Summary

The growth in child welfare caseloads and the increasing use of kinship foster care has raised new questions about effective permanency planning. The majority of children in kinship foster care are children of color and have been less likely to exit the custody of the child welfare system than children placed in traditional foster care. Permanency planning which ensures the long-term protection and well-being of children from diverse cultural backgrounds requires a broad view of family, ongoing striving for cultural competence, collaboration between the formal child welfare system and the kinship systems of children in state custody, and a long-term view of permanency planning and child-rearing that builds on the case-management capacities of kinship networks to support permanent plans, looks beyond the child's exit from state custody, and helps families and larger kinship systems make long-term plans for the protection, permanence, and well-being of children.  相似文献

For nearly four decades, child welfare policy and practice have focused on the achievement of legal permanence for children in foster care. Although federal child welfare policy has resulted in the movement of children from state custody to legally permanent adoptive or guardianship families, little is known about the quality and enduring nature of these placements. A significant challenge of the twenty-first century child welfare system is how to ensure the well-being of children currently living with adoptive parents or guardians. This paper discusses child welfare policy and trends related to post-permanency well-being, including the decrease in Title IV-E foster care caseloads nationwide and the simultaneous increase in Title IV-E adoptive and guardianship caseloads. We highlight the needs of a twenty-first century child welfare system, including increased federal efforts to ensure child permanence and well-being after legal adoption or guardianship has been achieved, as well as more rigorous longitudinal and interdisciplinary research focused on the post-permanency adjustment of children and their families.  相似文献

For over two decades, federal policies and case practices in child welfare have shifted to prioritize legal permanence for children in foster care, and increasing numbers of children have been placed in permanent adoptive or guardianship homes. Despite this change, little research has examined the long-term stability of legally permanent adoptive and guardianship homes for former foster youth. This study used child welfare administrative records to track a population of 51,576 children in Illinois who exited foster care through adoption or guardianship for ten years or until the age of majority. Univariate and bivariate analyses were conducted to describe the population, and a multivariable Cox proportional hazards model was estimated to examine the relationship between child age and discontinuity, controlling for several pre-placement characteristics. Results indicated that the vast majority (87%) of children did not experience post-permanency discontinuity. In addition, African American children and children who had more moves in foster care had a higher hazard of discontinuity, while children placed with siblings and children who spent three or more years in foster care had a lower hazard of discontinuity. Study findings also indicated that prevention efforts should be targeted at families with adolescents. This study contributes significantly to the scant literature on long-term outcomes for adoptive and guardianship families, and suggests several areas for future research.  相似文献

In the aftermath of Hurricane Katrina when child welfare officials in Louisiana reported they did not know the whereabouts of all their children in foster care, disaster planning in public child welfare became a new area of concern. This article reports on a process of engaging seven public child welfare agencies in planning for disasters that could affect child safety and service delivery. The Washington Metropolitan Area Disaster Planning Project used a strengths-based approach to help agencies responsible for protecting and serving children in foster care and families at risk of abuse and neglect develop plans to augment and continue service delivery and responsiveness in the aftermath of a natural or man-made disaster. The processes of gathering information on disaster responsiveness, interviewing community and professional informants, developing a template to guide disaster planning within the agencies, and implementing a tabletop exercise are described. As a result of this consultation effort agencies became aware that disaster planning at the state and county levels had proceeded without child welfare at the table, that the increase in need for child welfare services during a disaster was not recognized by disaster professionals, and that practicing disaster responsiveness is necessary to assure readiness.  相似文献

Within the field of child welfare, critical questions have been posed about the intersecting issues of child maltreatment and poverty. The study of the quality and nature of this intersection has continued relevance in light of evidence showing the increased likelihood of maltreatment of children living in poverty. Although child welfare workers interact directly with families involved with the child welfare system, the study of workers’ perceptions of whether or not they address families’ poverty and, if so, how they go about it has not yet been conducted. The study presented begins to address this gap. Analysis from individual interviews with 30 child welfare workers revealed that they differed in their perception of whether or not poverty should be addressed by child welfare and how. Findings suggest workers do what they can despite various barriers, including families’ limitations and the fragile US social welfare safety net. Based on the findings, current practice models and policies that impact poverty and child maltreatment reduction are discussed.  相似文献

Despite growing awareness of the complex needs of legally free children in child welfare care, relatively little empirical investigation has been done of these children and their experiences. This article reports the results of a study of length of stay and predictors of permanency in a sample of 1,366 legally free children in state custody in Washington state. A Cox proportional-hazards event history model was developed to explore the effects of gender, race, and ethnicity, and age at initial placement, on the likelihood of achieving legalized adoption or guardianship. Results indicate that older children, boys, and African American children were all significantly less likely to achieve a permanent outcome than were Caucasian children. Hispanic children, in the other hand, were significantly more likely to achieve a permanent outcome. The implications of these findings for permanency planning practice and policy development are discussed.  相似文献

The timelines of the Adoption and Safe Families Act (ASFA) (P.L. 105-89) require increased attention to the timing of permanent placement, regardless of the type of placement outcome. This study examines the multivariate predictors of timely permanence for children served by Colorado's Expedited Permanency Planning (EPP) project. EPP has used an intensive concurrent planning model aimed at reaching permanency within 12 months of initial placement for children aged 6 and younger. The EPP requirement that children be living in the permanent home by 12 months postplacement is more stringent than the technical ASFA requirements. This article uses qualitative interviews with child welfare and court personnel to identify critical barriers to and supports for effective permanency planning.  相似文献

The purpose of this paper is two-fold: to highlight to the professional community the ongoing and shifting mental health needs of children exiting the child welfare system into permanent plans, dismissed from public caseloads yet still much in need of services, and, to present a model of one agency's integrated, outpatient intervention with promising preliminary data. The model offers a specialized; effective approach to the field to address the needs of families built by adoption and relative caregiving. The increasing number of adoptions, and relative and near-kin placements, mandate that competent, lifelong services to children and their permanent families correspondingly increase. This practice model poses one example of translating this responsibility into action, so that these children are discharged not just to one permanent family, but also with a plan for permanent competent support.  相似文献

This study uses data on the experiences of families involved with child welfare services to examine the nature of housing problems and needs among these families and whether housing status affects case outcomes. First, the article describes the housing difficulties faced by two distinct child welfare service populations: families receiving voluntary in-home services and families with children in court-ordered out-of-home care. Second, the study demonstrates the relationship between housing problems and the likelihood of family reunification for children in out-of-home care. The findings have implications for the delivery of child welfare services and the provision of housing assistance to low-income families with children.  相似文献

Child welfare has been overseen, litigated, reviewed, and chastised by those internal to the system and those who have never faced a traumatized child or an abusive parent. The work of child welfare occurs within organizations, generally large, public sector agencies. Literature has paid little attention to the organizational structure or staffing patterns of the agencies mandated to serve vulnerable children and families. This article explores the challenges facing child welfare and ponders the notion that the structure of public child welfare agencies has developed in response to internal and external factors. The resulting organizational structure may not be the best to support the myriad of mandates that child welfare must achieve.  相似文献

Adoption law in the United States, since its inception in 1851, has reflected changes in society and in child welfare practices. The author reviews its evolution from an issue involving property and inheritance, to a means of helping children and creating the ideal nuclear family, to the current understanding that virtually all children needing permanent homes are “adoptable” and that families can take many forms. She also recounts changes in the perceived “best interests” of all members of the adoption triad over time, and the growing recognition of links between adoption and child welfare policy. Data on the levels of child poverty in Israel indicate that it has remained consistently high and indeed is higher than that in most welfare states. This finding is paradoxical given the fact that, since its establishment fifty years ago, Israel has emphasized its commitment to the well-being of its children and to their welfare. Indeed, this approach has been reflected in a wide variety of social programmes aimed at bettering the living standards of children and of families with children. The reasons for the failure of the Israeli welfare state to deal more effectively with child poverty and deprivation over the last two decades can be linked to economic developments, such as high unemployment and inflation levels and wide wage disparities, to demographic trends such as the concentration of large, single income families among the Arab and orthodox Jewish sectors, and to policies that have encouraged privatization and have discriminated against Arab children. Social workers can play a major role in dealing with these developments by seeking more universal and equitable social policies for children in Israel.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. As the population of the United States has changed over the last two decades, so has the population of children who come to the attention of the child welfare system, resulting in increasing calls for cultural competence in all aspects of child welfare programming and practice. Given the changing demographics among children involved in the child weltare system and the increasing need to address the racial and ethnic disparities observed in this system, the need for culturally competent approaches to evaluate the outcomes of services for children and families is essential. Whilst child protection systems are concerned with removal of children from their families in the interests of safety, the capacity of child welfare systems to return children safely to their families of origin is of central importance. The multidimensional standardised assessment tool, the North Carolina Family Assessment Scale—Reunification (NCFAS-R) was used by practitioners to assess family strengths and needs in case planning and reunification decision making. The current paper examined (1) whether NCFAS-R domain ratings at intake and closure differ by characteristics of parents and children; and (2) whether reunification is predicted by NCFAS-R score at closure.  相似文献

Latino children are the largest and fastest growing ethnic minority group in the United States, and the proportion of child maltreatment victims who are of Latino ethnicity has been growing since 2000. However, our knowledge of the characteristics, maltreatment patterns, and risk factors associated with maltreatment among immigrant and U.S. born Latino children and their families has been incomplete. The goals of this study are to establish the national prevalence of immigrant and U.S. born Latino children who come to the attention of child welfare systems in the United States; to expand our knowledge regarding the role of nativity in child maltreatment patterns among Latinos; and to determine if disparities in child maltreatment patterns and risks exist among Latino families using data from the National Survey of Child and Adolescent Well-being. Despite considerable risks, data indicate that immigrant Latino children are slightly underrepresented among children who present to child welfare systems when compared to the general population. Moreover, no significant differences were observed between immigrant children and U.S. born children with regard to substantiation patterns. However, significant differences emerged between the two groups in risk factors and maltreatment type, warranting further investigation.  相似文献

Foster parents care for our nation’s most vulnerable children and adolescents. Their ability to provide care is impacted directly and indirectly by their interactions with public child welfare agencies and workers. This study examines the perspectives of 1095 foster parents in a southwestern state in the U.S. regarding what they believe child welfare workers are doing well and their suggestions for ways to improve relationships between foster care providers and child welfare workers. Foster parents commended caseworkers who were responsive to their needs and provided ongoing concrete and emotional support, and believed there was a need for improved communication and enhanced teamwork. Foster parents consistently acknowledged an overwhelmed child welfare system and the impact on child welfare workers and child welfare-involved families. Understanding the perspectives of foster parents can improve relationships between child welfare workers and foster parents, improve recruitment and retention efforts of foster parents, prevent disruption of children from foster homes due to license closure, and improve the overall well-being of child welfare-involved children and families.  相似文献
