Caregivers at risk of involvement in the child welfare system report high levels of need for multiple types of services, and their children have high levels of mental health need. Caregivers from families with more service needs, as well as unmet needs, are less likely to be engaged with child welfare services and may have diminished capacity to care for their child. This study takes a family‐centered approach by using latent class analysis to identify patterns of both caregiver and child service needs among families at risk of child welfare involvement. Using data from the LONGSCAN consortium (N = 957), we identified 4 classes of service needs among child welfare‐involved families. We then examined differences between the 4 classes based on demographics, maltreatment histories, unmet service needs, and caregiver–child relationship. The caregivers were split fairly evenly among the 4 classes: low needs, medical needs, poverty support, and high needs. There were significant differences between classes on assessed variables, with higher levels of needs associated with diminished caregiver–child relationships.  相似文献

This study aims to analyse the interaction between children in foster care and their main caregivers during a microcoded co‐construction task, focusing on the verbal and non‐verbal behaviours that the adults use to promote a secure attachment in the child. It also examines how children and caregivers' socio‐demographic variables relate to the interaction. The sample is made up of 28 Spanish children between 4 and 9 years old in long‐term non‐kin foster care and their foster families. The building task was administered to 28 dyads, composed of the child and the main caregiver in each family. Our results showed that the caregivers' use of attachment‐facilitating behaviours was frequent during the interaction. Moreover, children tended to display a positive attitude when adults used these attachment‐facilitating behaviours. We also found some differences in the interaction according to the caregivers and children's age, the child's gender and the caregivers' satisfaction with the child's development. These results offer us a better understanding of the functioning of the adult–child relationships in foster families, which helps us make more efficient interventions to improve the caregivers' sensitivity towards the children's needs and difficulties.  相似文献

A recent study estimated that over one‐fourth of Chinese children have suffered maltreatment (Fang et al., 2015 ). However, the current child welfare policy in China is limited to orphans, abandoned children, and children with disabilities. Also, there is very little comparative research in China on Chinese and other countries’ child welfare systems. The purpose of this study was to analyze applicable US and Chinese child welfare policies, identify gaps in Chinese policy regarding child maltreatment, and make recommendations for a policy agenda for improving child welfare in China based on cultural values and existing policy structures. Results show that China has considerable capacity to make improvements in child protective services, foster care, and adoption policies. Based on the results of this study, several implications are provided to develop China's child maltreatment policy to increase children's outcomes of well‐being, safety, and permanency. Objective. The objective of our research is to examine the impact of New Jersey's welfare reform called the Family Development Program (FDP) on child fostering among children on welfare. Methods. The research and analytical methods we use include an experimental design and probit regressions. Results. Our results show that FDP impacts are confined to children of short‐term welfare recipients (new cases) but affects both African‐American and white children in this welfare group. Among new cases, FDP decreases the probability of African‐American children living in foster families, resulting in a 28 percent change from the baseline prevalence rate of 7.2 percent. In contrast, FDP increases the likelihood of white children living in foster families, leading to a 70 percent change from the baseline occurrence rate of 1.4 percent. Conclusions. We conclude by discussing the policy implications of such segmented impacts of welfare reform for vulnerable child populations.  相似文献

Child welfare systems struggle with how best to accomplish reunification for children who have been removed from their home due to child maltreatment. Parent mentor programs may facilitate the reunification process. In these programs, parents who have successfully reunified with their children after child welfare involvement provide support and guidance for parents currently navigating the system. The current study examines (a) whether distance was a barrier to participation in orientation of a parent mentor program (called Parents in Partnership [PIP]) for 98 parents involved with the child welfare system and (b) whether participation affected reunification outcomes for 73 parents. Logistic regression models showed parents who lived closer to the PIP orientation location were more likely to participate in the orientation. Further, parents who attended PIP orientation were 5 times more likely to reunify with their children. Parent mentor programs may be one way to increase the likelihood of reunification for families involved in the child welfare system and may increase the engagement of fathers involved with the child welfare system. Future research should examine whether participation in parent mentor programs reduces the length of time children stay in foster care in addition to increasing rates of reunification.  相似文献

In the USA, African‐American children are overrepresented in the child welfare system. However, little is known about the child welfare system experiences of biracial children, who are predominately both White and African‐American. To better understand this population, data from public child welfare in a US county were used to examine biracial children in the child welfare system. Results showed significant racial differences between children in the child welfare system. Despite the common belief that biracial children will have experiences similar to African‐American children, the child welfare system seems to view them differently. Biracial children are more likely to be referred, rated as high risk and investigated compared with White or African‐American children. Their mothers were younger, and were more often assessed as having physical, intellectual or emotional problems. These caregivers were also considered to have lower parenting skills and knowledge compared with White or African‐American caregivers. Although the disproportionate representation of African‐American children in the system has been well documented, this study provides evidence that biracial children are also overrepresented. Despite the fact that this is a rapidly growing population in the USA, there is little research available about biracial children and their families.  相似文献

This study examined Family Group Decision Making (FGDM) among a nationally representative sample of African‐American and White children investigated for maltreatment in the US. While FGDM was developed for work with ethnic minority families, there is no research on how this is being carried out in the US, where African‐American children are overrepresented in child welfare services. The study views racial differences in child, caregiver and maltreatment characteristics related to FGDM; composition of FGDM meetings; service referrals and receipt; and service satisfaction. Data are from the National Survey of Child and Adolescent Well‐being (NSCAW), a study of 5501 children ages 0–14. Current analyses include African‐American and White children (n= 4129). Stratified, bivariate and multivariate regression analyses were used. Results showed that while race was not related FGDM receipt, different characteristics lead to FGDM among African‐American and White families. Surprisingly, caregivers report feeling no more involved in decision‐making in association with FGDM. FGDM is provided at low rates overall (10%) and less frequently among White caseworkers. Child access to mental health services increases in relation to FGDM. Implications are discussed.  相似文献

Little is known about factors associated with child welfare case duration. Understanding factors associated with case duration may help stakeholders make more informed decisions about funding and service allocation and improve compliance with federal law. This study had two research questions: (1) What factors are associated with child welfare case duration? And (2) Do factors differ depending on whether children were placed exclusively with parents or with others (e.g. relatives and foster care) during the case? The study sample consisted of families (N = 874) with co-occurring child maltreatment and substance use in one midwestern state in the United States between 2007 and 2016. Linear regression models were used to identify correlates of case duration while controlling for child placement status. Overall, having a child under 1 year of age, benzodiazepine use, methamphetamine use and injection drug use were all associated with longer case duration, whereas marijuana use with no other substance use was associated with shorter case duration. Additionally, factors associated with case duration differed based on child placement status during the case. These findings suggest important heterogeneity in families involved with child welfare services and may allow for proactive mitigation of cases at greater risk.  相似文献

Working to improve the welfare of children in care is a priority shared by all French child protection services. However, the means to measure and improve well‐being are limited (Fergeus et al., 2019). Although the trend today is towards a more comprehensive understanding of the point of view of adults involved in the socioeducational process, too little is done to include the children's own perception of their situation and conditions of care. The purposes of this study are to document and analyse the point of view of children in foster families on their subjective well‐being and also to identify contextual factors that influence it. Ninety‐one children living in foster care, aged 13.5 years on average, completed the French version of the Multidimensional Students' Life Satisfaction Scale developped by Huebner, Zullig Runa in 2012. The multidimensional evaluation of well‐being (family, school, self, friends, and living conditions) reveals a moderate life satisfaction within the foster family and a weak one at school. Total life satisfaction levels are directly linked to the number of care orders the child has experienced, their duration, and the type of education received. The implications of these results for professional practices related to children in care will be discussed.  相似文献

This study examined the extent to which relationships with biological mothers, foster parents and peers influenced the self‐esteem of adolescents in foster care. A subsample from the National Survey of Child and Adolescent Well‐Being of adolescents in long‐term foster care was used for this study (n = 188). The findings indicated that when considering relationships with biological mothers, foster parents and peers and controlling for demographic characteristics in one regression model, relationships with peers had the greatest impact on self‐esteem of adolescents. Implications for child welfare and clinical work are discussed.  相似文献

This article reports on a qualitative study, which sought to retrospectively understand the contribution family group conferencing (FGC) makes to longer‐term outcomes for children at risk of entering State care and their families. Eleven case examples of FGC were studied from five local government areas across Scotland. Each example included the perspectives of different stakeholders in the process: children, their parents/carers and extended family (n = 32), and professionals (n = 28) involved with them. The study found a number of interconnecting issues in relation to FGC outcome contribution. First, the personal experience of process matters to the service user and his/her opinion of the outcomes they achieve. Second, what professionals do and how they do it can impact the outcomes of people requiring support. Thus, the relationship between professionals and service users is central to understanding why and how families achieve longer‐term outcomes. Finally, who defines outcomes and to what purpose is significant when understanding outcomes. This article reports on two sets of FGC outcomes identified within the study: personal and professional. Arguing for a more nuanced understanding of outcomes in child welfare this article begins to explore, and challenge, the manner in which outcomes are identified and valued in child welfare.  相似文献

How do foster parents support the relational and cultural connections of Indigenous children in care? The answer matters; the well‐being of Indigenous children depends on these connections. At one of Canada's largest Indigenous child welfare agencies, we implemented inclusive foster care, an approach requiring foster parents to engage with the family, community, and cultural life of the child for whom they care. Fifteen years later, we present findings from a thematic analysis of interviews with 13 foster parents who participated in a mixed methods study exploring inclusive foster care. We discuss foster parent strategies to support the child's family relationships: setting clear boundaries, rolling with inconsistency, and understanding the family's (hi)stories. Strategies to strengthen cultural connectedness include visiting traditional territory, using personal initiative and Indigenous knowledge, and engaging in school‐based and “multi‐purpose” cultural opportunities. Drawing on foster parent stories of success, we propose ways for social workers, foster parents, and policymakers to address the cultural and relational disruption that characterizes the experience of Indigenous children in care in colonial settler societies.  相似文献

This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? In 2006, the Ghanaian government, in partnership with the United Nations Children's Fund (UNICEF), began to reform the child welfare system. The main aim of this reform was to provide a sustainable and culturally appropriate system of care for children without parental care by shifting from an institutional‐based model to a family and community‐based one. Drawing on existing peer‐reviewed and grey literature, this article provides an overview of the major components of the reform, including reintegration with the extended family, foster care and adoption. In addition, the article discusses the prospects and challenges involved in achieving the reform's intended component. The subject of stability for children in long‐term foster care is an emerging field within social work with vulnerable children. In Sweden, the adoption of foster children is not a common occurrence. Instead, when a child has been placed in foster care for 3 years, the local social welfare committee will consider whether the custody of the child should be transferred to the foster parents regardless of the circumstances of the birth parents, in order to secure stability and a sense of family belonging. Consequently, custody transfers raise questions such as “who is family?” and “who is a parent?” This qualitative interview study with custodians and young people who have experienced custody transfer highlights that who counts as family and as a parent is ambiguous. This article draws attention to how negotiations about family and parenthood revolve around biological, emotional, and relational dimensions. Furthermore, we show that stability for children in care has to be understood in terms of processes over time and not as the result of a single decision of custody transfer. Consequently, social workers need to take several aspects into account when they assess family belonging and stability for children in foster care.  相似文献

Twenty children in foster care, ages 8 to 15 years, provided advice to children in care, foster parents and child welfare workers about ways to assist service delivery during the transition into foster care. The children discussed the importance of tending to experiences such as foster home expectations, the importance of time and information, the new foster/parent–child relationship, coping with stress, the ability to be engaged in decision‐making, the benefits of foster care and the need to build a trusting and personal relationship between children in care and their caregivers. The importance of listening to children's experiences of the transition into foster care and incorporating their advice into future research, policy and practice will be discussed.  相似文献

Abstract

Increases in the foster child population, at a time when terminations in foster care placement have decreased along with a decline in the number of non‐related foster parents, has resulted in an increasing use of relative foster care placement. Relative care as an emerging trend in foster care placement, is not without controversy. Its merits, however, should be assessed in terms of its benefits to the children in care, the fiscal and organizational costs, and the problems it creates for the child welfare system. This paper reviews what is known about the characteristics of relative caregivers and the children in their care. Federal and state policies that affect the use of relatives as an alternative placement resource for children are described. The available data regarding the length of time in placement, number of placements, physical, mental health and educational and permanency outcomes for children placed with relatives are discussed. Implications for practice are drawn and areas for further research are suggested.  相似文献

This study investigates the effects of covariates on the probability of placement breakdown in non‐kinship family foster care. Breakdowns are distinguished according to the initiator: children, carers, foster parents and the local child welfare authorities. The children concerned had entered foster care at ages ranging from 0 to a maximum of 17 years (n = 14 171). A significantly higher risk of breakdown on the initiative of the foster parents is found in male children, children whose parents receive financial support, children whose parents were removed from the register of carers, children who were between 6 and 15 years old when they joined the foster family, children who had earlier lived in a different foster family or residential care, children from patchwork families and children whose joining of a foster family was the result of disruptive social behaviour. Two‐thirds of the children from non‐kinship family foster care who stay in the foster family was ended on the initiative of the foster parents are subsequently looked after in residential care. That is three times the rate for all terminated foster relationships. Breakdowns on the initiative of the foster parents thus indicate a high risk of unstable care history developing and accordingly necessitate prevention strategies.  相似文献

Method: Child welfare professionals completing training to work in foster care were asked about reasons for taking their child welfare position, commitment to their agencies, and commitment to child welfare. Analyses compared responses from new public agency foster care workers (N = 100), public agency workers making lateral transfers to foster care (N = 64), and new private foster care workers (N = 105).

Results: Private agency foster care workers were less committed to their agencies and to child welfare and more likely to have taken the position because it was the only one available.

Conclusions: The practice by public child welfare of outsourcing foster care services to private agencies needs to be evaluated. This practice may not benefit children in care and may create organizational problems for agencies.  相似文献

The growing body of research on teenage motherhood in foster care has largely focused on the risks involved for both mother and child, yet these mothers depict a much more complex picture of their own experience of becoming and being mothers. The current study employed interpretative phenomenological analysis to explore 18 in‐depth, qualitative interviews from six participants on the meaning and experience of motherhood among teenage mothers in foster care and in the years immediately after ageing out. This study focused on a particular dimension of motherhood: participants' efforts to break the cycle of child abuse and neglect with their own children. Two themes emerged as characteristic of these experiences: (i) treating children well/parenting differently and avoiding the system; and (ii) reducing isolation and enhancing support. Given the increased likelihood of the children of teen mothers – particularly those who have been maltreated – becoming involved with the child welfare system, study findings suggest possible strategies for disrupting cycles of intergenerational child welfare involvement generated by young mothers themselves. Practice implications for addressing possible substance abuse, mental health and relational and parenting needs are discussed.  相似文献
