"Tensions, conflicts, and community instability associated with heightened immigration--especially of nonwhite immigrant groups--threaten to balkanize America. This article highlights the root causes of the growing opposition to both immigrants and U.S. immigration policy--the nativist backlash, presents a typology of the community-level conflicts that have arisen as a consequence of heightened immigration--legal and illegal--to the United States over the last 30 years, and outlines the conditions under which diversity can be brought to the forefront as one of society's strengths.... For decades, U.S. immigration policy debates have centered on creating a merit-based system limiting entry to high-skilled immigrants. Yet the emphasis on merit-based immigration ignores the fact that high-skilled immigrants already enter the United States in merit-based immigration assume high-skilled immigrants benefit the U.S. economy because they are better able than low-skilled immigrants to translate skills into economic success. Using Sub-Saharan (Black) African immigrants' labor and housing market outcomes, I show that meritocracy only partially explains U.S. labor and housing outcomes, leaving a merit-based system unlikely to address America's economic needs. The majority of immigrants to the U.S. are non-White, and racial discrimination in the labor market results in occupational and wage disadvantages in the U.S. Due to the public charge rule, high skilled immigrants may be less likely to get their visas renewed or green card applications approved because of these labor market disadvantages. Without stable visa status, high-skilled immigrants will be less likely to make long-term economic investments in the United States—an important way of contributing to the U.S. economy. Together, research indicates that U.S. immigration reform will not work without first enacting policy addressing racial disparities in economic systems.  相似文献

The economic integration of immigrants is a salient social issue in Japan. Although the US immigration literature has stressed the importance of host-country-specific human capital over country-of-origin human capital for immigrants, previous studies in Japan have shown mixed results about the effects of these two types of human capital on the economic integration of immigrants. The mixed results might be because previous studies focused on only specific immigrant groups (with regard to nationalities, cities, and visa status), human capital variables, and dimensions of economic achievements in the Japanese labor market. The segmented nature of the Japanese labor market structure and immigration policies create different pathways to “economic achievements” of immigrants depending on the dimension of “economic achievements” studied. By conducting a nationally representative social survey of Japanese immigrants, we examined the association between the two types of human capital (i.e., country-of-origin and host-country-specific) and the three indicators of labor market success: employment status and firm size, occupational status, and income. Our results indicate that host-country-specific human capital in the form of higher education and language proficiency is important for all three indicators of economic achievement in Japan, while country-of-origin human capital in the form of higher education and vocational skills is transferable to some extent. Our results suggest that the significance of human capital in immigrants' economic success is determined not only by the structure of the labor market but also by immigration policies.  相似文献

"This article reviews the evidence pertaining to the extent to which U.S. immigrants actually make use of the family reunification entitlements of United States immigration laws, examining the two available studies which are based on probability samples of immigrant entry cohorts. It then provides new estimates of the characteristics of the U.S. citizen sponsors of immigrant spouses and parents.... With respect to the characteristics of sponsors, analysis of the information in the GAO [General Accounting Office] report indicates that 80 percent of the persons who immigrated in FY 1985 as the spouses of U.S. citizens were sponsored by native born U.S. citizens. In contrast, native born U.S. citizens sponsored only five percent of the parent immigrants. Additional findings on the country of origin and sex of the sponsored immigrants are presented."  相似文献

In the 1990s, the immigrant population in the United States dispersed to non‐traditional settlement locations (what have become known as “new immigrant destinations”). This paper examines whether the allure of new destinations persisted in the 2000s with a particular focus on the internal migration of the foreign‐born during the recent deep recessionary period and its aftermath. Three specific questions motivate the analysis. First, are immigrants, much like the U.S.‐born population, becoming less migratory within the country over time? Second, is immigrant dispersal from traditional gateways via internal migration continuing despite considerable economic contraction in many new destination metropolitan areas? Third, is immigration from aboard a substitute for what appears to be declining immigrant internal migration to new destinations? The findings reveal a close correlation between the declining internal migration propensity of the U.S.‐born and immigrants in the last two decades. We also observe parallels between the geographies of migration of native‐ and foreign‐born populations with both groups moving to similar metropolitan areas in the 1990s. This redistributive association, however, weakened in the subsequent decade as new destination metropolitan areas lost their appeal for both groups, especially immigrants. There is no evidence to suggest that immigration from abroad is substituting for the decline in immigrant redistribution through internal migration to new destinations. Across destination types, the relationship between immigration from abroad and the internal migration of the foreign‐born remained the same during and after the Great Recession as in the period immediately before it.  相似文献

The US is the target for international migration, now more than ever. Population growth and economic stragnation in the Third World are increasing the pressures for out-migration, and current immigration law is wholly incapable of responding to the ever increasing flow of illegal immigrants. Border apprehensions of illegal aliens in the US were up 40% during 1983, and total apprehensions reached 1.25 million by the year's end. Recent public opinion polls have disclosed that an overwhelming majority of the American public demands immigration reform, and yet we as a nation have been distinctly unwilling or unable to respond to this clear public sentiment. This paper discusses the politics of the "Simpson-Mazzoli" Immigration Reform and Control Act, previous immigration legislation, current counterproposals for US immigration policy, and the political realities of immigration reform.  相似文献

Scholars conventionally assert that government authorities forcibly expelled 500,000 persons of Mexican origin from the U.S. in the 1930s, with more than half of those removed U.S. citizens. Estimates using census data indicate substantially lower numbers, limited governmental involvement, fewer citizens, and considerable voluntary departure. Voluntary decisions fit the repatriation strategy that had been common among young Mexican immigrants in the 1920s. Ironically, the 1940s Bracero Program, designed by Mexico and the U.S. to replicate the 1920s pattern of circular migration, led instead to massive illegal immigration and unprecedented levels of deportation.  相似文献

U.S. immigration policy debates increasingly center on attracting highly‐skilled immigrants. African immigrants, in particular, exhibit high levels of over‐education. But questions remain about whether African immigrants’ skills are appropriately utilized in the U.S. labour market. This paper uses U.S. Census and American Community Survey data to determine whether Africans’ over‐education leads to a corresponding wage disadvantage. I also investigate whether search and match, imperfect transferability, or queuing theory describes African immigrants’ wage outcomes. I find that, while African and Asian immigrants have similarly high rates of college education and over‐education, Africans experience significantly larger wage disadvantages due to over‐education. African immigrants’ low wages are closer to that of U.S. and Caribbean‐born blacks indicating that queuing theory describes their wage disadvantage. These findings suggest the need for policy addressing racial disparities in the labour market rather than new immigration policy.  相似文献

The paper analyzes public policy and public opinion responses toward immigrants in Germany and Japan, two countries whose immigration policies have relied on blood purity (jus sanguinis). The paper retraces the rationale for jus sanguinis and contends that it was adopted at the turn of the century in both countries out of political convenience. The principles and goals of immigration policies are compared cautioning that better principles must not mean better outcomes.

It is reiterated that Germany has made a politically motivated move away from the ethnic monocultural concept, whereas Japan still hangs on more or less to the old model of silent and subtle assimilation. The more dissuasive Japanese model of tight immigration control, deportation and monocultural assimilation isthen compared to the more permissive German immigration model. A comparison of identity discourses in the form of Japanese Nihonjinron and German Leitkultur shows that both countries struggle with identifying and asserting their core values and that this has a negative impact on integration issues. The paper concludes that Germany has failed to bear the full consequences of its ambitious plans by taking into account the values, beliefs and worldviews of its immigrants, whereas Japan continues to treat immigrants as temporary guests denying any need for long-term integration.  相似文献

"This article examines a unique data set randomly collected from Latinas (including 160 undocumented immigrants) and non-Hispanic white women in Orange County, California, including undocumented and documented Latina immigrants, Latina citizens, and non-Hispanic white women. Our survey suggests that undocumented Latinas are younger than documented Latinas, and immigrant Latinas are generally younger than U.S.-citizen Latinas and Anglo women. Undocumented and documented Latinas work in menial service sector jobs, often in domestic services. Most do not have job-related benefits such as medical insurance.... Despite their immigration status, undocumented Latina immigrants often viewed themselves as part of a community in the United States, which significantly influenced their intentions to stay in the United States. Contrary to much of the recent public policy debate over immigration, we did not find that social services influenced Latina immigrants' intentions to stay in the United States."  相似文献

Based on 36 in‐depth interviews conducted with 18 Japanese couples who live in Southern California, this study examines the impact of differential economic opportunities on the division of labor among Japanese immigrant couples. Three main factors facilitate Japanese professional and businessmen’s mobility to and settlement in Southern California: (1) the gender‐based stratification of the workplace in Japan; (2) U.S. immigration policies that favor foreign nationals with strong corporate ties and business experience; and (3) the strong presence of Japanese corporations in Southern California. Whereas these conditions enable men to maintain their earning power, they do not benefit women in employment opportunities. The difference in economic opportunities encourages Japanese couples to preserve a breadwinner and homemaker division of labor, and women continue to do a bulk of housework and childcare even when women reenter the labor force later in their lives.  相似文献

Using large‐scale census data and adjusting for sending‐country fixed effect to account for changing composition of immigrants, we study relative immigrant selection to Canada and the U.S. during 1990–2006, a period characterized by diverging immigration policies in the two countries. Results show a gradual change in selection patterns in educational attainment and host‐country language proficiency in favor of Canada as its post‐1990 immigration policy allocated more points to the human capital of new entrants. Specifically, in 1990, new immigrants in Canada were less likely to have a B.A. degree than those in the U.S.; they were also less likely to have a highschool or lower education. By 2006, Canada surpassed the U.S. in drawing highly educated immigrants, while continuing to attract fewer low‐educated immigrants. Canada also improved its edge over the U.S. in terms of host‐country language proficiency of new immigrants. Entry‐level earnings, however, do not reflect the same trend: Recent immigrants to Canada have experienced a wage disadvantage compared to recent immigrants to the U.S., as well as Canadian natives. One plausible explanation is that while the Canadian points system has successfully attracted more educated immigrants, it may not be effective in capturing productivity‐related traits that are not easily measurable.  相似文献

An ongoing debate is whether the U.S. should continue its family‐based admission system, which favors visas for family members of U.S. citizens and residents, or adopt a more skills‐based system, replacing family visas with employment‐based visas. In many ways, this is a false dichotomy: family‐friendly policies attract highly‐skilled immigrants regardless of their own visa path, and there are not strong reasons why a loosening of restrictions on employment migrants need be accompanied by new restrictions on family‐based immigration. Moreover, it is misleading to think that only employment‐based immigrants contribute to the U.S. economy. Recent immigrants, who have mostly entered via kinship ties, are economically productive, a fact hidden by a flawed methodology that underlies most economic analyses of immigrant economic assimilation.  相似文献

This paper uses data from the Longitudinal Survey of Immigrants to Australia to examine the empirical relevance of a model of immigrant occupational mobility. Consistent with the model, there is a U‐shaped pattern of occupational change from the pre‐immigration occupation through to the occupation held after three‐and‐a‐half years in Australia. The U is shallower for immigrants from countries similar to Australia than it is for immigrants from countries that differ more in language, occupational requirements, and labour market structure. The U‐shaped pattern is deeper for immigrants who are refugees than for family migrants and is the least deep for economic migrants.  相似文献

"This article reports findings that have emerged from an effort made at statistically measuring the effects of immigration on the earnings of U.S.-born youth. The presence of immigrants arriving before 1965 has a positive impact on youth earnings. Recently arrived immigrants impact negatively, however. These results are consistent with recent findings that the skill level of immigrants arriving within the last two decades is lower relative to that of immigrants arriving earlier. The results also show that the negative effects diminish as the youth ages, reflecting skill acquisition and job mobility of the young worker into jobs less vulnerable to competition from immigrant workers."  相似文献

"The 1986 Immigration Reform and Control Act (IRCA) created two one-time only legalization programs affecting nearly 3 million undocumented immigrants. Legalization has produced important changes among immigrants and in immigration policy. These changes include new patterns of immigrant social and economic adaptation to the United States and new immigrant flows through family ties to IRCA-legalized aliens.... This article combines data from a longitudinal survey of the IRCA-legalized population with qualitative field data on current immigration issues from key informants in eight high-immigration metropolitan areas. "This article focuses on value inputs at various junctures of the immigrant-absorption process in Israel and their possible implications for the future of the immigrants.... The model of value inputs of the 1990s suggests several directions in which absorption policy may head....One such direction is dominant in other immigration countries: the integration of the stronger immigrants--those whose ability to function in modern Western society is high--is left to market forces.... Recent patterns of Hispanic immigration to the United States are examined using data from the U.S. Immigration and Naturalization Service. "From 1960 to 1978 Hispanic immigration increased significantly, reflecting the general acceleration in total immigration to the United States. Demographic trends reveal that Hispanic immigrants are increasingly working-age women. Their occupation composition is primarily blue collar, with operatives emerging as the predominant job category during the 1970s." The authors note that these immigrants settle primarily in a small number of urban centers of Hispanic population and culture in the United States, and thus the effects of immigration will be concentrated on the low-skill segment of particular urban labor markets that already contain large numbers of Hispanic workers.  相似文献

"The purpose of this article is to explore the relationship between processes of global economic restructuring and international migration through an examination of Mexican and Central American immigration to the U.S. and the experiences of Central American and Mexican immigrants in the U.S. This relationship is analysed as one of mutual causation: on the one hand, global restructuring affects conditions in both sending and receiving countries (it is not only a factor in emigration but also in the economic and political receptivity to immigrants at their point of destination); on the other, international migration in turn has an important impact on countries of origin, receiving countries, and the relationship between them."
