Abstract

An Indigenous social work guided by Indigenous Australians’ participation and experience that has, at its heart, human rights and social justice is in its infancy in Australia. The present paper continues a discussion on Indigenous Australian social work theory and practice developments being generated by those working in this field. Aspects of this “praxis” include recognition of the effects of invasion, colonialism, and paternalistic social policies upon social work practice with Indigenous communities; recognition of the importance of self-determination; contemporary Indigenous and non-Indigenous colleagues working in partnership; the impact of contemporary racist and neocolonialist values; and rethinking contemporary social work values and practices. There is discussion of appropriation and reinterpretation of social work concepts, incorporation of international and local Indigenous theory, and the framing of social work by Indigenous Australians’ views and values.  相似文献

Abstract

With the rise of evidence-based practice, there have been calls in social work for practice research that examines the efficacy of its interventions. For the present paper, the authors conducted a content analysis of all articles published in Australian Social Work in the period from 1998 to 2007 to examine the nature of published research and evaluation. Of the 313 articles, 138 (45%) reported on research findings. Of these, only six articles involved practice evaluation or testing of an instrument, but there were positive signs of a developing empirical research culture primarily utilising a qualitative approach or mixed methods studies. The authors suggest that there is a need for more research on social work interventions, a more conscious decision by the profession about its attitude to evidence-based practice (EBP), specific directions for research education, and greater rigour in reporting all types of research studies, but particularly qualitative studies.  相似文献

Abstract

The transgender community represents a highly marginalised portion of the Australian population, frequently experiencing discrimination, social isolation, and harm. This review explores literature informing Australian social work with transgender people. It highlights the importance of generating a transgender-positive discourse within Australian social work to effectively engage with and advocate for individuals with nontraditional gender identities. Key themes emerged from reviewing the literature related to the medical model, the mental health of transgender people, interdisciplinary and alternative transgender literature, minority status of transgender people, existing social work approaches to transgenderism, and Indigenous transgender literature. The views of transgender Australians are largely absent from the literature. However, the Australian transgender community's emerging voice and political activism highlights the potential for collaboration to play a significant role in the process of building a working knowledge base for social work. Based on the identified gaps in literature, in this paper we call for continued progress in developing a theoretical and practical knowledge base that incorporates the lived experiences of transgender Australians. We argue for the development of an approach to practice that is responsive to gender diversity. Highlighted in the review are the conditions that promote greater engagement with the transgender community.  相似文献

Abstract

Little is currently known about the social policy history and activism of the Australian Association of Social Workers. This paper addresses that gap in knowledge by examining the social policy context and Australian Association of Social Workers policy activism identified in 20 Norma Parker Addresses from 1969 to 2012. A number of key themes are identified including a concern that social workers take a structural or social justice approach to policy debates, a belief that social workers should be more prominent in policy activism, challenges or barriers to social work activism, and a growing engagement with Indigenous issues. Further research on the detail and history of Australian Association of Social Workers policy activism beyond this exploratory study is recommended.  相似文献

In Australian Social Work, June 1992, Cheers gives an overview of ‘Rural Social Work and Social Welfare in the Australian Context’. This is an important contribution to our understanding of working in rural and remote areas in Australia. Over the past five years Cheers, through his published articles, has been instrumental in increasing our knowledge base of the requirements for social workers to be effective in these areas. In giving an overview it is not possible to discuss some of the problems in implementing the ideas presented by Cheers. It is the purpose of this article to extend Cheers' article by discussing the difficulties faced by social work(ers) in rural and remote areas as well as making suggestions for the development of social work practice in rural and remote areas.  相似文献

Abstract

The introduction of compulsory income management by the then Coalition Government in 2007 signalled the increasing policy influence of individualistic as opposed to structural explanations of social disadvantage. Using key policy and evaluation literature, this article critically examines the principal arguments for and against compulsory income management. Specific questions are raised about the top-down and coercive nature of compulsory income management, the lack of supporting empirical evidence, and its apparent discrimination against Australians who are Indigenous or reliant on income security payments, or both. Some conclusions are drawn about the potential for more effective policy solutions that would involve a genuine partnership with disadvantaged communities.  相似文献

Abstract

The pressure to attract funds and produce research, to spend more time on scholarship rather than on teaching and practice links challenges the nature of social work education. This paper outlines the impact of both funding cuts and the managerial and business culture of contemporary Australian Universities on the teaching of social work. It addresses social work practitioners concerns' about these changes, and outlines attempts made by social work schools to respond to these challenges.  相似文献

ABSTRACT

This study examined the nature of literature reviews published in Australian Social Work between 2007 and 2017. An audit was conducted to determine the number of reviews; types of reviews (systematic, meta-analysis, metasynthesis, scoping, narrative, conceptual, critical); and elements that were commonly reported (based on items drawn from the PRISMA checklist) including quality appraisal. A total of 21 reviews were identified. Results showed the overall number of reviews published remained relatively consistent across the decade. In relation to review types, systematic and scoping reviews appeared with greater frequency in more recent years. Most reviews reported significant proportions of the elements consistent with the type of review undertaken, although a minority did not report the search strategies and only one review included a quality appraisal. In conclusion, the reviews published over the last decade provide a strong foundation upon which further advances in the diversity and quality of reviews can be built.

This paper offers a critical analysis of existing literature on historical and contemporary gender dynamics in Australian social work education and practice. Analyses of gender dynamics and inequalities have the potential to illuminate pathways for inclusive social work education and practice, for both practitioners and people who access social work services. This critical review of the literature demonstrates that Australian social work education and practice have been shaped by gendered discourses, structures, and power dynamics since its inception. In a contemporary sense, women constitute the majority of social work educators and practitioners, while men disproportionately dominate positions of power and prestige, although rigorous Australian data on the roles and representation of men and women are not readily available. Our findings point to the need for further engagement with gender as a unit of analysis in Australian social work research, including further engagement with inclusive and intersectional feminisms.

Abstract

Social Work is just beginning to consider the full impact of technology on practice. In this paper the experience of social workers working in Centrelink, the Australian Government's service delivery organisation, is explored in the context of Centrelink's increased reliance on technology to deliver its services to six million Australians. The results of a survey that indicated nearly one half of Centrelink's social workers have received no formal training in how to use the technologies they rely so heavily on in their work are considered, as is the role of the social workers who are working as a part of Centrelink's call centre network. It is argued that social workers need to be careful not to confuse means and ends when it comes to utilising technology as a part of their practice.  相似文献

ABSTRACT

Many Australians living with a disability find themselves recipients of Newstart Allowance when applying for the Disability Support Pension (DSP). Newstart Allowance is designed as a short-term payment for people looking for work, with a lower fortnightly payment and limited medical and transport subsidies compared to the DSP. This paper describes the financial challenges of living with a disability while on Newstart Allowance. With a focus on the experiences of Aboriginal and Torres Strait Islander (Indigenous) Australians from two regional towns, qualitative semistructured interviews and focus groups documented experiences of 39 community members and 21 medical and nonmedical service providers supporting clients living with a disability on Newstart Allowance. Four themes were identified: (i) living with severe financial hardship, (ii) challenges complying with the DSP application, (iii) being financially penalised for not complying with Newstart Allowance conditions, and (iv) supporting community members to manage severe financial stress. Although people living with a disability on Newstart were experiencing severe hardship and poverty, there was limited participation of Centrelink-employed social workers within their described experiences with Centrelink. We argue that social workers can work to humanise human service settings and potentially help to mitigate these financial challenges.

Wolfe's book proposes affinities between transformations in anthropological knowledge and the changing strategic imperatives of Australian settler colonialism. He sees settler colonialism not as an event but a structure determined by a logic of elimination directed at Indigenous Australians. This article considers the persuasiveness of his claims in relation to the core concepts of settler colonialism and race relations and his approach to gender relations. It situates the book under review in wider debates about the history and anthropology of Indigenous Australians, and in the context of an earlier controversy generated by Wolfe's analysis of the concept of the Dreamtime.  相似文献

ABSTRACT

This paper uses critical reflection as its primary methodology to research one Master of Social Work student’s former practice experiences as an Australian immigration officer. The paper contextualizes the study by offering a critical analysis of hegemonic constructions of asylum seekers in Australia, which are reflected in Australian law and policy, as well as potentially influencing social work practice. Critical reflection on one of the author’s practice provides a rich case study that reveals the tensions of government-employed social workers in restrictive environments, and the espoused social justice values of the profession. The findings hold implications for both social work education and practice, suggesting that critical social work education, and in particular, the use of critical analysis and reflection, can improve ethical practice with refugees and asylum seekers.  相似文献

Abstract

Social workers form a critical component of the Australian health workforce. While their roles as practitioners are very strategic within the health system, less clear is their contribution to health research. This paper reviews the published record of social work research in Australian health from 1990–2009 in order to discern the patterns of the social work contribution to new knowledge in health. The results of this review indicate a tendency to focus on discursive commentary rather than empirical research as well as a less-than-expected focus on client studies. Given the rise of evidence-based practice, there are potentially serious implications for social work in terms of how it positions itself as a contributor to new knowledge within the health field.  相似文献

Abstract

Relative powerlessness resulting from colonial dispossession and associated passive welfare policies has long been recognised as a critical factor influencing the health and wellbeing of Indigenous Australians, yet it is hard to find well-evaluated health and social interventions that take an explicit empowerment approach. This paper presents the findings of a Family Wellbeing Empowerment programme pilot delivered to Cairns Region Department of Families Indigenous youth workers and family and community workers in 2003/2004. The aim of the pilot was to build the capacity of these workers to address personal and professional issues as a basis for providing better support for their clients. The pilot demonstrated the effectiveness of the programme as a tool for worker empowerment and, to a lesser degree, organisational change.  相似文献

Abstract

As we approach the twenty first century, social work as a collective activity is experiencing considerable uncertainty. This paper argues that the strategy embodied in promoting traditional professionalism, while moderately successful in the past, has become increasingly problematic. Similarly, the ongoing utility of current approaches to practice theory as a key part of the professional project is questioned. Identifying key challenges emerging in the environment, the paper suggests that an active debate about both the organisation and conceptualisation of Australian social work is vital for its future.  相似文献

ABSTRACT

While increasing attention has been paid to the experiences of Indigenous sistergirls over the past decade there still remains a dearth of empirical research on the experiences of this diverse population of Indigenous people. This paper seeks to add to the small body of existing literature by reporting on a thematic analysis of existing media in which 18 sistergirls shared their experiences of family and community. The thematic analysis identified two themes within each of these topics. Specifically, when talking about family, both familial acceptance and rejection were salient themes. When talking about community, both the traditional role of sistergirls in their communities and negative responses from communities were salient themes. The paper concludes by suggesting that increased knowledge about the lives of sistergirls may assist social workers in supporting sistergirls both in their own outreach endeavours, and in providing more culturally competent services.  相似文献

Abstract

In recent years, Australian governments at all levels have adopted social capital and related concepts to frame social policy. Hence, these ideas provide the backdrop within which much contemporary social work practice and social policy development occurs. Despite extensive coverage of social capital concepts in the social science literature there has been limited discussion of their application to social work practice. In this paper we review the origins and meaning of social capital. We then turn to a discussion of its application to progressive social work as well as a consideration of the criticisms of social capital concepts. We introduce a synergy model of social capital formation that incorporates a dual focus on local community networks and the role of the institutions of government, non-government agencies and business in the creation of social capital. The paper concludes with consideration of how a synergy approach can be applied in, and developed through, social work practice.

ABSTRACT

In recent years Australian governments have significantly refocused domestic violence policies to prioritise primary prevention strategies. The objective of such strategies is to change how Australians perceive, acknowledge, and respond to domestic violence as a gender-based problem. Recognising the value of these efforts to address oppressive cultural practices, we draw attention to limitations inherent in shifting culture as a means to prevent domestic violence. We demonstrate how governments may improve policy approaches by addressing the structural inequalities that have historically forced women into positions of subordination. This will help us move toward more effective and long-term solutions to domestic violence.

  • Australian domestic violence policy must include structural and systems changes prioritising women’s equal rights in addition to equal opportunities.

  • To change cultural attitudes and behaviours, we must alter the environment in which oppressions and opportunities are located.

  • Social workers can shape the debate to ensure that changing culture to prevent domestic violence is conceptualised as part of a wider social and policy change agenda.

Abstract

The academic affiliations of the authors of all articles published in six social work journals between 1989 and 1993 were reviewed and tabulated to produce a ranking of the colleges and universities whose faculty are making the most substantive contributions to the social work literature. The results of this analysis are compared with the findings of two similar, previously published studies covering the five-year periods of 1979-1983 and 1984-1988.  相似文献
