China garners great international attention due to its rapid economic development, unprecedented nationwide political reform, and significant social progress over the last 25 years. Contemporary public leadership in China is arguably a major force for the myriad of recent economic, political, and social transformations in the country. This article reviews the academic literature on that leadership, providing an overview of interest to scholars, teachers, and practitioners whose work deals with cross-cultural studies of leadership development. The review focuses primarily on materials published between January 1999 and June 2004 that explicitly address public leadership in China. The review identifies six areas of research to date: (1) leadership transition, (2) democratization, (3) prominent political figures, (4) local leadership, (5) cultural and historical traditions, and (6) other identified forms of public leadership (military versus Party leadership, women as public leaders, religion and public leadership, and student leadership). The article concludes with discussions of characteristics of the literature and directions for future theoretical and empirical work.  相似文献

With the influential rise of the Alt-Right throughout the West in recent years, there has been a renewed interest in the leadership of these forms of fringe political groups. While some work on the leadership of these types of groups was done in the 1960s, 70s, and 80s, less work has been done since then. Given the important role of these groups in today's political environment, a review and theoretical integration of this past leadership work, along with suggestions for future research directions, is overdue.This paper begins by reviewing what literature exists regarding the leadership of socio-political vanguards, as well as what additional literature exists that may also be relevant to better understanding the phenomenon of vanguard leadership. Vanguard leadership is then placed within the historical context and goals of past vanguard groups. This analysis then leads to further defining some of the components of vanguard leadership along with a review of typically associated leadership traits, skills and behaviours.While few theories directly address the way in which vanguard leadership operates, this paper reviews related leadership theories that might offer meaningful contributions to our understanding of socio-political vanguard leadership. Some theories, such as those related to social movements (particularly burgeoning), minor but influential mainstream political groups, and advocacy/activist collectives are particularly relevant here and are reviewed along with more general leadership theories that might also hold applicability, such as those related to leader and follower (and public) information processing and sensemaking under crises. Why is it important for women to hold leadership positions in organizations? If it is important for women to hold leadership positions in organizations, how do women get into such positions? Both public administration research and organizational research provide answers to these questions. However, the integration of these two bodies of literature remains limited. This study joins public administration scholarship on representative bureaucracy and management scholarship on women in leadership to hypothesize and test institutional, organizational, and political explanations for women’s attainment of leadership positions together in one model. This study examines how women get into upper-level leadership positions in 12 federal regulatory organizations over more than 20 years of time. Findings suggests that women are more likely to gain access to leadership positions when the dominant political ideology is democratic and in agencies that work in feminine policy contexts, are younger, and where the risk of failure is higher.  相似文献

The aim of this paper is to examine the ways in which leadership at middle management level in the public realm is gendered. This is attempted largely through a consideration of academic literature, supported by some empirical findings from a research investigation into higher education and social work in Sweden and England and a review of literature that reveals varying types of leadership characterized as masculinist. Taking the position that context shapes social relationships and subject positions, and provides opportunities as well as constraints, we consider leadership in the public sector under the sway of new public management, framed by neo‐liberalism and the valorization of competition, self‐interested instrumentality, uncertainty and risk, operationalized in public sector organizations through performative regimes. It is argued that while some women and men are willing participants in the new regimes, others are antagonistic or ambivalent, finding themselves mired in neo‐bureaucratic processes of surveillance and control, often stuck in occupational cul‐de‐sacs. It is contended that neo‐liberalism and new public management are associated with masculinist forms of rationality that elevate individual winners and losers and divert attention from collective issues of gender. Rather than focus on gendered styles of leadership it is suggested that it is more important to look at their gendered performance and effects.  相似文献

The article offers insights on the peer-review process as it relates to scientific and technical reports used to inform regulatory decisions. Used effectively, peer review is a powerful tool for advising organizational leaders whether the scientific foundations of their decisions can be expected to withstand scrutiny as rule-making products move through interagency reviews, public comment and stakeholder processes, congressional oversight, and judicial review. The emphasis is "heads up" rather than "how to." That is, without delving into myriad technical and administrative details, the discussion highlights nine fundamental "leadership responsibilities" that determine the nature and course of peer review.  相似文献

While theory and research on leaders and leadership abound, followers and followership theory have been given short shrift. It is accepted wisdom that there is no leadership without followers, yet followers are very often left out of the leadership research equation. Fortunately this problem is being addressed in recent research, with more attention being paid to the role of followership in the leadership process. The purpose of this article is to provide a systematic review of the followership literature, and from this review, introduce a broad theory of followership into leadership research. Based on our review, we identify two theoretical frameworks for the study of followership, one from a role-based approach (“reversing the lens”) and one from a constructionist approach (“the leadership process”). These frameworks are used to outline directions for future research. We conclude with a discussion of conceptual and methodological issues in the study of followership theory.  相似文献

The purpose of this article is to review the literature on military leadership and highlight research opportunities for leadership scholars. The review uses a context specific approach and turns to a simplified version of Hunt's (Hunt, J. G. (1991). Leadership: A new synthesis. Newbury Park, CA: Sage) extended multilevel leadership model as a template to examine the many facets of military leadership. The military leadership literature is stratified into the systems, organizational, and direct levels of leadership with an examination of studies on the critical tasks and individual capabilities required at each level. Additionally, studies on organizational culture and effectiveness at each level are addressed. The article emphasizes that the military is undergoing substantial change as it adjusts to the changing nature of war and a fluid world situation. Based on trends in the military, the review concludes with several general recommendations for future research.  相似文献

A central topic in leadership research concerns the impact of leadership style – the pattern of attitudes that leaders hold and behaviors they exhibit. Since the year 2000, several new leadership styles have been proposed to capture important missing aspects beyond the dominant charismatic/transformational and transactional framework. The authors review the emerging literature on these new styles – ideological leadership, pragmatic leadership, authentic leadership, ethical leadership, spiritual leadership, distributed leadership, and integrative public leadership – as well as the recent work on servant leadership. They also comment on the Ohio State studies on leadership, and then discuss the ways in which these many styles overlap with transformational leadership and each other, and issue a call to leadership researchers to collectively develop a new ‘full‐range’ model of leadership that encompasses and distills what is unique about these various styles. The authors argue that such an integrated full‐range model is necessary for research on leadership style to progress.  相似文献

Starting from the current political discussion of privatization, a comparison is made between private and public organizations, focusing on the degree of bureaucracy and the processes of decision-making and leadership in the organizations. The comparison is based on empirical data published in the literature of organizational research, including some fresh material from a recent comparative study of strategic decision-making in British and Swedish organizations. On the basis of these empirical data, it is concluded that many of the arguments put forward in the discussion of privatization do not seem to be grounded in facts, and that the results of organizational research do not confirm the great differences that are said to exist between private and public organizations.  相似文献

The past few decades have witnessed numerous crises that have drawn increasing attention to the study of crisis leadership. However, research in this field remains fragmented and existing reviews often adopt a subjective approach to identify and synthesize the findings of relevant articles. These limitations make it difficult for scholars to appreciate the progress made in the literature, to derive comprehensive and objective insights, and to forge a path ahead. This study synthesizes theoretical insights and empirical findings in the crisis leadership literature using bibliometric techniques. We first review the intellectual structure of the crisis leadership literature by conducting co-citation and bibliographic coupling analyses. We then map the major conceptual themes in the crisis leadership literature via a co-word analysis. To supplement the findings of the bibliometric analyses, we review the key methodological approaches adopted by crisis leadership researchers. Based on the integrative insights, we propose a research agenda highlighting opportunities for theoretical and methodological advancements in crisis leadership research.  相似文献

This article reviews a large number of articles that derive from qualitative research on leadership that were published prior to 2004 in peer-reviewed journals. The article then goes on to examine critically but appreciatively the ways in which qualitative research on leadership is and is not distinctive. This review shows that while qualitative research has made some important contributions to certain areas of leadership, such as the role of leaders in the change process, it is sometimes not as distinctive, when compared to quantitative research, as might be supposed. The piece also examines studies that combine quantitative with qualitative research. The different ways in which the two approaches are combined is a particular emphasis in this examination. In addition, the article explores the issue of whether the corpus of research that has been accumulated by qualitative researchers can be combined with that of quantitative researchers. A central ingredient of the discussion of qualitative research is the tendency for many researchers not to build sufficiently on the studies of leadership conducted by others. It is argued that giving greater attention to this issue will allow the contributions of qualitative research on leadership to become clearer.  相似文献

Collective leadership involves the participation of multiple entities in the leadership process. This body of research is informed by a variety of theoretical perspectives, including person-centered, social network, social-relational, sociomaterial, and institutional views. Despite multiple calls for leadership development to move beyond individual leadership, collective leadership development remains focused on coaching and competency development, extending rather than reconsidering the person-centered perspective. We argue that it is necessary and timely to align the practice-based literature on leadership development with theoretical and empirically-based perspectives on collective leadership. We provide a multi-perspective framework of collective leadership development by 1) introducing a wider disciplinary range of theoretical perspectives on collective leadership development; 2) integrating these perspectives with leadership development approaches for different forms of collective leadership; 3) illustrating how the multiple perspectives on collective leadership development can be applied to specific work contexts; and 4) identifying directions for future research.  相似文献

Our literature review focuses on the emerging construct of ethical leadership and compares this construct with related concepts that share a common concern for a moral dimension of leadership (e.g., spiritual, authentic, and transformational leadership). Drawing broadly from the intersection of the ethics and leadership literatures, we offer propositions about the antecedents and outcomes of ethical leadership. We also identify issues and questions to be addressed in the future and discuss their implications for research and practice. Our review indicates that ethical leadership remains largely unexplored, offering researchers opportunities for new discoveries and leaders opportunities to improve their effectiveness.  相似文献

An emerging stream of work has been investigating the leadership processes necessary to guide public multi-sector collaborations. This stream of work argues that new leadership theory about integrative public leadership is needed because the context is different from that traditionally investigated by leadership researchers. In this paper, we advance the study of integrative public leadership by arguing that transformational leadership theory does apply to multi-sector collaborations, but needs to be augmented with an additional construct called “civic capacity.” We elaborate on this construct and suggest that it consists of three components: civic drive, civic connections, and civic pragmatism.  相似文献

Digital technologies are changing the nature of teamwork in ways that have important implications for leadership. Though conceptually rich and multi-disciplinary, much of the burgeoning work on technology has not been fully integrated into the leadership literature. To fill this gap, we organize existing work on leadership and technology, outlining four perspectives: (1) technology as context, (2) technology as sociomaterial, (3) technology as creation medium, and (4) technology as teammate. Each technology perspective makes assumptions about how technologies affect teams and the needs for team leadership. Within each perspective, we detail current work on leading teams. This section takes us from virtual teams to new vistas posed by leading online communities, crowds, peer production groups, flash teams, human-robot teams, and human-artificial intelligence teams. We identify 12 leadership implications arising from the ways digital technologies affect organizing. We then leverage our review to identify directions for future leadership research and practice.  相似文献

Despite renewed interest in traditional trait approaches to leadership and despite recent demographic trends towards an aging workforce, research on leaders' age as a specific demographic trait variable has remained surprisingly sparse and fragmented. This article provides a comprehensive review of the empirical literature on this issue. Although a body of research relating leaders' age with their behaviors and outcomes has emerged, the existing findings exhibit little consistency and lack theoretical coherence. Integrating theories of emotional aging with research on emotions and leadership, we therefore develop a novel, emotion-based framework that explicates key mechanisms and boundary conditions underlying age–leadership linkages. Moreover, we outline opportunities for further theoretical extensions and provide recommendations for future empirical work. Overall, this article paves new ground for contemporary research on leadership traits by highlighting the relevance of leaders' age, summarizing current knowledge on this issue, and providing new theoretical and empirical directions.  相似文献

We present a critical review of theory, empirical research, and practical applications regarding generational differences in leadership phenomena. First, we consider the concept of generations both historically and through contemporary arguments related to leadership. Second, we outline and refute various myths surrounding the idea of generational differences in general, and critique leadership theories that have been influenced by these myths. Third, we describe the results of a literature review of primary empirical studies that have invoked the notion of generational differences to understand leadership phenomena. Finally, we argue that the lifespan developmental perspective represents a useful alternative to generational representations, as it better captures age-related dynamics that are relevant to leadership, followership, and leadership development. Ultimately, our work serves as a formal call for a moratorium to be placed upon the application of the ideas of generations and generational differences to leadership theory, research, and practice.  相似文献
