Until quite recently, the problem of poverty was largely “invisible” in Japan, since the poverty rate was relatively low and issues surrounding poverty received little attention. However, the recent financial and economic crisis caused such an increase in the poverty rate that it could no longer be ignored. When the government announced a poverty rate for the first time in 2009 (15.7% for the year 2007), the nation was shocked. Poverty is now widely discussed and “visible” in Japan, and Japanese policy makers have been forced to formulate and implement strategies to help the poor. The contribution of changing international and national economic and social conditions to increased poverty, including population changes in Japan, is also noted. This paper aims to provide an overview of the poverty situation and the nature of social policy that addresses poverty. It describes in particular the national public assistance program, which is a major public income‐support program and is considered as the ‘last safety net’ available for the poor in Japan. In conclusion, the paper explores the key problems faced by the program and discusses the challenges associated with tackling a dramatic increase in poverty.  相似文献

This study explored experiences of people receiving social assistance in 21st‐century Sweden, based on 33 in‐depth interviews conducted in 2005 and 2006. Two overarching themes emerged from the accounts, encompassing both a material and a psychosocial dimension of living on social assistance. Recipients reported that social assistance was generally sufficient for their basic material needs but allowed for no extras. It was possible to live on social assistance for a short time, but became difficult in the longer term. Perceptions of powerlessness, hopelessness and dependency were common and had the most damaging consequences for the recipients' perceived wellbeing. Some recipients believed that society at large had negative perceptions of people living on social assistance; it was something to be ashamed of but, at the same time, it was the recipients' only possible source of income. Findings of this study are partly similar to previous studies conducted in Sweden, suggesting that improvement in services should take into account the experiences of social assistance recipients.  相似文献

Welfare risks in early adulthood: a longitudinal analysis of social assistance transitions in Norway This study assessed the significance of critical life events and socio‐economic background in relation to the likelihood of young Norwegians receiving social assistance, asking how each of these factors contributes both independently and interactively. The data set was derived from a nationwide, longitudinal register and includes the entire 18‐year‐old cohort in 1993. A discrete‐time proportional hazard rate analysis controlling for unobserved heterogeneity was applied. The results indicate that both socio‐economic background and indicators of critical life events have strong independent effects on the likelihood of receiving social assistance. Significant interaction effects between socio‐economic background and certain indicators of critical life events were detected. However, contrary to our expectations, under certain circumstances, coming from a group with low socio‐economic status does not seem to ameliorate the effect of being exposed to critical life events.  相似文献

Making ends meet: perceptions of poverty in Sweden   总被引:1,自引:0,他引:1  
During the era after the Second World War, Sweden has built a welfare system based on labor market participation and income maintenance. Low unemployment and decent wages are supposed to guarantee people a labor market income or income maintenance, which in turn should provide a proper standard for everyone. However, a rapid increase in unemployment and economic problems have made the future of the Swedish welfare state more uncertain than ever. These circumstances have, among other things, led to the suggestion that Sweden should abandon the income maintenance policy and create a social policy system with the more limited ambition of guaranteeing everyone a minimum income. In that case, one central question must be answered: what constitutes a decent minimum income in today's Sweden? Where should we draw the poverty line under which people will not be forced to live? These questions are central in the current debate. The consensual poverty line method is used in this article to derive a poverty line relevant for today's Sweden. The results shows that more than every fifth household has an income below the consensual poverty line. That is, they have an income that most Swedes would argue is too low to make ends meet. The level of the consensual poverty line was compared with the National Board of Health and Welfare's guidelines for social assistance. The consensual poverty line was shown to be more generous to small households and the norm for social assistance was more generous to larger households. Finally, the expenditure for guaranteeing all Swedish household a minimum income equal to the consensual poverty line was estimated: more than SEK 25 billion per year. The results in the article casts serious doubt on the ability of the Swedish welfare state to secure a decent income to all citizens.  相似文献

This article compares social assistance in China and Sweden, and finds a number of similarities. In both countries, benefits are regulated by a national policy, while local governments are responsible for administration. The proportion of the population receiving social assistance is surprisingly similar in China and Sweden. Social assistance reduces dire poverty but is less successful in raising full-year recipients above the poverty line used in international comparisons of developed countries. During the last decade, the income thresholds used to assess claims have not increased at the same rate as the mean income level in both countries. Not surprisingly, there are also substantial differences in the social assistance systems of the two countries. The Swedish system has a long history; the Chinese is relatively recent. The income thresholds differ in terms of their method of calculation and the extent of the relief they offer. While the same thresholds are applied across Sweden, in China they vary by location. The profiles of recipients also differ between countries.  相似文献

This article compares social assistance policies in China and Sweden, with a special focus on the means of translating policy intentions into local practices. Unlike China, Sweden has laws regulating social assistance, which is intended to ensure a ‘reasonable standard of living’. Though considered a legal right, assistance is Sweden is means-tested. While social assistance claims are dealt with by the welfare bureaucracy in Sweden, in China the process of application involves the input of cadres, administrative officials from different levels of government, and neighbours. The challenges facing Sweden are to find ways to cope with long-term social assistance and to help recipients find work. The challenges facing China are to establish a social assistance law and standardized management procedures, and to incorporate the resources of social work.  相似文献

This article compares social assistance systems in Macao and Hong Kong. It finds that Macao delivers a higher level of social assistance benefits, whereas Hong Kong has a larger group of social assistance beneficiaries. The Hong Kong Government spends a larger amount on social assistance provision and imposes tougher controls on the recipients, compared to Macao. The results of the comparison indicate that Macao and Hong Kong differ markedly in the type of productivist welfare regime they belong and challenge the assertion that the two welfare systems form a distinct welfare model.  相似文献

The United States is generally recognised as an exemplar of liberal policy regime types. However, given evidence of state-level divergence in social policy, this article investigates to what extent such variation is present and relevant in state-level family policy. To this end, we pose a primary and secondary research question. Our primary question is whether varieties of liberalism exist across the 50 states in the United States. Our secondary question is whether these varieties of liberalism correspond to variety in social indicators of families' economic well-being. To answer our primary question, we first construct a family policy index that scores the relative generosity and coverage of state-administered social programmes that contribute to the (de)commodification and (de)familialisation of households with children. We then perform a cluster analysis to group states by shared decommodifying and defamilialising features. To answer our secondary question, we investigate how our family-policy clusters are associated with social indicators of families' financial security. Our findings suggest that varieties of liberalism do, indeed, exist within the United States. With the exception of Vermont, which stands out with respect to its comparatively generous family policies, we classify states into two groups: those with ‘soft’ liberal family policy in states featuring relatively generous and accessible policies and ‘hard’ liberal family policy in states achieving little of either. We find that these differences help explain state-level heterogeneity in levels of economic security among households with children, particularly single-mother households.  相似文献

This article focuses on a traditional system of protecting orphaned children in rural areas in Southern China. It examines the role of extended families in supporting orphans and the division of labour between the family and the state when it comes to financial and caring responsibilities in child protection. The research finds that orphans are effectively supported and protected by the traditional system of family care and protection. However, the traditional system faces challenges and financial difficulties in terms of bearing the costs of education and healthcare for orphaned children. To protect children adequately, intervention by the modern welfare state is urgently needed in China.  相似文献

Minas R. Social expenditures and public administration: are local social assistance costs in Sweden a matter of organisation?

This study examines the connection between organisational factors and local social assistance expenditures in Swedish municipalities. The organisation of social assistance units, particularly those for the intake of social assistance inquirers, and the possible implications for local social assistance costs are highlighted. The study is based on interview data from medium‐sized Swedish municipalities combined with register data covering the years from 1997 to 2001. The results show that socioeconomic factors have an overall dominant effect, but also that organisational factors co‐vary with local social assistance expenditures. The results show a cost‐reducing effect for special intake units: firstly, when these units are analysed together with other forms of specialisation and secondly, when staff resources are taken into account. Thus, specialised intake organisation by itself does not play a cost‐reducing role, but does so in combination with certain other factors that characterise the internal organisation of the social welfare office.  相似文献

The traditionally strong dominance of the state in social security in Sweden has been replaced by a more mixed structure. Individuals are increasingly covered by a mix of private welfare, employment-based corporate welfare and state programmes. There are several reasons behind this development: shifts in the economic and political conditions, strong tax incentives for the individual to buy private insurance, increasing problems for the public system in covering the loss of income for middle and high income earners, repeated media reports that the public welfare system will go bankrupt in the near future and increasing reports on free-riding and cheating in the area of public insurance. The advantage of the more mixed system may be its similarities to social insurance in some of the European Community Member States. However, from a social policy point of view there are also some dangers. There will be increasing tendencies towards inequality. In particular, the difference in social security conditions between the skilfully employed and marginal groups will be even more marked. The unemployed, the young and people with physical or mental handicaps will be left outside the private and corporate structures. There is also a marked risk that some individuals be reach a level of coverage well above the loss of income, and this will be a disincentive to work. Private and corporate welfare systems are also largely invisible in the sense that individuals may not even know under what conditions they are covered. Another problem is that public attitudes towards the public welfare system will increasingly become more negative and different in various parts of the population. The effect of this may be a vicious circle: public social policy becomes increasingly inefficient and unpopular among the working population and remains only as a marginal system for small marginal groups.  相似文献

Historical institutionalist studies have explained institutional change as resulting from critical junctures that interrupt long periods of stability or from endogenous, incremental evolution. Building on these theories, discursive institutionalists have focused on the roles of agency, ideas and discourse as explainers of change. Combining these approaches, this article analyses Finland’s decision in 2014 to transfer the administration of basic social assistance from municipalities to the central government. This study demonstrates that institutional change can be both abrupt and evolutionary. Due to sudden, exceptional political circumstances, the decision in question was made quickly and under pressure, circumventing possible veto players. However, it was possible only because of the incremental, endogenous change that had occurred in the way in which social assistance was administered at the municipal level. It enabled a change in political discourse, which eroded the credibility of the ideational frames that policy actors had previously utilised to reject the centralised model.  相似文献

Orphan and vulnerable children (OVC) often have worse educational, developmental, nutritional, and behavioral outcomes than non‐OVC. Much of these disparities come from reduced household earnings due to the loss of parental income. The present study used conditional process analysis to evaluate income and savings among OVC households, using cross‐sectional data from 1,060 OVC in a 3‐year Kenyan empowerment program that combined elements of cash transfer, psychosocial support, and small business entrepreneurship. Higher monthly earnings were significantly associated with program participation in a graded fashion. Approximately one‐third of the association was mediated by material inputs, indicating that a substantial portion may be explained by other unobserved program elements. Eighty‐five percent of increased rates of saving money in the past year were mediated by improved monthly income, cash transferred and improved food consumption. Data analysis highlights the need for multisectoral approaches and the need for more research to understand how to improve household economic stability among OVC. Key Practitioner Message: ? Orphans and vulnerable children (OVC) are at risk of greater poverty, leading to multiple developmental and health challenges; ? Current policy in Kenya to offset costs of caring for OVC utilizes monthly cash transfers to households providing care for OVC; ? This paper examines the progress of the social service professions delivering developmental social welfare in South Africa, a subject we have followed closely over the last 20 years. Being policy-driven, developmental social welfare stemmed from expert social analyses that resulted in technically oriented solutions, including the broadening of social service professions. Twenty years on, it is hard to see developmental social welfare, as envisaged in government policy, in action, since the practice reality does not differ drastically from the prior apartheid system with the government's heavy reliance on social security as a poverty-alleviation measure. The expanded social security budget has led to underfunded services and a crisis for social service professionals. This paper focuses on the regulated professions of social workers, and child and youth care workers. Our examination of critical issues for these occupational groups revealed that South Africa still has a long way to go in building a strong social service workforce.  相似文献

Social work professionals’ assessments of social assistance (SA) eligibility for a heterosexual couple with a baby are examined. Professionals (n = 899) spread over 43 social service offices in 19 Swedish municipalities assessed a vignette. According to the vignette, one of the parents abstained from paid work to take parental leave, which caused the couple's need for SA. Two vignette dimensions were varied: the couple's ethnicity (Swedish/Arabic) and gendered family roles (mother/father going on parental leave). Data were analysed using multilevel logistic regression modelling. The results show that the combination of the couple's gendered family roles and ethnicity seems to have bearing on the assessments. Professionals were most prone to grant SA to couples with Swedish names where the mother went from work to parental leave. The lowest granting rate was found in assessments of couples with the same gender setting and Arabic names.  相似文献

This article examines the extent to which four major trends in welfare state reform – privatisation, increasing selectivity, increasing activation and increasing discipline – are supported and how this support can be explained. Using recent public opinion data of the Dutch population, it is found that there are two ideological dimensions underlying welfare reform support, the first tapping distributive reform, the latter tapping commodifying reform. While support for distributive reform in the direction of decreasing redistribution can solely be explained by economic interests and economic values, support for commodifying reform can also be explained culturally. It appears that one's cultural position and cultural ideological values are important for support for commodifying reform.  相似文献
