Aim of this article is to address the issue of citizen participation and democratic engagement within a specific area—slum upgrading—presenting and theoretically discussing the approach of an international network called Shack/Slum Dwellers International (SDI), which represents member federations of urban poor and homeless groups from about 30 countries in Asia, Africa, and Latin America. The article addresses the model of intervention embraced by the network, the activities carried out, its philosophy, etc., mainly focusing on the way it envisions and pursues the engagement of local governments in upgrading slum dwellers living conditions. The basic idea within SDI is that the lack of participation by the urban poor has historically been one of the major obstacles to achieve real development: either the government or the donors’ agencies, in fact, usually treat the poor as beneficiaries of someone else’s actions, thus undervaluing their knowledge and skills. Radically opposing this view, SDI interprets its role not as an intermediary agency of slum dwellers in the engagement/negotiation with local governments but rather as an “enabling tool” of direct negotiation between the urban poor and the public institutions. SDI’s most relevant feature, in fact, is surely the genuine leading role assigned to the slum dwellers grassroots organizations.  相似文献

Recent demographic studies document movement of poor people from both urban and rural places to depressed rural communities. Such migration redistributes poverty to rural areas and further concentrates it within them. This article presents a case study of one depressed community in New York that became a migration destination for urban poor people, causing dramatic increases in poverty rate, welfare rolls, and service needs. On-site research showed that the community's attraction was inexpensive rental housing that had become available after loss of manufacturing jobs prompted a middle-class exodus. The lack of jobs was not a deterrent for low-income inmigrants, though, because many of them had limited job skills and other employment barriers and would have had difficulty getting or holding a job anyway. Similar processes of economic decline, population loss, and poverty inmigration appear to be occurring elsewhere also. The article identifies community-level impacts and policy implications; it concludes with suggestions for further research needs.  相似文献

Urban planning systems rarely include the poor. Cities are growing and so is the urban population. Pune is a large city in Western Maharashtra. According to the National Census, 2001, the population of the Pune urban agglomeration is 3.5 million and it is (in some estimates) to reach nearly 6 million by 2021.1 Out of this, the city of Pune has a 2.5 million people living in it. Forty percent and above of the population live in slums. One of the biggest shortfalls of Pune's urban planning is that it still fails to include the poor in mainstream policies. The reason is that the poor are hardly known about, in fact, even government authorities are unaware about how many poor people there are in Pune. This attitude, and the fact that Shelter Associates (SA) work is closely connected with the poor regarding basic services and housing, started the development of a slum database by SA. Finally, the Pune Municipal Corporation asked us to make a complete census of the slum dwellers in the year 2000. That gave rise to a detailed survey of Pune's slum dwellers, to become, amongst other things, the first ever spatial and socio-economic census processed and analysed on a geographical information system (GIS). The Pune Slum Census has built upon this experience and expanded the communities’ information base, and has created a methodology which the city can use to work on detailed urban planning using a GIS and with the slum database as the base. Between January 2006 and April 2008, the prices of most agricultural products rose considerably in international markets. Empirical studies show that this spike in world food prices increased the number of poor households in developing countries, but the extent was not the same in all countries. This article assesses the impact of rising rice prices on poverty and income inequality in Burkina Faso, using a methodology based on the concept of compensating variation combined with the net benefit ratio (NBR) developed by Deaton (1989) and a living standard survey (QUIBB, 2003). The results show that higher prices have a negative impact on income and poverty in the regions with a large proportion of households that are net buyers of rice. The poverty rate increases by 2.2 to 2.9 percentage points depending on the assumptions, the increase being higher in urban areas than in rural areas. Rising rice prices also increase income inequality, which increases particularly in urban areas and in relatively rich regions, but decreases in poor regions with a large proportion of rice producers.  相似文献

Comparative empirical evidence is presented to show the basic instrumentality of low-income urban dwellers to the existential circumstances they face. In Latin America, urban dwellers have seemingly internalised the urban/industrial values of capitalist society and, depending on the availability of jobs and other urban resources and facilities, choose the most rewarding strategy for obtaining benefits. Given the general lack of a well-established structure of secondary industry and the particularistic procedures presently most appropriate for getting jobs and other resources, the motives and basis for communal and collective action are lacking. This is seen most clearly in the example of squatting, where short-term collective action does not develop further, once the objectives of the squatters are achieved. Various forms of instrumental action are expressed in a typology based on subjective orientations and objective opportunities. In the light of the evidence cited, discussions of "marginality,""urban social movements" and "restructuring of community" are misplaced.  相似文献

This study uses survey data from Baltimore, Maryland to assess predictions from the dominant ideology thesis and the public arenas theory concerning causal beliefs about three specific types of poverty—welfare dependency, homelessness and impoverished migrant laborers. Findings indicate that the incidence and determinants of causal beliefs are more complex than has been reached in prior "generic' poverty research and the findings provide greater support for the public arenas theory. Three findings are of particular note: (1) sample respondents have distinctive causal beliefs for different types of poverty: for welfare dependency, individualistic beliefs are dominant; for homelessness, structural causes are emphasized; a causal "middle ground' is most popular for impoverished migrant laborers (2) status characteristics do not operate as determinants of causal beliefs in a straightfor-ward fashion for any of the three poverty types and, (3) variables that measure types of exposure to, and perceived racial composition of, the poor are also significant determinants of causal beliefs. The effects of variables that measure perceived racial composition are particularly strong and the pattern of "color coding' suggests that racial prejudice shapes causal beliefs about the plight of the poor. The implications of the findings for the mobility opportunities of the three impoverished groups are discussed.  相似文献

The aim of this article is to analyse in depth the interactions of growth and poverty in Syria, which undertook reforms to reduce the government's involvement in the economy. During the 1996–2004 period, growth was pro‐poor in ‘weak absolute’ terms but not in either relative or ‘strong absolute’ terms, owing to the increase in inequality. This can be explained partly by tax policies, but also by an unequal distribution of investment at the regional level. There was also a widening of the gap between urban and rural areas, mainly owing to a pattern of growth in which oil played an increasing role and agriculture a decreasing one. Agricultural and land‐policy reforms could have had a negative impact on poverty, despite their positive effect on productivity.  相似文献

Classic scholarship on the problem of urban inequality tends to highlight the absence of “the market” and the correspondingly problematic and inadequate role of the state in poor communities. This article explores how the relationship between markets and urban poverty has shifted in recent decades. Scholars have become increasingly attentive to the growing influence of market logics and privatization—core features of “neoliberal” change—in areas such as housing, education, federal policy, local politics, employment, and social services. I discuss how this recent work adds to our understanding of how markets shape urban disadvantage. I also argue that—given the rising influence of market logics in city governance—urban scholarship stands to benefit from a deeper engagement with insights from the field of economic sociology. Building bridges between the two subfields, I argue, will help to specify what markets mean in the lives of the urban poor, and also can bring issues of race and poverty to the attention of economic sociologists.  相似文献

This paper is based on the urban case studies undertaken during a study of social safety nets and social networks and their role in poverty alleviation among low-income communities in Pakistan. A participatory assessment approach was adopted and findings reflect the perceptions of the urban poor themselves, disaggregated on the basis of age, gender and occupation. It was found that official safety net programmes fail to reach the poorest. Instead people rely on informal social networks of exchange and reciprocity during times of economic stress. However, the coping mechanisms of the poor do not always represent sustainable survival strategies. Some customary forms of obligations such as dowry, can constitute an obstacle to social development. Social networks are not always harmonious or undifferentiated, while some can be both oppressive and exploitative. It is argued, therefore, that to understand and build positively on the experience and life chances of the urban poor, the processes which undermine their ability to sustain or improve their circumstances and assure their long-term security must be addressed. It is suggested that the concept of social security provides the basis for a more flexible policy framework for responding to the particular characteristics of urban poverty than one which relies exclusively on the individual or collective coping strategies of the urban poor themselves, topped up with targeted social safety nets which often fail to hit the mark.  相似文献

This article investigates current socioeconomic disparities within rural and urban areas. The empirical analysis is grounded in an examination of urban and rural bias theories, which have often underpinned poverty analysis. This article suggests that poverty analysis can be improved by moving beyond the rural–urban binary and investigating differences across all geographical types (when data are available). Using 2012 household survey data on South Africa, the article sheds lights on substantial differences—in household composition and access to services and assets—that are likely to make households located in particular geotypes far more vulnerable to poverty. Finally, the article discusses how development policy can better address the specific income‐generating constraints that disadvantaged areas face.  相似文献

Abstract

The desire for home ownership and saving to accumulate wealth are two hallmarks of the “American Dream” that are typically associated with middle class values. Much urban research has suggested that continual exposure to neighborhood poverty has produced attitudes and behavior that differ dramatically from these values. In this study, we examined whether residents in poor urban areas embraced these tenets of the American Dream. Based on the Urban Poverty and Family Life Survey of Chicago, logistic and multivariate analyses were used to assess the relationship of neighborhood poverty, race/ethnicity, household economics, and social variables to attitudes and behavior about home ownership and saving. The effects of “ghetto poverty” and neighborhood poverty “tipping points” were evaluated. Findings showed varying effects of race / ethnicity, neighborhood poverty, and social indicators depending on whether attitudes or behavior were under consideration. We also found that household economic status consistently was better in explaining participation in these tenets of the American Dream than variables that directly measure neighborhood poverty.  相似文献

The aim of this research was to explore Malaysian adolescents’ perception of poverty and the poor. The data consisted of 79 semi-structured interviews with school children aged 12-13 and 15-16 years old from rural and urban areas in Sabah, Malaysia. According to them, poverty is mainly economic. Their responses about the causes of poverty can be categorised as individualistic, structural, fatalistic and other factors (such as age, geography, land and encouragement). Older respondents from rural and urban areas gave more individualistic and structural attributions compared to the younger respondents. While they believed that government is most responsible to help the poor, other parties such as the poor, public and NGO’s should also work together to alleviate poverty. They suggested that these parties can contribute in terms of donation, infrastructural improvement, education, attitudinal change and job opportunities. Respondents acknowledged that hard work and education are important to improve their standard of living. However, education is regarded as a ticket to seek their fortune elsewhere. These results emphasised the need for the Malay adolescents to learn about not being dependent on the government for employment in order to avoid mass urban migration in the near future.  相似文献

Recent analyses have highlighted that poverty reduction in Bangladesh has been accompanied by growing inequality in society, measured by household income. This article considers what the implications are for development actors who are concerned with empowering the poor in society, and who understand poverty from a gender and women's rights perspective. We draw on experience from BRAC's work to address these issues, focusing on the Gender Quality Action Learning (GQAL) programme. A focus on women's self-employment alone does not result in challenging the structures of patriarchal inequalities. Gender inequality and its link to economic inequality needs to be much more centrally positioned than it currently is in development discourse. Currently economic empowerment is widely seen as a potential route to gender equality, but the GQAL programme shows work to challenge gender inequality is necessary as an entry-point to ensure effective economic empowerment.  相似文献

Many development economists prescribe trade as a poverty‐reducing formula. But how is this elixir supposed to work? This article contributes to the lively debate on this topic with household evidence from Tanzania — a poor country even within sub‐Saharan Africa, the poorest region. About 81% of the poor work in agriculture, which accounts for 88% of the export bundle. The article describes existing poverty and then evaluates the poverty‐reduction potential of trade, trade policy and market access. The article extends the analysis by simulating tariff changes and four switching scenarios that swap some poor households into trade‐related sectors, such as cash cropping or tourism, to project national poverty reductions of up to 5.6% and household income increases of up to 21.5%.  相似文献

This article explores changing growth regimes in Uganda, from pro‐poor growth in the 1990s to growth without poverty reduction, actually even with a slight increase in poverty, after 2000. Not surprisingly, it finds that good agricultural performance is the key determinant of direct pro‐poor growth in the 1990s, while lower agricultural growth is the root cause of the recent increase in poverty. At the same time, after 2000 low agricultural growth appears to have induced important employment shifts out of agriculture, which have dampened the increase in poverty. The article also assesses the indirect form of pro‐poor growth by analysing the incidence of public spending and the tax system, and finds that indirect pro‐poor growth has been achieved to only a limited extent.  相似文献

The idea that developing countries face a trade off between poverty and inequality has had considerable influence on thinking about development policy. The experience of developing countries in the 1990s does not, however, reveal any sign of a systematic trade off between measures of absolute poverty and relative inequality. Indeed, falling inequality tends to come with falling poverty incidence. And rising inequality appears more likely to be putting a brake on poverty reduction than to be facilitating it. This article uses the city of Shanghai as a case study to analyze the changing institutional mechanisms for the new urban poverty stratum in China. Specifically, the article examines urban poverty in relation to economic restructuring and the transformation of the welfare provision system in three stages of market reforms. The article first examines the overall economic growth strategies at the national level, and then examines local government policy outcomes at the city level. The impacts of institutional changes on urban poverty and social inequality are subsequently. This study examined how economically disadvantaged children conceptualize the causes and consequences of poverty. The study sample included 30 children (age 6–9 years) who completed individual interviews. Thematic analysis was used to analyze interview data, beginning with initial codes that were then collated into themes. The following themes emerged from coding of interview content: material resource deprivation of people in poverty; academic, social, and emotional consequences of lacking material resources; personal competence of the non-poor and incompetence of people in poverty; and honor and honesty in people in poverty. Perceived trait weaknesses of people in poverty were also discussed but were less prominent than references to external, resource-based attributions for negative beliefs about people in poverty. This study reflects the voices of young economically disadvantaged children, elucidating their beliefs about the causes and consequences of poverty. The findings may be useful to researchers interested in the mechanisms by which poverty impacts children's psychological development and academic functioning as well as to practitioners (teachers, social workers, therapists) who work with low-income children.  相似文献

Research finds that many impoverished urban Black adults engage in a pattern of partnering and family formation involving a succession of short cohabitations yielding children, a paradigm referred to as transient domesticity. Researchers have identified socioeconomic status, cultural adaptations, and urbanicity as explanations for aspects of this pattern. We used longitudinal data from the 2001 Survey of Income and Program Participation to analyze variation in cohabitation and marriage duration by race/ethnicity, income, and urban residence. Proportional hazards regression indicated that separation risk is greater among couples that are cohabiting, below 200% of the federal poverty line, and Black but is not greater among urban dwellers. This provides empirical demographic evidence to support the emerging theory of transient domesticity and suggests that both socioeconomic status and race explain this pattern. We discuss the implications of these findings for understanding transient domesticity and make recommendations for using the Survey of Income and Program Participation to further study this family formation paradigm.  相似文献
