The welfare state regulates social policies and reallocates scarce resources. For the social legitimacy of the welfare state, it is important that the public supports the principles underlying this reallocation. This article examines the impact of different activities during the life course on public deservingness perceptions of older unemployed people. In a factorial survey experiment conducted among a random sample of individuals drawn from German administrative employment records, we examine the maximum duration of benefit receipt which is perceived as fair for older unemployed persons with different biographies. The results indicate strong public support for a nexus between previous contributions and benefit entitlements. Besides financial contributions to unemployment insurance, parenting and further training are considered to be ‘lifetime achievements’ which justify longer unemployment benefit receipt. We interpret these findings as an expression of a generalised form of reciprocity which guides perceptions of deservingness regarding older unemployed persons.  相似文献

This article describes unemployment and labor market policy in Poland after 1989. The analysis is based on official statistics, legislation and Polish social science literature. The unemployment situation in Poland is continually changing. Conclusions drawn by social scientists in 1991 and 1992 no longer give an adequate account of labor market trends in 1995. Steeply rising unemployment is the most traumatic upheaval in post-Communist Polish society. At the end of 1989, the number of people looking for work in Poland was far less than the number of available jobs. But by the end of 1992 there were 62 job-seekers for every job opening, dropping to 56 in September 1994. The social problems associated with unemployment vary from region to region. Women and young people predominate among the unemployed. The Polish government set up a Work Fund in January 1990 to alleviate unemployment. The Work Fund is the first real measure taken to assist the unemployed, but new legislation is needed if it is to become more effective.  相似文献

Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献

To be unemployed is often associated with being stigmatised by others. People may blame the unemployed themselves, insist that they could find a job if they tried harder, maintain that too little is demanded from recipients of unemployment benefits and consider differences in standard of living between the unemployed and the employed too small. This article is aimed at studying the prevalence of such negative attitudes and to examine the determinants behind them. In May 2000, questions were added on to a randomly selected subsample in the regular Swedish labour force survey. The results indicate that own unemployment experience and perceived risks of becoming unemployed make people less apt to blame the unemployed. Having family members or close friends with unemployment experience tends to have a similar impact. In contrast, young people more often express stigmatising attitudes. With respect to social class position the results are divided.  相似文献

In a three-year longitudinal study, we examined the effects of unemployment and the fear of becoming unemployed on the psychological well-being of 1153 employees at a shipyard that was closed down, and a control group of 441 employees from another, operative shipyard. On all three questionnaires, unemployed people were significantly lower in psychological well-being than employed people. Change to or from employment was significantly associated with changes in psychological well-being, whereas remaining employed or unemployed did not lead to any systematic changes in psychological well-being. Among employed people, the fear of unemployment was strongly associated with reduced psychological well-being. Thus, the health-related consequences of unemployment affect not only the unemployed but also employed people who have little job security. Consequently, we stress the need to create new workplaces and to implement reforms that can reduce job insecurity in the labor market.  相似文献

In this study, we investigated if there has been a displacement in the type and coverage of welfare services available for young unemployed adults in Finland, Norway and Sweden over the last two decades. This question is important because a number of studies have argued that the generous unemployment benefits and extensive labour market intervention found in the Nordic welfare states shield young people from the most severe consequences of economic inactivity. In this article, we instead show that during this period, less generous means‐tested unemployment and social assistance benefits have become the most important form of income protection for young people. In evidence, earnings‐related unemployment benefits now cover only 10 per cent of unemployed Swedes and Finns and 45 per cent of unemployed Norwegians aged 24 years or younger. This development marks a significant change in our understanding of unemployment protection for young people in Nordic countries.  相似文献

This article examines why unemployment is often experienced in a profoundly negative way, and explores the potentially mediating role of social policies. Three dominant theories of unemployment are described, which are often treated as competing, mutually exclusive explanations of the deleterious effects of unemployment. Subsequently, and through drawing upon a qualitative study of unemployed people, it is argued that all three theories are of worth and can be synthesized into a broader explanation of the experience of unemployment as an overarching process of loss. Three forms of loss are identified: loss of agency; loss of the functions of paid work; and loss of social status. The article then explores how these forms of loss can be both ameliorated and intensified through social policy interventions. Concluding, it offers policy recommendations to increase the efficacy of social policies in reversing the negative experience of unemployment, with the conclusion that this will require significant reform of the UK welfare state.  相似文献

It is common to assume that long-term unemployment no longer causes financial hardship because of generous welfare benefits. It is further assumed that unemployment benefits have eroded the traditional role of the family in protecting its members against hazards. This panel study of long-term unemployed people in 1991-1992 demonstrates the inadequacy of unemployment benefits and the importance of family support in reducing the risk of financial hardship. Vulnerable household types, such as single people and families with limited economic resources, at the outset seem unable to bear the personal risk of unemployment that is built into the benefit scheme. Persons disadvantaged at the outset risk a downward spiral because of long-term unemployment. Especially during times of high unemployment, the compensation level is not optimal from a welfare point of view. Greater coverage and more generous unemployment benefits may help unemployed people to cope better financially and thus avoid applying for discretionary and highly stigmatized social assistance allowance.  相似文献

Although there has been considerable research on the relationship between mental health problems and unemployment among youth in a national context, there have been few comparative studies involving countries with different cultures and different levels of unemployment. Surveys in the five Nordic countries (Finland, Iceland, Norway, Sweden and Denmark) of nearly 8,000 young unemployed people enable us to study young peoples' experience of unemployment in a comparative perspective. Representative samples of unemployed youth were drawn from the national unemployment registers. In Sweden the sample consisted of 3,998 young people with a response rate of 63%, in Finland 2,386 (response rate 73%), Iceland 2,280 (response rate 60%), Denmark 1,540 (response rate 76%) and Norway 2,000 (response rate 56%). The data were later coupled to data from the unemployment register in the respective countries. The populations were interviewed 6 to 12 months after they were registered as unemployed.  相似文献

Although much is known about the incidence of unemployment in Australia over the recent past, the causes of unemployment remain controversial. Various explanations have been advanced, some of which focus on the unemployment benefits system. The present study examines the problem of high effective marginal tax rates faced by young social security recipients wishing to engage in part-time employment, and the resultant emergence of so-called ‘poverty traps’. We examine budget constraints for unemployed eighteen year olds, both singles and couples, for part-time employment in four low income occupations; namely, brickie's labourer, public service clerk, stationhand and sales assistant. The results indicate that pervasive disincentive effects exist for young people seeking low wage employment.  相似文献

In this paper, we analyze the targeting and outcomes of the apprenticeship program implemented under the Youth Guarantee/YG scheme in the Czech Republic. We examine the outcomes and targeting using counterfactual impact evaluation (quasi-experimental design) of the apprenticeship program on the basis of administrative data from the Czech Employment Office. The implementation strategy is analyzed using various policy documents. The findings indicate that the program is apparently targeted at those groups of young people who are less disadvantaged as regards education level and previous unemployment experience. At the same time, paradoxically, the effects in terms of outflows from the unemployment register are weak for the short-term and medium-term unemployed, as well as for low-skilled and high-skilled youth, and stronger effects are evident in the case of long-term unemployed and medium-skilled youth. The failures in targeting and in adjusting the program to the needs of more vulnerable groups of youth are due to an inconsistent implementation strategy of Czech Public Employment Services.  相似文献

In Aotearoa/New Zealand unemployment is a continuing social concern that has been linked to a range of negative consequences, including various psychological and physical ailments. Whereas findings linking unemployment to such conse-quences are highly prevalent, few studies have explored people's experiences of unemployment. This article presents an analysis of 26 semistructured individual interviews with unemployed people in order to explore the social construction of unemployment. It is argued that the meaning of unemployment is in many respects analogous to what previous research on lay health beliefs has found regarding the meaning of illness. Prominent themes from literature on the meaning of illness are used to inform an analysis of the meaning of unemployment. The implications of constructing unemployment as an illness are explored in relation to the assignment of cause and responsibility and to the ways the unemployed are socially positioned. Tactics used by participants to preserve a sense of moral worth in response to the stigma of unemployment provide a key focal point for this article.  相似文献

This article examines deprivation among unemployed young people. It draws on a comparative survey of 8,654 young unemployed in Denmark, Finland, Iceland, Norway, Sweden and Scotland. In spite of an increased knowledge of the relationship between unemployment and poverty,our understanding of deprivation among young unemployed people remains inadequate. How do young people deal with unemployment? Are transitional factors the only explanation for the prevalence of deprivation or should we also consider intergenerational factors? The six countries represent two different welfare strategies, the Nordic universalistic model and the Scottish liberal/ minimalist approaches. The research findings showed diverging tendencies within the Nordic countries. Converging trends between the different systems could also be found, as family support plays the main role in preventing deprivation in all of the countries.  相似文献

This article accounts for a study among 81 unemployed people under 25 years of age and 143 youth trainees in a small municipality in central Sweden. The results show an explicit relationship between unemployment and mental ill health among young people. One unemployed man of four and every second unemployed woman feels that the mental well-being grew worse when they became unemployed. The opposite is experienced by one male youth trainee of four and four female youth trainees of ten, who state that their mental well-being improved when they got into a youth training program after having earlier been unemployed. The results also show that young people with poor finances on the whole have more mental troubles and anxiety about the future than young people with good finances have. The article discusses possible explanations for the patterns with respect to gender and the private financial situations that appear in the results.  相似文献

The aim of this article is to analyse the labour market integration of previously unemployed youth in a life course perspective. 'Work, Lifestyle and Health' is a longitudinal panel survey following a sample of nearly 2,000 individuals who are representative of the Norwegian cohorts born between 1965 and 1968. The survey was first conducted in 1985 with follow-ups in 1987, 1989, 1993 and again in 2003. Unemployment among young people does not necessarily lead to marginalisation and social exclusion. Long-term effects will be dependent upon how the youths cope with unemployment, the duration of the unemployment period, their mental health status and educational qualifications. Many young unemployed people are not entitled to unemployment benefits because they lack work experience. Consequently, they are dependent on support from their family and/or social assistance. However, there is still much to learn about the long-term consequences of youth unemployment, e.g. whether or not the youths have received social assistance and what are the long-term consequences for their future labour market career and labour market integration.  相似文献

The unemployment rate for a country seems to reflect unemployment policies rather than economic conditions. Variations in employment rates for selected Western countries are presented as a background for a discussion of unemployment and its individual and societal consequences in Sweden. Unemployment is both a private trouble—where individuals see the possibility of controlling their own lives diminishing, which leads to increased risk for psychological and physiological stress—and a public issue, for increased unemployment is associated with societal vulnerability, social polarization, and the breakdown of community ties, which lead to increased societal stress and increased mortality on the national and the community levels. However, for the large majority of workers, the Swedish welfare system buffers first against unemployment, and second against its negative economic effects. Less than 2% of the workforce are exposed to unemployment, and a minority of the unemployed seem negatively affected by the unemployment experience. An empirical longitudinal study of unemployed blue-collar workers and two employed control groups indicated that a coping orientation involving an attitude of mastery or perceived control buffered against psychological and physiological stress reactions.  相似文献

This article describes the problem of unemployment in Spain and its recent evolution. Data on unemployment in relation to economic growth and some basic demographic characteristics are presented. We also analyze programs designed to reduce unemployment and others to protect unemployed people as different aspects of developing the welfare state in Spain. The framework for analyzing the welfare state is the evolution of industrial relations. Other problems about unemployment are analyzed, including geographical disparities between northern and southern Spain, where rural unemployment is especially severe. We offer an overall perspective on the problem and the government initiatives to ameliorate it.  相似文献

This paper reviews the evidence which suggests that the coercive aspects of UK unemployment and social security policies have not been implemented as rigorously as policy statements and commentators have implied. The analysis explores the tension between policing benefits and the duty to provide genuine assistance to job seekers. It suggests that policy ambiguity leads to the exercise of informal discretion, which in turn facilitates the non-implementation of the least favoured policy objectives. The introduction of managerialist practices does not appear to have had a beneficial effect on the administration of active labour market policies, in terms of either achieving policy objectives or providing a better service for unemployed people. Rather, it would appear that the additional stresses imposed on staff by resource constraints, work intensification and the pressure to meet performance targets have led to a lowering of morale which cannot help but be reflected in the standard of service available to the unemployed.  相似文献

Four worlds of protection for people of working age This article aims to show which policy responses 14 Western European countries have adopted to deal with rising unemployment levels and increased need for benefits during working age. In contrast to earlier studies, both components of unemployment benefits (UB), i.e. unemployment insurance and unemployment assistance, were taken into account in a social rights indicator that depicts the legal entitlements of the unemployed. In total, there were eight indicators of both UB and social assistance representing expenditure, generosity, problem pressure and benefit entitlements. The following cluster analysis groups countries using these indicators. The resulting typology consisted of four ways of protecting the working‐aged: an extensive safety nets type operating well with functioning labour markets; a liberal protection type dealing with low levels of unemployment; a targeted protection type combined with an insider–outsider divide on the labour market; and lastly, a patchy safety nets type facing high unemployment levels.  相似文献
