The purpose of this article is to describe the work of welfare‐reliant women and to reveal commitment to work in the experiences of 84 welfare‐reliant, rural women interviewed for this study. Understanding the domains where welfare‐reliant women exhibit commitment to work may help policy makers, trainers, and employers design and implement interventions that enhance chances of success for these women in the formal, paid workforce. Discussion focuses on the women's formal labor force participation in the past and desire for wage work in the future; barriers to labor force participation, both personal and in the rural job market; informal work and the work of care; support networks; survival strategies for making ends meet while receiving welfare; and the stigma of welfare receipt.  相似文献

Parents face a trade‐off in the effect of child‐care problems on employment. Whereas large settings may increase problems because of child illness, small group care may relate to provider unavailability. Analyzing the NICHD Study of Early Child Care, we find that child‐care centers and large family day care lead to mothers’ greater work absences because of a sick child, but not to maternal job exits. Greater work absences because of unavailability of small home‐based providers are associated with mothers’ job exits, especially when mothers have low earnings and use nonrelative caregivers. Our findings accentuate the need for improved hygiene practices in child care, expanded personal leave coverage for parents, and greater backup care for sick and well children.  相似文献

We examined correlates of lifetime parent‐to‐child aggression in a representative sample of 1,293 Asian American parents. Correlates examined included nativity, indicators of acculturation, socioeconomic status, family climate, and stressors associated with minority status. Results revealed that Asian Americans of Chinese descent and those who immigrated as youth were more likely to report minor parental aggression; ethnicity and nativity were not associated with severe aggression. Indices of acculturation did not predict risk, but minority status stressors (perceived discrimination, low social standing) predicted risk of both minor and severe aggression. Affective climate differed markedly in families with minor versus severe aggression. Parental aggression in Asian American families may not be cultural per se, but stress associated with immigrant family context may heighten vulnerability.  相似文献

This article uses a differential salience‐comparable salience approach to examine the effects of work demands and resources on work‐to‐family conflict and facilitation. The analysis is based on data from 1,938 employed adults living with a family member who were interviewed for the 1997 National Study of the Changing Workforce. The results support the differential salience approach by indicating that time‐ and strain‐based work demands show relatively strong positive relationships to work‐to‐family conflict, whereas enabling resources and psychological rewards show relatively strong positive relationships to work‐to‐family facilitation. The availability of time‐based family support policies and work‐family organizational support is negatively related to conflict and positively related to facilitation, thereby supporting the comparable salience approach.  相似文献

Past research suggests that despite the substantial strengths of Black kin networks, they are not always up to the task of supporting young mothers. This study is an analysis of potential barriers to women‐centered kin support for present‐day urban Black teen mothers and possible implications for kin support mandates specified in the 1996 federal welfare reforms. In‐depth interviews with African American midlife women, who themselves were teen mothers, shed light on their attitudes and perceptions about Black kinship systems and teen childbearing. Study results suggest that these women perceive governmental intervention, age‐condensation among urban Black families, and urban “underclass” culture to have undermined traditional Black intergenerational support.  相似文献

Changes in welfare policy require recipients to find employment and created a need for effective career counseling strategies. Welfare recipients face both environmental and personal barriers that affect employability and career development. Issues such as the employment market, the availability of needed community resources, and the stress of being a single parent need to be understood before appropriate career counseling can occur. In this article, the author discusses possible barriers to career counseling and suggests effective career counseling methods for individuals who receive public assistance payments.  相似文献

Because of changes in legislation regarding the U.S. welfare system, there is an urgency now that has never before existed, except perhaps during the Great Depression, for career counselors to advocate for those of their clients who are on welfare and for their minor dependents. E. B. Lent (2001) has revitalized the debate over the role Rogers's person‐centered perspective should play in career development with welfare‐to‐work (WTW) clients. The usefulness of such an approach with today's clients was explored within the context of inherent limitations of Rogers's person‐centered perspective. Using longitudinal data from the Fragile Families and Child Wellbeing Survey, a birth cohort study, this study analyzes the effect of family structure on parenting for 3,402 mothers and 2,615 fathers. To address the problem of omitted variable bias, fixed effects methods are used to control for the presence of time‐invariant unobserved characteristics that may counfound estimates. Marriage by itself did not influence the parenting of mothers or fathers, and there was little effect of family structure on maternal parenting. The presence of a romantic partner was important, as fathers who repartner had lower engagement scores and mothers reported cohabiting stepfathers to be more involved in the family’s life as compared to married biological fathers.  相似文献

This study examined whether the frequency of child‐related activities was associated with parents' own work demands and those of their partners. In addition to parental paid working hours, we considered the parents' organizational culture and experienced job insecurity. Moreover, we differentiated between child‐related routine and interactive activities. Using self‐collected data on 639 Dutch couples with children, we found that paid working hours were consistently associated with a lower frequency of child‐related activities. Fathers generally responded more strongly to their own and their partner's work demands than mothers. For fathers, both their own and their partner's work demands were more strongly associated with routine than with interactive activities. Mothers did not differentiate between these activities, however.  相似文献

We use the Philadelphia Survey of Child Care and Work to model the effect of child‐care subsidies and other ecological demands and resources on the work hour, shift, and overtime problems of 191 low‐income urban mothers. Comparing subsidy applicants who do and do not receive cash payments for child care, we find that mothers who receive subsidies are 21% less likely to experience at least one work hour–related problem on the job. Our results suggest that child‐care subsidies do more than allow women to enter the labor force. Subsidies help make it easier for mothers in low‐wage labor both to comply with employer demands for additional work hours and to earn the needed wages that accompany them.  相似文献

Given the fragmented structure of child‐care assistance in the United States, it has been difficult to obtain accurate estimates of which families are assisted, through which mechanisms, and at what level. Making use of survey data from New York City, we analyze the distribution of several forms of public child‐care assistance. Results suggest that about 40% of all families with young children receive some form of child‐care assistance. Considering all forms of assistance, the distribution of child‐care help is targeted in both expected and some unexpected ways. Implications of these results are discussed in the context of U.S. child‐care policies governing access and benefit levels.  相似文献

In the past decade the United States Congress has debated and passed legislative policies concerned with women's work, both in the family and in the labor force. The Family Support Act of 1988 and the Family and Medical Leave Act of 1993 fall into this category of legislative policy. A comparative study of Congressional testimony in each case reveals that these two pieces of legislation are excellent examples of how federal policies—and the debates which fashion these policies—maintain and promote a system of policy stratification that perpetuates differences based on gender, race, class and marital and occupational status.  相似文献

Knowledge about the parents of older first-time entrants into foster care is embedded in fictions created by media images, anecdotal stories of professionals in the child welfare system, as well as reports and observations of youths who have experienced foster care. Even though there are caring and effective nonrelatives who are foster parents, the public perception of non-relative foster parents is sometimes quite negative. In order to separate some of the facts from some of the fictions about the parents/caregivers of older first-time entrants to foster care, this article will describe the parents and relative caregivers (grandparents and others) of older first-time entrants to foster care in an urban public welfare agency by examining maltreatment data.  相似文献

A significant minority of poor families care for children with disabilities and chronic illnesses. This study is among the first to explore private costs resulting from children's disabilities among low‐income families. We find that almost half of the sample of California AFDC families with special‐needs children incurred some direct, out‐of‐pocket expenses in the preceding month, and about 20% incurred total costs exceeding $100. We also estimate lost employment income among low‐income mothers caring for children with disabilities. We conclude that both out‐of‐pocket expenses and foregone earnings represent a substantial burden for many low‐income families with special‐needs children, and we discuss the policy implications of these findings.  相似文献

This article assesses the effectiveness of in‐hospital paternity establishment, a federal requirement since 1993. We avoid biases in previous studies by using a national sample of nonmarital births (N= 3,254), by including detailed controls for characteristics of unwed mothers and previously unavailable controls for characteristics of fathers, and by estimating reduced form models of the effects of strong paternity establishment regimes. We find that paternity establishment rates are now quite high—69%—and that 6 of 7 paternities are established in the hospital. Even after controlling for previously unavailable characteristics, establishing paternity (in and outside the hospital) is significantly and positively associated with formal and informal child support payments and father‐child visitation. These results hold up in the reduced form models.  相似文献

This decade review centers on 2 disconnects between rhetoric and reality. First, public investments in families continue to grow, yet family policy is still not a term widely used by policymakers or the public. Second, social science studies increased in number and sophistication, with some family sensitive and others policy relevant. Few focus on both, which is what is most needed if research is to inform family policy. In exploring these disconnects, we summarize recent trends in family policies and the influence of research on family policymaking. We suggest a rationale for family policy and illustrate its value using the examples of early childhood, welfare reform, and parent education policies. This study examines the direct versus the buffering effect of leader support in the work unit on the relationship between work spillover and family adaptation. The analyses use data from a probability sample of 3,190 married soldiers in the U.S. Army who participated in the 1989 Army and Family Survey, and the data are analyzed by the gender of the respondent. Two types of work spillover are examined in the analysis (energy and time interference), and both internal and external types of family adaptation are hypothesized and supported by the empirical analysis. Only modest support is found for the buffering effect hypothesis. In support of the direct effect hypothesis, the findings indicate that leader support in the work unit decreases perceptions of work spillover, which is a preventive effect, and enhances perceptions of external adaptation, which is a therapeutic effect.  相似文献

The authors used data from the Wisconsin Longitudinal Study (N = 5,023) to determine how 3 attributes of intergenerational exchange (content, direction, and recency) are associated with older adults' expected sick care and comfort from their adult children. They found more like–kind associations (expecting same types of support that had been exchanged before) than spillover associations (expecting different types of support than that had been exchanged before). Same patterns of like–kind associations were found for expected sick care and comfort regardless of the direction and recency of exchange, but expected sick care and comfort had different patterns of spillover associations. Specifically, recent emotional transfer, upward or downward, was related to expected sick care, but only recent upward instrumental transfer was related to expected comfort. This study advances the gerontological literature by elucidating the complex relations between each of the 3 attributes of intergenerational exchange and expected support among older adults.  相似文献
