The concept of the ‘new economy’, though increasingly used by the media, policy makers and scholars, remains elusive. Two main definitions (the popular and specialised) may be identified; and the dimensions of the ensuing debate clarified in terms of three key questions: Is there is something qualitatively different about recent trends in the economy? What are the main economic consequences said to result from this new economy? What are the main social consequences? Of particular importance for social policy is that most models of the new economy suggest that it has led to an increase in inequality and social exclusion for those not positioned to take advantage of its supposed benefits. With most discussion focussed on a narrow use of the term — to do with communications technology — greater attention should be given to a broader definition which examines its consequences for the disadvantaged.  相似文献

Access and Equity programs are framed within the discourse of citizenship and organised around the notion of individual rights. This marks a shift in orientation away from the individual liberation strategies of the 1960s and 1970s, which utilised the notion of ‘community’ as the major site of struggle. Nevertheless, Access and Equity programs must engage with the multiple and contradictory meanings that were infused into the notion of community during these earlier struggles. They must also engage with the ‘communities’ that were politically constituted during this era and utilise the community-based services that are now a fundamental part of the welfare system. It is argued that governments are able to utilise this legacy to resolve the contradictions inherent in Access and Equity programs, in particular the tension between ‘sameness’ and ‘difference’, universal citizenship and substantive equality. As this tension become more acute with government stringency measures, the limitations of reform strategies based on the notion of citizenship become more apparent.  相似文献

His massive textbook, Economics: A New Introduction, is in many ways the culmination of Hugh Stretton's work as a theoretician of the social sciences. From his first major publication in 1969, The Political Sciences, Stretton has wrestled with two major issues. One has been the nature of the social sciences, particularly the role of moral ideas in shaping the theory and practice of social inquiry. The second has been the relationship between social theory and social practice, particularly in terms of policy development. His first book was the most ‘academic’. Since then he has written more in response to the problems of the age than out of a desire to solve merely academic questions. Hence his involvement in issues of housing, the environment and, during the last decade and a half, economic policy. One of his favourite techniques has been to use ‘speculative history’, providing alternative futures to illustrate what he believes to be the consequences of particular policy choices.  相似文献

This paper traces some of the persistent criticisms which have attended welfare provision in Australia and many other western industrialised nations over the past twenty years. Clearly, the most concerted attacks on the welfare system have come from the radical Right, who are becoming more adept at manipulating and hijacking the language and sentiments of supporters of welfare. The paper argues that the welfare crisis debate, of which privatisation has become an important component, has deceptively seized upon a particular, and simplistic, interpretation of economics and the economy of welfare, as a means of unfurling a broader ideological position on social and economic policy. The rhetoric of the ‘rational’ Right can have no legitimate place in the restructuring and improvement of welfare provision in Australia. It is essential to the continued development of the welfare system, that the ‘backlash’ proposals of the Right be comprehensively rejected, and exposed for their destructive capacity. Efforts to reverse the ideological shift created by the ‘New Right’, need to consciously reclaim and reinstate concepts of social justice and equity on the social policy agenda.  相似文献

Social policy debates are informed today by a rhetoric of the ‘politics of community’ which focuses on problems of social fragmentation and exclusion in the new era of globalisation. While this rhetoric was earlier associated primarily with debate on social justice, it now more frequently relies on notions of social order, notably in the Federal Government's welfare reform agenda. ‘Community ‘ is thus a central and dynamic focus of debate, especially in relation to the arguments over ‘social capital’. The most important question in this project of ‘reconstituting community’ is the kind of community likely to emerge under globalisation: which question cannot be raised without shifting the current focus on social order back to one on social justice.  相似文献

Restructuring the public sector along market principles has been a major policy development of the late twentieth century in most western countries. This paper examines the impact of recent political and administrative change on a Victorian universal primary health program, the Maternal and Child Health Service (MCHS). The first section establishes the development of the service in the years when an interventionist state provided bureaucratic support for the expansion of public health activities. In the next significant period of organisational change, the 1980s‐early 1990s, key interest groups articulated their positions in view of the administrative imperatives of corporate managerialism. Dramatic ‘marketisation ’ of the service then occurred with the impact of compulsory competitive tendering (CCT) in the mid‐1990s. The paper argues that attention to the complex processes of change shows the interplay of interest groups, discursive positions and administrative regimes, with new strategies emerging to counter the contracting state.  相似文献

This paper argues that an economic liberal discourse of globalisation has been pivotal to the policy‐making process in Australia over the past 15 or so years. Both Labor and Coalition Governments have aimed to restrict the electoral fall‐out from the process of restructuring by persuading Australians that the world economy has forced particular policy changes and made alternative economic policy choices unviable. Policy‐makers act to influence conceptions of the appropriate role and responsibilities of the state through persuasion – the rhetoric they speak – and coercion – the policies they make. The pervasiveness of globalisation rhetoric in the public sphere has been essential to the governing process as a complement to and buffer for the coercive impact of economic liberal policy changes. As Australia has shifted from a protectionist to an economically liberal policy structure, the effects of globalisation have become clearer. Liberalisation has intensified pressures from the world political economy and coerced changes in all areas of policy and the economy, as well as in public perceptions about the ‘limits of government’. Globalisation and economic liberalism as persuasion and coercion are the component parts of a restructured system of political and economic governance: a paradigmatic shift away from the economic protectionism of the first 80 years of Australian federalism.  相似文献

The necessity of maintaining a balance between growth, employment and prices has always been in focus of economic policy debate. This piece of research is our modest contribution in the same direction. We explore the possibility of a simultaneous equilibrium of the mentioned three targets of national economic policy. Our empirical analysis show that a triangular equilibrium (what we call ‘golden triangle’) exists and that the governments can follow a policy of close monitoring the behaviour of the three variables and support the ‘optimum’ rate through an active intervention. We have looked for the quantitative relations that exist between the key economic variables and economic policy goals. It is our contention that a macroeconomic policy mechanism based on the golden triangle rule can help the governments to promote a long-term equilibrium growth and avoid possible close encounters with business cycles.  相似文献

This article examines recent debates relating to the provision of welfare in Australia. It starts with an assessment of the trend towards the acceptance of the philosophy of ‘mutual obligation’ by governments, commentators and lobby groups, traces the process of the movement of welfare from ‘entitlement’ to ‘obligation’ and argues that this is being used to justify a reworking of the relationship between citizen and state. The paper argues that a ‘genuine’ mutual obligation has always been part of the Australian welfare system and that, in contrast to the current rhetoric of individual responsibility, it should rather be seen as a community based obligation.  相似文献

ABSTRACT

As part of this special issue examining policy transfer between the Labour parties in Australia and Britain, this paper seeks to explore the relationship between the two on ideological positioning. In the 1990s there was substantial ideas transfer from the Australian Hawke–Keating government to Blair ‘New Labour’ in Britain, as both parties made a lunge towards the economic centre. This paper analyses how the inheritors of that shift, the Rudd/Gillard government in Australia and the Miliband and Corbyn leaderships in Britain, are seeking to define the role and purpose of Labour parties in its wake. It examines the extent to which they are learning and borrowing from one another, and finds that a combination of divergent economic and political contexts have led to strikingly limited contemporary policy transfer.  相似文献

In discourse around disability there has been a shift away from a ‘medical model’, which perceives disability as an individual problem to be ‘cured’ or contained, towards a ‘social model’. The latter focuses on the relationship between people with disabilities and their social environment, locating the required interventions within the realm of social policy and institutional practice. Drawing upon a small qualitative study conducted in Melbourne, this article argues that recent plans by the Australian government to introduce mutual obligation requirements for recipients of the Disability Support Pension (DSP) sit in tension with this shift from the medical to the social models of disability. Mutual obligation is based on the assumption that income support recipients need to be taught how to be more ‘self‐reliant’, to ‘participate’ in society more fully and to become ‘active’, rather than ‘passive’, citizens. This language appears to overlap with that used to articulate a social model, which places emphasis on participation in the community and attempts a shift away from reliance on the medical profession. However, examples from interviews conducted with current and former DSP recipients demonstrate that, in practice, mutual obligation is likely to reinforce a medical model of disability, frame DSP recipients as ‘conditional’ citizens and ignore the obligations of the state and society regarding access and inclusiveness for people with disabilities.  相似文献

Neo‐liberalism represents a significant and enduring shift in the politics shaping social policy. Although frequently ascribed a hegemonic, all‐powerful status that focuses our attention on the coherence found in neo‐liberal policies, this article builds on scholarly work highlighting variegation in the neo‐liberal project across different policy areas, national settings and time periods. Specifically, it employs Peck's and Tickell's (2002) view that neo‐liberalism has gone through multiple phases in response to both external and internal crises as an entry point for studying neo‐liberalism's impact on public support for the welfare state. Drawing upon New Zealand and British attitudinal data, the article argues that public reactions to an early period of retrenchment (‘roll‐back’ neo‐liberalism) differ from those reported in the ‘roll‐out’ or embedding phase of neo‐liberalism implemented by Third Way Labour Governments in both countries. Indeed, continuing public support in many policy areas arguably contributed to the internal crisis that provoked an adaptation to the neo‐liberal project. The article further explores public support for the welfare state following the external crisis provoked by the financial meltdown of 2008–09 asking whether New Zealand and British attitudes showed signs of resisting austerity measures or whether they, instead, indicated a third, ‘roll‐over’ period of neo‐liberalism where the public accepted not only a neo‐liberal economic agenda but also the need for further retrenchment of the welfare state. Conclusions about the politics of social policy at the level of public opinion offer both good and bad news for welfare state advocates.  相似文献

Drought is a natural phenomenon that has particular implications for a primary industry, namely farmers. This paper examines the policy responses of the early 1990s. It is argued that these were driven more by political expedience than careful planning. In conclusion, it is suggested that drought policy shows one issue on which it was necessary to reverse, if only partially, the ‘economic rationalism’ that had dominated thinking in the 1980s.  相似文献

Economic reform and health care reform were both focal points outlined in President Obama's policy agenda, with increasing pressure to address economic and social insecurity given that President Obama entered office during the Great Recession (2007–09). The Patient Protection and Affordable Care Act (commonly known as ‘Obamacare’) successfully passed in March 2010 in the context of the economic crisis. We argue that the strategic framing of the economic crisis, through reasoning and arguments linking health care reform with economic downfall, is important in understanding the successful passage of Obamacare, and that this is reflected through strategic frames in speeches delivered by the President on health care reform. Health care reform has been successful not in spite of but rather because of the economic crisis of 2008, that allowed President Obama to use a strategic frame focusing on costs and economic problems. The two main frames identified are the ‘market’ and ‘rights’ frames. President Obama's strategic frames specifically surrounding the economic and cost‐containment priority of health care reform are categorized as a ‘market’ frame in this article. He used this frame until the passage of the law in 2010, when the frame shifted to ‘rights’ frames, largely portrayed through anecdotes and focused on the concept of ‘access’ to care rather than the ‘cost’ of care. This is observable through tracking speeches and statements made in support of health care reform between 2009 and 2013.  相似文献

The return of migrants to their country of origin and the development of efficient return measures have become more prominent on the political agenda of many Western European countries. Since policymakers prefer ‘voluntary’ return, governmental programmes to support the return of migrants – Assisted Voluntary Return (AVR) programmes – were developed as far back as the 1970s and have played an increasingly important role in migration policy over the last three decades. At the same time, general migration policy and welfare systems have undergone profound change, including in the meanings and connotations attached to social welfare, return support and return policy. This raises questions about the implications of these broader societal and policy changes for the widely implemented AVR programmes. In this article, we discuss the interpretation and evolution of AVR programmes by analyzing how one particular European country, Belgium, has developed its AVR programme over time. We explore the evolution of the programme's content, target group and institutional positioning, which shed light on its changing goals and are closely linked to a broader shift towards a ‘managerial’ approach to migration policy and the welfare state. We argue that return support may become decontextualized when it adopts ‘conditional entitlement’ as a central principle. This leads to strong differentiation, based on personal responsibility, between ‘deserving’ and ‘undeserving’ migrants, the levelling down of the support given to returnees, and a more coercive voluntary return policy in which social support is linked to deportation.  相似文献

Politics in the countryside has undergone a significant shift in emphasis in recent decades, which may be characterized as a transition from ‘rural politics’ to ‘a politics of the rural’. Whereas ‘rural politics’ refers broadly to politics located in rural space, or relating to ‘rural issues’, the ‘politics of the rural’ is defined by the centrality of the meaning and regulation of rurality itself as the primary focus of conflict and debate. However, far from marginalizing social issues – as early work on the new rural conflicts by Mormont implied – the paper argues that the new politics of the rural has liberated rural social policy from the shadow of agricultural policy, providing a new language and context through which rural social issues can be placed on the political agenda. Three examples of this are discussed, drawing on illustrations from Britain, Australia, New Zealand and North America – conflicts over the rationalization of public and commercial services in rural communities; campaigns around the closure of rural schools and their symbolic place at the heart of rural communities; and issues of difference and discrimination in the countryside, including responses to travellers and asylum‐seekers.  相似文献

This article identifies three temporal images of the homeless youth population. The dominant media typification is of an ‘underclass’ with chronic problems. A dissident image contends that most young people experience only short periods of homelessness, and that there is a ‘high turnover’ population. A third account suggests that there are both ‘short-term’ and ‘chronically’ homeless youth, but few individuals in-between. It is a ‘polarised’ image of the population. This article draws on information from a sample of 1,410 homeless young people to assess these accounts. The article theorises temporal concepts and it explains a methodological issue called the ‘point in time dilemma’. The main finding of the study is that the homeless population is characterised by temporal diversity. The basis for the dominant underclass typification is explained, and various policy issues are discussed.  相似文献

Over the past decade, there has been a major shift in Dutch gender equality policy to an almost exclusive focus on migrant women. Simultaneously, the focus of ‘minority policies’ has shifted more and more towards gender relations. The appearance of migrant women at the top of the political agenda is remarkable. In this article we examine how this construction of migrant women as a political problem has come about, and consider its implications. As we argue, the dominant policy frames of emancipation and individual responsibility are reinforcing a dichotomy between the autochthonous ‘us’ and the allochthonous ‘them’. As the problem is increasingly defined as a cultural one, it is implicitly stated that there is no problem with the dominant culture and society. Barriers for participation are exclusively located in the migrant (Muslim) culture. In this view, Muslim migrants should first change their culture before they can fully integrate in Dutch society.  相似文献

In the context of a seminar seeking to canvass public administration responses to the topic ‘A Generation Unemployed’ the paper canvasses the extent of hidden unemployment and where the burdens of unemployment are falling.
