Abstract

Achieving in education and employment has long-term effects on quality of life. With below-average levels of educational attainment, many young people in care are ill-equipped for the transition from school to further education and work. This paper presents findings from a qualitative study that explored the school to work transition experiences of young people currently or previously in care, and their ideas about future employment. A range of personal and contextual factors that influence study and work goals were identified. Young people spoke about the importance of personal confidence and determination, supportive relationships, someone to believe in them and encourage them, opportunities to pursue their goals, avenues to gain information about how to get desired jobs, positive school experiences, and the need for stability in their lives. The study suggests widening the agenda for case planning, transition from care and after-care support, to include career planning and vocational assistance.  相似文献

The expression of externalizing behaviors of children in-care can be influenced by a multitude of factors. The current study examined the simultaneous levels of influence of workers and foster families on children's externalizing behaviors in those receiving out-of-home care. A cross-classified multilevel model was used to partition variance in children in-care's externalizing scores into worker, foster family and child-specific levels of influence. The extent to which processes are explained by worker and foster-family level predictors was examined. Assessment and Action Record (AAR) data from the Ontario Looking after Children (OnLAC) project were analyzed. The sample included data from 1063 children between 10 and 17 years of age (M age = 13 years, 6 months, SD = 2.08 years). While individual differences in children's externalizing behaviors were primarily attributable to child-specific effects (72%), 10% and 18% of the variance can be explained by worker and foster family influences respectively. Worker education accounted for substantial differences seen between workers where more difficult children were monitored by workers with less educational attainment. Furthermore, foster-family level predictors also explained variance in children's externalizing behaviors. Relative to children in foster care, those in kinship care displayed significantly lower levels of problem behaviors while children in group care displayed significantly higher levels. Higher levels of parental negativity within the foster family and the experience of more differential parental negativity relative to siblings were significantly associated with more externalizing behaviors. Lastly, children who were more satisfied with their placement displayed significantly lower levels of problematic behaviors. These results suggest that children in-care can be conceptualized within a multilevel framework.  相似文献

Abstract

This article investigates the power of teen motherhood in predicting later educational attainment. Data for mothers are extracted from the National Longitudinal Survey of Youth (NLSY79). Findings show that teen motherhood is inversely related to later educational attainment. Poverty, welfare receipt and the number of children have a direct influence on later educational attainment. Employment, the age of the woman at the time of her first marriage, and being married currently, had a direct positive influence on educational attainment. The implications for social work practice are discussed.  相似文献

Abstract

This paper examines the relationship between birth order and educational attainment measured at ages 7, 11, 16, and 23, with particular care taken to separate the effects of birth order from the effects of family size. Since eldest children benefit from their parents' undivided resources at an early age, theory predicts that they may do better educationally than later-born children. This is confirmed by the analysis in this paper, with eldest children performing significantly better than other children on almost all measures of attainment. Youngest children in large families perform less well than middle children, and this effect increases with the age of the child. These findings are robust to the inclusion of a large set of background controls.  相似文献

Abstract

Young people in the care of the state are reported as having generally poor education and employment outcomes due to such factors as high rates of school exclusions and non-attendance, frequent placement moves with consequent school disruptions, deprived precare backgrounds, lack of coordination between education and child protection personnel, lack of attention to educational needs by professionals, and low expectations held by carers and caseworkers. The present article examines child protection worker perspectives on young people's transition from school to work. Caseworkers believe that, for young people in care, factors such as unstable placements, psychological and behavioural problems, inadequate vocational options, poor caseworker knowledge of available training and education, and negative perceptions of young people in care may impede them from making a successful transition from school. Research suggests that child protection caseworkers need to integrate education and work with leaving care planning, given it is vital to the future wellbeing of young people in care.  相似文献

Abstract

In this paper we present a comparative analysis of out-of-home care in Australia and Sweden. We compare the age structure of the out-of-home care population and the types of out-of-home care services provided to children and young people in both countries. Our analysis reveals that in Australia the out-of-home care service system is focused mainly on children who are deemed to be abused or neglected within their families, while in Sweden the majority of the out-of-home care population are teenagers who cannot live with their families for emotional or behavioural reasons. These population differences intersect with variations in the forms of service provision in both countries, with a much greater reliance on home-based care in Australia than in Sweden, while there is more extensive use of residential care in Sweden. We envisage that this paper will demonstrate how the age structure of the out-of-home care population, though rarely considered in international comparative child welfare research, reveals much about the assumptions on which State intervention with children and young people is based. We intend that this analysis will assist social workers to better understand and address the gaps in the quality and comprehensiveness of out-of-home care service provision to children and young people in both countries.  相似文献

SUMMARY

Lesbian, gay and bisexual (LGB) persons in New Zealand are highly vulnerable to bullying, although bullying appears to have evolved from physical to primarily verbal abuse. Data from the Lavender Islands national study of 2,269 LGBs in New Zealand suggest that coming out early as LGB appears associated with lower levels of educational attainment, which in turn is associated with bullying and verbal assault. LGBs with higher educational attainment are more satisfied with an LGB identity than those with lower educational attainment. The data suggest that the consequences of bullying and assault may be longer term and more far-reaching than even the psychological challenges found in the literature. Consequences may include lower lifelong levels of satisfaction with an LGB identity, and an early coming out “penalty” in education. Quantitative data are supported by the unprompted narratives of respondents who expressed difficulties within the high school environment. The study also found relatively high levels of teacher discrimination and verbal assault reported by high educational attainers. In general, LGB educational attainers may perhaps be more appropriately called “educational survivors.”  相似文献

Abstract

The article presents an empirical exercise about predictions in child welfare. In the exercise, social workers imagined letters which they could receive from a child and his/her parents in five years’ time. The children had been in care for one year at the moment of letter-writing. When the social workers wrote the imaginary letters, they used their professional imagination, based on practice knowledge and experience, and were involved in a role-play. The analysis of the letters (34 from ‘children’ and 33 letters from ‘parents’) demonstrates four themes shared by the letters: ordinary life, family contacts and return home, social problems as shadows and assessment of the placement. Two narratives were performed: the narrative of future of ordinary life and that of the troubles. It is suggested that imaginary letters are helpful in highlighting practitioners’ sense of the future, professional imagination as well as the empowering and critical points in practice.  相似文献

Research examining the low educational attainment of children in care and care leavers tends to underuse social theory (Berridge, 2007). To contribute to addressing this gap, we use life course theory to explore the role of agency in shaping the educational pathways of 18 Irish adults (aged 24–36 years) with care experience. Findings suggest that agency is a valuable conceptual tool for examining the nuance and complexity of how individual actions shape the education of care-experienced adults throughout the life course and interact with contextual and structural factors over time.  相似文献

Abstract

Children and young people are often the subjects of research but are not usually thought of as codesigners of research projects contributing to the development of tools and resources so that research about them and their peers is more likely to be appropriate and effective. This paper describes and analyses the involvement of a group of 14 children and young people who have been in out-of-home care. They assisted in the design of a research project that sought their views on what makes a “good” foster carer. The impetus for this study arose from a desire to include children and young people as stakeholders in improving the foster care system and a long-held belief that they could and should be active partners in creating change. The study demonstrated how children and young people could be engaged creatively in individual and group conversations and activities in relation to potential research questions and research methods and tools. The paper concluded that capturing their views will ensure that research will be of benefit to other children and young people and to policy makers and practitioners working in the field.  相似文献

Abstract

Child protection workers are key players in the statutory system for the protection of children and young people. For this reason, their perceptions of the operation of the system are important. This study, conducted in Queensland, Australia, explored the views of child protection workers regarding foster carers and the foster care system. The present study revealed the difficulties the child protection workers encountered in engaging with foster carers. These difficulties were due to the structure of the child protection system and the conflicts experienced by workers in balancing the needs of children and young people, their primary clients and the carers of those children and young people. Abstract

Many care leavers with disabilities face difficulties as they transition from out-of-home care (OoHC), and suffer multiple, ongoing forms of disadvantage after they leave care. This paper is drawn from a study comprising six focus groups, involving 21 participants employed in disability and OoHC services in Victoria, Australia. The findings suggest that care leavers with disabilities do not receive the transitional and postcare support and housing they need. Many are transitioned into housing options that are unsuitable for their needs, or unsafe. The argument of this paper is that care leavers with disabilities may benefit from adult guardianship legislation. When appropriate an application for a guardianship order should be made prior to the young person exiting care, to enable a smooth transition between the child and adult systems. Adult protection services with an advocacy function should be given the opportunity to advocate for care leavers with disabilities.  相似文献

This paper describes the population of children in care in New South Wales, Australia, who were adopted by their foster families (N?=?372) from 2003 to 2014. Data pertaining to 370 of these adoptees were available and obtained from administrative records accompanying adoption applications. Most of these children had been placed with their subsequent adoptive family during infancy. However, adoption orders occurred much later in their lives. According to the available information at the time of adoption, these children did not suffer the high levels of mental health problems typically identified in populations of children in foster care. Though the data do not include follow-up to determine if the contact agreed upon at the time of adoption orders translated into practice, the most frequently postadoption arrangement recorded was face-to-face contact, four times a year with mother and siblings. The high levels of openness and face-to-face contact in Australian adoptions from care are a significant point of difference with other adoption models, and presents a need for research in the area.

IMPLICATIONS
  • Following the change of legislation in New South Wales, Australia, that prioritises open adoption over foster care, social workers in the field of child protection are well placed to assist in this process.

  • Social workers can assess children entering care to identify those who will benefit from adoption in a timely manner; undertake casework and administrative aspects of the adoption process; work closely with the child, and birth and adoptive families by delivering pre- and post-adoption supports; and conduct longitudinal research on the outcomes for children adopted from care.

Abstract

How young people in State care decide upon future careers, and the support offered for this process by carers and child protection caseworkers, has received little research attention. This qualitative study sought the views of young people in care, foster and kinship carers, and child protection caseworkers about career development for in-care youth. We found young people were thinking about career options but encountered a safety driven, acute casework approach, which sidelined education and work planning. Career development was not viewed as a caseworker responsibility, and, by default, was primarily developed by carers. The study highlights the need for a greater focus on the transition to adulthood and the inclusion of career development in policy and practice development.  相似文献

Situated on the margins of Europe, Scotland and Finland are small countries which share similar demographic and economic profiles. In many European countries, residential child care can also be considered to be ‘on the margin’ of child care provision; there is ambivalence about residential care and a view that it should be used as a last resort. This paper examines systems and practices of residential care in Scotland and Finland, locating these in the context of wider child welfare policy in both countries. The underpinning principles of child welfare provision in both countries are similar—based on children's rights and primarily family-focused. In both countries there are also similar concerns about the fragmentation of child care provision and the cost of residential services. However, there are also important differences relating to child welfare provision and the use of residential care. In Finland, overall numbers of children in residential care are much greater than in Scotland; the age profile of these children and young people is very different; and the two countries vary markedly in the use of secure accommodation and custody. This comparative analysis suggests new ways of understanding the similarities and difference in the use of residential care in the two countries. It highlights the continuing challenge to develop residential care as a positive and integral part of a continuum of care services.  相似文献

Abstract

Children placed in out-of-home care are a particularly disadvantaged group in society, who have often been exposed to trauma and socioeconomic disadvantage. As a result, they experience poorer health outcomes than children in the general population, especially mental health outcomes. One health outcome that has yet to be researched thoroughly is overweight and obesity of children placed in out-of-home care. Hence, the overall goal of this paper was to review the extant literature over the last decade on weight-related issues for children in out-of-home care, with particular emphasis on overweight and obesity. The findings of the review revealed that there is a lack of rigorous Australian research in relation to prevalence rates of overweight and obesity in children in out-of-home care; there is a lack of strategies or interventions designed specifically to combat overweight and obesity in children in out-of-home care; and one of the major limitations of Australian research to date is the use of self-report measures to assess the weight status of children in out-of-home care. It was concluded that prevention and intervention strategies are needed that target children as they enter out-of-home care.  相似文献

Indigenous Australian children are overrepresented in the out-of-home care (OOHC) system, with numbers and rates on an upward trajectory. There is now serious concern that this overrepresentation is creating a second Stolen Generations in Australia, noted within policy campaigns such as Family Matters—Kids Safe in Culture, not in Care, and Grandmothers Against Removals. While placement in OOHC is designed to protect children’s long-term safety and wellbeing, it threatens cultural connection, which is fundamental to Indigenous identity and wellbeing. Some government policies that aim to foster cultural connection have not been effective, while others, such as the 2014 permanency legislation in Victoria, arguably threaten cultural connection. This article highlights the vital importance of cultural connection for Indigenous child development, arguing that for Indigenous children, family connection strengthens cultural connection. We argue that family needs to be recognised as a critical component of cultural connection that is equally as important as placement stability in OOHC. Consequently, statutory and community organisations responsible for Indigenous children in OOHC must focus on facilitating and strengthening family relationships, not only to foster cultural connection, but also to explore reunification possibilities.

We analyse the relationships between marriage and female labour supply for urban householders in Bandar Seri Begawan, capital city of Brunei Darussalam in Southeast Asia. This analysis is based on a survey of 151 adult women. We establish that age, total number of career work position(s) held, expressing the degree of labour mobility, and the level of educational attainment influence participation of women (both married and single) in formal labour markets. A major factor influencing the likelihood of married women working is the number of their children below the age of 18. Higher propensity to work occurs with decreasing number of children. Wage incomes of working women are largely determined by the level of educational attainment, work experience and social class status. Married women are more likely to work than unmarried women and on average earn about 53% more than unmarried women assuming other things constant. The main factors influencing the value of time in marriage of currently married women are the income of husband, their work experience, educational attainment and age. This value decreases with increasing age of the woman spouse but it increases with higher levels of work experience and educational attainment of the woman, and higher income of her husband.  相似文献

Objective: Knowledge about gender, class and labour-force participation of kinship foster parents in European countries is scarce. This study examines the gendered structure and generational pattern of kinship foster parenting in Norway and compares class components and labour-force participation of kinship foster mothers to the larger female population and to non-kinship foster mothers.

Method: The analysis is based on survey data on relationships between foster parents and child, social demographics and placement characteristics from 123 kinship and 88 non-kinship foster mothers of children in state custody. Labour Force Survey and Education Statistics from Statistics Norway were used to compare the kinship sample to the average female population.

Findings: Kinship foster care in Norway is gendered, in that it is women who assume the responsibility for relatives' children. Kinship foster care reflects class differences in that the educational level of kinship foster mothers and their household income are lower than the average female population and of non-kinship foster mothers in Norway. The labour-force participation of kinship foster mothers in Norway is comparable to that of the country's female population in general, except for women aged 35–55 with children under seven, among whom labour-force participation is lower than for the female population.  相似文献
