This paper uses the findings of the evaluation of Stratford City Challenge (SCC) to critically examine the effectiveness of the City Challenge policy and to question the extent to which it was an innovation in urban policy, with lessons which have been incorporated into subsequent policies. It examines the particular characteristics of the policy which contributed to its innovative status, many of which have been incorporated into policies such as New Deal and the Single Regeneration Budget (SRB). What local evaluations such as the one which has been carried out in Stratford suggest is that many of these distinctive characteristics actually constrained the capacity of local programmes to be effective and achieve their aims, as to some extent they dictated the types of projects most likely to succeed. The author suggests that there are lessons which could be drawn from the City Challenge experience, but that many of these were overlooked or not fully considered by policy makers when they introduced subsequent policies such as the SRB and New Deal. Thus these policies may encounter similar problems in achieving their aims, and an opportunity to learn from these evaluations and build on past experiences has not been fully maximized. This paper uses SCC as a case study to draw out some of the wider implications of the experience for national policy.  相似文献

Background: market reforms in England have been identified as making a clear distinction between English health policy and health policy in the devolved systems in Northern Ireland, Scotland and Wales. Patient choice is a high profile policy in the English National Health Service that constitutes significant changes to the demand side of health care. It is not clear what national differences this has led to regarding implementation of policy. This article presents the findings from a large UK‐wide study on the development and implementation of policies related to patient choice of provider. The findings reported here relate specifically to the policy development and organizational implementation of choice in order to examine the impact of devolution on health care policy. Aim: this study examines patient choice of provider across all four countries of the UK to understand the effect of differences in national policies on the organization and service how choice of provider presented to patients. Methods: at the macro‐level, we interviewed policymakers and examined policy and guidance documents to analyze the provenance and determinants of national policy in each UK nation. At the Primary Care Trust or Health Board level, we interviewed a range of public and private health service providers to identify the range of referral pathways and where and when choices might be made. Finally, we interviewed ear, nose and throat, and orthopaedics patients to understand how such choices were experienced. Findings: while we found that distinct rhetorical differences were identifiable at a national policy level, these were less visible at the level of service organization and the way choices were provided to patients. Conclusion: historical similarities in both the structure and operation of health care, coupled with common operational objectives around efficient resource use and waiting times, mediate how strategic policy is implemented and experienced in the devolved nations of the UK.  相似文献

The development of social care policy for elderly Australians is proceeding with little regard for the preferences and perspectives as expressed by the elderly themselves. The likely consequence is a continuation of policies based largely on other people's assumptions about what elderly people actually need and the extension of service categories into which many elderly people do not easily fit. Discussions with 71 elderly consumers during 1983 in Queensland established that they have input to make into policy and service delivery issues such as the provision of information on services, the determination of needs, the extension of choices between alternative services and choice of appropriate service providers. Social care policy should not continue to develop around singular and untested assumptions concerning what elderly people need and prefer.  相似文献

The modernization of public services, with its emphasis on managerialism, choice, co‐production and outcome focused service delivery, has been implemented to a certain extent in both England and Wales. Indeed, the welfare states in both countries share a great deal, particularly in relation to policy objectives and the expectations of citizens. Devolution has chiefly meant that the instruments used to deliver policy have separated, although it remains unclear whether this amounts to formal divergence. What is also unclear is to what extent have the experiences of those living within the policy environment in both countries separated or diverged? This article addresses this question using qualitative data composed of interviews with policy actors in six rural areas of England and Wales. By focusing on the discourses of people involved in modernizing and providing services for older people in rural areas, we bring out the impact of modernization for older people. What we show is that modernization engages both service users and the wider population who may one day become service users. But the emphasis on these groups unfolds in different ways in England and Wales. In England, where there has been a commitment to a customer citizen, policy at the local level has emphasized re‐enablement, community development and individual responsibility. In Wales, where modernization has focused on collaboration and citizenship, local policies have focused on service users, and on engagement with the voluntary sector. In effect, the policy environment provides a different context for the experience of ageing in both countries.  相似文献

This paper will endeavour to comment briefly on the way in which the issue of social justice has been handled by Australian social policies relating to non-indigenous ethnic minorities in recent times, all of which have developed within a framework of multiculturalism. Hence, what are being considered are multicultural social policies — their goals and objectives as they have evolved over the past two decades. This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

The high rates of economic growth and significant improvements in standards of living recorded in East-Asian nations such as Singapore in recent decades has attracted increasing attention from social policy scholars in the industrial countries. Many believe that the experiences of these countries offer useful lessons for the Western welfare states. This article examines social security and housing policies in Singapore and shows how both were an integral part of a wider commitment to promote economic development. The article suggests that Singapore provides a good example of a developmentalist approach to social welfare that successfully harmonises economic and social objectives.  相似文献

An understanding of policy implementation issues in many of the core fields of social policy requires attention to the mode of service delivery that is characteristic of those fields: face‐to‐face interaction between frontline service staff and service users. A focus on implementation as interaction between these groups reveals the significance of ‘agency’ to the analysis of why and how certain social policy outcomes occur – and in particular why outcomes may sometimes be different from those anticipated by formal policy objectives. This article considers how the agency of workers and users shapes the processes of mediation, negotiation and adaptation that occur in different service delivery contexts, and identifies ways in which resistance to intended policy outcomes, and to the practices expected to deliver them, is formed and expressed. Drawing on a wide range of empirical research material, the article shows how agencies of resistance produce outcomes that are uncertain, fragile and contested, and whose effect can be the subversion of formal policy intentions.  相似文献

I argue here that, while welfare reform policy and the disability rights movement appear to share a common agenda based on the belief that disability is a social creation which can be remedied by way of increased access to employment and social resources, their world views and objectives could not be more at odds. By demonstrating how welfare reform policy makers have opportunistically appropriated the language which frames the disability rights movement and, in the style of Orwell's Newspeak, used it to conceal an agenda which actually aims for the reverse of what it promises, I seek to show that what is being promoted as a means for increased access to a better life for disabled people could be more aptly described as a gateway to poverty.  相似文献

Parsell C, Jones A, Head B. Policies and programmes to end homelessness in Australia: Learning from international practice. Many welfare states throughout the industrialised world have recently implemented policies to achieve targeted reductions in homelessness. These policy and welfare initiatives differ across national contexts. They are similar, however, in moving away from social programmes that have essentially ‘managed homelessness’ towards interventions that seek to permanently end homelessness. Australia has recently adopted similar homelessness policy objectives. This article examines the manner in which Australian homelessness policy has been converging with international policy directions. More specifically, the article scrutinises Australian social programmes adopted from the UK and USA as a means to achieve strategic goals of reducing homelessness. It argues that although Australian homelessness policy objectives are converging with international policy, Australian programmes modelled on international successes do not have some of the elements shown elsewhere to be crucial for achieving sustainable reductions in homelessness. This may become central to explaining programme outcomes in future years. Since anti‐poverty policy‐making in Belgium is embedded in a logic of user participation, social policy has shown interest in employing users with experience of poverty as experts in public policy units in order to implement and monitor anti‐poverty policies. In this article, we discuss this recent development as a relevant case for contemporary public service delivery in the European context. In the light of the ambiguous practices of user participation in Belgium, the enacted logic of involving service users in public service delivery is discussed, and potential risks and opportunities identified: do these individuals function as pawns or as pioneers? In search of opportunities for the implementation of anti‐poverty policies, we explore different ways in which public policy units can act upon the participation of employed service users in public service delivery. On the level of public service delivery, we argue that the participation of expert users risks their use as a mere blind, de‐responsibilizing those who work in public policy units in providing high‐quality services and being responsive to all service users including those living in poverty. On the level of these individual experts, we argue that the employed service users risk becoming pawns, acquiring a tragic‐optimistic outlook on life. We conclude that enabling service users to participate as pioneers requires the joint and mutual responsibility of the employed service users and those who work in public policy units for implementing and monitoring anti‐poverty strategies rather than exclusive responsibility assigned to individual service users.  相似文献

This article uses the concept of ‘the social investmentstate’ to understand key aspects of New Labour’spolicies in relation to welfare reform. It argues that ‘investingin children’ and creating ‘responsible parents’are vital features of many of the policies and service initiativeswhich have emerged since 1997. Such features have considerableimplications for policies and practices in the arena of familysupport. The article goes on to outline aspects of an importantcritique of the social investment state which has emerged fromthose engaged in research and policy analysis who argue fora ‘political ethics of care’. It argues that thisperspective offers important possibilities to family supportadvocates not only for critique, but also for articulating muchneeded policy alternatives to those currently being promotedby New Labour. It also signposts the importance of conductingongoing research into the meanings which are being attachedby individuals to complex and contested terms such as ‘family’and ‘support’.  相似文献

This article considers the characteristics and utility of pro‐work policies targeting Australian older workers that have emerged in the context of population ageing, amid concerns that this will lead to labour shortages and an increasing social welfare burden. There has been a recent surge in public policy regarding the ageing workforce, the efficacy of which has not been tested by evaluation studies. After considering the conceptual foundations and objectives of various government initiatives, it is argued that the present public policy approach may have serious flaws that are not only detrimental to the stated overall objective of prolonging working lives, but may, in fact, be harmful to older workers and fail to address the needs of business. This stems from programs reaching only a small proportion of those older people who would potentially benefit from assistance, and from misdirected effort aimed at encouraging behavioural change on the part of employers or industries. It is argued that there is a need for greater targeting of policy efforts on the actual needs of industry and for public policy itself to become more age‐aware.  相似文献

This article compares 11 Western European countries with respect to public policies that promote the employment of mothers: maternity and parental leave, childcare provisions and family-related tax credits and allowances. The goal of this analysis is to characterise trends in the development of these policies from the mid-1980s to the present and identify the degree of policy convergence in this area of social policy. The process of convergence is analysed along two sets of criteria: the amount and forms of provisions, and the coherence of policies (eligibility, funding mechanisms, locus of regulation and quality control). The analysis is informed by theories of welfare regimes that identify distinctive patterns in which national policies shape the employment of women: general family support, dual-earner families and market-oriented families. Findings of the study reveal limited development towards harmonisation of national social policies. Such resilience of national welfare regimes can be attributed to institutional path dependence, on the one hand, and to minimal EU efforts to harmonise social policies, on the other. The article suggests that integrating markets have so far had a limited effect on social policy development, but that there are positive signs that convergence is possible in the future.  相似文献

Class inequalities in education and health in several advanced capitalist countries are examined, distinguishing between three types of inequality: access to service, use of service and outcome. The evidence provided shows that the scope and complexity of class inequality increase as one moves from consideration of access to use and then to outcome. Hence the reduction of inequality of outcome is the most difficult. The evidence shows that inequality in all three areas is marked in all countries and it also suggests that reduction of inequalities over the years has been, at best, only slight. Continuation of present policies is unlikely to change the situation substantially. More egalitarian policies, however, appear unlikely to be pursued within the power constraints of advanced capitalist societies.  相似文献

Objectives. Although Christian fundamentalist elites have become increasingly vocal in their support for Israel in the ongoing conflict in the Middle East, it is not clear that this rhetoric has produced differing attitudes about U.S. foreign policy in public opinion. This article examines whether such differences exist, and whether they are rooted in aspects of fundamentalist eschatology. Methods. Data from a national telephone survey on attitudes toward the Middle East conflict and U.S. policy were examined using multivariate regression and means comparisons. Results. These results demonstrate that Christian fundamentalists are the strongest supporters of Israel in America today. Fundamentalists have greater sympathy for Israel, oppose policies to pressure Israel, and are distinctive from all other groups in their high levels of support for continuing Israeli settlements in occupied Palestinian territories, as well as complete Israeli control of Jerusalem. Conclusion. Christian fundamentalists in America are distinctive on this vital issue in American foreign policy because of their literal interpretation of the Bible or their leaders' increased cues on Middle East policies, or both. This suggests that religion is now an important factor in understanding public opinion on U.S. foreign policy in the region.  相似文献
