While most countries of destination of temporary migrants expect them to return home, it is likely that some temporary migration will become permanent if the migrants decide that they would like to remain longer or indefinitely for various reasons. This paper examines the factors associated with temporary migrants’ decision to become or not become permanent residents and the reasons for their decision, using survey data on skilled temporary migrants in Australia. It also looks at whether temporary migration facilitates or substitutes for permanent migration and discusses the likely effectiveness of temporary migration programs that assume temporary migrants will return home.  相似文献

Despite the large number of migrants at both international and internal scales in developing countries, literature on building the links between the two migration processes is still lacking. Using survey data from China's Fujian Province, we elaborate a novel link between international and internal migration processes by examining the response of internal migration to international migration in the migrant origins. Our findings suggest that emigration of one individual initially deterred the internal migration of other family members. Yet, over time individuals from emigrant‐related households had an increasing propensity to migrate internally. During the internal migration process, emigrants’ family members received greater financial returns and had reached farther destinations than other internal migrants. Those emigrant‐related internal migrants with enhanced economic profiles would benefit their domestic destinations in a variety of ways. These benefits support a more optimistic view on the impact of international migration on the development of migrant‐sending countries.  相似文献

The problems of statistics relating to international migration have been well documented. It is a fact that the concepts of legal nationality, residence, place of birth, time, and purpose of stay underlying those statistics vary considerably, not only between countries but even within countries through time or between different sources of information within the same country. The crusade to achieve greater homogeneity in the concepts underlying flow statistics on international migration was started at least 55 years ago, but despite some encouraging developments, it is unlikely that homogeneity will be achieved during the rest of this century. This article analyzes how these 5 basic concepts are used to characterize migration. Statistical systems generally use at least 1 or more of these concepts to identify migrants from other international travelers. A review of these basic concepts reveals the great influence that legal or regulatory considerations exert, whether explicitly or implicitly, in their definitions. Perhaps one of the most serious problems in understanding how migration is viewed and measured by national statistical systems is to disentangle the legal or quasilegal nature of certain concepts from those that can be taken at face value. The tendency to sift from their meaning all legal impurities and thus transform them into reflections of actual events operates under the assumption that migrants are free agents, able to determine their durations of stay, absence, or the type of work that they will perform. In reality, the freedom of migrants stops where the State's prerogatives start, and statistics often reflect an uneasy compromise between the 2. Despite their many deficiencies, statistics on international migration are a rich source of information, not only about quantitative aspects of the process, but also about how the process is conceived by their generators. A careful evaluation of their meaning, scope, and limitations can be, therefore, a rewarding exercise.  相似文献

International migration from Asia to the Gulf Region is desirable and has benefited both individuals and the countries. At the individual level, migrants benefit economically and socially. They earn more income and are able to improve the quality of life of their family members when they return home. Although there are cases of negative impacts of international migration, such as fraud and corruption, as well as broken homes and extravagance, in general most migrants benefit and the experiences are worthwhile. Available data indicate that there are occupational shifts, a change in attitude towards community life, the world situation, and attainment of goals. At the national level, international migration has brought in foreign exchange and helped reduce unemployment. In addition to facilitating and making the pre-migration phase as easy as possible, activities of government during migration and post-migration phases are also required if the government is truly to promote international migration. Establishment of the post of Labor Attache in embassies will support migrants while they work abroad by providing services and moral support, thus making adjustment in host countries easier. Upon returning home, the government can provide consulting services to returnees on investment possibilities and may be able to tap resources form returnees for overall development. Granted that returnees are ordinary people with not much savings, remittances in foreign currency sent home have reduced financial difficulties in the home country. International migration is seen by the author as a rite-of-passage. This is an activity or an educational experience which happens once or twice in a lifetime and is not repeated. There must be a revolving system where young people migrate to work, gain experience, earn extra income, and return to settle down, bringing with them the benefits gained while working abroad. Data collected from this study show negative social impacts, especially when migration covers a long period in one's lifetime. In promoting international migration, the government therefore has to help returnees settle down and treat international migration as an educational experience.  相似文献

This examination of emigration dynamics focuses on 13 countries extending from Eritrea to Zimbabwe and Mozambique on the eastern African mainland and on 5 Indian Ocean island nations. The first part of the study looks at the temporal, spatial, and structural perspectives of emigration dynamics. Part 2 considers international migration in the region according to Appleyard's typology (permanent settlers, labor migration, refugees, and illegal migrants) with the additional category of return migration. Measurement issues in emigration dynamics are discussed in part 3, and the demographic/economic setting is the topic of part 4. The demographic factors emphasized include spatial distribution, population density, population structure, population dynamics, demographic transition, and the relationship between internal and international migration. Other major topics of this section of the study are the economic base, the human resource base, population and natural resources, the sociocultural context (emigration, chain migration, return migration, and migration linkages and networks), political factors (including human rights, minority rights and security, regional integration and economic cooperation, and the impact of structural adjustment programs), and a prediction of future emigration dynamics. It is concluded that refugee flows remain a major factor in eastern African countries but the development of human resources in the northern portion of the region indicates development of potential labor migration from this area. Data constraints have limited measurement of emigration in this region and may contribute to the seeming indifference of most eastern African countries to emigration policies. Emigration in this region has been triggered by deteriorating economic and political conditions and is expected to increase.  相似文献

We quantified determinants of international migratory inflows to 17 Western countries and outflows from 13 of these countries between 1950 and 2007 in 77,658 observations from multiple sources using panel-data analysis techniques. To construct a quantitative model that could be useful for demographic projection, we analyzed the logarithm of the number of migrants (inflows and outflows separately) as dependent variables in relation to demographic, geographic, and social independent variables. The independent variables most influential on log inflows were demographic [log population of origin and destination and log infant mortality rate (IMR) of origin and destination] and geographic (log distance between capitals and log land area of the destination). Social and historical determinants were less influential. For log outflows from the 13 countries, the most influential independent variables were log population of origin and destination, log IMR of destination, and log distance between capitals. A young age structure in the destination was associated with lower inflows while a young age structure in the origin was associated with higher inflows. Urbanization in destination and origin increased international migration. IMR affected inflows and outflows significantly but oppositely. Being landlocked, having a common border, having the same official language, sharing a minority language, and colonial links also had statistically significant but quantitatively smaller effects on international migration. Comparisons of models with different assumed correlation structures of residuals indicated that independence was the best assumption, supporting the use of ordinary-least-squares estimation techniques to obtain point estimates of coefficients.  相似文献

Population censuses in Latin America have generally recorded the place of birth of all persons enumerated. The use of those data for the study of international migration has been less common because international movements were judged to be a relatively weak factor determining demographic change in the majority of Latin American countries and because the data gathered were generally not tabulated with sufficient detail. During the 1970s, the UN Latin American Demographic Center (CELADE) realized that international migration was not necessarily a minor factor in their evolution and launched a program to improve the quality and availability of census information on the foreign-born population enumerated by each country. The program on International Migration in Latin America (IMILA) has therefore been in operation for more than 10 years and has been successful in eliciting the in-depth tabulation and exploitation of census information in the majority of Latin American countries and in the 2 main receivers in the Americas: Canada and the US. As part of the IMILA project, CELADE has become the depository of magnetic tapes with census information on the foreign-born population, thus gaining greater flexibility in the exploitation of the data available. On the basis of the information gathered, CELADE has published twice in the past decade a compilation of tabulations of the foreign-born population by country of enumeration, country of birth, age, and sex. Although census data on place of birth are not free from problems, particularly in countries where illegal migrants may not be adequately enumerated by a census, they are a valuable source of reasonably comparable information on the overall impact of migration in receiving countries and are often the only source of information on emigration from the sending countries.  相似文献

This paper compares the situation of second generation migrants in employing European nations with first generation migrants in the countries of origin. The study focuses on intergenerational changes in employment, unemployment, and further migration. High rates of failure, underachievement, and non-attendance are often found among migrant school children. Girls and boys show high occupational aspirations from age 10-14, but more realistic aspirations by their last year of school. Although vocational training interests many young foreigners, they usually do not get enough training to compete successfully in the labor market. Unemployment affects young foreigners more, and their employment is more unstable, unskilled, and without advancement. Indecision dominates their attitudes about return migration. The country of origin usually cannot provide employment, especially for women, and the longer young migrants have been in employing nations, the less likely they are to want to leave. Difficulty in migrating and the parental desire for superior schooling also limit return migration. On return, migrants 1) experience no continuity of employment or promotion, 2) often find that the skills they have acquired are not valued, 3) must use parallel labor market and cottage industry work to find employment, 4) find that, especially for women and young workers, the unstable employment experienced abroad also affects them on return, 5) find temporary employment or have difficulty in obtaining a job, 6) find both positive and negative views are held by employers concerning them, 7) find that family and connections are the primary means for finding jobs, and 8) discover return migration may not be an end since many second generation migrants will re-migrate for economic and social reasons. School performance, language mastery, social integration and access to training plague migrants and young nationals of similar socioeconomic background. They are unprepared to succeed in the new country and experience conflict of aspirations. First and second generation return migrants experience great frustration, since employment conditions are poor, and may be forced to migrate to a third country.  相似文献

Since 2000, and especially since 2007, there has been a reduction in the importance of international migration and remittances in major global sending regions as a result of recession in receiving countries, anti‐immigrant policies, and improvement in economic opportunities in origin countries. A household survey in five rural communities in Zacatecas, Mexico, in 1995 and again in 2009 exemplifies these trends. Among youthful adults likely to have first migrated in the decade prior to each of these years, there was a significant drop in the proportion of active migrants. Among the active migrants, stays abroad became longer and more permanent, and their households exhibited fewer remittances, less family business ownership, and fewer local purchases, in 2009 compared to 1995. Finally, non‐migrant households greatly improved their economic status in relation to migrant households over the period, reaching approximate parity with their migrant counterparts.  相似文献

This paper examines the determinants and consequences of temporary and permanent migration from the perspective of migrant source countries. Based on a large and detailed household dataset on migration in the Republic of Moldova, the most important factors that influence a respective migrant’s decision whether to return to the home country or to stay abroad for good are presented first. Second, the remittance behaviour of temporary and permanent migrants is analysed to investigate how developing countries benefit from either type of migration. The results indicate that the most important determinants of permanent migration relate to the economic conditions at home and abroad, as well as to the legal status of a migrant in the host country. Furthermore, economic and political frustration plays an important role in the decision of permanent migrants not to come back. On the contrary, family ties as measured by the number of close family members at home act as a pull factor for migrant return. Interestingly, permanent migrants use source country networks that differ from those of temporary migrants, indicating that the return decision of individuals is influenced by the decision of their migrant peers. Concerning remittances, the results reveal that, in absolute terms, temporary migrants remit around 30 per cent more than their permanent counterparts. This outcome is surprising, because temporary migrants often reside in countries where wages are much lower. Overall, the findings indicate that when compared to permanent migration, temporary migration is favourable for developing countries, as it fosters not only repatriation of skills, but also higher remittances, and home savings.  相似文献

This paper seeks to demonstrate the major benefits that a dedicated policy of co–development can bring to three major actors affected by immigration: receiving states, countries of origin, and the immigrants themselves. True co–development involves sustained cooperation between receiving nations and source nations in the management of both legal and illegal migratory flows. At the same time, it fosters the economic and demographic development of both the sending and the receiving country. This cooperation is based in large measure on understanding that, more than ever before, the best migration policy for developed nations is one that seeks not to block, but to smoothly regulate the circulation and re–circulation of the majority of foreigners and immigrants. As a result, Northern countries will be able to concentrate the state’s limited control resources on selected targets such as criminals, delinquents, and migrants arrested multiple times for unauthorized entry or residence. Developed nations must recognize that the vast majority of immigrants wish to retain close links to their country of origin, and with drastically improved transportation and communication links, most migrants are increasingly able to do so. Northern states should adapt policies that, for the most part, accommodate immigrants’ wishes to maintain active ties to their homeland. Such measures are generally in the best interests of the receiving countries, source countries, and of course, the immigrants themselves. The various problems faced by these three main actors regarding migration as they seek to pursue activities in their best interest is considered, followed by the advantages that a policy of co–development has for these actors: for receiving nations in terms of meeting labour force needs, reducing demographic problems, and controlling illegal immigration; and for source countries in terms of increased access to visas, increased amounts and efficacy of remittances, and the return and re–circulation of skilled and seasonal workers, and retirees. The interests of the immigrants themselves will be considered at various points throughout the discussion, in the context of the effects that the various policies of receiving and sending countries will have on them.  相似文献

This paper summarizes the latest information on both stocks and flows of migrants in Europe, focusing specifically on arrivals from developing countries. It starts out by setting this into its historical context by showing how flows of labour migrants were followed by flows of family members, and later by asylum seekers and refugees. Then it looks more closely at recent migration data, though it finds these to be frequently incomplete and inconsistent. The most comparable cross–national data come from the OECD and Eurostat, which indicate that Germany had the largest flows of migrants in the 1990s followed by the United Kingdom. In addition to these arrivals there are probably between 2 and 3 million undocumented immigrants in Europe – accounting for 10 to 15 per cent of the total population of foreigners. The paper also traces the countries from where immigrants are leaving. Sources vary considerably from one immigration country to another, reflecting a number of factors, of which the most important are former colonial links, previous areas of labour recruitment, and ease of entry from neighbouring countries. In recent years, however, immigrants have been coming from a wider range of countries and particularly from lower–income countries. The paper also examines changes in immigration policy. National policies were fairly liberal during the 1950s and 1960s, before becoming restrictive from the 1970s on. Recently, however, a number of governments have been revising their policies to take better account of employment and demographic needs. The paper also traces the emergence of a cross–national European response to immigration, as European Union (EU) countries have become more concerned about their common external frontier. Thus far European countries have done little to try to control migration through cooperation with sending countries. They could, for example, direct Official Development Assistance to those countries most likely to send immigrants, though few appear to have done so in a deliberate fashion. The paper concludes that in the future immigration to the EU is likely to increase, both as a result of the demand for labour and because of low birth rates in the EU. In the short and medium term many of these requirements are likely to be met by flows from Eastern Europe, particularly following the eastward expansion of the EU. But, the longer–term picture will probably involve greater immigration from developing countries.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

This paper compares the plight of international migrants with those from rural to urban areas, examining specifically the migration of Turks into Europe and into Turkish metropolitan centers. This allows comparison of migrant groups with the same point of origin in terms of national, ethnic, cultural, religious, and social characteristics, as well as the same traditional family culture. Economic factors are the main reasons for immigration into Europe. The migrant worker and his family often become marginal to both the country of origin and the country of sojourn. The migrant family must be flexible in dividing or reconstructing itself in various ways to accommodate time, space, and money requirements and to protect ties with the home country requiring intensive geographical mobility, resulting in structural instability and even fragmentation. For the 2nd generation, poor school performance decreases self-esteem and hinders the development of cultural identity; the higher the aspirations for the future and the perception of marginality, the greater is the child's orientation toward the home country. In Turkey, rapid change in traditional agricultural production and rapid population growth caused the movement of population from rural to urban areas. Through rural-urban migration and international migration millions become uprooted populations and become "outsiders." The distinction between 1st and 2nd generation is one of degree, based on the retention of the traditional culture and identity. Factors which interfere with the integration of the migrant population into the dominant society include 1) the unicultural nature of the dominant society and 2) the degree of similarity (or dissimilarity) between the 2. In Turkey, as well as in many other developing countries, the "traditional" family interaction pattern is characterized by relatedness and interdependence among individuals and between generations. Turkish rural to urban migrants are in a more favorable situation than immigrants to Europe to utilize the informal affiliations of family, kin, and community. Extended communal networks are recreated through congested slum living conditions and through friendship sometimes replacing family and kin; traditional identities are reaffirmed through strengthened religious and national sentiments and informal groupings.  相似文献

This study aims to confirm the diversity of intra-Asian female marriage migrants in Japan with comprehensive statistics. Methodologically, I used quantitative method, collecting appropriate data from local demographic and immigration statistics in Japan. Simultaneously, I reviewed related empirical studies on the various factors affecting marriage migration, including those written in the local language (Japanese). Results indicate that 42.9 per cent of intra-Asian female marriage migrants in Japan were middle-aged women whose marriages to Japanese men were their second. Beyond a simple development–migration nexus perspective on marriage migration in Asia, middle-aged women entering Japan for their second marriage often aim to escape social stigmatization and poverty and to overcome the difficulties of marrying late or remarrying in their own countries. A more complex intersectionality of gender–class–age stigmatization should be considered to understand marriage migration. The findings have important policy implications for both origin and destination countries.  相似文献

The objective of this article is to find out why immigrants intend to stay in or leave their initial destination. The insight into such factors could help develop policy measures to deal with potential out‐migration, especially from the regions that view international migration as a solution to their demographic and economic difficulties. The study uses multinomial logistic regression to estimate the strength of association between migrants' intention to move and immigration category, human capital, economic and social factors. The data come from the Longitudinal Survey of Immigrants to Australia. The findings show that different groups of migrants have different propensities to move or stay in their initial destination. Employer‐sponsored migrants are even less likely to intend to relocate than family class. Highly educated and skilled migrants tend to be more likely to express the intention to move or have doubts. Satisfactory employment has a positive impact on retention.  相似文献

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.  相似文献

The sedentary bias that characterizes discourses on migrations from and within the Global South has failed to inform a consistent exploration of international migration from and among global southern countries as normal, desirable and impactful to migrants and their social networks at different spatial levels. Migration-development nexus analyses are predominantly framed around Global South-Global North migration episodes whereby cash and social remittances from the North to the South are expected to trigger development in poorer global southern origin countries. This approach neglects the possibility of similar outcomes accruing from south-south migrations. Drawing on qualitative research methods among Ghanaian migrants to China, our paper addresses the question how does south-south migration affect livelihoods and wealth inequality? We argue that blunt global categorizations such as “Global South” and “Global North” only serve to obfuscate what is a rather heterogenous bunch of countries, with divergent opportunities for migrants. We recommend that greater focus should be on the contextual factors at the origin and destination, the quality of return preparedness and the human capital of the migrants rather than an arbitrary clustering around a binary Global South-Global North trajectory as though they are internally homogenous. We conclude that there is heterogeneity in the effects of south-south migration on household livelihoods and wealth inequalities.  相似文献

The focus of this paper is one of the paradoxes of international migration: the unexpectedly low level of migration between neighbouring countries with large macro‐economic differentials; in this case migration from the former Soviet republics to Sweden. In line with Faist (2000) , one assumption in the study is that the dynamics of international migration are strongly influenced by the emergence of a transnational social space. Based on a database (ASTRID) containing individual information about all residents in Sweden for the period 1986–2003, the study includes an analysis of migration in relation to the transnational social space ‐‐ its bridging and adaptive functions ‐‐ including labour market integration, family situation, intermarriage, population circulation and the spatial clustering of immigrants. The study reveals an over‐representation of female immigrants and a high frequency of intermarriage among women migrants. Moreover, a changing migrant composition over the past decades was found, including a growing number of students, whereas the empirical analyses indicate a rather weak labour market position among immigrants from former Soviet republics. However, the position of recently arrived migrants has been enhanced over time, and migrants who stay for longer periods attain a stronger position on the labour market. The analyses also show an increasing number of highly educated persons among immigrants from the former Soviet republics. Furthermore, migrants from the former Soviet republics who move to Sweden tend to remain rather than return. In addition, the empirical analysis shows only minor tendencies of spatial clustering among the migrants. In sum, the study indicates that the lack of a more developed transnational social space may explain the rather low level of migration but also that the changing mobility patterns could represent an initial phase of a denser transnational social space that may trigger higher migration rates between the former Soviet republics and Sweden in the near future.  相似文献
