Taking the elusive definition of social enterprise as its starting point, this study seeks to understand the impact of government policies on the development of social enterprises in the national contexts of the UK and South Korea. The social construction of target populations is utilised as a theoretical framework in order to identify which factors influence government policy. A comparison of the two countries over a 14‐year period from 1997 to 2010 reveals that, despite very different contexts, governments in both countries have taken an instrumental approach to social enterprise. This tendency is more pronounced in Korea however, where government has limited the input of stakeholders and used an approval system to control access to the social enterprise name. The study concludes by recommending a more value‐oriented approach to social enterprise.  相似文献

This study investigated how traditional and new social risks have emerged in South Korea and how policies have coped with them, focusing on the public pension program. Using national statistics data and publicly published government reports, factors such as marital status, economic activity, and the insurance trend of the public pension by age and gender for the last decade were examined. Main results are as follows. Women's labor force participation has slightly increased; however, career discontinuity remains and new family risks have increased. Second, women's public pension coverage as a percentage of the employment rate has substantially increased, implying that old labor market risks have largely been reduced for female workers. Third, the public pension insured rate among male workers has decreased to a small degree, which implies that new labor market risks are increasing for male workers. Consequently, the gender gap in risk has been reduced; however, policies established to deal with new risks have introduced some gender effects  相似文献

The paper sets out statutory social security arrangements in Korea and Singapore and then explains the differences between them. It finds that while Korea has a relatively advanced social security system based primarily on social insurance, Singapore has a patchwork of programmes based on forced saving, tax allowance, public assistance, and public insurance schemes run along commercial lines. Moreover, the increasing share of government expenditure devoted to social security in Korea stands in sharp contrast to the declining share in Singapore. The paper accounts for the variations in terms of the different economic objectives of the two states and the different international and societal constraints they face. which has rapidly established an elaborate set of income maintenance and health care programmes, Singapore continues to resist expansion of such programmes. The objective of this paper is to describe the social security programmes in the two countries and then explain why the supposedly similar political economies have pursued entirely different social security strategies. Although the Decent Work agenda has received significant attention in the context of sustainable development, the formulation and implementation of appropriate social policies in developing countries remain an underexplored subject. This article responds to this gap and traces country‐specific Decent Work related policies and programs in Nepal—which is recovering from two major crises: a decade‐long armed conflict that ended in 2006 as well as the 2015 earthquake. Drawing on Critical Policy Analysis framework, this article examines how key tenets of the International Labour Organisation's Decent Work platform, namely creation and provision of employment, social protection, social dialogue and rights at work have manifested in Nepal. The findings indicate that while attempts have been made to embrace the Decent Work agenda into social policies and programs, structural instability of political processes means that there is a lack of strategic directions to address a capacity deficit specific to the informal sector and outbound labour migrants. The article makes broader analytical contributions towards evaluating the implementation of social policies driven by the global priority in the context of developing nations with weak governance settings. In countries like Nepal, where the majority of workers are located within the informal sector and as such the administrative reach and effectiveness of Decent Work related social policies designed for the formal sector are limited.  相似文献

Social work addresses social issues that constrain the betterment of a community. However, social work practice is struggling to deal effectively with the development challenges of Bangladesh. Based on a literature review and the experiences of the authors, this paper explores the emerging issues where social work practice is anticipated as a promising alternative for bringing sustainable social development in Bangladesh. The main objective of this study was to explore the status of social behavior practices for child protection and well-being among low-income urban households in Bangladesh. This study used a survey method, and data were collected through a face-to-face structured interview from 378 low-income household heads from 12 wards (Konabari and Kashimpur) of Zone 5 of the Gazipur City Corporation. Results found that the current status of the presence of child protection services is very low (in many cases, this number is zero except children having birth registered). A significant number (55%) of them were married between 15 and 19 years. The study found a low level of access on the components of social behaviors where around 50% to 60% caregivers stated 4 benefits of key behaviors, necessity of hand washing after defecation and before and after taking a meal, the age of boys and girls to get married off, and know the effect and consequences of child marriage. The chi-squared tests confirmed extremely high significance in almost all of the components. Findings will be an important guideline for the policymakers, child service practitioners, and human rights workers.  相似文献

The purpose of this study was to investigate contributions by non‐governmental organizations (NGOs) to social capital and community empowerment that facilitate community development. A multi‐method research approach was conducted, where a number of qualitative data collection methods were employed. Data was collected from two indigenous communities, goldsmith and blacksmith, served by two NGOs—Proshika and Practical Action Bangladesh (PAB). The findings showed that both NGOs played a substantial role in social capital development and community empowerment toward community development. The findings of this study will provide valuable input to the community development field.  相似文献

This study aimed to address the social contexts of Korean society in which diverse social interactions of foreign wives take place and to identify coping strategies to construct positive social identities. Social identities are often reconstructed as a result of dynamic interactions with various situations. Using the conceptual framework of social identity theory, this study attempted to uncover the social contexts that shape foreign wives' social identities. This study, using the qualitative approach, selected nine Filipino and Vietnamese participants who were married to Korean men. The data were collected by in‐depth interviews, a focus group with three Vietnamese participants, field notes, participant observation, and photo documents. In the section on study findings, this study addressed Korean social contexts, in which Korean government has been providing a variety of multicultural policies and services for helping foreign wives successfully adapt to Korea. This study also found various forms of stereotypes and discrimination against foreign wives and presented their discrimination experiences. Diverse ways to cope with such negative experiences are presented in the last section. Given the findings, the researcher suggests that policies and programs should promote foreign wives' integration in Korean society.  相似文献

Mongolia achieved high population coverage under mandatory health insurance relatively quickly. This fact was viewed by policy‐ and decision‐makers as a central issue for health financing reform in Mongolia. Health insurance brought many new features for health service planning, provision, funding and resource management. Based on initial achievements, health insurance came to be strategically considered as the vehicle for achieving universal coverage. The article analyses developments in Mongolia's health insurance over the last decade along with the core policy dimensions of Universal Health Coverage. It examines various reform approaches and the numerous amendments to laws that have been implemented during this period and discusses new opportunities as well as challenges. The analytical review and findings discussed suggest that Mongolia has a need for evidence‐based policy decisions and informed political support, with health insurance backed by robust institutional and administrative capacities. More generally, it also emphasizes that health policy goals and objectives can be attained by strengthening and making transparent and publicly‐accountable all health system financing functions and arrangements. The policy analysis, experiences, lessons and proposed strategies presented with regard to Mongolia intend to stimulate wider discussions on health insurance development as well as promote continuing focused research on specific aspects of health insurance and public financing reform.  相似文献

This paper examines the dynamics of food-assisted development strategies in Bangladesh focusing on the ultra-poor women and children. The magnitude of poverty and malnutrition has been examined to determine how chronic food insecurity and malnutrition deter the ultra-poor from taking active part in the mainstream development programmes in Bangladesh. Forces and factors that led to policy and programme shifts over the years, including the imperatives of national development experience, World Food Summit 1996 and the Enabling Development Approach of World Food Program, have been scrutinised in order to suggest strategies for directing food assistance more intensely towards community and human resource development, instead of physical or infrastructure development, as done in the past benefiting more the non-poor than the poor.  相似文献

The Republic of Korea (South Korea) and Japan are highly industrialized and modern nations which are both influenced by the Confucian tradition of respect for the elderly and family responsibility for the care of aging parents. In both countries the proportion of the elderly population is increasing. Japan, since the end of World War II, has utilized its government bureaucracy to help develop the social welfare system and to formulate social policies and programs for the elderly. Japan's tradition of samurai Confucianism is congruent with the commitment of the Japanese government to such social development as a matter of national policy. The Republic of Korea has not assigned a comprehensive planning role to its government bureaucracy. Lacking the mix of industrial/post-industrial infrastructure of Japan and not yet faced with the immediacy of a very large elderly population, the Republic of Korea's government has developed its social policies for the elderly in a more incremental manner, usually emphasizing small scale and piecemeal initiatives. With respect to social support, it has emphasized voluntary family efforts as congruent with the Korean (and Chinese) variant of Confucianism. This paper analyzes the role of social movements in the creation and evolution of a welfare state in South Korea. We begin with a theoretical overview of the existing works on policy change, highlighting concepts such as ideas, policy paradigms, and windows of opportunity. We then examine state institutions, hegemonic policy paradigms, and the specific dynamics of welfare policy‐making during South Korea’s authoritarian period (1961–1987). Next, characterizing the democratic transition in 1987 and the economic crisis of 1997–1998 as “windows of opportunity,” we probe how social movements emerged as “policy entrepreneurs” and played crucial roles in building welfare institutions and promoting welfare policies. In particular, we focus on the role of social movements in legislating the National Basic Livelihood Security Act in 1999 and consolidating fragmented health insurance systems in 2000. We conclude that social movements in democratized South Korea have assumed the role of policy entrepreneurs, filling the vacuum left by the central government and elite bureaucrats in the field of social welfare policy‐making.  相似文献

This article redefines the political concept of the 'third way' from a 'third (or voluntary) sector' perspective. It is argued that this differs from both the state-led 'first way' social democratic ideologies and the market-led 'second way' of neo-liberalism and conservatism. The focus is on the distinctive approach taken by the third sector in South Korea, and compares this with recent developments in the UK. Although President Kim's ideology of 'productive welfare' resembles neo-liberal trends, the third sector in South Korea (rather than, as in Western democracies, the state or private enterprise) has played a pivotal role in the application of the 'third way'. Moreover, since the economic crisis of 1997, many third sector organisations in Korea have initiated social job-creation projects. These form a key part of the Korean welfare-to-work system. In examining the future direction of Korea's 'third way', this article suggests the need for the revitalisation of voluntary action in civil society generally and, more specifically, the further development of those organisations led by the 'unemployed poor' themselves.  相似文献

People labelled with disabilities in Chuadanga, Bangladesh, are denied equitable access to social networks and formal services. In terms both of funding future formal service programmes and of designing community‐based outreach programmes, this lack of access is not a simple reflection of one's impairment but a facet of the social exclusion and stigma that is culturally ascribed to disability in Chuadanga. We utilize a social model to focus on the cultural processes initiated by the onset of illness or impairment. Our participants are drawn from four types of diagnosed disability: blindness, orthopaedic impairment, hearing impairment and mental disorder. Although this inquiry is in line with Daly's focus on how future spending on formal services to promote care and equity in Europe can be helped by searching out information that is often ignored, the particular focus of this study is Chuadanga and the research questions incorporate a disability studies perspective. The authors consider care as a social good and an expenditure of social capital, in reviewing findings from a recent empirical study of disability and employment in the Bangladesh district of Chuadanga. Regardless of disability, poverty can be a morally and socially devastating ordeal. However, the authors conclude that the added loss of social solidarity and equitable access, due to the social exclusion and stigma of disability for the families concerned, make it statistically far less likely that they will access formal services or be able to escape poverty.  相似文献

There are a number of features that make South Korea an interesting place to study social policy. First, it has experienced rapid economic development with the associated changes in urbanization and demography. This change has created social problems, which the state has had to address. Second, the country retains a strong cultural tradition and repeated affirmation of the values and practices of Confucianism. In this paper, these two features are considered in relation to the way social policy has been addressed. The thrust of the paper will be on the policy responses to perceived social problems and the way in which other social problems are individualized within families. The impact of globalisation on local agriculture and food systems has brought issues such as food security and rural sustainability to the forefront of policy‐making in developing countries. In China, the restructuring of domestic agriculture and liberalisation of trade following accession to the World Trade Organization have led to the growing reliance on imported food and raised concerns for food self‐sufficiency and safety. Inspired by the concept of social economy, social workers in China have explored alternative pathways towards sustainable food production and consumption through local initiatives. Based on participatory action research in a Chinese village, this study examines the potential contribution of social work intervention in responding to China’s agrarian challenges. It is shown that by linking rural cooperatives with the local food system and allowing farmers to sell directly to urban consumers at fairer prices, social economy initiatives provide a viable pathway for sustainable transformation by empowering rural producers while giving urban consumers access to sustainably produced food.  相似文献

The economic crisis that broke out in Korea in December 1997 has had a chilling impact on social development in the country. Today unemployment is the highest that Korea has experienced in the past thirty years. This paper aims to examine the impact of the economic crisis on social development and the role of public policy to mitigate the problems caused by the crisis. The economic crisis has hit vulnerable groups harder, increased the proportion of part-time and daily workers, and reversed the trend of steady improvement of income distribution. The economic crisis along with the trend of aging population, globalization, and competition calls for an expanded role of social policy, which the Korean government has neglected for a long time. The main targets of social policy reform in Korea include the expansion of government programs and safety nets for the unemployed and redesigning the national pension and health insurance scheme to provide adequate income security as well as to improve the system sustainability.  相似文献

One central concern of social work is advocacy for social justice. This is a lofty ideal but a difficult ideal to achieve in view of social work being delivered in sociopolitical contexts with varying degrees of tolerance of advocacy. This discussion is based on a case study from Singapore and considers some of the particular constraints and opportunities in that context, while also making the point that those similar constraints and opportunities exist in all contexts. A model that combines principles of advocacy and collaboration is proposed as a means of embracing social work advocacy in Singapore and other contexts.  相似文献

Social enterprises, which have been dramatically increasing all over the world for several decades, are facing the challenge of how best to develop strategies to improve performance and achieve sustainable growth. In South Korea, the government has supported active networking among social enterprises as a tactic for overcoming insufficient material and human resources. However, it is unclear whether active networking activities among social enterprises are associated with higher performance. In this study, a network survey of certified social enterprises (= 78) in Seoul, South Korea was conducted. Multivariate regression models examined whether degree centrality, closeness centrality, and betweenness centrality were associated with the economic and social performance of social enterprises after controlling for organizational factors. The results revealed that a social enterprise with higher degree centrality in the network of regular meetings achieved higher social and economic performance.  相似文献
