Evaluating community capacity: Visual representation and interpretation   总被引:1,自引:0,他引:1  
The purpose of this paper is to provide an interpretation ofprogramme experiences in the visual representation of strategiesused to build community capacity. The paper first discussesthe definition of community capacity in a programme contextand describes different approaches for the visual representationof the evaluation of community capacity. What is new about thispaper is that it provides a discussion about the interpretationof community capacity and in particular the use of the spiderweb configuration (so called because of the shape it resembles).This is illustrated by three examples taken from two differentcommunity development programmes, the first of which is in Fijiand the second in Kyrgyzstan. The paper concludes with a discussionabout the implications for the community development practiceof using visual representations of community capacity, includingthe difficulties, for example, of mapping changes in communitycapacities over time, and the benefits, for example, of promotinga free flow of information between stakeholders. The paper willassist practitioners to better plan for, evaluate and visuallyrepresent the findings of strategies used to build communitycapacity in community development programmes.  相似文献

In recent years sport-based interventions have been implemented as a mechanism via which to target marginalised youth in relation to the development of social inclusion. Much of the political rhetoric surrounding social inclusion programmes highlights engagement with education, employment, or training, as key metrics. This has led some scholars to observe that conceptualising social inclusion in this way can act to further marginalise young people who fail to engage with these metrics. In contrast, this paper seeks to employ an alternative understanding of social inclusion, which uses the concepts of recognition and acceptance, to infer how participation in sports-based programmes may enable marginalised youth to meet mainstream societal expectations and aid with social assimilation. Drawing upon findings from two small-scale studies of sport-based interventions located in three UK cities, this paper places participant accounts at the centre of the analysis to explore broader notions of pro-social development in relation to recognition and interpersonal acceptance. The paper concludes by suggesting that within contexts in which young people are able to generate strong interpersonal relationships with key personnel (such as coaches), and which are built upon trust, recognition and developing self-worth, there is clear potential for sport-based programmes to incubate social assimilation.  相似文献

Abstract

This paper reports on a small-scale research study that explores the impact of climate change on rural women. Qualitative data were collected through interviews with 7 women, who came from a regional centre and were either employed by women's services or who had activist roles within the community pertaining to women's services. Outcomes of the study identified a range of areas of impact, including increased hardship for rural women, implications of household roles, and subsequent organisational responsibilities. A high level of concern, particularly for the vulnerability of women in crisis, was identified among participants. We contend that the effects of climate change are becoming increasingly relevant to the social work profession and that specific groups such as women are at risk of further disadvantage unless collective action is taken to circumvent the impact of climate change. Strategies for social work practice and policy initiatives are considered.  相似文献

Although there has recently been a rise in parenting support programmes within the UK, only a minority of these programmes have benefited from evaluation of either outcomes or processes. This paper describes the development of the PALS programme (Parents Altogether Lending Support), reporting both on its effectiveness in improving parents' interactions with their children and on the lessons that were learned about embedding such a programme within the local community. Over the 18‐month period of the programme, a total of 17 courses were run, with 75 parents and carers (primarily mothers) participating in the programme overall. Evaluation results indicated that participants enjoyed the course and found it beneficial, particularly in terms of altering their own actions in specific ways that were able to promote better behaviour on the part of their children. Participants also valued the opportunity to share their experiences with other parents. The key lesson identified in regard to the development of parenting programmes concerned the need for the community to feel a sense of ownership for the initiative. This paper is attempting to peg-out the particular role of ‘development support communication’ (DSC) for urban management in developing countries, for the interaction or interface between the public, the private, the non-governmental and the community sectors. The aim of this paper is to advocate to urban managers the inclusion of DSC among their management instruments, and in particular during the preparation and implementation of particular programmes and projects. The point is made that DSC will increase the chances for success of development projects and programmes, and that it will help to improve the relationships of urban stakeholders among each other.  相似文献

This paper analyses a government health department's attemptto implement a community development strategy in a remote AboriginalAustralian community after identifying deficiencies in one ofits health programmes. The reluctance of non-Aboriginal departmentalclinic staff to share control of health decisions with Aboriginalparticipants, together with the deeply embedded power inequalities,undermined the development process and the achievement of projectobjectives. After lengthy critical reflection and supportedby the project team and other community agencies, a group ofcommunity members addressed the priority issue they identifiedwith a community-owned strategy in opposition to health professionals.This study raises questions about the capacity of governmentdepartments to practise community development, particularlygiven the unequal power relations, and their reluctance to sharepower between such departments and marginalized, disadvantagedcommunities.  相似文献

Continued economic stagnation, civil unrest, rural-urban migration, and a series of natural disasters have impeded efforts in the Sudan to integrate women into the development process. Although the Four-Year (1988-1989 to 1991-92) Salvation, Recovery, and Development Programs Plan does not explicitly addresses women's issues, its emphasis on food security, appropriate technology for the agricultural sector, small-scale industries and handicrafts, balanced regional development, and the needs of the poorest 20% of the population guarantees that women will be major recipients. There remains a need, however, to increase women's participation in the development planning process and to base projects on reliable data on women's economic activities. More successful in defining women's needs have been community development projects--Western Savannah Development Corporation, Blue Nile Integrated Rural Development Project, Nuba Mountain Project, and Jebel Marra Rural Development Project--that combine income generation, social welfare, and agricultural research. It is recommended that all such large integrated rural development or agricultural projects allot funds specifically for women's activities and ensure coordination with women's organizations to avoid duplication and identify areas of greatest need. Also urged is the development of appropriate technologies that will alleviate women's double burden of poverty and household chores and address the inequitable distribution of income. Establishment of a women's bureau for women's affairs and development within the National Planning Department would facilitate project formulation and evaluation. In need of change if women in development projects in the Sudan are to be successful are laws that limit female land ownership and practices that deny women loans and credit.  相似文献

One of the dominant themes in development programmes over thelast fifteen years has been a commitment to capacity building.This paper investigates the forms of capacity building in Aceh,Indonesia, since the devastating earthquake and tsunami thathit the province on 26 December 2004. Despite the preferenceof the Acehnese people for reconstruction processes based onthe principles of community development, local people have beenlargely marginalized by both the Indonesian government and theinternational aid and development agencies. Abstract

This paper discusses the development of a peer support and advocacy Network, Young Mothers for Young Women. The Network evolved through a participatory action research project into young mothers experiences of violence. Through the Network, young women participate in a community development approach to violence reduction. As part of the Network, young women offer peer support to other young women. Network members also engage in ongoing community education and advocacy about issues, such as poverty, isolation and sexism which increase young womens vulnerability to violence. An important aim of this paper is to make visible the dialogue between social workers and young women on which the Network relies. This paper is motivated by the concern that as social work enters an era of increasing accountability it is critical that workers articulate the often invisible role they play in facilitating participatory processes.  相似文献

Although Third Way community programmes produce practice opportunitiesthat appear familiar to community development workers, theyalso produce a play of power that is significant in the deliveryof some crucial neoliberal shifts in governance and subjectconstitution. This paper juxtaposes current theorizing of howpower works within advanced liberal polities with stories oflocal practice in urban and community renewal sites. The argumentis that practice stories are often positioned in relation toa narrow spectrum of power relations, and this obscures theways we are currently governed or exercise power in relationto ourselves and each other. A narrow gaze may point to successfuloutcomes of an immediate kind, yet contribute to wider agendasthat more broadly undermine local people and processes. Thequestion posed by the paper is not whether to engage in renewalactivities, but rather how to interrogate the power dynamicsof such engagements in the stories we tell of practice.  相似文献

This paper seeks to contribute to the critique of mainstream development discourse by conveying the ideas and issues raised by rural South African women. Building upon feminist and post-colonial discourses, this paper shifts the epistemological location of knowing to the women affected by development programmes and policies. Based upon interviews and discussions with over 600 women in rural communities, we offer a brief characterization of the South African context of rural women's lives, followed by rural women's comments about development, their daily struggles, and empowerment. Rural women's comments reveal a conception of development that is tied to their localized problem-solving skills and opportunities. Their response to the absence of development opportunities within their communities is to forge a space where they can negotiate between institutional spheres of power in order to address their needs. We argue that traditional development approaches overlook the space, or interstice, rural African women occupy between the modern state and traditional authority. For persons interested in development issues, rural women's experiences direct our attention to the in-between spaces as potential sites of empowerment.  相似文献

This article focuses on the impact of a telecenter program in Bamshela, South Africa, on women in the local community. The Government's telecenter initiative was conceived with an awareness of gender issues and the need to promote women's needs and rights in mind. However, as the center moves into its second year, many opportunities for the it to have a meaningful impact on the community from the start have already been lost. It has not generated enough income to keep prices at an affordable rate. Research has shown that many Bamshela women are using the telecenter as a phoneshop. Lack of knowledge, skills, and education among women is an obstacle to their use of computers at the center; however, center managers believe that rural women will become familiar with electronic methods of communication and may come to use these services. The telecenter has a long way to go before it can replace face-to-face communication and bring prestige to the community.  相似文献

The currently dominant multi-factorial explanations of sex offending have been reflected in the widespread adoption of cognitive-behavioural groupwork methods where treatment foci are those attitudes, beliefs, cognitions and behaviours believed to contribute towards the maintenance of sexually abusive practices. Community-based programmes have mushroomed during this decade, with 97% of regional probation services now having provision for sex offender treatment. However, these relatively recent and dramatic developments of practice have to a large extent occurred outside of a framework of rigorous planning and evaluation. This article begins by outlining a rationale for both the treatment of sex offenders and evaluating programmes. This is followed by a framework for evaluation within which treatment providers can consider the issues involved (including the methodological difficulties) in setting up research designed to evaluate treatment effectiveness. It is suggested that, while small-scale (in-house) research may tell us something about the success or otherwise of individual programmes, it is the larger-scale projects carried out by independent researchers that will inform us as to the impact of cognitive-behavioural group work on recidivism and offence-related psychological variables. Such research has the potential to assist policy-makers and to aid managers and practitioners in the development of effective treatment programmes. © 1998 John Wiley & Sons, Ltd.  相似文献

This article reports on an evaluation of women's Self Help Groups(SHGs) in an area in south India. Groups were evaluated, notin terms of their success as microcredit schemes, from a financialperspective, but in relation to their contribution to genderdevelopment. Evidence emerged that women perceived changes intheir identity towards working collectively to influence forchange at the village and panchyat levels. They engaged in communityand social action programmes, both at the local level and byjoining with issues beyond the local. When considered withinconstructs of empowerment, capability poverty, citizenship,and participation in democratic processes, such SHG outcomes,and the community development processes that accompany theirwork, can be seen to make a modest but significant contributionto broader transformations of oppressive structures.  相似文献

Should agricultural development programmes target women in order to increase productivity? This article analyzes the challenges in distinguishing women's agricultural productivity from that of men. Most of the literature compares productivity on plots managed by women with those managed by men, ignoring the majority of agricultural households in which men and women are both involved in management and production. The empirical studies which have been carried out provide scant evidence for where the returns to projects may be highest, in terms of who to target. Yet, programmes that do not consider gendered responsibilities, resources and constraints, are unlikely to succeed, either in terms of increasing productivity or benefitting men and women smallholder farmers.  相似文献

Over the past 20 years, rural areas in Western societies have transformed from a production to a consumption space. Much research on rural diversification and revitalization has focused on farmers and their wives. However, it is useful to examine side activities run by non-farm women which have slowly emerged in the last few years. In view of discussions about rural decline, the value of such activities should be looked at in a new light. Although these activities may not significantly reverse unemployment figures, they have the potential to provide the social and emotional ‘glue’ to motivate a household to remain in declining areas as small-scale economic activities contribute to a better quality of life and a higher level of well-being. In this article we draw on the personal stories of women who undertake side activities in the Veenkoloniën, the Netherlands. We explore the factors that enable these women to start a side activity and the related organizational and emotional struggles they face while running such activities within the perimeter of their home. We further highlight the importance of side activities for the empowerment of women in rural households.  相似文献

Since the 1990s, trafficked women and girls from neighbouring countries in the Greater Mekong Subregion (GMS), including Myanmar, Lao People’s Democratic Republic (Laos), Cambodia, Viet Nam, and Yunnan province in southern China, have increasingly migrated to Thailand and worked in the country’s thriving commercial sex industry. In response, the Thai government has launched a range of programmes to supplement its earlier programmes designed primarily to combat internal trafficking. This paper concentrates on one component of the Thai government’s response: repatriation and reintegration. The paper is organized as follows: First, a definition of human trafficking, particularly as it relates to women and children, is provided. Second, a succinct discussion of the history of the domestic trafficking of women and girls into commercial sex work in Thailand, focusing especially on the Thai government’s broad response to this dilemma, is given. Third, the dynamics of the relatively recent surge of trafficked women and girls from neighbouring GMS countries working in Thailand’s commercial sex industry and the Thai government’s efforts to combat this are discussed. Finally, the paper focuses on repatriation and reintegration in Thailand ; by briefly discussing the situation that trafficked women and girls confront in this process, and by defining repatriation, reintegration, and reintegration assistance. The Thai government’s repatriation and reintegration programmes are then described and critically reviewed, focusing particularly on the Kredtrakarn Protection and Occupational Development Centre. Recommendations on how to improve existing repatriation and reintegration programmes are provided. Above all, greater collaboration must take place in order to effectively and efficiently implement policies, plans, and projects to more successfully reintegrate trafficked women and girls back into neighbouring GMS countries, in particular at the local level.  相似文献

In the 1990s many mixed marriage refugees from what was Yugoslavia settled in Perth, Australia. A mixed marriage is one where the parties have different ethnicities. Using multiple‐case, conversational interviews, the experiences of 12 of these refugees were explored. The processes of acculturation and adaptation, the development of social support networks and community, and their ethnic identity and ethnicity, were discussed and analysed within both the sociopolitical context of the conflict in what was Yugoslavia, and their subsequent migration. The initial settlement programmes and supports to the refugees and provided by Australia's government and community groups were also analysed. The results illustrated the diversity of experiences of the participants as well as shared experiences resulting from their being in a mixed marriage. In summary, the results suggest that settlement is stressful for the refugees, that community‐based settlement programmes provide more positive settlement experiences than government programmes, and that people in mixed marriages experience particular stresses related to the political context in the former Yugoslavia, including a history of alienation and persecution. Theoretically the results indicate that the participants are moving towards an acculturation outcome of biculturalism. The complex nature of their ethnic identity and ethnicity is also discussed.  相似文献

ABSTRACT

Cash and voucher assistance is an efficient way to deliver assistance in emergency settings, and evidence demonstrates that cash programmes have consistent positive impacts on food security and other health and economic outcomes in these contexts. Nevertheless, while evidence from development settings shows that cash has the potential to reduce intimate partner violence and increase empowerment for women and girls, there is a dearth of rigorous evidence from acute humanitarian settings. In response to this evidence gap, the International Rescue Committee conducted an evaluation of a cash programme in Raqqa Governorate, Syria. The aim was to examine the effect of a cash for basic needs programme on outcomes of violence against women, and women’s empowerment. This article draws on qualitative data from interviews with 40 women at the end of the cash programme. It offers evidence of potential increased tension and abuse within both the community and the household for some women whose families received cash, as well as potential increased social protection through repayment of debts and economic independence for others. Both negative and positive effects could be seen. While the objective of the cash programme was not to influence underlying power dynamics, this research shows it is necessary to integrate gender-sensitive approaches into programme design and monitoring to reduce risk to women of diverse identities.  相似文献

While primary health care programmes based on community participation are widely implemented in low- and middle- income settings, empirical evidence on whether and to what extent local people have the capacity to participate, support and drive such programmes scale up is scant in these countries. This paper assessed the level of community capacity to participate in one such programme – the Community-Based Health Planning and Service (CHPS) in Ghana. The capacity assessments were drawn from Chaskin’s (2001) theorised indicators of community capacity with modifications to include: sense of community; community members commitment; community leadership commitment; problem solving mechanisms; and access to resources. These capacity measures guided the design of an interview guide used to collect data from community informants, frontline health providers (FLP) and district health managers. Key qualitative themes were built into a questionnaire administered to households selected through systematic sampling approach. Findings showed that growing individualism, low trust in neighbours and apathetic behaviours undermined the capacity of mutual support for CHPS. The capacity to support CHPS was high for local leadership and community social mobilisation groups who often dedicated time to working with FLP to promote maternal and reproductive health service use, and in advocating broader support for CHPS. Within the wider community, commitment to voluntarism was low as members perceived CHPS to be owned by, and run on government funds and resources. Poor voluntarism was compounded by poverty that crippled the capacity to provide needed resource support for CHPS. Findings have great implications for building strong capable communities for participation in community oriented health programmes.  相似文献
