to secession and war. This essay analyses the parallel worlds created by Auster to question American myths and archetypes, particularly as they relate to the origins of the myths behind the creation of the United States of America.  相似文献

This article examines how the American perception of trachoma as a disease prevalent among East European Jewish migrants was adopted in Britain in the years immediately preceding the passing of the 1905 Aliens Act. Increasingly rigorous immigration law in the United States meant that a proportion of migrants who arrived were refused entry and were subsequently forced to return to Europe. Steamship companies' interests, however, meant that a number of those migrants debarred from America were returned not to European frontiers but to the United Kingdom. One of the most potent ramifications of this was that trachoma, the reason why 87 per cent of migrants were rejected from America on health grounds, was considered in Britain to embody Britain's role as the destination for those migrants not fit for settlement in America. The disease was picked up by the growing anti-immigration lobby, who used it as symbol of the ‘undesirability’ of the immigrant in Britain.  相似文献

Citizenship is a temporal as well as spatial phenomenon. While it conceptually located in a legal, territorial entity, within which it is associated with the privileges of sovereignty and the rights of individuals, it is also understood is terms of the historical process by which peoples develop shared characteristics. However, the attempt to code citizenship interms of shared cultural backgrounds belies the ways in which citizen-subjects are temporally disjunctive. Beginning with attention to the way some writing practices challenge the state system's monopoly over the meaning of citizen presence in time and space, this essay turns to a reading of an Israeli woman's novelistic treatment of a geographically and culturally diverse Jewish family, whose characteristics challenge the State of Israel's myth of national homogeneity. Ronit Matalon's, The One Facing Us, which juxtaposes a version of what Julia Kristeva calls ‘women's time’ with the historical time of the state, restores the diverse forms of co-presence that are denied in the discourses of nation-state legitimation. Her novel, along with the other genres treated in this analysis, encourages an understanding of politics that resists the identity-fixing effect of a state-oriented model of political space and the homogenizing of the temporal presence of citizen-subjects. More generally, the writing performances treated in this essay cast political interaction as a continuous negotiation of co-presence among those with diverse ways of being-in-time.  相似文献

Rosa Luxemburg, who occupied a central position in both the German and the international communist movement prior to and during World War I, addressed the issue of party proletariat relationships in her writings. Luxemberg-a devoted Marxist-believed in the scientific validity of Marxism. To her, a revolutionary and class conscious proletariat was a world-wide reality, whose ultimate victory was certain. Luxemburg agreed that the party was to lead the proletariat, and was not to wait for revolutionary action by the proletariat. In order for the party to perform its role effectively required intraparty discipline, which would not tolerate deviations such as Eduard Bernstein's revisionism. Luxemburg's model of a revolutionary Marxist party, in its theoretical justification, was not different from the Bolshevik model developed by Vladimir Lenin.  相似文献

The article departs from an overarching research question: How does young people's engagement in different Internet spaces affect the development of their public orientation during adolescence? It analyses longitudinal panel data in order to explore how young people's public orientation develops during a phase in life (13–20) which is critical for political socialization. Data are derived from three waves of data collection among young people who were 13–17 years old at the time for the first data collection. The concept public orientation is measured by three indicators: young people's values, interests and everyday peer talk. These indicators are analysed with reference to respondents' Internet orientations, which we conceptualize as four separate but inter-related spaces (a news space, a space for social interaction, a game space and a creative space). The results primarily emphasize the importance of orientations towards news space and space for social interaction. Overall, the findings strongly suggest that orientations towards these spaces are related to adolescents' public orientation. The findings confirm the centrality of news and information in political socialization, but they also challenge the idea that social media facilities – such as Facebook, Twitter and blogging – enable forms of social interaction and creative production that have an overall positive impact on young people's public orientation.  相似文献

This article explores the changing terrain of women's organizations in the reform period in China. It identifies the internal and external factors which have triggered both changes within the All-China Women's Federation (ACWF), the officially designated mass organization representing women's interests, as well as the emergence of new, more autonomous women's organizations. It looks closely at the influence of these organizations on government policy. While the ACWF is particularly well positioned, as a Party organization, to influence policy, the ability of new women's organizations to bring about policy change is more limited. Through the study of women's organizations the article draws broader conclusions about the changing nature of civil society in China. Though women's organizations do not have political change as their prime organizational motive, they are nevertheless symbolically important. As occupiers of non- governmental organizational space and as components of a critical public sphere, they have implicit political agency, and as such, are as much makers of herstory as its product.  相似文献
