Across the OECD, public policies seek to support parents in achieving their desired work/life balance. This article introduces the background to and issues at stake in promoting equal partnerships in families in Germany. Families in Germany face considerable challenges to spending more time together and achieving a more gender‐balanced reconciliation of work and family life, as paid work hours for fathers are long on full‐time jobs and many women are in part‐time jobs. Family policy can play an important role and Germany has made substantial progress in supporting families ahead of and after the birth of a child. Important in this regard are the parental leave reforms of 2007 and 2015 and the extension of childcare supports that better enable fathers and mothers to combine work and family commitments. The article assesses recent developments in family policies in Germany while also drawing from the experiences of countries with longstanding policies to support work/life balance and strengthen gender equality.  相似文献

Multiple global trends are putting pressure on governments to develop policies and programmes that meet the needs of families with children aged 0–3. This cross-national analysis focuses on policies and programmes of parental leave and childcare in the United States, Sweden and Japan. Cross-national studies of early childhood education and care are reviewed. National profiles are provided of demographic, economic, political and socio-cultural characteristics and of parental leave and childcare policies and programmes. Policies and programmes are compared in relation to equity of coverage and support of basic parental childrearing and child-protection responsibilities. Issues raised highlight the need for unified programmes and policies, and continuing global dialogue regarding the needs of this population.  相似文献

Fathers exist in the lives of women and children involved with child welfare authorities, and yet, they are rarely seen by child welfare. This invisibility exists whether or not fathers are deemed as risks or as assets to their families. Using an analysis of fundamental child welfare policies and practices and relevant literature, the paper examines how 'ghost' fathers are manufactured, and how this phenomenon affects families and professionals in child welfare. An analysis of gender, class, race and culture of child welfare discourses shows how these fathers are seen as deviant, dangerous, irresponsible and irrelevant, and even further, how absence in child welfare is inextricably linked to blaming mothers. In failing to work with fathers, child welfare ignores potential risks and assets for both mothers and children.  相似文献

This study examines the effects of child care arrangements on children's cognitive outcomes. It is a secondary analysis, using data on 5107 children born in 2004 and their families from Growing Up in Australia: The Longitudinal Study of Australian Children. Data were collected in 2004 (Wave One), in 2006 (Wave Two) and in 2008 (Wave Three). This study asks (i) Do children receiving non‐parental child care have different cognitive developmental outcomes at ages 4–5, compared with those who never had non‐parental child care during the first 3 years of life? Do parental factors affect these associations?; and (ii) among children with non‐parental child care, do child care characteristics such as types of care, quantity, entry age and stability of child care affect child outcomes? Do parental factors affect child outcomes? The study's findings suggest that children in non‐parental child care had higher Peabody Picture Vocabulary Test scores at age 5. Among children in non‐parental child care arrangements, quantity and entry age of non‐parental child care affected children's cognitive developmental outcomes. Along with child care arrangements, parental mental health was associated with children's cognitive outcomes.  相似文献

Parental substance misuse is a significant public health and children's rights issue. In the United Kingdom, social workers frequently work with children and families affected by substance misuse. However, relatively little is known about this population, particularly at point of referral to children's social care. This paper reports on the largest known study of parental substance misuse as a feature of children's social care work in England. The paper provides a cross‐sectional profile of 299 children living with parental substance misuse and referred to children's social care in one local authority in England. Data were collected from social work case files at the point of referral to social care about the child, family, the wider environment, and parental substance misuse. The findings show that children affected by parental substance misuse frequently had other support needs relating to their well‐being and mental health. Children were also likely to be experiencing other parental and environmental risk factors. The significant historical—and in some cases intergenerational—social care involvement for some families indicates potential issues with the capacity of services to meet needs. Recommendations for practice are discussed with a particular focus on the need for early, comprehensive support for children and families.  相似文献

Promoting fathers' parental leave has recently become of major policy interest in many welfare states. The Korean Government also introduced paid parental leave for working fathers in 2001 and has increasingly strengthened such incentive schemes. However, despite its rapid advancement, fathers' utilisation of parental leave is increasing slowly and most fathers still opt out of their responsibilities for childcare. As sociocultural norms are a primary cause of this low take-up behaviour pattern, this study focuses on the Confucian relational ethics deeply embedded in Korean society. Through in-depth interviews with 15 Korean working couples, this article demonstrates how Confucian relational ethics constrain fathers from enjoying their individual right to parental leave by designating them as last-resort caregivers within families and as forefront workers in the workplace. This study shows the importance of the sociocultural grounding of a society to ordinary citizens when they utilise a social policy in their daily lives.  相似文献

This study investigate whether the positive relationship between the use of parental leave and job continuity of mothers exists in Korea. using a secondary dataset composed of 1,000 mothers who have already utilized maternity leave, the article finds that the relationship between the use of parental leave and job continuity of mothers is negative. To enable working mothers to reconcile paid work and family responsibility in Korea, it is therefore necessary to construct a more comprehensive policy package, including expansion of the publicly supported childcare system, the reformation of childcare responsibility between genders, and public payments for childcare provided by families.  相似文献

In this study, we aimed to examine whether and how parental self‐esteem and parent–child relationships interact and associate with the authoritative parenting of Chinese rural‐to‐urban migrant mothers and fathers of left‐behind children. Results from a cross‐sectional survey of 295 Chinese migrant parents living in Shenzhen revealed no statistically significant differences between migrant mothers and fathers in parental self‐esteem, parent–child relationships, and authoritative parenting. Both parental self‐esteem and parent‐child relationships had positive associations with authoritative parenting among two groups of respondents; however, the perceived parent–child relationship quality was a more important predictor than parental self‐esteem. There was also an interaction effect between parental self‐esteem and parent–child relationships on migrant mothers’ authoritative parenting. The findings indicate that migrant parents’ perception of their encounters with their children has a profound influence on their parenting behaviors. Social services should, thus, be provided to strengthen both virtual and face‐to‐face parent–child interactions via mobile phone parenting and periodic visits. New policies should be developed to provide migrant parents with more options regarding family reunion.  相似文献

In this study, using data from the Swedish level of living surveys in 1981 and 1991 of more than 3,500 children, social patterns and trends in children's living conditions are analysed. The conditions focused on are linked to parental employment, namely, parental accessibility, use of child care and economic resources. The primary statistical method used is logistic regression analysis. The results show differences in children's access to mothers and fathers as parental access is restricted by various aspects of employment. There were also differences in childrenrsquo;s resources by social class and family structure. Of further importance was the combination of these, especially in the way that social class was more decisive for the children of single parents.  相似文献

Sweden is famous for its high rates of female employment and fertility. This study uses longitudinal data from a nationwide Swedish company for 1983–1987 to address the role of the national parental leave program in facilitating women's combination of childbearing and paid work. In particular, we study how Swedish women used the options of paid parental leave (full time or part time), unpaid leave and reduced hours after childbirth. The flexibility and generosity of the program makes it possible for women to choose the combination of program usage and paid work that fits their family and work situation. We identify five distinctly different patterns of program usage (strategies) that are also found to differ in their determinants. For example, women who plan another child are more likely to stretch out their leave longer, and those older and more educated choose strategies that imply a quicker return to work.  相似文献

This study examined the effects of family leave policy on five age‐specific child mortality rates across 19 Organization for Economic Co‐operation and Development countries from 1969 to 2010. I used the dataset developed by Ruhm and Tanaka and extended it with data from various institutions, including the Max Planck Institute for Demographic Research. I controlled for six relevant variables including GDP per capita and health expenditures, three child health indicators, as well as three social expenditure measures for families. I included in all models country and year fixed effects as well as country‐time trend interactions. Throughout all model specifications, the results indicated that job‐protected paid leave significantly reduces infant mortality (death at less than 1 year of age) and postneonatal mortality (death between 1 month and 1 year of age). Other leave (unpaid or nonjob protected) had no significant effects on any of the outcome indicators.  相似文献

The advent of the Global Financial Crisis reminds us that modern epidemiological research has consistently demonstrated links between the socio‐economic circumstances of families and children's health and development. Drawing on data from the Longitudinal Study of Australian Children, this article firstly examines the evidence for intergenerational transmission of socio‐economic disadvantage from parents to young children. It then examines parents' jobs as another source of social inequality. Results confirm that children's healthy development is affected by family income, by parents' hours of work and by the quality of parents' jobs. Job combinations that include long work hours of mothers and fathers and poorer quality jobs are associated with elevated rates of parental mental health problems, less time spent in developmentally important activities with children, and socio‐emotional developmental difficulties for children. The evidence suggests that these effects are greater within low income families. These findings highlight the need for social and economic policies to move beyond simplistic notions of promoting parental workforce participation as a way of reducing the adverse effects of social disadvantage. A more nuanced approach is required that considers the additional impacts of the quality and characteristics of jobs, especially for the parents of young children.  相似文献

From a traditional viewpoint, fathers are seen as the main disciplinarian in the family. However, recent studies suggest that these traditional family role patterns may have changed. In this study, we observed discipline strategies of mothers and fathers toward their sons and daughters. Participants included 242 families with two children (1 and 3 years of age). Findings revealed that parental discipline varied by the age of the children, but that mothers disciplined their children more often than fathers. Fathers, conversely, showed more laxness in response to child non‐compliance. Gender of the children was only related to physical interference, with mothers using more physical interference with boys than fathers, irrespective of birth order. Taken together, these findings highlight the importance of parent gender for parent–child interactions in early childhood, but also suggest that child age should be taken into account as important explanatory factors.  相似文献

This paper examines what determines mothers' work and family reconciliation in the Republic of Korea. We conducted a survey to examine the influence of use of institutional options such as childcare leave and services, and cultural orientation towards gender roles on the probability of being employed, paid and unpaid care work time, and monthly wages. Our findings show that mothers' with high education tend to be in paid work and to have more traditional attitudes towards gender role. The use of maternity leave increases but the use of parental leave tends to decrease mothers' labor market participation. Maternity leave also is found to influence positively on working mothers' monthly wages. However, no factor is found to be relevant to reduce working mothers' time spent on unpaid care work. Issues have been put forwarded for policy considerations. Firstly, the use of maternity leave should be encouraged and job protection needs to be secured with the use of parental leave. Secondly, mothers with relatively higher education tend to prefer familial care to institutional care. Last but not least, the availability of institutional care services do not effectively reduce mothers' time spent on unpaid care work.  相似文献

This paper reports the results of an exploratory study that (i) identified parental stress and competence, parents’ perception of their children's attention deficit hyperactivity disorder (ADHD) symptoms, and the parent‐child relationship in caring for children with ADHD; (ii) compared paternal and maternal experiences in these areas; and (iii) examined the effect of children's ADHD behavior on paternal and maternal experiences in Hong Kong Chinese parents. Seventy‐two (59.5%) mothers and 49 (40.5%) fathers participated in the study, in which data were collected using a structured questionnaire. The results showed that: (i) mothers’ level of parental stress was higher than fathers’, but paternal and maternal competence in child‐rearing did not significantly vary; (ii) mothers perceived the child's ADHD behavior more seriously than fathers; (iii) both mothers and fathers had positive perceptions of their parent‐child relationship; and (iv) gender, employment, ADHD symptoms, and parental satisfaction explained the significant variance in parental stress but did not explain the significant variance in parental competence. Implications for social work practice and service development are discussed.  相似文献

The challenge of community and family reentry after a parent's release from prison remains an under‐addressed area of collateral damage stemming from high rates of U.S. incarceration. Many fathers released from prison return to living with family, and later attribute family connections and parent–child contact as key factors in their postrelease success. However, reentry planning is hampered by a dearth of research on family‐focused reentry services, and consequently, often omits attention to resuming family and parenting roles. To address this gap, we conducted 38 semi‐structured interviews with 19 previously incarcerated fathers, 9 co‐parenting mothers, and 10 relatives to explore service needs of fathers during reentry. Findings suggest programs not only should be multimodal, emphasizing family connections complemented by socioeconomic, self‐care, and social support services, but also should be accessible and relatable, offered within the community, and engaging for fathers and family members. Findings reinforce the importance of self‐determination and human agency while underscoring the multiple challenges fathers face upon reentry. By including the voices of those most affected by incarceration, this study advances knowledge to shape reentry programs and policies, contributes to efforts addressing criminal justice inequities, and promotes well‐being among formerly incarcerated parents and their families.  相似文献

This paper examines decisions among low-income mothers in Hong Kong on the use of self-care, or the arrangement of leaving children unattended at home. An analysis of individual interviews with 23 mothers, based on a family ecology perspective, highlighted the contexts in which mothers make decisions based on economic, social and technical grounds. Findings showed that self-care was used with family orientated demands, in spite of the worries and fears associated with the self-care arrangement. Self-care was generally favoured when it was felt to be an efficient way of carrying out family and domestic tasks. An argument was also made that self-care encouraged appropriate independence in children. Nevertheless, mothers recognised the risks involved in self-care and planned to minimise the potential dangers of young children being left unattended. The views of the children themselves, as well as their fathers, often influenced the care arrangements made by mothers. Social policies in relation to unattended children are also examined. This analysis reveals ideological assumptions about the nature of good parenting that places great pressure on mothers to fulfil their responsibilities even though they often lack adequate economic, social and technical support. Rather than deploy deterrent legal measures, it is suggested that social measures, including the provision of `family life education', occasional child care services and enhancement of community support, be developed to help parents carry out their child-rearing roles effectively.  相似文献

This study extends the investigation of family process models of parental dysphoria and child adjustment, by examining depressive symptoms in both fathers and mothers, and by examining children's representations of family relationships as possible explanatory mechanisms. Participants were 232 children (Time 1 mean age: 5.99; 105 boys, 127 girls) and their cohabiting parents, who participated for three consecutive years. Children's internal representations of multiple family relationships were assessed by means of a story stem completion task. Structural equation modeling indicated that children's inter‐parental and attachment representations are part of the process whereby parental depressive symptoms influence child externalizing symptoms. Maternal depressive symptoms also predicted changes in children's representations of marital and attachment relationships over time. The implications for family process models of relations between parental depressive symptoms in community samples and child development are discussed.  相似文献

Managing Work and Care: A Difficult Challenge for Immigrant Families   总被引:1,自引:0,他引:1  
This paper explores the strategies used by immigrant families to reconcile work and care for young children in Finland, France, Italy and Portugal. Drawing upon interviews with couples or lone parents who have children below age ten, it shows that immigrant families rely on a diversity of work/care strategies. These strategies include extensive delegation of care (mostly to formal or non‐familial informal care), negotiation of care within the nuclear family (both partners sharing the care responsibilities as well as older child care), mother‐centredness (mothers cutting back on working hours), child negligence (leaving children alone) and the superimposition of care upon work (taking children to work). Almost all immigrant families, but especially first‐generation ones, suffer from the absence of close kin networks to support childcare, strong pressure to work and from work (long or atypical hours) and various integration problems such as social isolation, lack of information on services, and problems with housing. However, our findings show that migration patterns, among other factors, have a significant impact on work/care strategies. Highly qualified “professional migration” is more associated with extensive paid delegation (often private and high‐cost), “marriage migration” with mother‐centredness, and “unskilled worker migration” with low‐cost solutions supplemented by workplace care, older child care and negligence. First‐generation unskilled worker migrant families are more exposed to occupational and residential segregation, atypical working hours, low earnings and difficulties in managing work and care for young children. Findings point to the still weak regulatory function of the different welfare states in the protection of these families.  相似文献
