Considerable attention has been devoted thus far to transnational economic and political enterprises in globalisation. This article focuses on the phenomenon of social globalisation. Specifically, we call attention to the need for research and development on transnational enterprises to support and maintain individuals and families that are members of transnational communities in the USA and Mexico. The social fallout of transmigration on the health and social wellbeing of sending and receiving communities is enormous and costly, and far beyond the capacity of transmigrants to handle merely through self-help, mutual aid or small voluntary clubs and associations. This article raises questions about whether it is possible, or desirable, for civil society organisations to expand the scope of their vision to include social welfare activities that promote and enhance the health and social wellbeing of host and home communities simultaneously.  相似文献

The impact of globalisation on local agriculture and food systems has brought issues such as food security and rural sustainability to the forefront of policy‐making in developing countries. In China, the restructuring of domestic agriculture and liberalisation of trade following accession to the World Trade Organization have led to the growing reliance on imported food and raised concerns for food self‐sufficiency and safety. Inspired by the concept of social economy, social workers in China have explored alternative pathways towards sustainable food production and consumption through local initiatives. Based on participatory action research in a Chinese village, this study examines the potential contribution of social work intervention in responding to China’s agrarian challenges. It is shown that by linking rural cooperatives with the local food system and allowing farmers to sell directly to urban consumers at fairer prices, social economy initiatives provide a viable pathway for sustainable transformation by empowering rural producers while giving urban consumers access to sustainably produced food.  相似文献

In recent years the impact of globalisation on the welfare state has become a major issue in comparative policy studies. Some empirical studies demonstrate a negative relationship between globalisation and the welfare state, while others show adverse findings or a non-significant relationship. The impact of globalisation, however, can be neither uniform nor unidirectional because of the differences in the political economies of individual welfare states. Welfare regimes reflect qualitative differences in arrangements of welfare institutions and the associated enduring configuration of the welfare nexus, suggesting that welfare regimes may influence the impact of globalisation on the welfare state. We scrutinise the relationship between globalisation and the welfare state by sampling 18 affluent countries from 1980 to 2001 and concentrating on the mediating effect of three welfare regime types. Our study provides a comprehensive examination of the relationship between globalisation and the welfare state using a state-of-the-art analytical technique – the mixed-effect model. Findings suggest that welfare regimes respond differently to the impact of globalisation and therefore mediate the relationship between globalisation and the welfare state. Globalisation negatively affects the welfare state in a social democratic regime, while it marginally affects the welfare state in liberal and conservative regimes.  相似文献

How can the various pressures of economic globalisation and changes in the established welfare systems of the industrialised nations inform the development of the Korean welfare state? As the twenty‐first century dawns, Korea is confronted with a serious dilemma: How to adapt to globalisation and survive under worldwide competition and at the same time construct an effective egalitarian welfare state? The objective of this paper is to explore the future directions for the Korean social welfare system as it adjusts to economic globalisation. As it seeks a course between the social democratic welfare state model and the rising tide of the neo‐liberal welfare state, we pose the question: Is there a ‘third way’ for Korea? In trying to discern where the Korean welfare state is headed, it may be helpful to understand where it has come from and how it compares with the established welfare states in the industrialised nations.  相似文献

This paper argues that an economic liberal discourse of globalisation has been pivotal to the policy‐making process in Australia over the past 15 or so years. Both Labor and Coalition Governments have aimed to restrict the electoral fall‐out from the process of restructuring by persuading Australians that the world economy has forced particular policy changes and made alternative economic policy choices unviable. Policy‐makers act to influence conceptions of the appropriate role and responsibilities of the state through persuasion – the rhetoric they speak – and coercion – the policies they make. The pervasiveness of globalisation rhetoric in the public sphere has been essential to the governing process as a complement to and buffer for the coercive impact of economic liberal policy changes. As Australia has shifted from a protectionist to an economically liberal policy structure, the effects of globalisation have become clearer. Liberalisation has intensified pressures from the world political economy and coerced changes in all areas of policy and the economy, as well as in public perceptions about the ‘limits of government’. Globalisation and economic liberalism as persuasion and coercion are the component parts of a restructured system of political and economic governance: a paradigmatic shift away from the economic protectionism of the first 80 years of Australian federalism.  相似文献

China's relative lack of social security coverage for rural elders exacerbates the already severe rural–urban economic disparity, slows the rate of rural poverty reduction, and raises social justice concerns. Our analysis draws on evidence from a number of sources including interviews with experts on China, Chinese government documents, Chinese newspaper accounts, and other sources from other countries. Based on our analysis of what has been tried in other countries and the current situation in rural China, we offer some suggestions for Chinese policy makers. We suggest that, for rural China, a universal non‐contributory old‐age pension deserves serious consideration, and refer to our proposed model as a Rural Old‐Age Social Pension. It will reduce the level of poverty in rural areas and the degree of income inequality between rural and urban areas while simultaneously promoting social and political stability.  相似文献

Studies examining the relationship between globalisation and the welfare state tend to focus on the effects of economic dimensions of globalisation, the extent to which a country is part of the world market. Globalisation also has social and political dimensions and the effects of these on welfare states – in terms of social security transfers and generosity – are studied in this article. Data from the KOF Index of Globalisation , the OECD Historical Statistics and the Comparative Welfare Entitlements Dataset are used to analyse the effects of social and political openness on the welfare states of 18 countries of the Organisation for Economic Cooperation and Development between 1970 and 2000. The analyses show that social security transfers and generosity have increased less in countries with the highest increase in social openness and that the welfare state is not affected by political openness.  相似文献

Social policies are, to an increasing extent, shaped by international standards and regulations. This international standard-setting can be seen as an attempt to grapple with the challenges of globalisation. However, what is unclear is how far the pressures of globalisation and the processes of international standard-setting leave any scope for policy choice, whether at international, national or sub-national level. This paper focuses on the specific case of higher education. It argues that the development of international standards and the convergence of national standards must be understood by reference to the interests and strategies of various stake holders, including national governments, social elites and higher education institutions themselves. International markets and international standards are politically constructed and neither globalisation nor international standard-setting can be seen as inexorable and apolitical processes.  相似文献

Social policy debates are informed today by a rhetoric of the ‘politics of community’ which focuses on problems of social fragmentation and exclusion in the new era of globalisation. While this rhetoric was earlier associated primarily with debate on social justice, it now more frequently relies on notions of social order, notably in the Federal Government's welfare reform agenda. ‘Community ‘ is thus a central and dynamic focus of debate, especially in relation to the arguments over ‘social capital’. The most important question in this project of ‘reconstituting community’ is the kind of community likely to emerge under globalisation: which question cannot be raised without shifting the current focus on social order back to one on social justice.  相似文献

Although the notion of international social work is not new, it is only in recent times that its central premises have been in focus. Considering diverse ongoing globalisation processes and in regard to the weakening of the national welfare state, social work must tackle the challenge of redefining its role and mission if it is to remain true to its professional commitments. The emergence of new global regions and the globalisation of local social problems make the consolidation of democracy and human rights, the prevention of conflicts and the promotion of solidarity and peace through global cultural integration some of the main concerns of international social work. In this article, international social work is discussed as a project of partnership between diverse social actors such as practitioners, universities and local governments cooperating beyond the boundaries of the nation-state.  相似文献

This article extends previous studies investigating economic globalisation and the welfare state by examining individual attitudes, ranging from a preference for individual responsibility (economic individualism) to public demand for government intervention (social equality), across a large number of countries. It formulates different hypotheses about the direct and moderating effects of economic openness on these attitudes. The multilevel analysis, investigating data from 99,663 citizens of 67 countries, leads to the following two conclusions. First, economic openness is associated with a stronger preference for economic individualism and less demand for government intervention. Second, groups benefiting from globalisation and right‐wing voters have a stronger preference for economic individualism if the economic openness of their country is higher. On 3 August 2014, an enormous earthquake struck Ludian County in Yunnan Province, China. For the first time, a social work support group was coordinated and established and coordinated by the Ministry of Civil Affairs, which historically has put more emphasis on emergent and material relief after disasters. As both researchers and social workers, we initiated a participatory action research to explore how a more effective service model can be achieved in rural disaster-affected zones of China, which are characterised by rustic and authoritarian traditions. A community-centred integrated model for post-disaster community support was designed and implemented to simultaneously manage multilevel problems facing the local community. The community itself was put at the centre of disaster interventions in a highly inclusive manner.  相似文献

It has come to be almost cliché to say that young people are among those Australians most deeply affected by the restructuring and globalisation which have reshaped the Australian experience since the early 1980s. Youth unemployment and a dramatic decline in the quantity of full-time employment available to 16–24 year olds, and especially to 16–19 year olds, have been accompanied by declining incomes and increasing dependency on parents and social security benefits by young Australians. Winning office in March 1996 after 13 years of Labor government, and with a mandate to implement a reform agenda directed in part at improving employment prospects for young Australians, the Howard Liberal-National Coalition government has pursued policies which impact heavily on the lives of many young Australians.  相似文献

This study examines the developmental trajectory of South Korea's public pension programme from 1973 to 1999. Its theoretical aim is to use the South Korean case to verify the partial relevance of existing welfare state theories and to develop a more incorporated theoretical framework in which the evolution of welfare in nations other than affluent Western democracies can be understood. For this purpose, the South Korean case holds a unique strategic advantage as a result of the significant democratisation of the political regime that has taken place. South Korea additionally possesses several qualities usually considered critical for the development of a welfare state, such as economic development, expansion of civil society and globalisation.  相似文献

This article argues that changes in the role of the state in economic affairs will affect the process of social policy. Growing economic integration caused by globalisation now places a greater constraint upon the discretion of the nation state, bringing about a transformation into a more competitive state. States are increasingly having to compete against each other in order to promote competitiveness and attract foreign direct investment (FDI) from international capital markets. This competition influences in turn the social policy formation requiring the redesigning of social policy. Thus, welfare states may need to reform their social policy towards a "business-friendly social policy". The analysis of social policy inputs and outputs presented here suggests that there are common trends in most welfare states towards: a market-conforming policy on business taxation, a reduction of the share of employer's contributions in social protection revenues, more limited income security programmes, an increased allocation of resources for active labour market programmes and less state intervention in the labour market. All these reforming trends in social policy can be understood as a response of welfare states to the evolving needs of business caused by structural change, notably globalisation.  相似文献

The aim of this article is to contribute to the understanding of the institutional arrangements within which China's rural health facilities are embedded and of the contribution of policy to the creation of these arrangements. Information collected through field observations and in‐depth interviews with the managers, staff and patients of a township health centre indicates that with the gradual evolution of markets, encouraged by state policies, health care in rural China took on more of the characteristics of a commodity. In order to adapt to this change, the health centre and its employees are adjusting their behavioural norms and reconstructing an institutional network within which daily activities of simultaneously fulfilling public health responsibilities and pursuing economic gain are legitimized. This article focuses on the interwoven relationship between politics and markets at the micro level and examines the negotiations between stakeholders in constructing new institutional arrangements. It also describes how health sector managers are creating regulations to influence the performance of their facility. The article argues that while government policies play a crucial role in shaping the direction of development, institutional arrangements strongly influence the attempts by rural health organizations to implement them. It concludes that it is critical to take institutional factors into account in analyzing China's rural health‐care reforms.  相似文献

While social cohesion has become a commonly accepted policy goal and framework in many ethnically diverse societies, there is a general concern in some academic literature that it can be a form of governmentality that constructs manageable subjects and communities, represses diversity and distracts attention from the social, political and economic production of inequalities. Drawing on ethnographic fieldwork in two rural Australian towns with ethnically diverse populations, this article engages with these criticisms of social cohesion while simultaneously asserting that social cohesion is viewed by local practitioners as a desirable objective for both strengthening intercultural community and addressing issues of social justice and inequality. We also aim to bring some needed clarity to relevant debates in the literature in distinguishing between social cohesion discourses used for normative and/or homogenising purposes versus frameworks developed in the academic literature with a concern for social justice and equality among diverse populations.  相似文献

Research among students with physical and sensory disabilities who have succeeded in continuing their education at post-compulsory level as far as higher education, revealed that they have a high level of perceived personal control. This is strongly linked with educational attainment irrespective of severity of disability. The emphasis of these students upon self-help groups, and institutional response to student needs within a discourse of rights, rather than of welfare, has lessons for equity policy and practice with respect to other disadvantaged groups. The wider implications of intervention strategies and compensation programs which label and further marginalise members of disadvantaged groups are explored in the paper, in the context of the social construction of categories of disadvantage and difference, the analysis of competing discourses and social trends of individualisation and globalisation.  相似文献

Politics in the countryside has undergone a significant shift in emphasis in recent decades, which may be characterized as a transition from ‘rural politics’ to ‘a politics of the rural’. Whereas ‘rural politics’ refers broadly to politics located in rural space, or relating to ‘rural issues’, the ‘politics of the rural’ is defined by the centrality of the meaning and regulation of rurality itself as the primary focus of conflict and debate. However, far from marginalizing social issues – as early work on the new rural conflicts by Mormont implied – the paper argues that the new politics of the rural has liberated rural social policy from the shadow of agricultural policy, providing a new language and context through which rural social issues can be placed on the political agenda. Three examples of this are discussed, drawing on illustrations from Britain, Australia, New Zealand and North America – conflicts over the rationalization of public and commercial services in rural communities; campaigns around the closure of rural schools and their symbolic place at the heart of rural communities; and issues of difference and discrimination in the countryside, including responses to travellers and asylum‐seekers.  相似文献
