We explore the perspectives of 26 domestic violence advocates from 14 nonprofit organizations on gaps in the immigration-related provisions of the Violence Against Women Act (VAWA) as these relate to the intersectional needs and experiences of Asian Indian marriage migrants. Findings indicate that, based on immigration status and other intersectional locations, policy provisions differentially affect this population. In addition, because agencies focus on broadly defined populations (immigrants or women), but victims’ locations are intersectional, intersectional policy analysis and coordination between and across agencies formulating and administering policies are required to meet the needs of abused Asian Indian marriage migrants.  相似文献

ABSTRACT

Domestic and family violence (DFV) is a serious, worldwide public health concern and the literature suggests that women who have experienced violence identify health care providers as the professionals they would most trust with disclosure of abuse. Social work is well positioned to respond to women presenting in hospitals after experiencing DFV and in advocating for systems and policy initiatives to support health staff in becoming adequately trained and supported to detect and respond appropriately. This paper reports on research that surveyed health staff in two hospitals in Queensland, Australia, to identify what DFV training they had received, whether this training increased their knowledge, skills and confidence to address DFV and what services they would access to support women presenting with DFV. The results showed that the respondents were an experienced staff group who had worked in the health sector for 10–20 years but despite having access to State-based training, the majority of them had not completed any in-house training and only 12% had received face-to-face training, and when they did undertake training, it was usually only a two-hour session. Seventy-five per cent of respondents would refer to their hospital-based social worker and 40% would make referrals to other support services, primarily social work.

IMPLICATIONS
  • Hospitals need to prioritise, commit to, and resource appropriate and regular training to better equip health staff to identify and respond to DFV.

  • Training needs to build the knowledge and skills of staff members to address their confidence to intervene and offer support.

  • Social work can provide an important role in advocating and developing training and procedures to sustain health staff members’ capacity to respond appropriately to DFV.

Recent attention to the use of social science research in the formation of social policy highlights the role of narratives in the mediation of the relationships between research and practice, science and policy. This paper demonstrates the value of applied narrative analysis in revealing the function of narratives in this mediation. Public debate over a universal “right to shelter” for homeless persons in Washington D. C. is the central case study. The results illustrate the usefulness of applied narrative analysis in the study of social distress and in the forging of new links between research and policy.  相似文献

ABSTRACT

Domestic and family violence (DFV) is recognised as a health care priority. Women experiencing DFV use health services at a higher rate than the general population. Hospital social workers are an important component of a public hospital response to domestic and family violence but how prepared are they for this role? This research study explored the readiness of social workers in a Melbourne metropolitan hospital setting to respond to DFV. Results indicated that although the social workers had a knowledge base highly relevant for responding to DFV, many lacked specific knowledge of risk assessment, safety planning, legislative responsibilities, and referral pathways for support, including legal support. As a result, it was likely that they were not adequately responding, either by not recognising when they needed to, or with knowledge and confidence when they did. They also identified a range of organisational enablers, including policy, time, and safe conversation spaces.

IMPLICATIONS
  • Hospital social workers have a central role to play in responding to domestic and family violence.

  • Hospital social workers need to be better prepared for domestic and family violence responses.

  • Social workers require ongoing training and organisational support including practice protocols and guidelines, and the provision of time and private, safe spaces for sensitive conversations to occur.

  • Universities should ensure that the role of hospital social workers is considered within curriculum addressing the area of domestic and family violence (DFV).

ABSTRACT

In recent years Australian governments have significantly refocused domestic violence policies to prioritise primary prevention strategies. The objective of such strategies is to change how Australians perceive, acknowledge, and respond to domestic violence as a gender-based problem. Recognising the value of these efforts to address oppressive cultural practices, we draw attention to limitations inherent in shifting culture as a means to prevent domestic violence. We demonstrate how governments may improve policy approaches by addressing the structural inequalities that have historically forced women into positions of subordination. This will help us move toward more effective and long-term solutions to domestic violence.

IMPLICATIONS
  • Australian domestic violence policy must include structural and systems changes prioritising women’s equal rights in addition to equal opportunities.

  • To change cultural attitudes and behaviours, we must alter the environment in which oppressions and opportunities are located.

  • Social workers can shape the debate to ensure that changing culture to prevent domestic violence is conceptualised as part of a wider social and policy change agenda.

Abstract

The present paper provides a framework for working with children and families where there are domestic violence and child protection concerns. A model of practice developed by the St George Domestic Violence Counselling Service and the St George Child and Adolescent Mental Health Service in the South East Sydney and Illawarra Health Service (NSW, Australia) is outlined. The present paper includes a discussion on a recently developed service agreement between the two services and a case study focusing on a ‘system of safety’ when working with children. The present paper focuses on the effects of domestic violence on women and children by male perpetrators. We do not ignore that men may be victims of domestic violence; however, the authors recognise the gendered nature of domestic violence and the significant number of women and children who experience and live with domestic violence.  相似文献

This article looks at violence against women in Indian society and gives an example of a best-practice response to domestic violence. It is divided into two parts. The first part of the paper examines the general characteristics of violence against women within India as a whole and the state of Andhra Pradesh in particular. The second part gives an example of the anti-arrack movement in Andhra Pradesh, a state in India, as an example of women's mobilization against government policy on liquor as a response to domestic violence. The paper aims to reconstruct this movement at the micro level using the experiences of women who were its chief participants.  相似文献

Abstract

Globally, domestic violence, where a family member, partner or ex-partner attempts to physically, sexually or psychologically dominate or harm the other, is now recognised as one of the most entrenched and pervasive forms of violence in society. Nevertheless, internationally and in Australia, the occurrence of domestic and other forms of violence in families affecting children with a disability is poorly understood. The present article examines the information available on domestic violence and children with a disability. Through the use of case studies drawn from a large disability organisation in New South Wales, Australia, practice issues with families where domestic violence affects a child with a disability are drawn out for social workers to consider. These considerations are designed to enhance practice in this field.  相似文献

In order to add to the growing literature on intergenerational rates of family violence, data were collected from a community-based child abuse agency. The study's purpose was to compare the co-occurrence of child abuse/neglect (CAN) and domestic violence (DV), and the prevalence of CAN and parent's childhood history of abuse. Data were collected from 537 families through intake and subsequent interviews in an attempt to determine the relationship among CAN and DV, and CAN and parent's childhood history of abuse. A chi-square analysis indicated significant relationships among these variables. Of the participants in this sample, 48.9% had experienced both CAN and DV. These results also indicated that 66.3% of participants had a childhood history of CAN and were currently experiencing issues of CAN with their own children. Logistic regression was utilized to examine whether families involved with Child Protective Services (CPS) were at higher risk for DV and/or parental childhood history of CAN. The results indicate that CPS-involved families were approximately three times as likely to have a parent reporting a childhood history of CAN but were not at significantly higher odds for DV. Implications for service delivery are discussed.  相似文献

Abstract

This research reveals the social and individual processes that dominate the experiences of homeless men through an exploration of their struggle to achieve ontological worth. Drawing on eight in-depth interviews with homeless men who are experiencing homelessness, this research demonstrates this struggle is because of the situated nature of identities that homeless men continually reconstruct and renegotiate. It proposes that relations to this set of identities are relevant to homeless men, in particular the construction and reconstruction of their identities within homelessness. The central findings of this research reveal that homeless men actively manage their identities to cope with the instability inherent to the experience. The implications of this for social work practice are explored, focusing on the importance of self-conception and the restoration of positive identities.  相似文献

This article contributes to cross-cultural understandings of gender-based violence by examining women's definitions and experiences of domestic violence in Eastern Indonesia. The research was part of a larger study of human rights in maternal and neonatal health and involved a survey that integrated common anthropological practices in its development and delivery. This survey measured the prevalence of emotional and physical abuse, violence during pregnancy, unwanted sex and fear of violence among a sub-sample of 504 married Muslim women. Standard human rights definitions of violence were adapted to create locally appropriate definitions of economic violence, husband infidelity and unwanted sex within marriage. Survey responses indicated that the majority of women believed verbal abuse, threats of harm, economic violence, physical violence, control of women's mobility and a husband's public infidelity to constitute domestic violence. Our exploration of how Indonesian women understand domestic violence reinforces the salience of cultural specificity for different women's definitions of violence, as well as the applicability of internationally recognised definitions of gender-based violence.  相似文献

Abstract

The present article considers the malleability of the concept of social exclusion as a tool of policy analysis and intervention in relation to homelessness. The article uses Foucauldian concepts of discourse, power/knowledge and surveillance to pose a challenge to the construction of homelessness as a social exclusion, while alluding to the need for researchers, policy and service provision to be more inclusive of the voices of homeless people in the development of both policy and services. The author argues that the concept of social exclusion, which informs major policy initiatives of the Rann Labor Government in South Australia and the Blair Labour Government in Britain, has a primarily rhetorical purpose and obscures both structural contexts and the subjectivities and lived experience of those labelled homeless.  相似文献

ABSTRACT

The significant impact of domestic and family violence in Australia calls for a workforce that is both highly skilled and capable of meeting the demands of complex and challenging jobs. Yet despite the increasingly national visibility of domestic violence, the workers—and work itself—have largely remained invisible. We argue for a shift in conversation, highlighting the need for a workforce approach that is not only strategic but that also applies a theorised lens to domestic and family violence work inclusive of both gender and Indigeneity.

IMPLICATIONS
  • The domestic and family violence workforce and workers should be made more visible to better support development in this sector.

  • A workforce development strategy is needed to build knowledge about who is doing this work, the nature of the work, workplace structures and cultures, and work environments and conditions.

  • The significance of gendered power relations, Indigeneity, high risk, trauma environments, and emotional labour in domestic and family violence work cannot be ignored in development strategies.

Abstract

Much has been written about bikie gangs, but there is little about the women and children who are part of gang life. The present paper describes domestic violence agency social workers’ ethical practice dilemmas when assisting women who have left bikie gangs to search for a new, safer lifestyle away from the gang culture of drug use and violence, in particular sexual violence. The paper concludes with a discussion of the ethical processes and issues in resolving such practice dilemmas.  相似文献

ABSTRACT

The purpose of this study was to examine violence against separated, divorced, and married women using Statistics Canada's 2004 Statistics Canada. 2004. Divorces. The Daily, May 4: 15.  [Google Scholar] General Social Survey. Based on a subsample of 6,716 heterosexual women (429 separated; 614 divorced; 5,673 married), available risk markers were examined in the context of a nested ecological framework. Consistent with past research, the results indicated that there may be differences in the dynamics of violence across the 3 groups. Separated women reported 7 times the prevalence of violence and divorced women reported twice the prevalence of violence than married women in the year prior to the study. Young age was an important predictor of violence for separated and divorced women. Unemployment and the presence of children of the ex-partner were important predictors for divorced women. Patriarchal domineering and sexually proprietary behaviors were strong predictors of violence for married women. The results suggested the possibility that motives for postseparation violence tend to differ depending on whether one is separated or divorced. Future research is warranted to uncover these potentially differing dynamics of risk.  相似文献

Successful adaptation to street life requires that risk of violence, an often present aspect of this lifestyle, be reduced to as Iowa level as possible. This means knowing the infonnal rules which permit avoiding the pitfalls of street life. It is argued in this paper that safety and security are a function of interactions occurring within a specific place, with pal1icular associates, and involving safe and unsafe behavior. Carelessness with respect to any of these factors can result in victimization. These issues are discussed using SUlVey and ethnographic data collected in Chattanooga.  相似文献

Recent metaanalyses indicate that women consistently obtain higher scores than men do on self-report dependency measures, but not on projective dependency tests (R. F. Bornstein, 1995, 1996). To explore this issue in a heretofore unexamined population, we analyzed archival data from 85 homeless participants (40 women and 45 men) enrolled in a vocational rehabilitation program, using the MMPI Dependency (Dy) Scale (L. Navran, 1954) and the Rorschach Oral Dependency (ROD) Scale (J. M. Masling, L. Rabie, & S. H. Blondheim, 1967). Consistent with earlier results, there were no gender differences in projective dependency scores, but contrary to earlier results, there were also no gender differences in self-reports of dependency. These findings suggest that stressful conditions like homelessness may mitigate the impact of gender on self-reported dependency.  相似文献

Abstract

The interface between the child protection and domestic violence sectors is often problematic, in that the two sectors operate relatively independently, with little integration. However, it is widely recognised that these sectors need to work more closely to enhance both women's and children's safety. This paper explores the processes needed for the child protection and domestic violence sectors to develop collaborative partnerships that lead to the provision of higher-quality responses to both women and children. Drawing on collaboration theory, a number of barriers to the development of successful partnerships are described, and applied to initiatives that seek to develop integrated approaches between child protection and domestic violence services. It is concluded that there is much scope for the two sectors to work closely together, but that the development of integrated responses involving both child protection and domestic violence services will take a significant commitment, level of determination, and stamina from both parties.  相似文献

A diagnosis of Borderline Personality Disorder (BPD) can significantly affect access to services. Two Australian approaches to addressing this crucial social justice issue are compared: Project AIR (Affect Integration and Recovery), exemplifying changes within the existing psychiatric paradigm; and Adults Surviving Child Abuse's Practice Guidelines for Treatment of Complex Trauma and Trauma Informed Care and Service Delivery. Changes within the existing paradigm do not address stigma and fragmented services that create barriers to service. By comparison, the Guidelines represent a trauma informed perspective that recognises underlying complex trauma for most with the BPD diagnosis. Implications for services are discussed.  相似文献

Abstract

Recognition of the deleterious effects of domestic violence on women's mental health has highlighted the potential benefits for women of collaboration between mental health and domestic violence services. Yet the different histories, knowledge bases, and organisational cultures of the mental health and domestic violence sectors present formidable challenges to the development of effective collaborative work. This article draws on a large research enquiry, involving four separate but related studies, which explored aspects of collaboration between these two service sectors. It focuses particularly on data collected in interviews with practitioners from mental health and domestic violence services who were participants in an action research study (one of the four studies), which was aimed at discovering the factors that contributed to enhanced collaboration and the benefits of this for women who experience both domestic violence and mental health issues.  相似文献
