In Ontario, workers who face unfair working conditions have the option of filing an official complaint with the Ministry of Labour. Complaints making is characterized as a widely available, easily accessible, and free‐of‐cost avenue for workers who may have experienced a violation of the law. However, interviews with Ontario workers who have filed complaints tell a different story. This paper is based on a community‐university project on the enforcement of the Employment Standards Act in Ontario. We draw on 36 interviews with workers employed in precarious jobs in Sudbury, Toronto, and Windsor, who filed complaints to the Ministry. Workers characterize the complaints process as rife with bureaucratic complexity, risk, and unsuccessful payouts. Their experiences shed light on the efficacy of complaint‐based approaches that are often promoted as a form of “bottom‐up” enforcement of employment standards (ES). We demonstrate that the current ES complaints system requires workers to enact neoliberal entrepreneurialism (rather than agentic or collective entrepreneurialism) creating a highly stressful, enormously time‐consuming, and demoralizing experience. We document the increasingly individualized and contradictory avenues through which workers must act as entrepreneurs to navigate and self‐advocate when their rights have been violated. We argue that the current complaint processes limit the potentially empowering impact of this strategy.  相似文献

We study the effect of immigration on global welfare. The world is modeled as consisting of two regions, South and North, the former populated by low-skill workers, and the latter by both low- and high-skill workers. Production in the North uses both labor inputs in a complementary way. A trade union in the North keeps the wage of low-skill workers above the Walrasian wage, generating unemployment of low-skill workers. Northern citizens fund unemployment benefits for workers through taxation. Immigration from South to North has two effects in the North: a mixed native-foreign working-class lowers union power, because of reduced solidarity among low-skill workers, and hence it lowers the mark-up on the Walrasian wage that the union is able to negotiate. It also lowers the solidarity between employed citizens and the unemployed (as the latter, now, consist in part of non-natives) and thus the unemployment benefit, set by a democratic process, falls. We calculate the optimal levels of immigration, from the viewpoint of an observer who maximizes global welfare, according to an egalitarian and a utilitarian social welfare function. We compare these levels to the open-borders-equilibrium level. We find that the optimal level of immigration for the cosmopolitan egalitarian is significantly less than the open-borders equilibrium level, while the optimal level for a global utilitiarian is significantly greater than the open-borders level.  相似文献

We explore the effects of tighter border enforcement and an amnesty on the wages and unemployment rates of natives and immigrants. We extend the Mortensen-Pissarides labor market model to include individuals authorized to work and illegal workers in a framework that accounts for voluntary return migration. Furthermore, we study the effects of an amnesty when a proportion of illegal workers pays payroll taxes. Our results show that the effect of changes in border enforcement on the number of illegal workers in the United States is theoretically ambiguous. While tighter border enforcement deters illegal migration of prospective workers, it also changes the incentives of those already in the United States decreasing return migration. If tighter border enforcement increases the number of illegal workers in the economy, it will also increase the wages of natives as market tightness increases. Our findings show that the larger the proportion of illegal workers paying payroll taxes, the larger will be the decrease in wages, and the smaller the increase in unemployment generated by the decrease in the number of illegal workers in the economy that will follow an amnesty.  相似文献

This is an experimental study in economics of mandated benefits. Most individuals who have health insurance in the United States obtain it through their employer. Some states require employers to provide insurance to certain types of workers. We used an experimental laboratory to investigate possible effects of alternative health insurance regulations on the competitive labor market performance. We found that mandating the insurance for all workers creates labor market distortions, whereas mandating the insurance only for full-time workers leads to a higher coverage than under no mandate, an increased number of part-time workers, but does not necessarily lower market efficiency. In this study, we examine and compare the rationales that social workers and laypersons give for their judgments, assessments and decisions in cases of alleged child abuse and neglect. We have used Toulmin's framework to explore the structure of the arguments/rationales of social workers and laypersons. We analyzed separately basic and complementary level arguments. We used Rosen's work to analyze the content of the backing provided by respondents for their claims.We presented two groups of respondents—52 social workers and 50 laypersons—with a case vignette that was a referral of a child and family made by a family physician. Respondents were asked to read the case, provide their assessment of risk to the child, recommend an intervention, and give written and detailed rationales for their assessment and recommended intervention.The findings indicate that social workers and laypersons differ in the structure and in the content of their rationales. Social workers formulated significantly more complete arguments, both basic and complementary levels of arguments, than laypersons. The content of the backing for the judgments was also significantly different: Social workers used more theory, experience and policy than the laypersons who used more general knowledge and values.In the discussion, we address the training implications of the fact that social workers pay very little attention to rebuttal of arguments, and do not refer to research evidence as a basis for the arguments they make. We recommend that more research focus on arguments and rationales given by professionals in this area.  相似文献

The ??Beliefs About Older Workers Questionnaire?? (Hassell und Perrewe, Journal of Organizational Behavior 16(5):457?C468, 1995) was developed to analyze beliefs about older workers and comprises 27 questions. In this article we present a German version of the ??Beliefs About Older Workers Questionnaire??. We design two versions of the questionnaire, one for beliefs about older female and one for beliefs about older male workers. We report results of a study in which the German questionnaires for male and female workers were administered and tested for the first time. We observed neutral to slightly negative beliefs about older workers. The study identified impacts of the gender of subjects and objects on beliefs about older workers. However, these were rather small. Organizations could profit from instruments like the presented questionnaire to identify age stereotypes and the need for accordant measures. Repeated application of the questionnaire or simultaneous application in other organizational units or organizations would enable organizations to evaluate applied measures or to learn from good practice in other organizational units or organizations.  相似文献

Researchers have shown that stigma is a fundamental determinant of behavior, well-being, and health for many marginalized groups, but sex workers are notably absent from their analyses. This article aims to fill the empirical research gap on sex workers by reviewing the mounting evidence of stigmatization attached to sex workers’ occupation, often referred to as “prostitution” or “whore” stigma. We give special attention to its negative effect on the working conditions, personal lives, and health of sex workers. The article first draws attention to the problem of terminology related to the subject area and makes the case for consideration of prostitution stigmatization as a fundamental cause of social inequality. We then examined the sources of prostitution stigma at macro, meso, and micro levels. The third section focuses on tactics sex workers employ to manage, reframe, or resist occupational stigma. We conclude with a call for more comparative studies of stigma related to sex work to contribute to the general stigma literature, as well as social policy and law reform.  相似文献

We used the 2008 National Study of the Changing Workforce to investigate the effects of shift work on individuals. We investigated if shift workers would have poorer work to family fit than workers with regular day schedules or flexible schedules. We also investigated if control of work schedule would moderate the possible negative effects of shift work. Results indicate that shift work is associated with increased work to family conflict, especially for women. In addition, the results indicate that women have greater work to family conflict compared to men when workers have more work schedule control. Implications of the findings are discussed.  相似文献

Using data from a Spanish register on work-related accidents, this paper analyses the effect of contract types on two consequences of accidents: the probability of suffering a serious/fatal accident and the number of working days lost after an accident has happened. The focus is on the difference among temporary workers hired through temporary help agencies, direct temporary workers and open-ended workers. We find that workers hired through temporary help agencies are less likely to suffer serious/fatal accidents and the durations of their absences are shorter when they do, compared with workers holding either open-ended contracts or direct temporary contracts once personal, job and accident characteristics are controlled for.  相似文献

This paper empirically examines the search behavior of currently employed workers to understand changes in on-the-job search across different types of employed individuals and varying labor market conditions. Using data from the American Time Use Survey, we estimate the responsiveness of workers with varying levels of productivity and job-match quality to regional labor market conditions. We find that those workers who are less-productive, mismatched in their current position, and high-productivity, mismatched workers are more likely to engage in search than other workers. These results have implications for models built on job mismatch, as well as for models seeking to explain increasing inequality and wage dispersion.  相似文献

We examine the labor-cost savings associated with privatization by comparing earnings and employment trends of public and private sector refuse workers. Findings suggest that high union earnings for workers in the public sector are a source of labor-cost savings in the refuse industry. Evidence on job changers does not indicate that earnings for this group of workers are a compensating differential. Metropolitan area employment findings suggest that municipalities are less likely to use union refuse workers in the public sector when a relatively small percentage of area residents belong to a union.  相似文献

New Zealand decriminalized sex work in 2004 with the passage of the Prostitution Reform Act (2003), which sets an explicit intention to prevent exploitation of sex workers and improve their welfare. This has demonstrably improved conditions for sex workers and provides a necessary context for addressing exploitation. However, little research has looked at how this works for brothel-based sex workers in New Zealand. This paper responds to that gap by examining how brothel operators in New Zealand exercise power and control and how sex workers experience that. The study draws on in-depth interviews conducted across New Zealand with 33 participants. These include staff from the New Zealand Sex Workers' Collective (2), brothel-based sex workers (18), operators (8), and sex worker/operators (5). We use a Foucauldian framework and Foucauldian Discourse Analysis to examine how disciplinary power informs brothel management, prompting the production of normative discourses of work that destabilize sex workers' safety at work. We conclude that decriminalization nevertheless provides an essential framework by which sex workers are able to resist disciplinary control (W/C 171).  相似文献

The purpose of this paper is to explain why low-wage workers with identical qualifications to higher-wage workers are more exposed to unemployment. Each worker is considered to belong to a social group (defined according to his/her gender, age, and nationality). We assume that workers experience both productive interdependencies and social interactions within the firm. Also inter- and intra-group interactions determine worker productivity, and frictions on the labor market limit the hiring of the most productive workers. Consequently, externalities acting both within the firm and in the labor market can lead to a higher rate of unemployment for low-wage workers.  相似文献

We analyze competition for experienced workers among wage‐setting firms. The firms can design poaching offers with higher wages to workers who switch from rivals relative to wages paid to their own existing employees. We evaluate the profit and welfare effects of anti‐poaching agreements that eliminate poaching offers as a recruiting method. Anti‐poaching agreements increase industry profits, whereas workers are made worse off. We show that the effects of anti‐poaching agreements on total welfare are determined by the magnitude of workers' switching costs and the productivity change associated with switching employers. Existing studies on the impact of outsourcing on relative wages and the demand for skilled workers mainly focus on aggregate outsourcing, in which imported intermediate inputs are used as a proxy. We depart from the existing studies by focusing on various types of outsourcing based on the six-digit NAICS U.S. manufacturing data. We show that downstream materials and service outsourcing are skill biased, whereas upstream materials outsourcing is not. This study builds on in-depth, semi-structured interviews with 93 child welfare workers employed in public child welfare agencies in the United States, Norway and England, and examines their perceptions of working with racial and ethnic minority families in contrast to White service users. Almost all workers reported on differences. In the United States, workers regarded cultural pluralism as a given and considered it an inherent feature of their work, regardless of the racial and/or ethnic background of the family. Further, they identified poverty, racism, and lack of feelings of entitlement as dimensions to practicing with minority families. A few mentioned language as an issue. The views of workers in the U.S. stand in stark contrast to the perceptions of workers in both England and Norway. They thought that communication challenges constituted a major problem, and that minority clients' lack of language proficiency and knowledge about society and social systems made it difficult for workers to understand families' meaning and intent (Kri? & Skivenes, 2009; 2010b). We discuss how caseworkers' perceptions may influence their decisions and affect minority disproportionality in the child protection system and analyze what factors may account for the cross-country differences we found. We also relate our findings to the broader question of citizenship and social rights in American society.  相似文献

We analyse data from the Programme for the International Assessment of Adult Competencies to reveal that immigrants in Canada and the United States make over $200 less per month than native‐born workers. In the United States, immigrants disproportionately work in low‐wage occupations, leading to large mean national differences between immigrants and native workers. The wage differential disappears after accounting for education and cognitive skills, indicating policies must focus on reducing education and skill gaps in the United States. In Canada, an immigrant wage gap persists in nearly all occupational fields, suggesting that the better skilled and educated immigrants in Canada are not receiving the same wage premium as native workers. Abstract We examine the prevalence of nonstandard employment in the nonmetropolitan United States using the Current Population Survey Supplement on Contingent Work (1999 and 2001). We find that nonstandard work is more prevalent in nonmetropolitan than in central city or suburban areas. Logistic regression models controlling for sociode‐mographic and work characteristics, show that nonmetropolitan workers experience higher odds of nonstandard employment than central city or suburban workers. Variations in industrial and occupational structures in nonmetro and metro areas do not explain residential differences in nonstandard work. We also estimate the odds of employment in each of the three components of nonstandard work: contingent work, part‐time, and varied hour work. Nonmetropolitan workers are more likely than central city and suburban workers to be employed in contingent or varied hour work. The benefits and wages of nonstandard work are lower than for standard work across residence areas. The results highlight the importance of understanding nonstandard work and the components of nonstandard work, particularly when considering the nature of work across industries, occupations, and residence.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献
