Police face a unique dilemma when policing protests that explicitly target them, such as the anti-police brutality protests that have swept the United States recently. Because extant research finds that police response to protests is largely a function of the threat – and especially the threat to police – posed by a protest, police may repress these protests more than other protests, as they may constitute a challenge to their legitimacy as a profession. Other research suggests police agencies are strongly motivated by reputational concerns, suggesting they may treat these protests with special caution to avoid further public scrutiny. Using data on over 7,000 protests events in New York over a 35-year period from 1960 to 1995, I test these competing hypotheses and find that police respond to protests making anti-police brutality claims much more aggressively than other protests, after controlling for indicators of threat and weakness used in previous studies. Police are about twice as likely to show up to anti-police brutality protests compared with otherwise similar protests making other claims and, once there, they intervene (either make arrests, use force or violence against protesters, or both) at nearly half of these protests, compared to about one in three protests making other claims.  相似文献

Children are sometimes excluded from family therapy because of the lack of techniques for fully incorporating children in family sessions. Circular questioning, a technique developed by the Milan team of family therapists, is modified for use with children of varying developmental levels. Five types of circular questions are presented and modifications of each type are discussed. Each modification is further illustrated with a case study. Practical considerations when conducting circular questioning sessions with children are addressed. These modifications of circular questioning with children facilitate the participation and inclusion of children in family therapy.  相似文献

Rio de Janeiro's drug dealer–dominated favelas are territories where the state lacks the monopoly of violence. They have historically been sites of sporadic and violent police operations. Rio's favela “pacification” program aimed to consolidate state control via the establishment of a Pacification Police Unit (UPP). This proximity policing program initially experienced mixed results in different “pacified” favelas. I take advantage of this state intervention at the urban margins to ask, what explains the positive reception of this policing initiative in some communities but not others? I concentrate my fieldwork in two communities sharing a UPP that represented extreme cases of success in terms of the program's reception by residents. I find that the coordinating brokerage of respected local organizations helps acculturate police to the community and minimize offensive police behavior, thereby “pacifying the Pacification Police.” Residents are receptive to these resocialized police who comply with local norms of respect. This police‐reforming brokerage is possible due to the high level of closure in the local network and due to a vibrant local community with a strong history of organizing. My findings emphasize the importance of considering the role of local civil society in police reform at the urban margins.  相似文献

While a number of studies have attributed critical incident stressors to alcohol abuse among police officers, no study has examined the role gambling, if any, plays on problematic alcohol consumption. Therefore, data from the Police Stress and Domestic Violence in Police Families in Baltimore, Maryland, 19971999 are analyzed to test the influence of gambling on problematic alcohol consumption engaged by police officers. Results indicated that gambling is significant in predicting problematic alcohol consumption. Burnout, peer drinking, and self-control also predicted the dependent variable. The study’s results, as well as the study’s limitations and directions for future research, are also discussed.  相似文献

The aim of this study is to examine the connection between gambling and criminal activity in the National Finnish Police Register. First, a method was created that enabled the search for gambling-related police reports in the National Finnish Police Register. The method is based on finding gambling-related police reports by using gambling-related headwords. Second, all police reports from 2011 that included any mention of gambling were read through (n = 2,233). Suspected gambling-related of crimes (n = 737) were selected from these reports. Those suspected gambling-related crimes were then described and categorized into six different categories: suspected online-related crimes; suspected crimes that were related to lifestyle-gaming; suspected crimes that involved a gambler as a victim of a crime; criminal activity related to problem gambling; casino-connected crimes, and intimate partnership violence resulting from gambling problems. This study, being the first in Finland, generated information on the connection between gambling and criminal activity from the perspective of police reports. Moreover, the study highlights methodological issues that are involved in studying police reports.  相似文献

One of the central aims of the police reform process in Northern Ireland has been to increase the legitimacy of the policing structures and police officers amongst those who are served and policed by the Police Service of Northern Ireland (PSNI). To meet this aim, structures have been created to ensure that the PSNI is accountable to all sections of the community for its strategy and performance, and in monitoring the attitudes and behaviour of its officers. To that end, the Office of the Police Ombudsman for Northern Ireland (PONI), the Northern Ireland Policing Board and 26 District Policing Partnerships have been created. This paper aims to break ground by looking in some detail at young people's attitudes to and experiences of the workings of one of those new bodies, the Police Ombudsman, and to explore issues related to young people's willingness to engage with the PONI.  相似文献

Until recently, foster children who presented special medical or behavioral problems were largely served in group care environments. Specialized (or “treatment”) foster care has recently been developed to serve some of these challenging children. Although growing evidence points to the special needs of children in foster care, much is still unknown about how children placed in various out-of-home care settings differ from one another. The growth of specialized foster care as an alternative placement to group care, calls for examination of how children in these settings compare on demographic, educational, health, and behavioral characteristics. A cross-sectional mailed survey was distributed to all group care and specialized foster care agencies in a large state to address topics related to children's characteristics. Comparisons point to two groups of very difficult children, with unique mental health and health needs.  相似文献

Research about the development of ethnic identifications within contexts of employment has been neglected, not least by proponents of 'new ethnicities'. Drawing on evidence from a two year study of Black Police Associations in the constabularies of England and Wales, this paper is concerned with the construction and sustaining of a particular notion of ethnicity, related to police employment. Black Police Association members have claimed a distinct experience of police employment related directly to their being 'black' and, therefore, an essentialism forming a boundary marking them off from white officers. 'Police ethnicity', however, is a strategic notion that is somewhat fragile and exclusive. The consequences of BPA definitions of being a black officer are explored. The paper ends with a consideration of the wider, intellectual consequences of researching ethnicity within employment.  相似文献

ABSTRACT

Child protection-involved youth face increased risk of criminal justice system contact. Such “crossover children” experience earlier police involvement and more serious criminal justice sanctions, yet little is known about their early offending. Using a cross-sectional sample of 300 crossover children before three Victorian Children's Courts in 2016–17, this mixed-methods study examines the nature and context of children's initial police charges. Findings indicate that crossover children are initially charged with disproportionately violent offending, and often incur first police charges around the time of initial care placement. For many, initial criminal justice contact occurred in the context of conflict with caregivers, ongoing maltreatment, and household adversity, or emotional and behavioural regulation challenges. Efforts towards preventing offending for child-protection-involved youth should focus on preventing childhood maltreatment, alongside targeting parent–child relationship challenges, and strengthening community and care system responses that address the impacts of complex trauma, mental health problems, and neurodisability.

IMPLICATIONS
  • Compared to all sentenced children, those from statutory child protection backgrounds are charged with more serious offending at their first criminal court adjudication.

  • Among “crossover children”, earlier police charges were seen for Indigenous children, those experiencing greater cumulative maltreatment, and children with emotional or behavioural challenges related to trauma, mental health, and neurodisability.

  • Crossover children are most often first charged by police in the year before, and after, their first out-of-home care placement.

A review of 1,785 domestic violence crime reports generated by the Colorado Springs Police Department found that 1 in 6 (16.5 percent) contained evidence the suspect stalked the victim. Female victims were significantly more likely than male victims to allege stalking by their partners (18.3 vs. 10.5 percent). Most stalkers were former rather than current intimates. Regardless of victims' gender, reports with stalking allegations were significantly less likely to mention physical abuse or victim injury in the presenting condition, to involve households with children, or to involve victims and suspects who were using alcohol at the time of the report. Female victims who alleged stalking by their partner were significantly less likely than female victims who did not allege stalking to be emotionally distraught at the time of the report, but significantly more likely to have an active restraining order against the suspect, and to sign releases to facilitate the police investigation. Police almost never charged domestic violence stalking suspects with stalking, preferring instead to charge them with harassment or violation of a restraining order.  相似文献

Police treatment of domestic violence has generated considerable debate between feminists and the police. Feminists attribute the low arrest rate in domestic assaults to sexist attitudes about the marriage relationship and the credibility of female complainants. Conversely, police explain failure to arrest by noting that criminal law precludes warrantless misdemeanor arrests (the most frequent type of assault) uless the crime was committed in an officer's presence. This research analyzes police treatment of domestic assaults. It is based on an examination of police reports from three jurisdictions. Additionally, survey data on police perceptions of female complainants in domestic assaults and the effect of such perceptions on self-reported police treatment of these assaults is also presented. The results indicate a discrepancy between the actually handling of reported domestic assaults and the respondents' verbal reconstructions of their behavior in such cases. The data demonstrate partial support for the contentions of both groups.  相似文献

This study reports on the incorporation of female officers into the Atlanta Bureau of Police Services which until recently had an all-male occupational subculture. Fieldwork techniques included one-year of participant observation and the structured interviewing of 50 police officers.Findings indicated that women have been acculturated into the behavior and attitudes characteristic of the male police group. Specifically, they express increased cynicism and distrust of the public, and their behavior is abrupt with an unsympathetic demeanor. Conversely, women police officers have not been accepted as equally capable as male police officers by the latter. This discriminatory reaction results in a male overprotective attitude which is expressed in male domination of both detective and uniformed officers' work. These findings are congruent with the data from other studies which examined occupations in which women were numerically rare (tokens).The author concludes that because females emulate the male officers' ethos and behavior, and because they have not been accepted as equals in the police group, they have not greatly changed the male subculture of policing.  相似文献

This essay examines the criminological conceptualizations and research on police crime, that is, the criminal behavior of sworn law enforcement officers. It starts with an overview of the conceptualization of police crime as it relates to organizational and scholarly perspectives of social deviance. Police deviance is often conceptualized to include various misconduct, corruption, and/or crime committed by police organizations and police officers. This essay focuses on police crime resulting in the arrest of a sworn law enforcement officer and is organized within a conceptual framework that incorporates five types of police crime: sex‐related police crime, alcohol‐related police crime, drug‐related police crime, violence‐related police crime, and profit‐motivated police crime.  相似文献

Effective collaborative working between the different professions and agencies working to safeguard children is essential. Lack of knowledge of others' roles, perceived differences in status and expertise, and negative stereotypes are examples of why this can be difficult to achieve. A facilitated interprofessional learning (IPL) programme was implemented to assess if such an intervention could overcome some of the barriers to effective interprofessional and inter‐agency team working. Six teams based in primary and secondary care trusts took part with participants from health, education, police and social services. Quantitative and qualitative data were collected from individual participants using a pre‐validated team climate inventory and reflective statements. Findings from this study demonstrate statistically significant changes in five out of six categories in the inventory. Reflective statements suggested that overall the programme offered a positive learning experience at both an individual and team level. The importance of outside facilitation to maintain the team's momentum was acknowledged, as was the difficulty of maintaining a good level of activity once the programme had ended. Nevertheless, the IPL programme provided a timely opportunity to reflect upon the interprofessional and inter‐agency team working needed within Children's Trusts and the implications for staff involved with regard to skills development. Public confidence in policing is receiving increasing attention from UK social scientists and policy-makers. The criminal justice system relies on legitimacy and consent to an extent unlike other public services: public support is vital if the police and other criminal justice agencies are to function both effectively and in accordance with democratic norms. Yet we know little about the forms of social perception that stand prior to public confidence and police legitimacy. Drawing on data from the 2003/2004 British Crime Survey and the 2006/2007 London Metropolitan Police Safer Neighbourhoods Survey, this paper suggests that people think about their local police in ways less to do with the risk of victimization (instrumental concerns about personal safety) and more to do with judgments of social cohesion and moral consensus (expressive concerns about neighbourhood stability, cohesion and loss of collective authority). Across England and Wales the police may not primarily be seen as providers of a narrow sense of personal security, held responsible for crime and safety. Instead the police may stand as symbolic 'moral guardians' of social stability and order, held responsible for community values and informal social controls. We also present evidence that public confidence in the London Metropolitan Police Service expresses broader social anxieties about long-term social change. We finish our paper with some thoughts on a sociological analysis of the cultural place of policing: confidence (and perhaps ultimately the legitimacy of the police) might just be wrapped up in broader public concerns about social order and moral consensus.  相似文献

Abstract One of the strategies increasingly used by employers in the nineteenth century to make work more efficient was the promise of internal promotion, based on uniformity of treatment and selection by merit. The Metropolitan Police had pursued this strategy since the establishment of the force in 1829. Presentations of the promotion system were couched in challenging language, promising to reward all conscientious officers with a rise to a higher rank. Promotion brought with it increased pay, better work conditions, greater authority and prestige, and for some officers real social and economic mobility. This paper examines the principles underlying the promotion system in the Metropolitan Police, the terms in which they were formulated and their application. Of crucial importance are these questions: Who benefitted from the opportunity offered by the Metropolitan Police? What was the relationship between rhetoric and policy? What personal factors helped determine upward mobility? Did the police offer real equality of opportunity? A computer-based analysis of the careers of all recruits to the Metropolitan Police at the turn of the century provides firm answers and suggests patterns of mobility outside the Metropolitan Police.  相似文献

Police work is generally assumed to be inherently stressful. However, research suggests that much of the stress associated with police work may be related to the organizational and administrative setting in which the work is conducted.

This is consistent with the concept of social distress which proposes that stress is generated by the social system in which the individual functions.
