改革开放二十年来,中国旅游业的发展从无到有、从小到大,到2000年已经达到年接待入境旅游者8300多万人次、创汇160多亿美元、国内国际旅游业总收入达4500亿元的规模.中国旅游业作为国民经济新的经济增长点,目前正进入全面加速发展时期,并越来越焕发出朝阳产业的魅力.     

新北京，新标志

2005年1月12日,国务院批准了《北京城市总体规划(20042020)》,该规划将北京未来15年的发展目标确定为"国家首都、世界城市、文化名城和宜居城市",同时全面实现现代化,确立具有鲜明特色的现代国际城市的地位.新规划提出构建"两轴-两带-多中心"的新城市空间格局,将在北京市域范围内建设包括奥林匹克中心区、中央商务区、中关村高科技园区核心区等多个服务全国、面向世界的城市职能中心.     

New Rage,New Perspectives?

The Eurozone crisis has led to a long and remarkable protest wave. Civil society raised its voice against the ever-harsher austerity measures implemented to deal with the crisis. The article focuses on the role of civil society and its potential to contribute new perspectives to the debate. Such a contribution would depend on two preconditions: 1. Civil society actors need to mobilize successfully to make their voices heard. 2. Civil society actors contribute a perspective that differs to the perspectives of actors from institutionalized politics. Both preconditions are analyzed empirically for two countries that are in very different situations in the crisis scenario: Greece and Germany. Greece has been hit most severely by the crisis; Germany is the most prominent country defining the crisis management, and it provides the largest share of credit guarantees for “crisis countries.” Social movement theory is used to explain the differing evolution of protests in the two countries. In the early phase of the crisis, the established landscape of political parties in both countries offered few opportunities for their citizens to vote in opposition to the crisis management, which is conducive to extra-parliamentary protest. Differences in deprivation, discursive opportunities and the resource basis of mobilization structures can explain differences in protest frequency but also to some extent the evolution of protest over time. Taking up Habermas’ argument regarding the specific perspective of civil society actors in the public debate, we then analyze to which extent the arguments of civil society actors deviate from those of more institutionalized actors. A discursive actor attribution analysis unveils that civil society actors are more sensitive to social problems and grand systemic questions. Moreover, civil society actors are less hesitant to blame actors on the EU level and other EU Member States, even though their overall contribution to the crisis debate is rather marginal.

Over half of the workers employed on U.S. farms are not authorized to work in the United States. An historic compromise between employer and worker advocates in September 2003 would legalize some currently unauthorized workers and make it easier for farmers to obtain guest workers, but is unlikely to change the farm labor market, so that the percentage of unauthorized workers is likely to climb again.

New Identities

The transformation of a segment of the Hamilton working class in the space of a couple of decades—from lifestyles supported by good jobs that, given the global demand for steel, seemed certain to last forever, to week-to-week insecurity and shattered gender expectations—came about not only through structural shifts in the global economy, but through the agency of the members of steelworker families as well, all mediated by local cultural ideas and practices. This article considers how we might think about the apparently mundane, everyday actions of women as contributing to—rather than simply responding to—broader shifts. I suggest this means thinking about women's lives as entailing meaningful acts that, through continuous and combined application, gradually alter structural conditions. Sensitivity to the forms of agency that women employ requires a notion of agency that can account for different experiences and, thus, different meanings, which arise from unequal access to wealth and power. Human agency involves a cognitive process of remembering the past, engaging the present, and imagining the future as people reflect on ideas and events, make judgements, and evaluate imagined alternatives. In the distinctively human ability to incorporate imagined futures into decisions over which path to take, we can see a particularly gendered expression of agency. As women reflect on their own experiences of the past and the present, they can rarely avoid confronting gendered forms of inequality. Action rests on a capacity to imagine a future free of (the effects of) gendered inequalities. Imagination thus spurs gendered action.
