Summary During the months immediately preceding the implementation ofthe 1991 Criminal Justice Act the Home Office commissioned astudy of quality assurance and quality control procedures usedby probation services in their work on social inquiry reportsand in their preparation for the change to pre-sentence reports.This paper summarizes the results of that study, which includeda survey of current practice in probation services and the developmentof a quality control instrument for assessing the quality ofpre-sentence reports. This has led, they argue, to an increasingfragmentation of the profession and an undermining of its formalknowledge base. We will argue here that, not only does suchan argument oversimplify the nuances of the ‘postmodernity’question, but it represents a misreading of the pressures affectingpractice at this time, which are more properly attributableto the operation of the discourses and ideologies of a particularphase of late capitalism and high modernity.  相似文献

Manchester M13 9PL Summary This article addresses some of the issues and problems inherentin the assessment of practice placements. and discusses theefforts of one course to devise a method of managing the assessmentprocess. It begins with an identification and brief discussionof those problems, then moves on to review the development ofthe method and describe the system as it currently operates.The second part of the article discusses the need for continuingattention to both the design of the system and its implicationsfor the roles of those most involved, with particular emphasison the role of the tutor. Yet social workevaluation studies have tended to be quantitative in nature,conventially relying upon the generation of criteria againstwhich interventions are retrospectively judged. The generationof such criteria inevitably depends upon pre-suppositions, whichin themselves go unresearched. As a consequence the .sense makingactivities on which social work interventions depend are renderedimmune from critical analysis. This reflects a broader tendencyfor social work to cling to naive realist epistemologies, whichare arguably obsolete within the interpretive paradigm in whichits activity is properly located. By examining the debates withininterpretive social science, this paper argues for an approachto social work assessment which avoids the pitfalls of naiveobjectivism and the nihilism of anarchic relativism, whilstretaining creativity, imagination and hope.  相似文献

Summary This paper is an attempt to assess the significance of the introductioninto this country of an ‘integrated’ or ‘unitary’approach to social work. An attempt is made to clarify the relationshipbetween paradigms, theories and models. The author claims thatan integrated approach to social work may represent a shiftfrom a predominantly individualistic conceptual model of practiceto an interactionist one. These conceptual models are comparedand critiques of the integrated model are examined. The questionis posed: is it possible to have an integrated model of practicewithout an integrated theory? Some suggestions are made concerningthe essential characteristics of such a theory and the possiblecontribution of sociology to its development Finally, some implicationsof the model for practice and for social work education arediscussed.  相似文献

Summary The research described in this paper was an attempt to exploresome aspects of social work ideology in the probation service.We were particularly interested to identify the extent to whichprobation officers subscribed to certain ‘treatment model’assumptions about criminal behaviour. The project was designedas a small-scale study in depth of probation officers' socialinquiry practices. The data-collection methods used for thiswere a combination of depth interviews with probation officerswho also completed self-administered questionnaires. We foundthat some probation officers appeared to subscribe to ‘treatmentmodel‘ ideals more than others, but that all probationofficers were treatment orientated towards some of their casesand not to others. Their treatment preferences seems to relateto the seriousness of the offender's criminal history and personalproblems and the recommendation that was being made. Some ofthe implications of these findings for social work practicewere discussed.  相似文献

Summary From a background of practice and a post-qualifying fellowship,the author draws on the experiences of other Senior ProbationOfficers, as well as his own and his team members. In this article‘intake’ within the probation setting is taken asinitial agency impact as well as that part of team strategywhich has a bearing on allocating new work. Allocation and theconsequential deployment of resources are then seen as centralto the professional lives of team members. A structure is presentedwhich in practice pervades the totality of the team's life;most radical is the author's notion of allocating ‘workepisodes’. The model provides a structure for team membersto specialise in different forms of social work, and at thesame time allowing clients choice to be supervised without being‘sentenced to social work’. It also depends uponthe active use of a team as a group of interacting, interdependentprofessionals who share their work.  相似文献

A general contextis provided by an analysis of some varieties of mediation andreparation, and the scheme is then placed within its local organizationalcontext, which meant that it drew its work from juvenile liaisonpanels established by the police. The paper argues that thepanels suffered from the lack of a clear commitment to diversionfrom prosecution on the part of the police, and that the reparationscheme was used as part of the probation service's effort toincrease the use of cautions. The practice of reparation andthe experiences victims and offenders had of it are then reviewed.Offenders generally viewed the scheme more positively than victims,but some victims were glad of the opportunity to be involvedin something which might be helpful to young offenders. In conclusion,it is argued that despite the contradictions which were evidentin the practice of reparation in this setting, there may stillbe scope for innovative work by social work agencies in relationto victims of crime.  相似文献

Summary This paper reports the development of a predictor of reconvictionsuitable for use with probationers. The predictor, based onthe Burgess method of prediction, was developed using a sampleof 750 probation cases and a prediction period of three years.Its predictive power is substantial, being of the same orderas that of the parole predictor (see Nuttall et al., 1977; Ward,1988). Despite the increasing emphasis on offence-focused work in theprobation service, the work of the service is not routinelyor comprehensively measured in terms of its alteration of criminalcareers. By detailing the development of the predictor, andwelcoming experimentation with it amongst individual area probationservices, it is hoped that this paper will encourage a morefocused consideration of the effect of probation supervisionon offending behaviour, and therein facilitate the incorporationof broader service quality issues within performance evaluation.  相似文献

Summary This paper considers how far the New Labour educational policyrepresents a clear shift in focus from the policies of the Conservativeadministrations of the 1980s and 1990s. As in other areas ofsocial policy, the paper concludes that current government policyowes as much—if not more—to ‘New Right’ideology than to that of the ‘Old Left’. Summary Although local authorities and social service departments arein the process of developing systems of assessment in relationto care management, there has been little debate about the principleswhich ought to underpin assessment processes, nor about thepurpose, scope, and content of comprehensive assessment witholder people. This article discusses these issues and proposesa framework for comprehensive assessment with older people andtheir carers, derived from development work with social workersin a number of local authorities. Of particular importance isthe need for comprehensive assessment to embody meaningful mechanismsfor user and carer participation and empowerment; to acknowledgenot only need and risk but strengths and resources; to regardthe older person as the centre of a network of personal, familial,and social factors which together determine her or his qualityof life and level of risk. Summary Between January 1980 and December 1982, a team of probationofficers in South Yorkshire attempted a new approach to probationpractice. The project arose initially out of the ideas put forwardin Bottoms and McWilliams (1979) ‘A Non-Treatment Paradigmfor Probation Practice’, but the team members developeda version of the paradigm which in many respects differed markedlyfrom the original. The structure, internal issues, finances, personnel,professional and social policy work and publishing operationsare considered together with contemporaneous commentary on itsachievements. Conflict around membership policies and its professionalassociation role in relation to trade union activities wereinherent in its formation. Professional achievements includedwork on accreditation of social workers, a code of ethics andthe ‘new professionalism’, including client participationand case recording. Policy achievements included work on reformof mental health and child-care legislation and campaigns onpoverty and social security and constraints on social servicesexpenditure. Internal conflict and financial insecurity havelimited BASW's impact. However, as a small professional associationin a developing field with other powerful stakeholders, it hasachievements where alliances with other stakeholders and commercialoperators are established and when internal finance and personnelare stable. Summary This paper reports the findings of a survey of Social ServicesDepartments, Probation Services and the major voluntary agenciesin the UK. The survey aimed to shed light on the factors whichpromote successful groups in social work and probation agencies.The survey did not attempt to map the extent of current groupwork.A questionnaire was piloted in a Social Services Departmentin northern England with social work and social care practitionersparticipating in ‘The Groupwork Project’, a trainingand development programme which continues to have as its aimthe establishment of a groupwork service in a mainstream socialservices agency. The survey was designed to be illuminativeand exploratory rather than conclusive. In this paper, the authorsreflect on the research process and on the findings of the survey.These findings point to the complexity of factors consideredsignificant to the success of a group, and to the importanceof contextual factors in establishing and sustaining a groupworkservice.  相似文献

Summary The role of social workers within the penal system has beenthe subject of much discussion and heart-searching by probationofficers and others since the probation service took on responsibilityfor rilling prison welfare posts in 1966. Many officers havebeen reluctant to undertake secondment as Prison Welfare Officersbecause of the difficulties of applying their social work trainingand experience in a penal setting and their fears of absorptioninto a punishment-oriented culture. This article explores thenature of the stresses involved in the practice of social workin this setting, and argues the case for the positive contributionthat social workers can make, at present often ignored in discussingthe stress and conflict inherent in the situation. Stress, itis argued, may be a necessary function of effective work inthis context, and the attempt to reduce it by giving the PWOa more detailed role definition and a clearer position withinthe prison hierarchy is premature. The role is best definedas it emerges from the experience of good practitioners withinthe setting, a concept which has implications for the choiceof probation officers for this type of work and for their approach.They should be able to see and utilize the opportunities foreffective social work, and incorporate available research ina flexible and imaginative methodology  相似文献

E-mail: g.j.robinson{at}sheffield.ac.uk Summary ‘Technicality’ is a theoretical construct which,in the context of professional practice, refers to those aspectsof the work which can be prescribed, ‘programmed’or subject to routine practices. This paper considers the purportedrise of technicality in probation practice, with particularreference to the relationship between increasing technicalityand perceptions of ‘professionalism’. The paperpresents a case study of one ‘technical’ initiativein the probation context: namely, a structured risk/needs assessmentinstrument. The case study examined the implementation of thisinstrument in two area probation services, with a view to establishingits impact both on the exercise of professional judgement (‘indeterminacy’),and on perceptions of professionalism among users and theirmanagers. On the basis of the case study it is argued that,contrary to many recent commentaries, neither significant reductionsin indeterminacy nor an inevitable process of deprofessionalizationcan be automatically ‘read off’ from attempts tointroduce greater structure and/or standardization to socialwork and probation practice. The tentative conclusion of thispaper is that the professional future lies not in a wholesalerejection of technicality, but rather in achieving a positive,workable balance between technical and indeterminate aspectsof practice.  相似文献

Summary The provision of a social work service depends significantlyupon assessment of the social situation of clients as determinedby social workers. It is argued that the social worker's ‘understanding’of the social situation is framed within a particular way ofthinking about cause and effect. Three different models of suchthinking are used in practice. They are identified as the linearmodel, systems analysis and the management model. The originsand attributes of each model are described and related to thesocial, economic and political environments which have influencedtheir separate developments. Summary Theories within the social and psychological sciences continueto shape social work practice. However, recent debates withinthese sciences on the shortcomings of ‘social constructionism’,and the attempt to overcome them through a critical realistposition, have so far failed to capture social work's attention.This paper provides a critical overview of these theoreticaldebates, highlighting the shortcomings of social constructionismfor social work. The critical realist challenge to social constructionism,as articulated by the British philosopher Roy Bhaskar, is consideredand its relevance to social work formulated in terms of a returnto ‘depth’ in practice.  相似文献
