A comparison of social work education across South Africa and Japan in relation to the Global Standards for Social Work Education and Training Int J Soc Welfare 2011: 20: 192–202 © 2009 The Author(s), International Journal of Social Welfare © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. This article draws on a one‐year study visit to the University of KwaZulu‐Natal, South Africa, interviews with field supervisors and students in Japan and reviews of the national frameworks of education in Japan and in South Africa. In doing so, the authors identify the similarities and differences in social work education across the two countries and they explore some of the historical and socio‐cultural factors that might account for the differences. There are some identifiable peculiarities in social work education in Japan, especially with the coalescing of care work and social work education. The lack of differentiation between care work and social work makes it difficult to narrow the scope of social work education and practice. National social work standards have been approved in South Africa and regulatory frameworks for social work education and practice have been long accepted, thus rendering ‘social work’ a protected title and a profession that is more entrenched compared with social work in Japan. The codes of ethics in Japan and South Africa are discussed with specific reference to their control functions in South Africa. The article concludes by discussing these comparisons in relation to the Global Standards for Social Work Education.  相似文献

Global social work defies concise definition. In this article, the key terms of the definition of social work formulated by the International Federation of Social Workers (IFSW) are critically analysed. It is argued that this definition cannot claim to be 'universal' given the assumptions on which it is built and the rapidly changing global society in which social work is undertaken. This is demonstrated in the form of an analysis of social welfare provision and its implications for contemporary social work in China to assess whether the IFSW definition is applicable in this context. The conclusion is that the emerging aims and practice of social work in China are likely to be quite different from those in the West, and that the IFSW definition of social work has value as a point of reference rather than as a definitive definition or a statement of intent. Failure to recognise the limitations of a global definition risks ignoring the lived experience of social workers in China and those they work with.  相似文献

In this article I persist with my argument that indigenous, local, culturally relevant practice ought to trump the external imposition of social work definitions, standards and professional models. The challenge, however, is not to fall prey to false dichotomies. Importantly, social work in China is not static but emergent, and no‐one is sure of the exact shape it will take. And the essential question is to what extent will Western knowledge and standards be uncritically appropriated into China? Most contributors to the debate thus far have taken the international definition of social work as their starting point, but far more significant are the political dimensions involved in this process of indigenisation. This article proposes that empirical evidence from within China regarding culturally appropriate, effective local responses – and some clear benchmarks for international engagement – should form the basis for dialogue between China and the broader social work community.  相似文献

This article narrates the development of social work practice in Hong Kong during the last more than half a century. As in other British colonies, social work was first known as a profession in Hong Kong when Western international relief organizations established offices here after the end of World War II. While social work has always been seen as a Western introduction, both overseas and locally trained social workers in Hong Kong are conscious that they are practicing in a society with a strong tradition of Chinese culture and there is also a different view towards the concept of welfare. Other than examining how social workers in Hong Kong have adapted Western developed theories to the solution of local problems in a Chinese society, this article concludes with a discussion of the influence that social workers and social work educators in Hong Kong have made on the development of social work in mainland China.

本文叙述了半个多世纪前社会工作在香港的发展。 如同在其它英国殖民地一样, 当第二次世界大战结束后西方国际援助组织在香港成立办事处, 社会工作在香港才首度被视为一个专业。 社会工作通常被看作为由西方引进的产物, 在本地或海外受训的香港社会工作者均意识到他们在社区从事社会工作时, 有着强烈的中国文化传统, 同时对福利概念有着不同的观点。 除了研究香港社会工作者如何适用西方的成熟理论, 以解决在中国社会发生的本土问题外, 本文还讨论了香港社会工作者及社会工作教育工作者如何影响中国内地社会工作的发展。  相似文献

Hutchings and Taylor, in their article entitled ‘Defining the profession? Exploring an international definition of social work in the China context’[International Journal of Social Welfare 16: 381–389], no doubt had good intentions in offering their account of the development of social work in China, as the opening and concluding sections of the article show. Within the text, however, their critique of contemporary social work in China is, in my opinion, unfair in relation to, among other things, (i) the undemocratic nature of the Chinese political system, which they say hinders the development of social work in China; (ii) the ideology of the Communist Party, the government, and traditional Chinese culture, which they say are at odds with Western social work's value system and methodology; thus concluding that (iii) it is doubtful whether social work development in China could integrate with that of the international community. In this response, I comment on (i) the information base of the authors; (ii) the disconnection between their conceptualisation and historical facts; and (iii) their use of the international definition of social work.  相似文献

Social work education has experienced three stages since its introduction to China in the 1920s: introduction, abolishment and reinstatement. Theoretically, there are four types of social work in China: official–educational, official–practical, voluntary–educational and voluntary–practical. In practice, all four types of social work have not necessarily been embodied in each developmental stage, and the order of their historical development is not the same as the order of their logical development; i.e. some types are lacking in some of the stages. Each type of social work has its own characteristics, which are integrated into each development stage. Today, Chinese social work faces two major interrelated tasks: the professionalisation and the institutionalisation of social work. The former refers to the development of standardisation in Chinese social work; the latter has to do with the development of the social welfare institution in general and the development of institutional welfare in particular. In general, the dramatic development in Chinese social work largely depends on the accomplishment of the two tasks.  相似文献

Rural-to-urban migrants in China face numerous forms of social exclusion. This article argues that community-based approaches offer innovative ways with which to tackle the problems of social exclusion for rural-to-urban migrants, yet these approaches have been neglected. This article first provides an overview of the concept of social exclusion, as developed by Western European scholarship and policy discourse. Next, it examines the ways in which these concepts are relevant to the context of rural-to-urban migrants within China. Finally, this article conceptualizes the social exclusion paradigm from a community practice perspective and offers the implications of this paradigm for community-level interventions.  相似文献

There are differing opinions on how far the international values and internationally understood practice of social work, as epitomised by the international definition on social work, can apply universally to all countries, notably China. The lack of capacity in the Chinese social work community to develop evidence-based and adaptable practice has hindered the effective learning and systematic 'indigenisation' of overseas social work knowledge. This article argues that the international definition can serve as an active working platform where Chinese social workers and the international social work community can search for commonalities and facilitate mutual understanding. Social workers can only effectively respond to the trends towards globalisation by trying to find out more about their common identity and similarities through interactions, while at the same time showing more acceptance of the differences between countries.  相似文献

In this brief debate article we respond to Cunfu Jia's criticism of our article ‘Defining the Profession?’ (International Journal of Social Work 16: 382–389). We address the issue of ‘evidence’ and the issue of the applicability to China of the global definition of social work. We suggest that although debate articles by their very nature risk generating false dichotomies, they provide an important and welcome opportunity to explore commonality and difference and to develop our knowledge and thinking as a result of an international exchange of views.  相似文献

The current discourse of indigenization has been dominated by a normative approach that puts culture and social work values at the centre of discussions of social work's transference ‘from the West to the rest’. Taking a social constructionist perspective, this article argues that we need to critically examine some underlying assumptions of this normative approach, which may have led to misunderstandings of indigenization. The pragmatic approach, which I suggest as an alternative, views indigenization as a process in which various actors with various cultural lenses select the components of Western social work that can be integrated with, or replace, existing local social care practices. The purpose of this integration and replacement is to better serve the needs of the receiving society and its people.  相似文献

The instrumental role of government in the development of social work in China has led to questions about its political function. So far, little has been reported on how the government has “made” social work in China. To fill this gap, we first provide a brief chronological review of major policies and activities of the Chinese government in its making of social work in China. The state's intervention has indeed been massive and crucial although, politically, it may limit the mandate of social work in China. Yet, we argue that the development of the social work profession in China is generating institutional space for the emerging civil society to take a more active role in welfare service delivery. Situated and mediating between the state and the emerging civil society, the social work profession in China will need to constantly negotiate its mandate to meet the needs of both sides.  相似文献

社会工作近十年来在创新社会治理的推动下发展迅速。本文将重点关注于社会服务组织的服务供给过程及其导致的社会服务困境。通过对治理情境的拓展分析,引入过渡治理情境概念,分析我国社会服务供给。在此情境下,本文以Z市家庭综合服务中心为例,围绕自由裁量权这一概念讨论社会服务组织的服务供给策略及其所导致的服务困境。在过渡治理情境中,消极的自由裁量权与社会工作的半专业化发展结合在一起,社会服务组织选择了“活动化”和“指标化”的服务供给,令社会服务处于创新和碎片化之间,而导致社会服务陷入困境。社会服务困境根源的解决在于建立合作的治理情境、强化本土化社工专业力量以及充分发挥第三方的社会服务供给效力。  相似文献

To enhance understanding of social work in China as well as international collaboration with China in the social work field, this paper reviews the history of social work in China and provides a case example of a social work training programme for Chinese Civil Affairs officials in a US social work school. The study examines the in-service training experiences of Civil Affairs officials and uncovers topics for social work professionalization in China from the officials' point of view. This article provides a historical and first-person narrative about the development of the IASWG Standards for Social Work with Groups by someone intimately involved in their germination and development. Beginning with review of early roots of standards for social work with groups, this article presents a journey through the formation of the Committee for the Advancement of Social Work with Groups in 1979, framing ideas that found their way into the first edition of the AASWG Standards of 1998, and the process of developing the second, current edition. This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? The involvement of non‐governmental organisations (NGOs) and professional social work services has promoted a child protection system.  相似文献

The Global Financial Crisis has brought eminent, negative economic and social impacts on China since late 2008, including a considerable decline in GDP growth and a rapid rise in unemployment. Drawing on the published literature and official statistical data, this paper examines the social consequences of the Global Financial Crisis in China, explores various policy initiatives taken by the Chinese government and assesses the effectiveness of these policy initiatives. It argues that the Global Financial Crisis has led to high levels of enterprise bankruptcy and job losses in China. Rural migrant workers and new university graduates are the two social groups most adversely affected. The economic stimulus package and expanded social programmes tend to be short term and economic oriented. Whether the policy initiatives have been effective in mitigating the social impacts of this crisis and correcting the structural imbalance of China's economy is unclear. The paper concludes by suggesting that a new policy approach should be taken to timely and effectively address the negative social impacts of the Global Financial Crisis on China, in particular by providing a more inclusive and comprehensive social safety net, prioritizing employment generation, and addressing housing deficits.  相似文献

摘要:本文通过杨庆堃教授对中国宗教极其卓越和具有开创性的研究,来审视中国宗教的社会学范式。杨氏的《中国社会中的宗教》是一部堪称现代经典的华丽巨著,是中国宗教社会学研究的典范之作,是社会学学者研究中国宗教的重要参考书,具有极高的学术价值和理论创新意义。相对于西方宗教的制度性,杨氏提出发散性宗教的概念,指出散开宗教的信仰和仪式有机会发展为有组织的社会体系,同时它是作为社会组织模式整体的一部分,在散开的形式中,宗教发挥着多样的功能,以组织的方式出现在中国社会生活中。杨氏是第一个从宽阔的社会学角度来证明中国宗教存在形式、合理性以及历史传统的华裔学者,对于其后学者的研究奠定了重要的学术基础。  相似文献

It has become increasingly clear that the emancipatory capacityof social work has been eroded. Several scholars link this tothe influence of neo-liberal and ‘Third Way’ thinking.However, it has recently been argued that social work was notonly a victim of these new influences, but that it is also veryadaptable to the influence of such new ideas (Jordan, 2004)and not very critical about its own role in these changes (Lorenz, 2005).In this article, we will further develop this criticism, byfocusing on the debate surrounding youth delinquency. Accordingto Sharland (2006), youth delinquency has become someone else’sproblem. By analysing the role of social work within the youthjustice system, the article shows that (i) social work has notonly been the victim of recent changes, but that it has alsowithdrawn from the debate on youth justice, and (ii) that thisprocess is related to how social work is defined as a methodicalanswer to the problem of youth delinquency.  相似文献
