The research examines the way in which the economic structure of the Arab labor market in Israel, coupled with gender-linked occupational segregation affects gender differences in socioeconomic attainment. The analysis is based on the 1983 Israeli Census of Population. The concept of ethnic labor market is discussed in a comparative perspective, shifting the focus to public sector employment which is central to the Arab labor market in Israel. The analyses led to a twofold conclusion: first, the Arab labor market in Israel operates as a protected labor market, and second, it interacts with gender in the determination of socioeconomic outcomes. In the absence of competition minority workers are able to achieve in the ethnic labor market high status occupational positions that are typically denied them in the wider society. The occupational advantages are especially pronounced among Arab women. For men, employment in the ethnic labor market increases occupational status but provides lower earnings than employment outside.  相似文献

Abstract Previous research on the effects of urbanization on farming and farm families has focused on the consequences of urban expansion on farming practice rather than on the well-being of farm families. Proximity to urban areas has been found to alter the way farm families utilize the nonfarm labor market. In this study, the off-farm earnings of husbands and wives in farm families are compared across metropolitan (metro) and nonmetropolitan (nonmetro) areas using data from the March supplement to the 1989 Current Population Survey. Censored regression models (tobit) and decomposition are used to demonstrate the effects of nonfarm labor market differences on off-farm labor force participation and earnings. The analysis reveals that farm family members, as expected, have significantly higher rates of participation and earnings in metropolitan areas. But this analysis also reveals that increases in off-farm participation are likely to have a larger effect on total off-farm earnings in nonmetropolitan areas than returns to those already working off-farm. The potential for increases in off-farm earnings will be underestimated in nonmetro areas when changes in participation in the off-farm labor market are not taken into account.  相似文献

This paper compares employment restructuring, gender, and occupationalchange in Japan, Sweden, the UK, and the USA, since the 1980s.Its analytical framework is derived from feminist debates aboutthe relative influence of political–economic skill regimesand cultural ideologies of gender on occupational sex segregation.In each country, the shift towards services has further concentratedmen's dominance of employment in extractive and transformativeindustries. Pre-existing patterns of occupational segregationbetween the sexes have not however been universally reinforced.A degree of occupational upgrading has facilitated women's movementinto a growing range of professional and managerial occupations,but the extent of economic opportunity for women is not a simplefunction of labor market economics. The social–democratic,egalitarian values and policies of Sweden, for example, seemto have offered greater economic benefits to women than themore individualized, liberalized labor market policies of theUK. The allocation of work effort within the market economy will be unaffected by taxation if all returns from labor market activity are taxed equally. However, if the earnings from certain types of market employment are taxed at relatively lower rates, labor will shift into these areas until after-tax earnings are equal across all types of employment. This paper presents evidence suggesting that income taxation induces labor to move from high- to low-tax geographic areas and from wage and salaried jobs into self-employment activities. By affecting the allocation of market labor, the income tax generates a welfare loss in addition to that resulting from the tax’s effect on total work effort.  相似文献

INTEGRATING ECONOMIC DUALISM AND LABOR MARKET SEGMENTATION:   总被引:1,自引:0,他引:1  
Although the U.S. economy of the early twenty-first century is vastly different from the U.S. economy prior to the 1970s, the nature of these economic changes and their impact on U.S. workers is unclear. This article claims that despite contemporary economic shifts, differential labor and employer power continues to segment the economy, and workers' position in the labor market continues to predict their rewards, beyond the effects of gender, race, and human capital. Drawing on segmented labor market and dual economy research, we propose a four-category model of the structural factors that influence variance in work-related rewards. We examine the distribution of jobs in each of four categories between 1974 and 2000 and observe that losses and gains across categories are unevenly distributed by race and gender. While white men have experienced the greatest declines in employment and earnings, they have maintained their absolute advantage over women and nonwhites. In multivariate analyses, we find that the structural position of employment continues to be a significant determinant of wages. Although women and racial minorities have experienced sizable increases in employment in primary labor market jobs in the core of the economy, both groups remain overrepresented in low-paying jobs. Moreover women, but not nonwhite men, consistently receive significantly fewer rewards for their labor in both low-paying and high-paying jobs. Our findings suggest that structural factors continue to influence earnings inequality, especially across race and gender lines.  相似文献

This paper examines the effects of a private-sector prison work program called the Prison Industry Enhancement Certification Program (PIECP) on formal unemployment duration, duration of formal employment, and earnings of men and women released from various state prisons between 1996 and 2001. It also investigates the labor market dynamics of formerly incarcerated men and women. The program is found to increase reported earnings and formal employment on the extensive margin, with a stronger impact on the formal employment of women. There is little evidence that it increases formal employment along the intensive margin (i.e., duration of formal employment). Contrary to segmented labor market theories, superior employment (i.e., higher-paying jobs) does not lead to increased job stability. Roughly 92 % of individuals who obtained formal employment in the sample experienced job loss; however, reincarceration rates are too low to explain this fact. An evaluation of labor market dynamics reveals that traditional human capital variables, criminogenic factors, and a few demographic characteristics determine job loss. In addition, black women, single women, and women with more extensive criminal histories face greater barriers in the labor market than their male counterparts.  相似文献

Abstract The decisions of farm wives to work off the farm and the earnings they make in that off-farm employment should be considered simultaneously. Previous studies of wives' off-farm earnings have included only employed wives in their analyses of the factors affecting earnings, which results in biased estimates. This study tests, via Tobit analysis, a model which includes all farm wives and examines the effects of wives' human capital, farm and family constraints, and labor market characteristics on both their off-farm employment decisions and their earnings. Wives' off-farm earnings are found to be related to wives' education, labor market experience, presence of children, other family income, farm size, and debt/income ratio. Changes in these factors have a greater influence on the labor market participation decisions of farm wives than on the variation in their earnings, once employed.  相似文献

This article uses life coaching as a case study for understanding the attempts of one occupational group to define their work as a profession and themselves as professional people. Life coaches' efforts to legitimate their work are examined within the context of the economic downturn and exemplify an emerging employment trend in the American labor market: college‐educated workers pursuing non‐standard work as independent contractors in personalized service occupations. Using in‐depth interviews with life coaches, I focus on the collective and individual strategies workers use in their attempts to carve out new occupational jurisdictions for their services and bolster their professional status. I explore how gender shapes life coaches' experiences and professionalization tactics; further, I predict that these gendered processes will ultimately influence the trajectory of the life coaching industry more generally. My findings highlight the complexity of current employment relations and offer empirical insights into the study of work, occupations, and gender.  相似文献

Earnings inequality trends and their sources from 1975 to 1986 are evaluated for two historically subordinate working groups—black and white women—using Current Population Survey data. The dual nature of women's employment, improved earnings opportunities, and continuing segregation into low-paying positions create conditions under which earnings inequality in these two groups is expected to increase. Two sources of changing inequality levels are examined to determine which better explains inequality trends: the redistribution of women across labor market positions, which should have occurred due to industrial restructuring; and changes in the rates of earnings returns to labor market positions. For both groups, changes in returns better explain positive inequality trends in the 1980s, although black women's earnings are somewhat more influenced than whites' by their redistribution across labor market positions.  相似文献

"The present study contributes to the literature on international migration by examining social, demographic and contextual factors that influence modes of labor market incorporation and occupational cost among new immigrants during their first years after migration. The data for the analysis were obtained from the 1983 Census of Population conducted by Israel's Central Bureau of Statistics. The analysis focuses on men who immigrated to Israel between 1979 to 1983.... The data reveal that the likelihood of finding employment, the mode of labor market incorporation, and the size of the occupational cost are significantly affected by geocultural origin, occupation in the country of origin, and individual-level demographic and human capital resources. The meaning of the differentiated effects are discussed in detail. The findings point toward two central aspects that should be examined in the study of labor market incorporation of new immigrants: employment status and occupational cost."  相似文献

Employee benefits contribute to the stratification of the labor force into occupational markets. Employee benefits and earnings form compensation packages available in different combinations and at different levels to occupations located in different labor markets. In this study I have merged and aggregated data from the Current Population Survey Pension Suppolement in 1979 at the detailed occupation level with data from the Fourth Edition of the Dictionary of Occupational Titles to examine the relative importance of workforce characteristics, occupational content, and labor market context in the provision of selected employee benefits both separately and in combinations with earnings. The analyses reveal that fringe benefits are structurally-determined factors that represent a dimension of the reward structure of occupations different from earnings, but they combine with earnings to stratify the workplace into occupational markets.  相似文献

Regarding the changing patterns of mobility processes in the German labor market, this paper takes up the scientific debate on the declining significance of occupational qualifications. By comparing several labor market entry cohorts, the matching of the learned occupation and the practiced occupation is analyzed in both the horizontal and the vertical dimension of occupational mobility. In doing so, the question of a successful utilization of the skills acquired in the educational process can be addressed. Changes of occupations will be operationalized on the basis of a new professional classification by using the data set “Working and Learning in a Changing World” (ALWA). First, the Kaplan Meier survival curves show that the risks of horizontal occupational mobility have increased across cohorts. This indicates that the formerly close relationship between the education system and the employment system has weakened. Furthermore, according to our multivariate Cox regression analysis, the mobility towards inadequate status positions has increased. Thus, due to the expansion of atypical forms of employment and the increased volatility of the markets, altered mobility patterns of the younger cohorts entering the labor market can be shown. Consequently, the increase of unsuccessful transfers of skills in inter-firm mobility suggests a weakened cohesiveness between professionalism and a growing risk to loose professional qualifications.  相似文献

Typical labor market outcomes vary considerably between majority and migrant populations. Drawing on scholarship from across the social sciences, we assess competing micro‐ and macro‐level explanations of differential occupational attainment among immigrant groups across 28 countries. The analyses of occupational attainment are run separately for first‐ and second‐generation migrants as well as children of mixed marriage and take into account their wider social and cultural background. Results from four rounds of the European Social Survey show that people with a migration background do not necessarily achieve a lower labor market success than the majority. However, human capital, social mobility, and cultural background explain these outcomes to different degrees, suggesting tailored pathways to labor market success for each group of migrants. We also find that occupational attainment varies considerably across countries, although this is hardly attributable to immigration policies. These and other findings are discussed in the light of previous studies on immigrant incorporation.  相似文献

This article explores the influence of race and nativity on the one hand and assimilation, human capital, and market structure on the other to explain patterns of income and career transitions of Caucasians and Asians in the engineering profession. Multiple and logistic regression techniques are employed to analyze the career histories of 12,200 Caucasian and Asian engineers followed from 1982 through 1986. The objective is to determine how well Asians have performed in the American engineering labor market in terms of wages, occupational status, and promotion in comparison to Caucasians. The results indicate more racial disparity in managerial representation and upward mobility than in earnings, and more disparity in career attainment between foreign-born Asians and Caucasians than between native-born Asians and Caucasians. The data suggest that Asian engineers, except recent immigrants, have achieved earnings parity but have not yet attained occupational equality with Caucasians.  相似文献

The general relationship between occupational gender segregation and earnings inequality is well documented, although few studies have examined the relationship separately by race/ethnicity. This article investigates occupational gender segregation effects across whites, African Americans, Hispanics, and Asians. In addition, we explore two ways in which segregation may affect earnings: (1) by lowering the earnings of workers in female-dominated occupations and (2) by lowering the earnings of all workers in highly segregated labor markets. Our central findings are that both segregation effects contribute to earnings inequality and that the effects are observed quite broadly across racial/ethnic groups, although they particularly impact the earnings of African American women.  相似文献

After decades of growth, women's labor force participation stagnated in the 2000s, prompting widespread interest in work–family balance and opting out. However, much of the research and media attention is limited to small samples of women in managerial and professional occupations. Using data from the 2009 American Community Survey, this article examines mothers' labor force participation and work hours across 92 occupations to assess whether mothers in nonmanagerial and nonprofessional occupations exhibit similar work patterns. I find that mothers in managerial and professional occupations are the least likely to remain out of the labor force but most likely to work reduced hours. The results indicate that there is significant occupational variation in women's work–family strategies, and these comparisons provide insight into the differential structures of disadvantage that encourage different work–family outcomes.  相似文献

This paper explores the impact of labor market competition measured within occupations on attitudes toward immigrants in the U.S. including perceived group threat and policy preferences. Multilevel analyses of data from the Bureau of Labor Statistics, the Integrated Public Use Microdata Series, O*NET, and the General Social Survey demonstrate that labor market competition accounts for threat perceptions – threat is lower in occupations with greater expected employment growth. Individual‐level characteristics also explain differences across occupations. Perceived group threat is higher in some occupations because job incumbents have less education. Occupational differences in threat perceptions account for all occupational differences in policy attitudes.  相似文献

Labor market trajectories of migrants are seldom explored in a longitudinal and comparative perspective. However, a longitudinal approach is crucial for a better understanding of migrants' long‐term occupational attainments, while comparative research is useful to disentangle specificities and general processes across destination and origin countries. This article explores the labor market outcomes of migrants from Senegal, Democratic Republic of Congo, and Ghana in different European countries, using the MAFE data to compare their occupational attainments before migration, upon arrival and during the first 10 years of stay in Europe in a longitudinal perspective. Results highlight different pattern of migrants' selection across destinations, influenced by prior employment status and education, gender and colonial legacies, and which impact subsequent trajectories into the European labor markets. Our analyses also show a severe worsening of migrants' occupational status in Europe compared to their situation prior to migration, which is the resultant of a dramatic downgrading upon entry and of a slow occupational recovering during the first 10 years of stay in Europe. Results suggest that the educational–occupational mismatch of skilled workers might represent a long‐lasting “price” for migrants, unless (further) educational credentials are achieved in destination countries.  相似文献

This study examines employment and occupational shifts experienced by Filipino overseas contract workers in the transition from country of origin to country of destination and examines the impact of labor migration on economic conditions and standard of living of the families left behind. Data for the analyses were obtained from a representative sample of 2,346 households drawn from four primary sending areas in the Philippines. The analyses focus on characteristics of the households and of the household members employed overseas. The findings reveal that a considerable number of overseas workers (both men and women) were unemployed prior to migration and that the overwhelming majority of these workers were recruited to fill low‐status (manual and service) occupations in the host country. The analysis demonstrates that the odds for Filipino overseas workers to be employed in low‐status occupations were extremely high, net of human capital characteristics, net of the occupations they held in the Philippines, and net of country of destination. Further analysis reveals that overseas employment is associated with a substantial increase in earnings (five‐fold for men and four‐fold for women). Comparison between households with and without overseas workers reveals that, net of household characteristics, the flows of income earned abroad are used to purchase household goods to improve standard of living. These findings provide firm support to expectations derived from the household theory of migration according to which labor migration is a strategy adopted by the household unit to allocate family resources rationally to increase the flows of income in order to raise the family standard of living.  相似文献

Although ample research shows that people with disabilities face significant labor market barriers, questions remain about whether and how disadvantages in employment and earnings contribute to economic insecurity. We use 1999 to 2012 Canadian Survey of Financial Security data to study disparities in nonhousing assets, which include household savings, stocks, and pensions, across households with and without disabilities. We find that households where the respondent or their spouse reported a disability held 25 percent less in nonhousing assets after accounting for key employment, education, and demographic factors. Demonstrating the more complicated relationship between disability, employment, and assets, these direct effects were further strengthened by disability's indirect effects on assets through its relationship with employment income.  相似文献
