This themed section is aimed at evaluating different personalised policies and at drawing a clear map of opportunities and challenges for future implementations. All the essays are based on evaluative researches and on original case studies. They concern different policies: the Australian National Disability Scheme (NDIS) a first serious venture into personalised funding; personalisation in the management of offenders in probation services within the English criminal justice system; social care services for young disabled people attempting to personalise their transition from childhood into adulthood (in Redbridge, UK); health personal plans for disabled people (in Sardinia, Italy). These case studies address the question of how transferable the concept of personalisation is from the social care sector to other and outline different methodologies for developing and evaluating person-centred policies. Last but not least they reflect on a bundle of issues which seem to emerge autonomously from such different case studies. We can sum up their results affirming that personalisation is not an individual consumer-client technology, simply confronted with a single market context and new professionals. It has to be steered within an appropriate context, including new type of professionals, users' led associations and a new governance's architecture. If the public role has to shape freedom and control, helping people to exercise choice in a collectively responsible way and, consequently, to participate in creating public goods, then the person-centred turn will have to confront, at least, some emergent issues, which in turn need specific forms of governance.  相似文献

This paper assesses the social policy narrative personalisation, and particularly the implications of the narrative for disability politics. The advantages and disadvantages of positioning specific funding mechanisms within the narrative are explored. It is argued that personalisation is insufficiently aligned with collective aspects of empowerment. More particularly, it disproportionately emphasises improvements in individual autonomy through personalised support, and lacks reference to structural oppression or the need for collective forms of action that bring about structural change. It is further argued that personalisation lack a multi-faceted analysis of disability and disempowerment, and as a result also lacks any vision of a positive alternative society. In assessing personalisation, the positive and negative dimensions of disabled people’s freedom are considered. As a response to the apparent shortcomings of personalisation, the integrated living approach and Centres for Independent Living are considered important elements in an alternative narrative to personalisation.  相似文献

In New Zealand, the Intellectual Disability (Compulsory Care and Rehabilitation) Act 2003 provides diversion for persons with an intellectual disability who have been charged with, or convicted of, a criminal offence. This unique Act moves the responsibility for such ‘care recipients’ from the criminal justice system to a disability sector that values a social model of disability and philosophies of autonomy, choice and normalisation. This research identified dilemmas faced by care managers legally responsible for care recipients. Care managers experienced: tension between imperatives of risk management, rehabilitation and human rights; role ambiguity between ‘custodian’ or ‘therapist’; philosophical incongruity within their services; and ethical dilemmas over decisions to lengthen care orders. The changing care recipient population has intensified these dilemmas: services must now adapt to the needs of young, street-wise people with alcohol and drug problems and histories of criminal behaviour. The article makes recommendations about how these dilemmas can be addressed.  相似文献

This paper describes the development of integrated child care services in Scotland with a particular focus on the role of residential child care provision. It discusses changes in Social Work Department policies and the impact this has had on their relationship with the Children's Hearings system. Recent research shows the pattern of use of residential and foster care in three Social Work Departments and issues in the development of residential services are identified. Three particular examples of service integration are described: residential outreach work; a centre for young people under an integrated management; and multi-agency youth strategies. Social work and education services in Scotland are in the process of radical change. In the context of the integration of child care services, the paper discusses the impact of local government reorganisation and changes in child care legislation.  相似文献

Following the 2008 financial crisis, all levels of Canadian government implemented austerity measures that dramatically restructured welfare, employment, and social service infrastructures. This has significantly affected how disabled people access services. We argue that this restructuring has been an impetus for new forms of disability activism and care politics in Ontario as disabled people fight for services necessary for survival. We discuss examples of politicized forms of care and resistance in Ontario, namely self-care, the Ontario Direct Funding programme, and collective forms of care. We contend that while these examples of care can be practical modes of resistance, they can all be co-opted and restructured to suit neoliberal ideologies and must therefore be continually interrogated.  相似文献

Young people leaving local authority care are frequently discussed in terms of being socially excluded and having ‘poor life outcomes’. In terms of educational achievement, employment and involvement in the criminal justice system, those with an experience of the care system fare the worst. Within the context of these poor outcomes, the Government Green Paper ‘Care Matters’ has emerged. However, the Green Paper’s outcomes framework for looked after children’s well‐being risks simplifying the complex nature of children’s experiences and needs. It is children’s experiences of care, both before entering the care system and whilst growing up within the care system that shapes their well‐being and their life outcomes. The basis of improving children’s outcomes should include listening to and understanding what children need from the care system. This knowledge helps to develop an understanding of how failings within the care system are experienced by children in care and how these experiences are subsequently translated into negative outcomes for young care leavers. Drawing upon qualitative, empirical data, this study aims to explore young care leavers’ experiences of care. Through this, the extent to which feelings of care shape self esteem and a sense of self will be explored. Finally, this study will outline themes of trust and stability in the provision of care services and how these can shape positive outcomes for care leavers.  相似文献

In 2004 the then Scottish Executive launched the 21st Century Social Work Review. The review report, Changing Lives, addressed perceived shortcomings in statutory social work services, claiming to offer a fundamental review of the profession. This paper argues that, rather than offering any significantly new principles or policies, the drift of the Changing Lives process was chiefly to refurnish the discourse in which statutory social work is conducted. Specifically it shifts that discourse away from a long-standing Scottish concern to promote social welfare on a community basis towards an individualised conception of well-being. Central to that process is the Review's advocacy of personalisation of services. It is argued therefore that Changing Lives is best understood as an exercise in the ‘problematics of government’—a reassertion of control by reshaping expectations, rather than a substantive reform of services.  相似文献

Abstract

Evidence shows that children and young people with disability experience violence, abuse, and neglect at rates considerably higher than their peers. Despite persistent efforts to address it, these rates do not appear to be declining over time. As Australia moves towards implementing a national policy of personalised disability support, new opportunities and risks arise concerning personal safety in young people's lives. This paper reviews the existing evidence on abuse and neglect of children and young people with disability to help identify the nature of these risks and potential ways of thinking about and responding to these. Applying a social ecological lens, the discussion points to the importance of working productively with the multidimensional realities of these children's lives at a time when the policy and services designed to support them are also in a state of flux. The paper invites and challenges researchers, policymakers, and practitioners to engage critically with the knowledge already available and to question more deeply why abuse and neglect continue to diminish the lives of children and young people with disability.  相似文献

ABSTRACT

Social Networking Sites (SNS) (e.g. Facebook, Instagram) have become a fundamental part of the daily lives of many young people. SNS engagement has been associated with a number of risks and benefits, some of which are particularly relevant to young people who access child and adolescent mental health services (CAMHS). Consequently, understanding how and why young people engage with SNS, and the associated risks and benefits, may become an increasingly important part of CAMHS social work.

This small-scale study (n = 15) utilised an online survey to explore the importance that a sample of Irish CAMHS social workers attribute to maintaining an awareness of how young people use SNS, whether they, in their professional lives, have been offered the opportunity to learn about SNS engagement among young people, and whether they have taken it upon themselves to learn about this topic.

Findings suggest that participants consider an understanding of SNS to be an important part of CAMHS practice. However, participants report that they do not feel sufficiently aware of SNS trends among young people, suggesting that there is scope for SNS-focused training/learning opportunities among this sample of CAMHS social workers. Implications for practice and suggestions for future research are outlined.  相似文献

Children and young people in the care system typically experience very high levels of mental health difficulties, yet their views of these difficulties and of mental health services have rarely been explored. For this qualitative study we spoke with eight young adults aged 18 to 27 years with experience of the care system in Ireland about mental health challenges, service experiences, and how they felt mental health services needed to improve. Themes from the interviews illuminated young adults' views of their emotional well-being while in care, and the double stigma of being in care and mental health difficulties. In terms of services, young adults wanted these to be flexible and sensitive to level of need; to offer choice and more congenial environments; to provide more creative routes to engaging young people; and to offer honest, reciprocal, caring communication — treating children in care as one would any child. Recommendations highlight three key needs: an ethic of care in services as well as an ethic of justice; mental health training for all professionals in contact with children in care; and the need to listen, hear and act on what children and young people say.  相似文献

Globally investigations show that the social reintegration of young people transitioning out of institutional care is burdened with difficulties. This study aims to unravel the social reintegration policies and legislations of the different organisations (government and private) in India, catering to these children and youth. It has built case studies of twenty child-care and after-care homes operating in the metropolitan cities of Mumbai and Kolkata assessing their diversities in the models of care, processes of admission, availability of basic services, provisions for transition and nature of after-care support. Based on the findings, the researcher has developed a standardised social reintegration framework for intervention.  相似文献

Korea has shown rapid growth in the development of broadband services over the last several years. The Korean government and business have developed broadband services as a new business model, and the country has emerged as the world's undisputed leader in broadband services. Many media scholars, government telecom officials and information technology (IT) experts around the world are interested in how Korea has so quickly embraced broadband technology. They are also enthusiastic about seeing the fulfilment of their own vision of the information economy through the example of broadband service in Korea. This article explores key aspects of broadband services in Korea and its implications for the information economy. It examines why and how Korea has developed broadband service by examining several institutional factors. It also analyses whether government ICT policy frameworks have contributed to economic and social development. Then, it investigates how the government neoliberal economic policies have influenced the transnationalization of the broadband service market and the impact on the information economy.  相似文献

Social rights and disability: the language of 'rights' in community care policies. The paper argues that what disabled people mean when they speak of 'rights' is relatively under-developed with regard to health and social services. Furthermore, while a claim of 'rights' is typically presented as a fairer alternative to the needs-based character of welfare policies, how such an approach would change the delivery of health and social care is unclear. The paper draws on a landmark test case in community care to explore the problems of a rights-based approach to social justice for disabled people. It demonstrates the weaknesses of rights, especially the more problematic 'social rights', and urges caution in seeking solutions to social problems through the courts. It ends by suggesting that, given the anecdotal evidence about local authorities' tightening their eligibility criteria in the light of the 'Gloucestershire case', that limits on coverage may be the trade-off for implementing rights.  相似文献

SUMMARY. The paper presents a broad overview of the major issues facing those responsible for facilities and services for children and young people with disabilities. The author was associated with an OBCD/CERI project on transition from school to adult and working life and the discussion arises from that international experience. Mental health professionals are well versed in addressing multiple adolescent risky behaviours and play a primary role in the identification of and referral process and service provision for young people who engage in such behaviours. Given their ‘person-in-environment’ approach, training in multi-sectoral collaboration, and awareness of social policies, social workers are especially equipped to provide needed mental health services to young people. The aim of the current study was to examine Israeli mental health professionals’ awareness of and attitudes towards adolescent high-risk behaviours, including gambling. Child psychologists, social workers and school counsellors (N = 273) completed an online survey addressing concerns related to high-risk behaviours. Findings revealed that social workers perceived gambling as being among one of the least concerning adolescent mental health issues and reported feeling the least confident in their abilities to provide services to young people with gambling problems. The results suggest the importance of youth gambling addictions being incorporated into social work training curricula.  相似文献

Although several criminologists and social scientists have drawn attention to the high rates of mental and cognitive disability amongst populations of young people embroiled in youth justice systems, less attention has been paid to the ways in which young people with disability are disproportionately exposed to processes of criminalisation and how the same processes serve to further disable them. In this paper, we aim to make a contribution towards filling this gap by drawing upon qualitative findings from the Comparative Youth Penality Project – an empirical inter-jurisdictional study of youth justice and penality in England and Wales and in four Australian states. We build on, integrate and extend theoretical perspectives from critical disability studies and from critical criminology to examine the presence of, and responses to, socio-economically disadvantaged young people with multiple disabilities (complex support needs) in youth justice systems in our selected jurisdictions. Four key findings emerge from our research pertaining to: (i) the criminalisation of disability and disadvantage; (ii) the management of children and young people with disabilities by youth justice agencies; (iii) the significance of early and holistic responses for children and young people with complex support needs; and (iv) the inadequate nature of community based support.  相似文献

The term 'service users' has come to be increasingly used both in the UK and beyond to describe people on the receiving end of health, welfare and social care policies and services, including disabled people. This use of language is contentious. It has come in for criticism as presenting people in passive, consumerist terms. However, many disabled people, and others, use the term of themselves. This article seeks to develop discussion about this terminology and suggests that as well as being used by state and service system in regressive and pejorative ways, it may also serve as a unifying concept which has helped groups to act with solidarity and to challenge and seek to improve their status in society. In this way, it may parallel the terms 'disabled' and 'disability' as used within social approaches to disability.  相似文献

Various approaches to personalisation are well-established in the UK social care sector and are now starting to ‘travel’ to other sectors. In this paper we report findings from an evaluation of a pilot to test elements of personalisation in the management of offenders in probation services within the English criminal justice system. Following a review of evidence from social care, three different approaches to personalised-practice were developed and tested on a small-scale in three separate sites. The evaluation finds that all three approaches were implemented reasonably successfully, but challenges were identified including that personalised approaches are more time-consuming, that staff need support to exercise professional discretion and that balancing greater choice with managing criminogenic risk requires new ways of conceptualising the relationship between case manager and service user. Overall, ‘deeper’ approaches to personalisation, such as co-production, will take time to emerge. This paper makes two important contributions to the debate on personalisation in public services. First, it addresses the question of how transferable the concept of personalisation is from the social care sector to other sectors in the UK, in this case the criminal justice system. Secondly, it outlines a methodology for developing and evaluating personalisation pilots, prior to a wider roll-out.  相似文献

Social work student practice placements in disabled people's organisations offer several advantages for individual students, their peers and tutors, and DPOs themselves, who can offer placements for students in supporting service users to give their views as well as delivering social care services. In this context professional skills and anti-discriminatory practice are fostered through learning directly from disabled people as experts without the constraints of local authority policies.

This paper draws on my experiences of such student placements at Wiltshire and Swindon Users' Network over a 15-year period, 1993–2008, in collaboration with different universities. The social work student on placement here experiences an alternative organisational culture which recognises service users' expertise over professionals. The student learns to value collective peer support and working with activists who view their experience through the framework of the social model of disability. This facilitates a two-way exchange as the student learns about user-led practice and the disabled activists appreciate the skills the student brings.

The advent of policies of personalisation, the Big Society and the decreased role of local authorities is challenging the traditional model of adult care social work within local authorities. The placement of social workers in local centres for independent living, in order to provide intensive one-to-one support in support planning for those in complex situations, is only likely to increase in future. This can be seen as a positive alternative which enables professionals to rediscover their professional values and practice and extends the opportunity for placements beyond DPOs concerned with user involvement only.  相似文献

This paper charts the development of undergraduate teaching material produced at the Open University in the United Kingdom. The School of Health and Social Welfare at the University has a long history of providing open and distance learning and multiprofessionally focused education and training opportunities. In this instance two courses, entitled ‘Working with Young People’ and ‘Working with Children and Families’, were created to meet the needs of a diverse student audience working across the public, voluntary and private social care, health and education sectors. The materials produced were underpinned by the desire of their academic authors to challenge long‐established assumptions about the nature of children and young people's lives. Crucially though, both course developments reflected a requirement to demonstrate how policies and services for children and young people might be significantly improved.
