Abstract

A significant proportion of young people leaving out-of-home care make their transition to independence via the youth justice system, exposing them to further risks and reducing their likelihood of full social and economic engagement in mainstream society. This article presents the initial findings of a research project based on a partnership between Monash University and seven nongovernment child and youth welfare agencies in Victoria, Australia. Seventy-seven key stakeholders participated in interviews and focus groups with a view to identifying practices and policies that could reduce the over-representation of young people leaving out-of-home care in the youth justice system. Factors that contributed to offending included varied responses by the child protection and youth justice systems, limited utility of leaving care plans, and the availability of a range of preventative and diversionary programs. The findings point to a need for more formalised interagency collaboration, and intensification of the interventions and supports offered both in custodial settings and post discharge from custody or care.  相似文献

ABSTRACT

Many Australians living with a disability find themselves recipients of Newstart Allowance when applying for the Disability Support Pension (DSP). Newstart Allowance is designed as a short-term payment for people looking for work, with a lower fortnightly payment and limited medical and transport subsidies compared to the DSP. This paper describes the financial challenges of living with a disability while on Newstart Allowance. With a focus on the experiences of Aboriginal and Torres Strait Islander (Indigenous) Australians from two regional towns, qualitative semistructured interviews and focus groups documented experiences of 39 community members and 21 medical and nonmedical service providers supporting clients living with a disability on Newstart Allowance. Four themes were identified: (i) living with severe financial hardship, (ii) challenges complying with the DSP application, (iii) being financially penalised for not complying with Newstart Allowance conditions, and (iv) supporting community members to manage severe financial stress. Although people living with a disability on Newstart were experiencing severe hardship and poverty, there was limited participation of Centrelink-employed social workers within their described experiences with Centrelink. We argue that social workers can work to humanise human service settings and potentially help to mitigate these financial challenges.

Abstract

In the present context of “get tough on crime” and “back to criminal justice” campaigns that continue to dominate political agendas throughout Australia, critics point to the inadequacy of “welfarist” or reformist criminological and sociological theories that have informed interventions in the past and reinforce the need for “retributive justice” models of penal policy. The present paper examines historical evidence on the role of the human sciences in juvenile justice administration during the 1940s, a formative time when psychiatric, psychological, and social work expertise came together in the form of the Children's Court Clinic in Victoria. It suggests that contemporary critiques about the failure of the welfare model of juvenile justice inadequately capture the historical functioning of expertise in justice administration and the real extent to which the welfare model as “actual rehabilitative intervention” was ever implemented.  相似文献

Abstract

Emergency relief is assistance provided by community agencies to people in financial crisis, usually recipients of income support payments. The present study reports on an exploratory, qualitative study of the experiences of people who seek emergency relief. Semistructured interviews were conducted with 20 emergency relief recipients from seven different agencies. Although the interviewees reported some positive experiences, distinct limitations in the extent of assistance were also perceived. Accountability for appropriate processes and quality assurance in service delivery are important requirements of agencies. Increased government funding to assist agencies to provide more holistic services would lead to more effective outcomes.  相似文献

Abstract

Developing new scholarship on women is a recognized need in social work education. It can be furthered by applying a “gender lens” to the knowledge of the relationship between women and the welfare state. Reflecting historical concerns about providing public aid to the able-bodied male pauper and the impact of relief on the work ethic, social welfare literature has focused on male recipients while generalizing its findings to women. As a result, the story of the female pauper remains largely untold. This paper suggests that the relationship between women and the welfare state is shaped by a “family ethic” that in many ways parallels the work ethic known to shape the relationship between the welfare state and men. The family ethic is defined and applied to major income maintenance programs: public aid and social security. This article suggests foci for change.  相似文献

Summary

Traditional approaches to the promotion of welfare have disappeared in Australia, replaced by a new institutional order represented by welfare-cum-workfare. This has impacted on social work—both as a collective entity and as a set of practices. This paper maps the shift to workfare in Australia and examines its impacts on and implications for social work. We briefly discuss the Australian model of social protection, illustrating our own brand of “exceptionalism,” and lay out what we have termed “Workfare Oz-style.” Drawing upon neo-institutional theory, we review and analyze two key contexts where “Workfare Oz-style” is operationalized—the Job Network and Centrelink. Some tentative conclusions are given and the dimensions of a research agenda, which will put any emerging propositions to empirical test, are proposed.  相似文献

Statutory child protection is arguably one of the most complex and challenging areas of work within the welfare sector. In the state of Victoria, Australia, the child protection service is delivered by a state government department, the Department of Human Services, employing over 900 staff. A significant proportion of its recruitment is achieved through employing new graduates from a diverse educational base (e.g. social work, psychology and welfare). This convergence of circumstances, inexperienced workers with a variety of professional education backgrounds, beginning work in a complex, highly scrutinised professional domain, creates a unique challenge for in‐service educators responsible for induction. The ‘Beginning Practice in Child Protection’ programme is an attempt to meet this challenge, employing multi‐modal learning resources, interactive skills based clinics combined with workplace learning opportunities structured to deliver just‐in‐time messages. In addition, on‐line ‘virtual vignettes’ that support learning at the employee workstation are utilised. Evaluation findings suggest this programme is successful in achieving its aims of a supported introduction to the work, increasing worker confidence and satisfaction while leading to quality knowledge and skills acquisition. This paper will establish the context for child protection practice in Victoria, describe the programme designed to address the need, before highlighting key messages arising from an independent evaluation.  相似文献

ABSTRACT

This study describes welfare-to-work participants in the San Francisco Bay Area, support services, experiences with the CalWORKs program, and predictors of employment status in the wake of welfare reform. Findings indicate that many are working and more Stayers and Recidivists than Leavers are using food stamps and Medi-Cal. Multivariate analysis reveals that race and financial supports were the significant factors contributing to employability, defined as the ability to secure employment despite the need to supplement earned income with welfare payments. To help people stay off of welfare, case management services are needed to help participants maintain employment and increase job skills. In addition to expanding our understanding of human behavior within the social environment of poverty, implications for practice and policy are identified.  相似文献

Human service NGOs have become central actors in contemporary welfare states. The broadening of the role of NGOs in Australia as both providers of the human services that are an integral part of the welfare state and as lobbyists or advocates and agents of social change has been widely acknowledged; however, this paper focuses on a recent deepening of the role of human service NGOs in the Australian welfare state by exploring an additional dimension of their growth. Based on a recent study, it is evident that there has been increasing involvement by human service NGOs in the production of social policy knowledge through ‘policy research’ activities. The research mapped policy research activities, policy research infrastructure and policy research resources in human service NGOs, and also captured NGO policy researchers’ perceptions of the rationales and motivations driving NGOs in this direction. It was clear that this shift is based on strong beliefs that researchers located within human service agencies are best placed to produce the kind of knowledge that should form the basis of social policies responding to human need. Other drivers identified by policy researchers suggest, however, that the inclusion of third sector organizations in policy processes cannot simply be understood as the ‘opening up’ or ‘democratization’ of social policy processes to include Third Sector participants. The motivations for human service NGOs moving into social policy knowledge production in Australia are thus complex and diverse. Drawing on the findings of our study, Researching the Researchers, this paper reflects on the implications of this reconfiguration of welfare state politics. Who produces the knowledge that influences, moulds, and even determines the allocation of resources for the delivery of human services, and how this knowledge is produced have been ongoing concerns in social policy scholarship. We suggest, that in the case of human service NGOs in Australia, entry into the field of social policy research can be understood as a reconfiguring of the democratic system of policy determination. It may also be one in which the NGOs become ‘experts’ on citizens’ needs through research practices that are fundamentally less, rather than more inclusive, of the subjects of social policy. The implications of a possible shift in power to influence and in some cases determine who gets what in the welfare state is of deep concern in relation to future models of social protection and ultimately the redistributive and democratic processes of nation states. This paper seeks to question the often-unquestioned ascendancy of the third sector in welfare and asks whether this shift is in keeping with the democratic process and whether it is the best way to determine and satisfy human need.  相似文献

Abstract

Governments across Australia are struggling to address escalating child protection notifications, a marked increase in the number of children in State care, a decrease in the number of foster carers and chronic workforce shortages in child welfare services. This paper explores the reform process that culminated in the proclamation of the Victorian Children, Youth and Families Act, 2005 and represents an aspect of the response in Victoria to these wider issues. It explores the history of the reform from the perspective of key actors from government, non-government sectors and academics who participated in the process. The paper explores the “ingredients of social policy reform” and how the change process was managed in Victoria. It does not seek to evaluate the reform but rather to understand the complex processes through which a propitious moment for reform was both seized and constructed.  相似文献

Abstract

This study reports the results of a national survey designed to identify the nature and levels of volunteer work that social work educators contribute to the social welfare sector. Findings reveal that nearly all social work educators engage in formal volunteer work and perform a variety of roles in human service agencies. The most common volunteer activities are advocacy, administration and consultation. The least common volunteer activities are evaluation, data management and emergency services. Study results also indicate that tenure status and primary teaching area are positively associated with the amount and type of volunteer work performed.  相似文献

Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.  相似文献

The 2001 pension reform act (“Riester reform”) has recast old-age security in Germany by placing more emphasis on private provisions. The new policy draws on markets and competitive structures in social welfare, as done earlier in long-term care and in public utilities. In the social welfare sector in Germany, such privatisation mostly goes hand in hand with a far-reaching “social” regulation of markets. Old-age pensions are the most recent case in point. For the first time, financial markets figure as welfare markets. This is done in the politically most sensitive sector of the German welfare state, old-age security. In theoretical terms, we interpret the change as a structural transformation of German “social capitalism”. Empirically, we investigate the structure of the new welfare market and the attitudes of the providers, based on a survey of all providers of private pensions in Germany. The findings include: (1) Markets can produce the welfare good “income security in old-age” only by way of a complex arrangement of three markets – financial markets, pension markets and markets for financial consultancy services. (2) The pension reform of 2001 has given rise to a new welfare market: an old-age pension market as a distinct sub sector of the wider market for financial investment and saving. The pension market constitutes a new field of business, with new actors, new products and new arenas of competition. The new market is created and shaped by politics. (3) The new private pension market combines market principles with welfare state principles. The providers conceive of their business as contributing to social security, and they recognise that the state sustains and structures the market.  相似文献

This article presents the findings of a survey of 175 service providers in Sydney, Australia, the majority of whom were doctors in general practice. Thirty-two percent of respondents had encountered cases of physical, psychological, or financial abuse or caregiver neglect of people 65 years old and over. Community nurses and social/welfare workers were particularly likely to have encountered cases of abuse. The findings suggest that coordination between health, welfare, and criminal justice agencies in Australia needs improvement. Policies to address elder abuse and neglect in Australia are in their infancy. As a priority governments should work towards effective training of professionals and appropriate intervention guidelines for services.  相似文献

A common feature of most non-profit theories is their concentration on the service-providing role of non-profit organisations, and the neglect of their redistributional role. At the cost of some simplification, there are two possible public policy responses to social inequalities: (1) the welfare state model with welfare redistribution under government control; and (2) the non-profit-based model — a large network of private organisations heavily supported by the government and complemented by government delivery of services. After 40 years of state socialism, Hungary now faces some important questions. What will be the role of the new voluntary sector? What are the possibilities of following the Western European route — a version of the welfare state model — or the American way — a non-profit-based model bolstered by ‘third-party government’? The present Hungarian situation is ambiguous; we can find arguments for and against both. It is also argued that a mixed solution, some cooperation between the public and private sectors, is needed. The Western European, American and Hungarian experiences indicate that only a strong for-profit sector and a developed, harmonious government/non-profit partnership can ensure healthy social and economic development. The present Hungarian situation is far too complex and difficult to promise a fast and conflict-free establishment of this partnership. But both public institutions and government are acting in a way that may result in the development of a government-supported non-profit sector. There may be an opportunity for developing a ‘Hungarian welfare state model’.  相似文献

Taking as a point of departure the postulated political-ideological and fiscal ‘crisis of the welfare state’, this article emphasises recent changes in the relationship between the four sectors of welfare providers: the informal sector of the family or community; the for-profit sector — where social goods are offered by profit-seeking institutions; the formalised sector of voluntary organisations; and the public sector of statutory bodies. Discussion is concentrated on the changing relationship between the voluntary and public sectors. Are voluntary organisations able to cope with new and extensive welfare problems within a more decentralised welfare state? Do they express the values, and do they possess the resources that both governmental agencies and the organisations themselves take for granted?  相似文献

ABSTRACT

Advocacy has received less attention in social work research than other aspects of social work practice. This paper draws attention to two tensions in social work advocacy; between worker-led advocacy and person-led advocacy, and between individual advocacy and system level advocacy. We argue that human-rights-based social workers must choose a person-led approach over a worker-led approach while advocating with both systems and individuals. This argument is made by drawing on findings of an evaluation of Independent Mental Health Advocacy (IMHA) in Victoria, Australia. It is shown that social work training had not prepared social workers for rights-based, person-led advocacy and that social workers in public mental health services were struggling to maintain the rights of people in their services even with assistance from IMHA.

One-off financial assistance through emergency relief provides a short-term intervention to immediate material crisis. However, recurrent instances of clients accessing this type of assistance points to the ineffectiveness of managing financial hardship without addressing the causes of long-term poverty. This article presents findings from an external process evaluation of the Salvation Army relational case management model known as Doorways. A mixed-method design was implemented, consisting of semistructured interviews, observations, and document analysis, as well as Client Satisfaction and Wellbeing Survey. Across the seven research sites semistructured interviews were conducted with 45 clients and nine case managers, and 30 client surveys were completed. Three themes will be discussed: the Doorways philosophy; the flexible service delivery approach; and client capacity building and continuity of care. Findings illustrated the effectiveness of a relational case management approach and reaffirm the central role of relationships in transforming the lives of people experiencing poverty.

Abstract

This article asserts that social work is failing to fulfill its professional obligations to people in need, in part because its academic institutions are failing to perform their basic intellectual functions. The author presents evidence that false reports of the effectiveness of the nation's social welfare services exaggerate the degree to which social therapeutics and professional techniques have been successful, which has in turn prevented an accurate approach to resolving social problems and has diminished the claims of people in need. The author asserts that a reinvigorated role for academic social work requires credible research, a shift in curricular emphases, and a supportive constituency drawn from populations at risk and their organizations.  相似文献

ABSTRACT

With rapid aging, change in family structure, and the increase in the labor participation of women, the demand for long-term care has been increasing in Korea. Inappropriate utilization of medical care by the elderly in health care institutions, such as social admissions, also puts a financial burden on the health insurance system. The widening gap between the need for long-term care and the capacity of welfare programs to fulfill that need, along with a rather new national pension scheme and the limited economic capacity of the elderly, calls for a new public financing mechanism to provide protection for a broader range of old people from the costs of long-term care. Many important decisions are yet to be made, although Korea is likely to introduce social insurance for long-term care rather than tax-based financing, following the tradition of social health insurance. Whether it should cover only the elderly long-term care or all types of long-term care including disability of all age groups will have a critical impact on social solidarity and the financial sustainability of the new long-term care insurance. Generosity of benefits or the level of out-of-pocket payment, the role of cash benefits, and the relation with health insurance scheme all should be taken into account in the design of a new financing scheme. Lack of care personnel and facilities is also a barrier to the implementation of public long-term care financing in Korea, and the implementation strategy needs to be carved out carefully.  相似文献
