The Integrated Children's System (ICS) is premised on a single approach to assessment/review, ideally providing a more coherent, comprehensive and efficient system of electronic information recording and sharing among different groups of practitioners. Despite its holistic aims for all children in need, questions have been raised about the use of ICS with certain groups of children, especially those who do not follow normative patterns, such as disabled children. This paper explores the introduction of ICS with disabled children and their families within four pilot authorities in England and Wales. Drawing on interviews and questionnaires with 16 social workers and 22 families experiencing assessment/reviews under the new ICS, this paper suggests that important questions and concerns regarding the appropriateness and usefulness for disabled children of the ICS remain, especially the use of 'standardized' exemplars. Five disability-specific areas of concern are identified, and their implications are considered.  相似文献

The note reports one part of a research study which looked atthe experiences of the first twenty families who participatedin a family group conference pilot project. The research reportsthe largely positive views of twenty children aged between sixand sixteen who were interviewed and/or returned questionnaires.Based on the experiences of the children in this project, children’sinclusion in family group conferences is generally to be encouraged.They mostly valued the experience of being consulted and welcomedopportunities for families to develop relationships and worktogether on issues, free from the attentions of social services.Nonetheless, although family group conferences can usefullyinclude children and have a clear role in child welfare practice,they are not necessarily the route to empowering practice forall children and families.  相似文献

In England, social services departments have a duty to provide care and protection to unaccompanied asylum seeking children from the point they arrive in the country. In recent years, research studies have identified a number of practice and policy issues of concern regarding the social services response to unaccompanied children. This paper focuses on three broad issues that emerge from the literature. The paper explores research concerns associated with (i) the referral and assessment process, (ii) the use of the child welfare legislative framework, and (iii) a number of issues arising from the provision of placements and other support offered to unaccompanied children. The findings of the research reviewed demonstrate that there are indeed clear grounds for concern. However, this paper argues that the evidence base is relatively weak and that as a result we know very little about the nature and context of the social work response to this group of children and young people.  相似文献

Providing more consistent and continuous relationships for looked‐after children and care leavers is a current preoccupation in social work in light of many criticisms of the quality of such relationships. Recommendations for more direct work have spurred new models of service delivery in children's services aimed at improving individual outcomes. Independent Social Work Practices (SWPs), a new organizational model piloted in some areas of England between 2009 and 2012, were established to enable social workers and other practitioners to spend more time in direct work and thus to improve the practitioner/child/young person relationship. This paper uses findings from interviews with 169 children and young people across 11 local authorities and 5 SWPs, undertaken as part of a 3‐year national matched control evaluation of pilot SWPs, to identify key elements of good quality practitioner relationships with children or young people. Focusing on children's and young people's perspectives and experiences, the study demonstrates that more direct work and consistent relationships are valued. The paper deploys Recognition Theory to further understanding of effective practice as defined by children and young people.  相似文献

Effective services for children must be grounded in the sound conceptualization and measurement of need. The concept of need is often misunderstood because it is used in different ways. Defining need as both a requisite and a goal is desirable. The conceptualization ought to rest on an acceptance that not only are objective and universal needs to attain physical health and autonomy requirements for all human beings, but subjective needs may also sit alongside of universal needs. The ecological/developmental perspective is best suited as a framework for assessing the needs of children. One of its tenets, the importance of understanding the interaction of risk and protective factors, is highly relevant to assessing needs. An assessment of the interaction of risk and protective factors operating in a child's life reveals the requisites and goals necessary for child development. The proposed approaches to the conceptualization and measurement of need when combined will be conducive to better assessment and intervention by social workers with children.  相似文献

This study focuses on the problems associated with caring for children with cerebral palsy (CWCP) in Chinese State Children's Welfare Institutions (SCWIs). It considers how to place these children with foster families and also provide them with the best rehabilitation services. In a pilot project, one SCWI trained foster parents as rehabilitators and provided services to CWCPs living with foster families in selected rural communities. The practice was very successful over the last decade, and more than 600 CWCPs in these communities are growing up happily. Hence, specialized foster care projects could be a solution for all SCWIs in China, where most of the institutionalized children are disabled.  相似文献

What can facilitate at‐risk children's involvement in treatment planning and assessment? We examine this question by investigating the perceptions, attitudes, and characteristics of Israeli social workers. We examine whether their seniority, views on the importance of children's participation, and their attitudes toward parents are related to their report of at‐risk children's involvement in treatment planning and placement decisions. At‐risk children's involvement includes preparing them to appear before the committees that handle placement decisions for youth and the social workers' willingness to consider children's opinions. Eighty coordinators of these committees in social services departments in Israel participated. Our findings indicate that, based on the coordinators' answers, at‐risk children are more likely to be involved in treatment planning and assessment committees when the child protection officers prepare parents prior to participating in the committee meetings, and when the coordinators assigned the case are more senior. The influence of children's opinions on the decisions of the committees was predicted by the weight their parents' opinions carried and whether their parents received any relevant materials prior to the committee meetings. Our findings highlight the importance of involving parents in treatment planning and assessment committees' decision making.  相似文献

A county agency and a social work research class partnered to conduct a state-mandated needs assessment of older gay, lesbian, bisexual, and transgendered people (GLBT). A survey design with purposive sampling of GLBT people over 60 yielded 38 participants. Findings included that the Internet was a viable means to reach this population and student awareness increased. Areas of greatest unmet need were GLBT-oriented/friendly legal advice, social events, grief and loss counseling, social workers, and assisted living. Some participants perceived existing senior services as unfriendly or hostile to GLBT persons. Recommendations include continued use of service-learning research and expanded needs assessment efforts.  相似文献

In 1993 it was estimated that there were approximately 2000 children in 64 institutions in Estonia. Children in Estonia and in other central and eastern European countries are often removed from their homes and placed in institutions in order to ensure that their basic physical needs will be met. Lapsele Oma Kodu is a project that was initiated in Estonia in 1993 to (a) train social workers and homemakers to provide family services to reunite institutionalized children with families; (b) return home a minimum of 50 institutionalized children; (c) demonstrate a model family support program; and (d) influence public opinion and child welfare policy in Estonia. Between April 1993 and June 1994, services were provided to 150 families (including 187 children). A total of 101 children have been removed from institutions and placed with biological, foster or adoptive families. An additional 19 children have been able to remain with their families through preventive services. This article presents data from the first 15 months of project activities that can be useful to other countries in central and eastern Europe initiating similar family service programs in the post-Soviet era.  相似文献

This paper reports the results of a survey of New Orleans residents concerning knowledge about and willingness to utilize the services of psychiatric social workers. The research was inspired by the complaints of some psychiatric social workers that the public neither understands nor utilizes their services. Analysis of the survey findings indicates that this assessment is only partially correct. The public does possess a general knowledge of psychiatric social work and does grant the occupation relatively high prestige. Twenty-five percent of the sample could imagine themselves ulilizing the clinician's services. However, only one variable explored in this research is directly linked to use propensity: family contact with psychiatric social workers. The implications of this finding for increasing public use of clinical services are discussed.  相似文献

One of the knowledge gaps in empirical research on utilization of service is that little attention has been given to testing causal models of use among the various ethnic elderly groups. The purpose of this study is to analyze the pattern of determinants of social service use among the Mexican-American elderly. A causal model of social service use was tested using a subsample of data obtained from a national needs assessment interview of 1,805 randomly selected noninstitutionalized elderly Hispanics. The findings, indicate that knowledge of social services, need for social services, perceived health status and income have direct effects on the use of social services. The major findings are discussed in relationship to past empirical research.  相似文献

Children and their parents who become homeless constitute a group of families with a complex range of social care and health needs, including mental health difficulties. In response to this, a local authority housing department established a family support team (FST) that provides assessment and detection of a range of problems, support to parents and children, parenting interventions for child behavioural problems, liaison with other agencies, and referral to specialist services when appropriate. The aim of this study was to establish the perceptions of parents and staff on their experience of the service, and ways of improving it in the future. The study adopted a developmental evaluation approach and used multiple methods, including in‐depth interviews with families; diaries; reflective activities; participatory learning and action; and observation of the FST. The study mapped the innovative service and captured the range of skills in the team and the complexity of agencies the team interacted with. It also identified areas for further development in terms of the mental health needs of children and parents who have become homeless.  相似文献

The setting of specific objectives for children's services and the identification of key outcome indicators, together with the development of a core information specification for children's services with its practical application in the implementation of the Integrated Children's System, all mean that substantially more data are now available to child welfare agencies. Not so long ago in the UK it was the role of research teams to collect and analyse such data. Now that so much of it is already available to agencies, are researchers who work in this area of applied social policy research becoming redundant? Using data from the cohorts of looked after children being studied at the Centre for Child and Family Research, Loughborough University, the paper demonstrates how researchers can work in consultation with the managers of child welfare agencies to make better sense of the data at their disposal. It considers three issues: what additional variables need to be explored to help agencies better understand their performance; how groups of children could be identified who follow predictable pathways through social care; and how qualitative information is necessary to gain a true picture of what is happening. All of these examples demonstrate a fundamental role for researchers in working with social services personnel to identify how services can be improved.  相似文献

The perceptions and judgments of social workers who interview the child and family are especially significant factors in child abuse assessment process. The current study describes and compares child protection workers’ assessment processes in Korea and the USA through the use of case vignettes and in‐depth interview. The responses from social workers in these two countries were compared and discussed in the areas of: risk assessment; perception of the main problems; tolerance of corporal punishment; and judgments about appropriateness of interventions. Most revealing was that Korean social workers determined abuse based on their child abuse definition and the US Army FAP social workers determined abuse based on their definition, which was affected by legal standards and cultural differences. Korean social workers are more likely to remove a child from the home, even in mild cases, but US FAP social workers would recommend child removal from the home as a last option. The social workers that participated in this survey play a vital role in the safety of children in child protective services. Both countries can benefit from sharing information to improve the child protection services delivered. Social workers' professional judgment leads to objective and consistent outcomes and are less likely to compromise child safety in the decision making process.  相似文献

The question of whether the Swedish social services are fulfilling their obligation to monitor and support children in foster care is attracting increasing attention. The importance of closeness and trust between children and their child‐welfare officers has been highlighted in particular. The aim of this article is to study foster children's experiences and expectations concerning the role of the child‐welfare officer, and how these constitute prerequisites for, and possible obstacles to the officers developing close and trustful relationships with the children under prevailing institutional conditions. Data from our evaluation of a national pilot project with supervision representatives provide the empirical basis. Our theoretical point of departure is that the relationship between the child and the child‐welfare officer is affected by the officer's role—a role that is negotiated under the prevailing institutional conditions and in interaction with the children's experiences of and expectations about that role. The results show that most children emphasize that the relationship with their officer is negatively affected by a lack of time, availability, and trust. It is also weakened by the children's general expectation that child‐welfare officers only act in their official role, a role that is associated with a formal and distanced relationship.  相似文献

The paper addresses questions about the appropriate focus and direction of social work with disabled children, by triangulating parental views with those of social workers. Previous studies concerning services for disabled children have concentrated either on the views of parents or, less often, on those of service providers. This study adds to the picture by linking the two together and allowing service providers to comment on the views of service users. Parents of nine disabled children were inter-viewed following the introduction of a specialist disability team in an inner city borough, following the implementation of the Children Act 1989. The interviews took place over a 9-month period in 1995, and the comments of parents were then shared with social workers both from the borough concerned and from elsewhere. The parents' views reflect confusion about service provision, ignorance of their children's legal (as opposed to moral) rights, a preference for proactive service provision and the need for emotional as well as material support, the last framed variously as counselling, advice and someone to listen. There was little evidence that the Children Act, which could have facilitated improvements in all these areas, had made any discernible difference. Social workers' comments on these findings, with which they identified strongly, revealed a lack of confidence in their own abilities, a lack of clarity in their role and increasing disillusion with the services of their organizations. It is argued that in order to meet parents' expressed needs, service providers require a confident and fundamental shift in emphasis back to the role of social worker as provider as well as enabler.  相似文献

During the Covid-19 pandemic, social workers played an essential role in helping people understand what was happening and cope with new unforeseen difficulties, even carrying out new tasks and activities. Social workers were asked to redefine their work methods to maintain aid relationships with families. This reorganization was complex and challenging for child protection services. The paper will discuss the results of a qualitative research project aimed to describe the Italian child protection social workers' functions during the Covid-19 pandemic. Three online focus groups were conducted with child protection social workers. These focus groups helped researchers explore the new organization of social workers' work in child protection services, which was aimed at maintaining their role and performing the new tasks they need to carry out to support families and children. Three main areas of discussion emerged from the qualitative analysis: (1) postponed and maintained activities; (2) remote work advantages and challenges; and (3) new professional learning.  相似文献

Although in Africa social assistance is provided by both state and non‐state actors, systematic research has paid little attention to the aggregate services provided by the latter. This is so despite the significance of the aggregate size, diversity, investment and coverage of the services provided by non‐state actors in the continent. This article reports on an ethnographic assessment of the nature of aggregate social assistance services provided to Ethiopian children by non‐governmental organizations (NGOs) in Africa, taking the cases of services provided by 38 NGOs that run 52 social protection interventions in Ethiopia's capital, Addis Ababa. Data collection employed semi‐structured interviews with officers of the 38 NGOs and exploratory interviews with 25 key informants. Analysis of the ethnographic data revealed that social assistance by NGOs was insufficient, unpredictable, erratic and of inferior quality and, hence, failed to meet the conditions that could make social assistance an effective instrument for breaking the intergenerational transmission of poverty. The analysis also revealed that the same social assistance was not large enough to undermine recipients' commitment to work. The article concludes by recommending the establishment of a social welfare system in Ethiopia that can effectively regulate social assistance in order to ensure the quality of design and implementation, and the integration of discreet social assistance projects.  相似文献

Access to social services is a multifaceted and multifactorial process, involving social policy lines, services organization, and professional front line practices. It appears to have a crucial role in how personal social services work: depending on the way the process is handled, access to social services could provide a bridge to an inclusive and solidarizing community or worsen discrimination and marginalization. Many underline how studying the actual encounters between citizens and practitioners can provide a privileged site to highlight the interconnections between the abovementioned factors. This is the focus of our research that explored access in a specific Italian region using a case study strategy. After a pilot study, the main points of access to social services were identified, and three units were selected as best examples of different approaches. The three units were explored using mainly qualitative methods inspired by ethnography. We were able to gain in depth understanding of three cultural approaches to access, defined as the “ethical duty,” the “good organization,” and the “professional approach” and reach an in‐depth understanding of their impact on access. There is a vast literature on the power of street‐level bureaucrats, seen as similar to gatekeepers. However, our research suggests that specific organizational cultures also play an important part: different organizational cultures may impact the implementation of local social policy, the organizational procedures, and social workers' practices.  相似文献
