In recent years, overseas workers from Asia have been sending remittances of about $8 billion annually to their home countries. These remittances are an important source of precious foreign exchange for the major labor-exporting countries. The overall development impact of remittances, however, has not been well established. Remittances are spent primarily on day-to-day consumption expenditures, housing, land purchase, and debt repayment. Although only a small proportion of remittances are directed into productive investments, this does not warrant the conclusion that the developmental value of remittances is negligible. In fact, remittances spent on domestic goods and services Asia provide an important stimulus to indigenous industries and to the economies of the labor supplying countries. It is these broader macroeconomic benefits of remittances which seem to have been largely ignored in the literature, and this perhaps explains the pessimistic view of the developmental value of remittances. Reservations concerning the effects of remittance on the sending countries include the fears that 1) expenditure patterns of remittance receiving households may create a demonstration effect whereby nonmigrant households may increase consumption, 2) remittance inflow will increase income and wealth inequalities, 3) remittance expenditures may result in inflation, 4) remittances may produce only short-term fluctuations in long-term economic development, and 5) remittances may adversely affect agricultural development. 相似文献

"In this study we review the literature regarding the theory and the empirical evidence regarding migrants' remittance behavior, and we examine the flow and determinants of remittances from Greek migrants for the period 1961 to 1991. The main body of data is for remittances to Greece from Germany, but for some years data are available for remittances from Belgium and Sweden as well. The objective of this study is to test the significance of certain factors in terms of their effects on remittances to Greece. These factors are the migrant's income, the migrant's family income, the rate of unemployment, the rate of interest, the exchange rate, and the rate of inflation. The study attempts to see if these factors have had any effect on the volume of remittances. It also attempts to see if there are any structural changes during this period that affect migrants' propensity to remit." 相似文献

In this article, I focus on two sets of practices that researchers and policy advocates carry out within international organizations and think tanks promoting what I term the remittances‐to‐development (R‐2‐D) agenda. Their work conjured up, elaborated and diffused a representation of remittances as a financial flow and made remittances visible as a promising source of development finance for the global South. First, there is the work of discursive representation in which the advocates of the R‐2‐D agenda collected, compiled and visually represented data to draw out the characteristics of remittances that would make them attractive to development policymakers. Second, there were the policy transfer efforts, in which the champions of the R‐2‐D agenda wielded various forms of soft power to convince national government officials to ‘improve’ remittances statistics by adopting new measurement techniques. Scholars and policy makers have argued that because altruism drives remittance sending, migrant money is more resilient to uncertainty than other capital flows. In this article, I question this assumption through ethnographic examination of remittance sending by Peruvian migrant families. When in their lives do Peruvian migrants start to remit? Who are the recipients? What is the purpose of their remittances? How long do they last and why do they stop? I argue that, to answer these questions, we need to investigate how migrants make remittance commitments to different household members, how these attribute value to the remittances and how this value becomes the object of negotiation and contestation. The findings indicate that remittances reinforce existing relations of gender, generation and class in Peruvian society and suggest that while short‐lived remittances are based on contractual commitments and driven by altruism, long‐term remittances are based on emotional commitments and driven by both non‐utilitarian and utilitarian motives. 相似文献

Rural household survey data in the Ludhiana district of the Indian Punjab was used to study the nature and role of remittances in rural development. Of the 1646 outmigrants from the area since 1961, the 949 women who migrated for marriage and children under 12 years old were excluded from the study. Nearly all husbands who outmigrated had sent remittances. Parents and grandparents were 2nd and 3rd most likely to remit, but their numbers were small. Education did not correlate with remittance. Distance and time since emigration did not affect remittance. The frequency and the size of remittances are discussed. Remittances to outmigrants were insignificant. The remittances from outmigrants seem to raise the incomes and the levels of living of rural households. The remittances serve the purpose of redistributing income from urban to rural areas. Remittances also widened the gap between rich and poor in the rural areas because the better-off groups were more likely to receive remittances than the poorer groups. Most of the money sent from outmigrants was spent on consumable goods, food and clothing. Only a small proportion was spent on productive investment. This was usually done by farming families who invested in land or farm necessities. It is concluded that remittances from outmigrants can have a positive effect on the rural economies. Investment opportunities for nonagricultural families must be provided. 相似文献

In this article, I present a cross‐generational analysis of the gendered meanings and politics surrounding monetary remittances. Indian female migrants to Australia, who contribute significantly to household incomes, have recently started to question the sources and directions of remittances. This happens when the woman's earnings are sent, without consultation, to the husband's parents for luxuries, while the family in Australia is struggling. Women in paid work also want to send their earnings to their own parents, particularly if there is financial need. Remittances have become a testing ground for the traditional belief that the husband and his family own the money in the patrilineal marital household. It is possible to interpret male control of remittances without consultation as a form of financial abuse of the wife in the sending household. The article draws on two qualitative studies on five decades of Indian migration to Australia covering 203 people from 112 families. 相似文献

Social networks have long been identified as crucial to migration flows and the economic behaviour of immigrants. Much of the literature on international migration and economic sociology specifically focuses on the role of interpersonal ties in influencing migration and economic action, such as finding employment. Using the case of Gujarati Indian migration to New York and London, the life histories of these immigrants illustrate that specific configurations of network ties result in different migration flows and occupational outcomes. These configurations include organizational, composite, and interpersonal ties that link local labour markets transnationally and channel immigrants to particular destinations and into particular occupations. The findings clarify the role and meaning of networks as they affect different types of migration and the occupational outcomes of migrants. The prominence of these network mechanisms also challenges the role of human capital in producing distinct outcomes for immigrants. 相似文献

This paper investigates the determinants of migrants’ financial transfers to their home country using German data. A double-hurdle
model is applied to analyze the determinants of the propensity to send transfers to the country of origin and the amount of
transfers. The findings reveal that return intentions positively affect financial transfers of immigrants to their home country.
The results of a decomposition analysis suggest that only a small part of the gap in financial transfers between temporary

"This article assesses the notion that the determinants of remittances generated by refugee flows, particularly from Communist-inspired systems, are different from those associated with labor migrations....These differences have a major bearing on how labor migrants and refugees perceive their relationship with countries of origin. The propensity of labor migrants to dissociate themselves from the home country is considerably less than among refugees whose perceptions are mediated by opposition to the ruling regime and other factors, such as political relations between refugee-sending and refugee-receiving countries and whether or not there has been a regime change or one is expected to occur. Bilateral and multilateral measures implemented to assist migrants who return to their country of origin have been designed to respond to a number of different but specific situations. 2 bilateral agreements are briefly described: 1) an agreement between the Federal Republic of Germany and the Republic of Turkey signed in the early 1970s, and 2) an agreement between France and Algeria signed in 1980. 3 different types of multilateral activities are described: 1) the operation of the so-called Return of Talent program by the Intergovernmental Committee for Migration, 2) the Transfer of KNow-how Through Expatriate Nationals program of the UN Development Programme, and 3) the elaboration of a model machinery on return migration by the Organization for Economic Cooperation and Development. While the 1st 2 activities are operational programs, by which annually between 1000-2000 professionals are assisted in their permanent return to or temporary sojourn in their developing countries of origin, with the financial support of both the developed and the developing countries concerned, the 3rd initiative is a conceptual effort aimed at assisting governments to implement policy measures designed to make return migration commensurate with national development goals. 3 recent proposals include 1) the proposal for an international labor compensatory facility, 2) an international fund for vocational training, and 3) an international fund for manpower resources. A common factor shared by all these programs is that they have all involved on 1 side industrial receiving countries which feel themselves obliged to observe a number of principles guaranteed by law and which govern employment conditions and working relations. The reintegration measures implemented or proposed in cooperation with them have been adopted in full consideration of the prevailing standards of these countries, as different as they may be from 1 country to another. A common consideration has been that the returning migrant should reintegrate in his country of origin as far as possible in conditions allowing the returnee to attain self-sufficiency and social security coverage. However, this underlying context does not necessarily prevail in all world regions where different forms of labor migration take place. Therefore the measures experienced in the relationship of specific countries cannot be easily copied for implementation in other countries.
