In this article, using multiple illustrative case examples, we demonstrate that philanthropic institutions are in the business of creating public value. In framing the work of philanthropy more broadly to include the process of public value creation, philanthropic institutions and leaders are challenged to be more strategic not only in their mission‐fulfillment grant‐making with nonprofit organizations but also in the way they stimulate and encourage collaboration, create the “third space” necessary to incubate ideas to transform society, and leverage resources to increase the return on their investments toward system‐wide change. The implications for philanthropic actors and institutions suggest that the strategic contributions they make toward creation of public value are those that go beyond transactional performance measures, such as number of dollars spent or clients receiving services, to include ways that their investments are amplified by meaningful partnerships with nonprofit and other organizations, changed behaviors of institutions and individuals, and transformative public policies.  相似文献

Governments depend on nonprofit, voluntary sector organisations to deliver social and community services, and public funding is the sector’s most important income source. However, in many countries, public funding for social services is becoming more limited, conditional and precarious, and governments are encouraging nonprofits to diversify their funding base, and shift their reliance to income from market activity and private donations. This article is concerned with access to philanthropic and commercial funding among nonprofits, and the factors affecting it. It firstly discusses an emerging policy agenda to promote private funding among nonprofit community service providers. Then, multivariate analysis of survey data from 521 Australian nonprofits shows which organisations access income from client fees, business activities, community fundraising, and philanthropic foundations. By exploring inequalities in the distribution of these main sources of private funding, the article helps identify the types of organisations that face challenges in establishing and sustaining streams of private income, and which are likely to require ongoing public support.  相似文献

This article proposes a framework for viewing the behavior of philanthropic institutions through the lens of organizational identity via semi‐structured interviews with twenty‐seven grantmakers representing seventeen foundations, along with content analyses of these foundations’ public documents. This empirical investigation revealed three identity profiles: agenda setter, supporter, and community builder, which capture distinct patterns in foundation strategy, operational structure, and grantmaking practices. For theory, these findings provide an alternative to the conventional view of foundation behavior along an active to passive continuum to one that suggests a role for organizational identity. For practitioners (grantmakers and grantseekers), this perspective demonstrates that there are multiple pathways through which foundations create social value, not just one definition of “best practices.” Understanding these different perspectives on social value creation can help grantmakers identify internal inconsistencies in their strategies and operations and can help grantseekers identify foundations most likely to fund their work. The article concludes with suggestions for further research to explore the extent to which this framework can advance understanding of institutional philanthropy as the field moves to challenge traditional boundaries between nonprofit foundations and private social change initiatives.  相似文献

Do foundations effectively use social media to engage stakeholders? Do usage and engagement vary by foundation type? This article has been written to stimulate discussion and research about social media use and user engagement by foundations beyond measuring social media presence. We analyzed Facebook usage and stakeholder engagement for three types of foundations: community, corporate, and independent grant‐making foundations. We found that although community foundations are more likely to have a social media presence, corporate and independent foundations are more likely to use Facebook and to effectively engage stakeholders. Findings illuminate the need to understand social media usage and engagement in addition to presence. We discuss potential benefits of social media use and provide practical communication management recommendations for nonprofit practitioners.  相似文献

The current U.S. climate of racial and social injustice has prompted a renewed call for diverse and equitable ways to rethink community philanthropy. Community foundations are vehicles for community philanthropy which offer vast benefits for social improvement and community development. The board of directors ensures these organizations fulfill their mission, making decisions on funding priorities and holding the organization functionally and fiscally responsible. Drawing on constructs of diversity and representative bureaucracy and a case study of Florida community foundations, we suggest that diversity is understood in different ways and the presence of diverse board members may be linked to advancing the interests of diverse communities and in achieving outcomes that assist in the needs of certain social groups. Increased understanding of diversity can improve foundation and philanthropic effectiveness and bring broader social change by promoting equity and social justice among community‐based philanthropic organizations.  相似文献

Large philanthropic foundations such as those which first developed in the United States in the late nineteenth and early twentieth century had four characteristics: (a) the aim of contributing to the public good; (b) applying science and scientific method to human affairs, interpreting science broadly; (c) using great wealth to pursue these purposes; and (d) seeking public recognition of their charitable status in doing so. Between 1870 and 1930 the large foundation emerged as a major social institution, and under the influence of their officers began to be major patrons of applied social science for public policy purposes. Critics of foundations have charged that they were private bodies without external accountability; they were secretive, undemocratic, unrepresentative and indeed pillars of the ruling class. Nevertheless, foundations have exercised a disproportionate influence upon public policy research and have sought to apply fundamental knowledge to tackling social problems. They represent the institutionalisation of knowledge-based social engineering.  相似文献

This article examines the discoursal shift to “reintegration” within trafficking protection programmes and policy, with emphasis upon Cambodia. The evidence indicates that non‐governmental organizations (NGOs) are progressively making “reintegration” their primary protective objective. Yet a lack of conceptual clarity prevails and is being exacerbated by models and forms of guidance which position NGOs as directly undertaking or providing for the achievement of reintegration. This article argues that NGOs and their practitioners cannot “reintegrate” anyone – at least not in any substantive sense. Drawing upon the discourse within the field of protection practice, a dualist conception of reintegration is proposed as comprised of “procedural” and “substantive” elements. Accordingly, the procedural delivery of assistance may or may not support the substantive attainment of reintegration. It is argued that the emerging focus upon reintegration reflects a broadened vision of justice which warrants further research into the social and cultural foundations necessary for its achievement.  相似文献

The rise of environmental justice activism since the 1980s provides an exceptional opportunity to study the relations between a grassroots movement and philanthropic foundations. I utilize archival documents and interviews with activists and funders to pose two guiding questions. One, to what degree has the environmental justice movement gained access to foundations? Two, to what degree does this movement maintain self‐determination in its relations with foundations? This paper shows that the movement successfully established connections with a few key foundations. I also show how environmental justice grantee organizations maneuvered around some of the foundation‐related constraints that might otherwise present very real threats to their self‐determination. This analysis builds on, but also goes beyond, the channeling and co‐optation literatures that emphasize the potentially negative influence of foundation funding on grantees. It also contributes to the newly developing social relations perspective which conceptualizes social movement philanthropy as a relationship that is mediated by many factors (for instance, the political orientation of the funder and grantee, among others).  相似文献

Gonzo Justice     
The role of public discourse, social control, punishment and claims about justice are joined in this essay through the concept of gonzo justice. Gonzo justice refers to the use of extraordinary means to demonstrate social control and moral compliance through rule enforcement and punishment designed to stigmatize publicly, often through the mass media, and to demonstrate the moral resolve of those mandating the punishment. The collapsing of distinctions between the news media as chroniclers of public life and formal agents of control is illustrated with materials from an ongoing study of new forms of social control. The implications of making extraordinary sanctioning practices ordinary and routine are noted.  相似文献

For more than a decade, the Evelyn and Walter Haas, Jr. Fund has seeded many San Francisco Bay Area youth organizing and advocacy programs. Now that the field is maturing, argues the fund's vice president of programs, foundations have a critical programmatic and capacity-building role to play. The author offers analysis and strategies for integrating youth development grant making across foundation interest areas. The programs described illustrate the diversity of youth organizing and advocacy programs that could be supported by funders, whether or not any particular philanthropic institution has a grant-making focus on youth development or youth organizing. The article ends with an in-depth portrait of the self-reported needs of youth organizing and advocacy programs and concrete strategies for foundations seeking to more effectively enable youth organizing and advocacy to play an important role in bringing about a more vibrant, diverse, and effective democratic culture.  相似文献

In the United States and in other countries as well there are a number of government and philanthropic initiatives to help more people, particularly those from low-income backgrounds, enter and succeed in postsecondary education. These initiatives typically involve remedial education (because a significant number of students are academically underprepared) and vocational or occupational education (called Career and Technical Education in the United States) because many students elect an occupational pathway. On the remedial front, policy makers are calling for reform of remedial education, for it has proven to present various barriers to degree completion. On the CTE front, policy makers want more academic work integrated into career courses believed to better prepare students for the demands of the new economy. But both remediation and CTE emerge from and carry with them assumptions about knowledge and learning that limit their effectiveness, and these assumptions are reinforced by institutional structures and status dynamics and by the forces of social class. This article (based on a talk given at the American Educational Research Association) examines these assumptions with the goal of moving beyond them. It also offers some reflection on the research methodology best suited to explore such complex social topics as remediation and occupational education.  相似文献

Training social workers for leadership roles in electoral campaigns and political offices increases the profession’s effectiveness in promoting public policy that reflects our professional values and commitment to social justice. This research describes and evaluates an educational experience in the US that prepares social work practitioners and students to run for elected office; to work in leadership positions at the local, state, and federal levels; and serve as effective advocates for social change. Participants’ plans for future political engagement before and after the training were compared. Following the training, participants are more likely to plan to be politically active in general. Their intentions to work on campaigns, run for office, and engage with elected officials increased. These results can inform education in other social work settings.  相似文献

Like many nonprofit organizations, community development corporations (CDCs) rely on various sources of funding and support for their activities in poor and distressed neighborhoods. Funders often include the federal government, state and local government agencies, financial institutions, and philanthropic organizations. The author explains how community foundations are different from other philanthropic organizations and describes the various mechanisms that community foundations use to support community development. She suggests that there is a natural fit between the purpose of community foundations and the philosophy of community development, concluding that it is important for CDCs, as well as other nonprofit organizations, to understand how community foundations are different from other philanthropic organizations so that they may better position themselves to take advantage of the many resources that community foundations bring to their communities.  相似文献

This article describes the impact of both neo‐liberal and conservative discourse upon poverty policy and welfare reform. In it, I summarize the discursive construction of welfare queens and deadbeat dads and the influence upon welfare reform while incorporating globalization in the discursive critique. This paper also describes the resistance to the discourse evidenced by those most affected by the poverty or welfare reform discourse. I suggest ways of critically examining our own discourse as well as the welfare reform discourse and our participation in it or resistance to it. The conclusion questions assumptions about dependency, welfare receipt and justice.  相似文献

How does evidence-based sociological research influence public policymaking either directly or indirectly? Based on an analysis of a 2014 NSF-funded public policy research workshop and written case studies by workshop participants, this article provides a conceptual roadmap and varied examples of the pathways through which social science research and social scientists can inform public policy decision-making. Pathways include networks and relationships among academics, social scientists employed in government, special interest groups and non-profits, and members of the media. Many sociologists are committed to using their evidence-based findings to inform solutions to societal problems, yet are often too narrowly trained to write only for scholarly communities and are often unaware of the relations, connections, and networks that can increase the use of sociological and other social science research in public discourse and in the public policy arena. The paper highlights lessons learned about effective networks, communication channels and dissemination strategies from the workshop and case studies in order to better equip those social scientists interested to bring their research into a public policy realm with the tools to do so. Given the current political climate, this resolve seems all the more important.  相似文献

Immigrants are routinely tied to a range of social problems in the policy making process in the US political system. Little is known however about the extent to which citizens hold attitudes that connect immigrants to particular social problems and whether these attitudes spill over to influence citizens’ preferences toward specific public policy alternatives that might appear to be largely independent of immigrants and immigration. Investigating the nexus between immigration and crime, we ask how Anglo whites’ contextual environments influence their propensity to link immigrants to a salient social pathology like crime. Results show that whites living in states where immigrant populations have increased most dramatically and in states with lower socioeconomic characteristics are more likely to associate immigration with increased criminal activity. Whites’ attitudes toward immigration‐induced crime has important spillover implications to the larger public policy making process as whites who view immigrants as a cause of criminal activity are more likely to support tougher criminal sentencing and the death penalty.  相似文献

The following article traces the way in which the communist party in the ex‐Soviet Union came progressively to betray the principle of social justice that was the driving force behind the October Revolution. The gradual erosion of the social policy of the country has created a diverse and complex social stratification structure which is bound to worsen with the introduction of economic reforms. The author argues that unless the process of economic transformation is corrected by a strong social policy, not only is economic reform likely to be impeded, but the political stability of the country is also likely to deteriorate.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

In the context of China’s new law against domestic violence, proposed by the State Council in November 2014 and passed in July 2015, this article examines online engagement by Chinese citizens leading up to the legislative revision, and examines the Sina Weibo microblog activities of one influential organisation, nǚquán zhī shēng (Feminist Voice). I ask how a Chinese Civil Society Organisation (CSO) uses online media to open public discourse on, and in some cases challenge, formal and informal institutions around a normatively marginalised issue, the case of domestic violence. Drawing on and synthesising literature on domestic violence, civil society and online communications in China, this study provides a timely contribution given the relative limitedness of up-to-date data, after the huge wave of publications following the 1995 Beijing conference. Findings are based on content analysis of the Feminist Voice microblog during 2012. While Chinese CSOs are often dismissed as non-confrontational and therefore ineffective change agents, Feminist Voice does challenge status quo marginalisation of domestic violence in the public sphere and facilitate discussion around formal and informal institutional reform, thereby influencing social attitudes and potentially also policy and law making.  相似文献

The purpose of this article is to analyse the changing relationships between local government and voluntary organisations in the decentralised Danish welfare state within the field of social policy. Here major changes in public discourse have brought voluntary organisations more to the forefront in a welfare state model whose distinct public character might be fading. However, little attention has been devoted to potential problems resulting from intensified co-operation. The article explores these issues using evidence from a case study of the links between public authorities and seven voluntary organisations in the city of Aalborg in northern Jutland. This case study raises the question of whether voluntary organisations, as argued in public debate, can generally be regarded as the antithesis of the bureaucratically and paternalistically organised public social services. Rather, they seem to be co-actors, actively constructing new paradigms and practices in social policy, that cannot be captured in conventional dichotomous models. This suggests that the public bureaucracy versus altruistic voluntary organisation, or distinctions usually made between professional and volunteer motives, may be of limited use.
