Public–Private Partnerships (PPPs) have become a critical vehicle for delivering infrastructure worldwide. Yet, the use of such a procurement strategy has received considerable criticism, as they have been prone to experiencing time/cost overruns and during their operation poorly managed. A key issue contributing to the poor performance of PPPs is the paucity of an effective and comprehensive performance measurement system. There has been a tendency for the performance of PPPs to be measured based on their ex-post criteria of time, cost and quality. Such criteria do not accommodate the complexities and lifecycle of an asset. In addressing this problem, the methodology of sequential triangulation is used to develop and examine the effectiveness of a ‘Process Management Life Cycle Performance Measurement System’. The research provides public authorities and private-sector entities embarking on PPPs with a robust mechanism to effectively measure, control and manage their projects’ life cycle performances, ensuring the assets are ‘future proofed’.  相似文献

交通PPP项目的投资大、风险高。政府作为发起方,需要为项目提供担保以吸引社会资本方的参与,但过度依赖政府担保意味着:一旦发生数额较大的债务违约将会给财政造成巨大的负担,因此有必要谋求适宜的市场化融资渠道。为了协调PPP项目相关者的利益,本文在项目收益债的基础上嵌入了与项目未来收益挂钩的或有条款,并运用结构化方法中的Merton模型在风险中性情景下对融资产品进行了定价。最后,以某PPP交通项目为例,进行了具体的融资产品设计,计算了相应的产品价格和风险价差,并对某些关键条款进行了敏感性分析,结果表明该产品能够在有效减轻政府担保的基础上降低融资成本。  相似文献

Private sector lays a strong emphasis on acquiring knowledge, because in today’s world, it is knowledge that is the primary source of sustained profitability. Public sector organizations also need to be learning organizations. However, they are constrained by a number of factors. This paper discusses different models for knowledge sharing, but finds them inadequate for the public sector. It then develops a model of Knowledge Groups that creates synergy across the public sector by formally gathering professionals from different and even competing public sector organizations for a clearly defined and mutually valued goal. The paper also identifies risks that may lead to the failure of Knowledge Groups. It concludes by presenting a case study on Energy Management and analyzes the dynamics of interaction between Group members for formulating guidelines and standards on the subject.  相似文献

We evaluate the efficiency of decision making units (DMUs) in a World Bank supported Social Risk Mitigation Project (SRMP) in Turkey through context-dependent and measure-specific data envelopment analysis (DEA) approaches. The results suggest that the efficiency evaluations with context-dependent and measure-specific DEA play various roles in an organization such as setting attainable targets to DMUs, setting long and short term targets to DMUs separately, grouping of DMUs, and improving internal competition between DMUs. Four main contributions of this study can be summarized as follows. Firstly, the study shows the applicability of context-dependent and measure-specific DEA methodologies in a World Bank supported large scale project to increase the effectiveness of the project. Secondly, it outlines some important managerial conclusions of context-dependent DEA clustering approach. Moreover, we propose an alternative approach for attractiveness scores computations in case of exogenous group formations. Finally, the study proposes and applies measure-specific version of context-dependent DEA approach.  相似文献

ABSTRACT

Social learning can offer a useful lens to analyse multi-actor cooperation processes and their outcomes. In this paper, a conceptual framework based on learning theories is applied to a recent transnational spatial planning process in Central Europe to analyse how the cooperation agenda was shaped, a joint strategy developed, and to understand the possible policy effects of this process. The findings allow a reflection on the potentials of, and challenges for, multi-actor cooperation on spatial planning in large regions covering several countries.  相似文献

This article focuses on conditions that make cross-functional cooperation in new product development projects more or less productive. We investigate 40 NPD projects in the consumer electronics and pharmaceuticals industries in which R&D and marketing played key roles. We find that the contributions of cross-functional cooperation to NPD success are contingent on the type of market and technology opportunities being pursued. More specifically, our results suggest that when a project team pursues an opportunity characterized by high levels of technological and market risks, investments in high levels of cross-functional cooperation are warranted to increase NPD success. We do not find evidence that cross-functional cooperation moderates the relationship between the openness of an NPD project towards external information and knowledge and its performance. This suggests that less integrated project teams could achieve similar results as more integrated teams in terms of processing large quantities of information and knowledge without incurring the costs that may stem from high levels of cross-functional cooperation.  相似文献

云制造环境下的智能服务单元具有自适应学习能力,并通过社会关系与其他服务进行资源传递、信息共享交互,协作完成复杂制造项目。根据云平台上制造任务关联性与服务协同性的新特征,提出考虑学习与协同效应的制造任务双边匹配决策方法。由于云交易的重复性、动态性,服务通过多次参与任务积累知识提升服务质量,构造基于学习效应模型的主体动态能力计算方法,运用期望效用理论聚合双方满意度。同时,应用协同网络刻画服务社会关系,基于社会网络理论计算服务间协同满意度。从而构建以任务、服务满意度、服务间协同满意度最大化的一对一双边匹配多目标模型。通过汽车云制造实例运算得到最优匹配方案,验证本文模型的有效性,并与一般双向匹配、考虑学习、考协同效应的3类模型比较,证明本文模型的优势,更符合实际制造场景要求。  相似文献

随着供应链与互联网、物联网深度融合,集成供应链企业间合作创新成为企业创造新模式、开拓新市场的重要路径。为揭示在集成供应链环境特征影响下,集成供应链企业间合作创新中集成供应链集成度、知识协同能力与合作创新绩效之间的作用机制,基于复杂系统理论,借鉴B-Z反应模型,在运用SEM模型对集成供应链企业间合作创新静态机制实证研究基础上,进一步构建三维Logistic动态分析模型,探索集成供应链企业间合作创新动态演进机制。结果表明:集成供应链集成度和知识协同能力对集成供应链企业间合作创新绩效有显著正向影响;集成供应链形成初期,集成度对合作创新绩效的影响效果更为明显;长期而言,在不同集成供应链关系质量作用下,知识协同能力的作用举足轻重,提高知识协同能力有利于合作创新绩效持续提升。  相似文献

本文考察了研发/制造/营销跨职能整合的前端驱动要素及跨职能整合对新产品开发绩效的提升机制。结果表明:联合创新激励、高层管理者支持、产品开发正式化和产品开发动态性是增强跨职能整合有效性的重要前因变量,跨职能整合提升了产品线协同和新产品开发绩效,产品线协同和新产品开发有助于增加企业市场绩效,而产品创新战略则在以上路径关系间发挥了差异效应影响。当企业开发低创新性产品时,高层管理者支持和产品开发正式化对跨职能整合的驱动效应以及产品线协同对企业市场绩效的促进作用要更大,而当企业开发高创新性产品时,联合创新激励和产品开发动态性对跨职能整合的正向影响以及研发/制造/营销跨职能整合对产品线协同和新产品开发绩效的驱动效应则更为显著。  相似文献

Environmental sustainability has become an important metric for assessing the success of supply chain management. We study several cooperation contracts within a green product supply chain and investigate their environmental performance. Stakeholders’ environmental responsibilities are considered in a two-echelon supply chain in which consumers are environmentally conscious, a manufacturer designs and produces a green product, and a retailer promotes the green product in its marketplace through green marketing. This problem is analyzed and modeled under three contracts in order of increasing cooperation level: price-only, green-marketing cost-sharing, and two-part tariff contracts. The analytical results show that cooperation among partners can help the supply chain achieve environmental improvements. Cooperating contracts are valuable in practice because consumers are now paying more attention to sustainability and have become more environmentally conscious. A counterintuitive but interesting result is that cooperation may not always profitably benefit all partners; manufacturing becomes more profitable when the manufacturer shares the green-marketing cost with the retailer, whereas the retailer is worse off under the cost-sharing contract than under the price-only contract. This result is more significant when consumers’ green awareness increases. The results on social-welfare performance show that the supply chain’s social welfare increases with the increase of the supply chain’s cooperation level.  相似文献

In times of saturated markets and decreasing product life cycles, the continuous development and successful launch of innovations are essential for profit-oriented organizations of any kind. Interorganizational cooperation enables companies to get better access to knowledge and capabilities in order to generate and successfully introduce innovations. While scientific research and management practice have acknowledged the importance of cooperation, little research effort is dedicated to empirically determine the effectiveness of cooperation intensity within different stages of the innovation process (cooperation stage) and with different partners (cooperation type). This article aims to fill these gaps by empirically examining the effects of cooperation intensity with different kinds of partners (horizontal, vertical and institutional cooperation) in different stages of new product development (concept and product development as well as implementation stage) on innovation capabilities and success of individual companies. Drawing upon a sample of 154 high-tech companies from the German B-2-B sector, our results reveal that it is in general beneficial for a company to cooperate. However, cooperation in concept and product development primarily improves a company's innovation capabilities while cooperation in the implementation stage primarily enhances innovation success of a company. With respect to cooperation type, vertical, horizontal as well as institutional cooperation significantly enhance innovation capabilities and success of a company. However, cooperation with institutional partners was found to be the most important contributor throughout all stages.  相似文献

Outsourcing is leading to more and more complex industrial organisations. This can be attributed to the fact that several decision centres interact. As a consequence, changes in customer–supplier relationships can be noticed. In recent years, these relations have strongly evolved to lead to better internal management of each partner and a better general performance to satisfy customers. These evolutions created a new approach to the relationship between companies, called ‘industrial partnership’, in the form of a network. Networks induce a need at customer–supplier relation control level. The contribution and participation of each of the partners are thus fundamental to make supply chain management (SCM) a successful project. The control system of each actor partner must thus be adaptable enough to satisfy the production requirements. Our contribution to the improvement of customer–supplier relationship is a decentralised self-organised control model based on the concept of holon. In this model, the decision system manages a group of actors’ operations who are in a partnership. In this paper in particular a process for the evaluation of the suppliers network is discussed.  相似文献

The implementation of the government supervision of the quality of the project is an international practice. The basic form of government supervision of engineering quality is government supervision on the quality behavior of the engineering main bodies and its results by the competent government department entrusted. Its essence is a dual principal-agent process. The frequent accidents of the engineering quality reflect the loss and failure of the government law enforcement supervision of the engineering quality to some extent. Its root lies in the lack of endogenous power in the law enforcement supervision of the project quality government supervisors in the law enforcement supervision. Therefore, the incentive coordination mechanism of the government supervision based on the multi-level interest distribution is worth explored. In views of the multi-level management system which is formed by the government departments, government quality supervision organizations, quality supervision team (or group) for the government supervision of engineering quality. The benefit distribution function between every party is constructed, and the game model of the multi-level incentive and coordination for the government supervision in engineering quality is built. To solve and deduce from the first stage of the cooperative game and the second stage of the non-cooperative game, the cooperative game can obtain the reward coefficient: . The coordination degree of the best effort can be obtained by the non cooperative game. The result shows that:the coordination degree of government engineering quality supervisor is related to the coordination costs, and had nothing to do with fixed costs. The benefit distribution coefficient not only depends on the efforts of the quality government monitors, but also on the efficiency of other parties' efforts. The quality supervisors of the project will also focus on the coordination with other parties when enhancing their management capabilities to improve the overall performance of project quality government supervision. The strategy of the incentive coordination mechanism for the supervision and cooperation of the project quality government is:the government quality supervision team should set up the supervisory team properly, improve the coordination efficiency and reduce the cost of supervision-coordination to maximize the value of self-motivation. Quality supervision team (or group) should establish the partnership to improve the coordination efficiency for achieving the maximization of their own incentive value.The model and conclusion of incentive synergy mechanism based on multi-level benefit allocation mechanism are researched. It can provide theoretical support and practice reference for the market governance and supervision of general public goods.  相似文献

创新联盟是开放式创新的实践基础,选择适宜的合作伙伴缔结创新联盟是组织面对的重要决策问题。本文以组织间知识转移为线索,考虑一个由知识源、知识转化中介与信息服务机构组成的知识链,以知识产权交易为合作机制设计序贯博弈模型,分析了不同的联盟策略对组织的知识创造与创新收益的影响。研究表明:缔结创新联盟能够产生双赢效应,即同时提高联盟内部成员与非联盟成员的知识创造及创新收益;知识链在集中决策时的整体创新收益与知识创造均高于分散决策;由知识源与信息服务机构组建创新联盟是分散决策下知识链的最优联盟策略。研究结论有助于揭示开放式创新的知识转移对组织联盟策略的作用机理。  相似文献

Using a Modified Social Cognitive Theory framework, this study examines the behavior modeling and lecture‐based training approaches to computer training. It extends the existing Social Cognitive Model for computer training by adding the task complexity construct to training method, prior performance, computer self‐efficacy, outcome expectations, and performance. A sample of 249 students from a large state university served as participants in a laboratory experiment that was conducted to determine the task complexity*training method and task complexity* self‐efficacy interaction effects on performance. Structural equation modeling with interaction effects was used to analyze the data. The results show that behavior modeling outperforms lecture‐based training in a measure of final performance when task complexity is high. Further, it is found that computer self‐efficacy has a greater positive effect on performance when task complexity is high than when task complexity is low. Prior performance is also found to be an important variable in the model.  相似文献

Within a parliamentary democracy, both the Executive and Legislature have key roles in ensuring public accountability for budgetary decisions. The internal budgetary processes of the United Kingdom Government have developed the PESC system of planning public expenditure over a rolling five year period at constant prices. At the same time, the effectiveness of parliamentary financial procedures, far removed from the decision processes, has further declined. The key weaknesses are identified as: (1) the almost complete divorce between parliamentary discussion of expenditure and that of taxation; (2) the manner in which the Government's survival might be imperilled by defeat even on minor items, which limits the activities of Government backbenchers; (3) the unequal knowledge and resources of Government and Parliament, accentuated by British traditions of official secrecy; and (4) the failure of Parliament to seize those opportunities which are available (e.g. debates on the annual Public Expenditure White Paper). Proposals have been made for reform of financial procedures and for a new system of select committees by the Expenditure and Procedure Committees. These are evaluated and given a cautious approval. The emphasis is on the aim of integrating parliamentary debate of the expenditure and revenue sides of the public budget. A single budgetary document is proposed. Multi-year tax forecasts, and the underlying medium term economic assessment, should be published. ‘Tax expenditures’ should be carefully costed and linked to the relevant expenditure programmes. These reforms would provide a more coherent and comprehensive framework for public debate of budgetary decisions.  相似文献

研发型联盟对风险的识别和预警直接决定了研发活动的成败。本文针对研发型联盟面临的风险进行了风险预警设计,首先依据风险的来源划分了联盟可能面临的风险种类,其次明确了联盟风险识别程序;在此基础上,构建了包含六元素(目标、文化、方法、组织、信息、过程)的研发型战略联盟风险预警模式,六个元素构成了风险预警的有机整体,运用管理熵理论对研发联盟风险预警度量进行了量化处理,以熵权从内外两个来源确定联盟的风险度量,并以传递熵概念来明确预警信号指标的准确性,给出了一个较为完整和准确的量化预警模型,以期利于联盟决策者的风险防范应对策略制定。  相似文献

Formal contracts represent an important governance instrument with which firms exercise control of and compensate partners in R&D projects. The specific type of contract used, however, can vary significantly across projects. In some, firms' govern partnering relationships through fixed‐price contracts, whereas in others, firms' use more flexible time and materials or performance‐based contracts. How do these choices affect the costs and benefits that arise from greater levels of partner integration? Furthermore, how are these relationships affected when the choice of contract is misaligned with the scope and objectives of the partnering relationship? Our study addresses these questions using data from 172 R&D projects that involve partners. We find that, (i) greater partner integration is associated with higher project costs for all contract types; (ii) greater partner integration is associated with higher product quality only in projects that adopt more flexible time and materials or performance‐based contracts; and (iii) in projects where the choice of contract is misaligned with the scope and objectives of the partnering relationship, greater partner integration is associated with higher project costs, but not with higher product quality. Our results shed light on the subtle interplay between formal and relational contracting. They have important implications for practice, with respect to designing optimal governance structures in partnered R&D projects.  相似文献
