Abstract

In the face of enduring systemic racial disparities between Māori and non-Māori, we invite Pākehā health, education and social service professionals to review their ethical conduct and to enhance their political competencies to help transform racism. This paper examines how Pākehā became beneficiaries of racism and how libertarian discourses are used to distract attention away from the associated privileges. Based on experience in the anti-racism movement, we (the Pākehā authors) advocate for the grounding of Pākehā practitioners in a deeper understanding of colonial history. We invite closer attention to structural analysis as a means of gaining the understanding needed to strengthen political competence in order to avoid collusion with institutional racism. We make a case to develop co-intentional relationships with Māori through active whanaungatanga and the applications of the teachings of Freire as pathways for strengthened practice.  相似文献

Abstract

While the employment rate of women has risen steadily in New Zealand over the last two decades, employment is still highly variable by ethnicity and age. One of the groups least engaged in paid employment is young Māori women (15–24 years). Their employment rates are much lower than their Pākehā counterparts (42 and 64%, respectively) and this is not offset by their greater involvement in education.

Although there is a general awareness of these differences, there has been no systematic enquiry into the possible reasons for the relatively low engagement of young Māori women in the formal economy. Using a full set of 178,776 unit records pertaining to all young Māori and Pākehā women from the 2001 Census of Population and Dwellings, we develop a number of novel measures of household composition as indicators of domestic responsibilities. These become arguments in a multivariate statistical model in which young women are modelled as choosing to participate in the formal paid workforce and/ or in education.

Our results show that young Māori women's choice of paid work is no more sensitive to her domestic responsibilities than those of young Pākehā women, but they do encounter these responsibilities far more often. The results have a number of important implications for Māori development.  相似文献

ABSTRACT

The Māori call to honour Te Tiriti o Waitangi is arguably the oldest continuous social movement in Aotearoa New Zealand since the Treaty for European settlement was signed. A much more recent Pākehā and Tauiwi activism for the Treaty has supported the Māori movement, but is often overlooked as a social movement. Responsibility for ensuring that Tauiwi understand the Treaty remains contentious—is Treaty education a Tauiwi or a Māori responsibility? This article describes the emergence in the 1980s of a consensus among Māori and Tauiwi activists that, as Treaty partners, Pākehā/Tauiwi should take responsibility for their own learning about Te Tiriti and colonisation. Six reasons for overlooking such decolonising education as a social movement are explored through reflexive scholarship by Treaty educators: 1. hegemonic views of social change movements as only class- or race-based and adversarial; 2. Tiriti education as counter-hegemonic education that encourages transformation of the Māori–Pākehā relationship; 3. confusion over whether the aims of Treaty education are counter-hegemonic or assimilatory; 4. the movement’s evolving membership to include many cultural identities and activism about diverse neo-colonialisms; 5. its focus on mutually-agreed relationship-building; and 6. the complexity of assessing its impact and contribution to a decolonisation agenda.  相似文献

There is an established international tradition of empirical research in anthropology and sociology on organ donation and transplantation. However, little empirical research on this topic has been done in New Zealand. This article contributes New Zealand data to the literature, drawing on qualitative research investigating the experiences of 78 Pākehā and Māori and their perceptions of bio-identity in the course of tissue exchange. In line with international studies our findings indicate the language used to promote organ donation as a disinterested, non-reciprocal and unconditional act does not always reflect the experiences of those involved in organ transfer procedures. At the same time, transplant recipients often speak of compelling obligations to reciprocate the ‘gift of life’. While these are common features of organ transfer generally, we suggest the psychosocial wellbeing of donors, families, recipients, and whānau rests on careful attention to the cultural specificities of this experience.  相似文献

Abstract

In a national survey in New Zealand (N = 12 992), participants of Māori descent (N = 2936) reported their proficiency in speaking, reading, and writing Māori and in understanding spoken Māori. Only 6–10% reported that they could cope “very well” in these areas while 36–52% reported their proficiency as “no more than a few words or phrases”. There was no evidence of subgroups of Māori with divergent proficiency across oral language or literacy. Six latent classes were fitted but these appeared to lie along a continuum, and analysis employing item response theory (IRT) and factor analysis confirmed this. A simple sum of scores across the four areas correlated very highly with the IRT factor score (r = 0.97). High proficiency was more common among older Māori and females, in the Midland region (lowest in the South), and for those with sole‐Māori ethnicity, followed by multi‐ethnic Māori (seldom seen in those of Māori descent but not ethnicity).  相似文献

ABSTRACT

This Kaupapa Māori narrative review identifies themes in literature concerning sport, ethnicity and inclusion, from an indigenous ‘culturally progressive’ perspective. Scholars suggest that sport influences national identity and in Aotearoa/New Zealand, rugby is a rich site for examining such connections. Inclusiveness within sport is an expressed desire, although the academic scrutiny on this is limited. This study identifies and examines themes within literature (2008–2017), using a ‘Ngā Poutama Whetū’ culturally progressive review process, contributing nuanced understandings from the content. Results suggest that racist othering, representations and practices of ethnic minority exclusion are a reality in sport, although, locally, at least, the ‘cultural climate’ in sport strives for greater ethnic inclusivity. Conclusions suggest that current research in this domain is largely theoretical, insofar as challenges to organisations, power and privilege. However, future research should explore participants’ lived experiences at the intersections of ethnicity and inclusion in sport.  相似文献

Universities in Aotearoa New Zealand are public institutions established on lands purchased or acquired by government since 1869. As particular sites in the built landscape, they each carry a history and geography. A project at Massey University’s Wellington campus seeks to open-up diverse identifications with the ‘place’ of the campus and has produced resources, established fora, and built relationships that differently recognise aspects of place and identity. The Pākehā authors reflect on the theoretical frameworks that have influenced their work on the project including geography, critical pedagogy, and discourse theory. As Pākehā academics engaging with the indigenous history of the land through which they work, the authors discuss the implications of this knowledge and the difficulties and responsibilities of working in a project that seeks emancipatory outcomes.  相似文献

Social work professionals’ assessments of social assistance (SA) eligibility for a heterosexual couple with a baby are examined. Professionals (n = 899) spread over 43 social service offices in 19 Swedish municipalities assessed a vignette. According to the vignette, one of the parents abstained from paid work to take parental leave, which caused the couple's need for SA. Two vignette dimensions were varied: the couple's ethnicity (Swedish/Arabic) and gendered family roles (mother/father going on parental leave). Data were analysed using multilevel logistic regression modelling. The results show that the combination of the couple's gendered family roles and ethnicity seems to have bearing on the assessments. Professionals were most prone to grant SA to couples with Swedish names where the mother went from work to parental leave. The lowest granting rate was found in assessments of couples with the same gender setting and Arabic names.  相似文献

ABSTRACT

Identifying with more than one ethnicity is becoming increasingly common in New Zealand. It is therefore important that the methods of categorising ethnicity used by government agencies and researchers effectively account for diverse ethnic identities. The aim of this research was to assess the impact of using different methods of categorising ethnicity on understanding outcomes in New Zealand, using Census 2013 information about tobacco smoking among the population aged 15+ years as an illustration. Prioritised, total response and single/combination categorisation methods were compared. Prioritised and total response categorisation generally produced similar prevalence estimates and patterns for smoking status, although estimates diverged somewhat for Māori ethnic groups and to a lesser extent for Pacific Peoples and Asian ethnic groups. Single/combination categorisation indicated that combination ethnic groups tend to have smoking outcomes between those of the constituent groups. Categorisation method had a considerable impact on the size of some ethnic groups. Prioritised ethnicity categorisation may be inappropriate for use by government agencies and for policy-relevant research principally concerned with children, young people, Māori or Pacific Peoples. Single/combination categorisation is useful for understanding the associations between ethnicity and outcomes, however previous work suggests this method should be used with caution.  相似文献

Abstract

This paper presents an analysis of the qualitative data collected for a study investigating the effect of the Working for Families policy on Māori families’ self-reported whānau ora (family wellbeing). Data are drawn from a discrete set of 30 qualitative interviews undertaken with Māori whānau involved in the Te Hoe Nuku Roa Longitudinal Study. Whānau perceptions about how the Working for Families policy has impacted on their lives and the contribution the policy has made towards their family's wellbeing is presented. The paper discusses how the Working for Families policy appears to have become an integral component of household income for many low-to-middle-income whānau and reflects on how this policy, conceived and designed (amongst other things) to alleviate and redress child poverty, is contributing towards supporting family wellbeing or ‘whānau ora’.  相似文献

ABSTRACT

Comprehensive exploration of Māori experiences of discrimination in Aotearoa New Zealand remains limited, particularly in relation to exposure to multiple and interlocking forms of discrimination. This paper presents findings from a secondary analysis of Te Kupenga 2013, the first Māori Social Survey, examining patterning and prevalence of different forms of discrimination for Māori (n?=?5,549). Māori report experiencing multiple forms of discrimination, both over their lifetimes and within the last year. Although racial discrimination was the most commonly reported form, Māori also experience discrimination on the basis of other grounds including age, gender, and income. Māori also report exposure to multiple forms of discrimination. Discrimination occurred in a range of settings, with schools and workplaces common sites. The findings support the lived reality of Māori that racial and other forms of discrimination are pervasive, and experienced in multiple domains across the life course, representing a persistent breach of rights. It is critical that other forms of discrimination are measured alongside racism in order to understand and address the realities of multiple discrimination for Māori in Aotearoa New Zealand.  相似文献

Kaupapa Māori was once, and still is for some, ordinary in the context of Aotearoa. Active processes of colonisation and assimilation led by the settler government in New Zealand have served to significantly displace Māori to the marginalised position of exotic and other. Te Ara Tika powerfully reaffirms Māori experience as ordinary, and embeds Te Tiriti o Waitangi and core Western ethical principles into a framework uniquely of this land. Within this paper I share my application of this framework as an exemplar for others to benchmark against and critique. I conclude by advocating for the uptake of the Te Ara Tika framework by Tauiwi (non-Māori) researchers as a response to the challenge from Māori to do acceptable, accountable and responsible research.  相似文献

Since September 2010, a series of earthquakes have caused widespread social, financial and environmental devastation in Christchurch, New Zealand. Anecdotal evidence suggests that local Māori responded effectively to facilitate community recovery and resilience. However, the form, content and extent of that response has not been adequately recognised or documented. This qualitative research project, conducted in partnership with Te Rūnanga o Ngāi Tahu, has documented the way in which Māori cultural factors have facilitated disaster risk reduction and management in response to the earthquakes. This paper explores sets of understandings about marginalisation and inclusion within the narratives of 70 Māori community members who contributed to this research. Forms of marginalisation expressed in participants’ narratives include delayed linkages to the formal emergency management infrastructure, difficulties integrating Māori volunteers into the mainstream response as well as enduring barriers to Māori engagement within Civil Defence, illustrated in a lack of Māori representation as well as tikanga Māori within emergency planning. We argue that the knowledge, principles and practices embedded within Māori responses to the Christchurch earthquakes may be contextually relevant for national and regional policy development in the area of disaster risk management, response and recovery.  相似文献

The present study investigated possible ethnic contributions to overly positive self‐perceptions in middle childhood. The goals of this study were threefold. First, the present study sought to replicate the intriguing findings reported by Zakriski and Coie that African American children overestimate their acceptance, and European American children underestimate acceptance by other‐ethnicity peers. Second, this study examined possible explanations for ethnic differences in the pattern of perceptual bias. Finally, this study extended prior research by examining ethnic differences in the accuracy of children's perceived peer acceptance. Archival data consisting of 826 children in third (N = 284), fourth (N = 241), and fifth grades (N = 301) were used in the present investigation; 237 of which were African American children, and 589 were European American children. Results of this study replicated the findings of Zakriski and Coie . Moreover, African Americans' overestimation and European Americans' underestimation of acceptance by other‐ethnicity peers was found to be attributable to more positive views of self and others among African American children relative to European American children. Finally, children were found to be more accurate about judging their acceptance by peers of the same ethnicity than those of a different ethnicity. Possible explanations of what causes African American children to have more positive views of self and others than European American children are discussed.  相似文献

Mainstream approaches to chronic condition management and prevention inadequately address the needs of Māori, the Indigenous people of New Zealand. Māori health service providers (MHSPs) are uniquely placed to address the critical gap in the prevention of chronic conditions. In this paper, we report qualitative research findings investigating how prevention was being modelled, practiced and measured in selected MHSP settings. Results indicate barriers to achieving wellbeing through health service delivery. The dominant individualistic, medical conditions-focused discourse, along with responding to acute need, is a driver of service delivery norms.There are examples of shifts in organisational structure and delivery configurations that demonstrate that these norms are being challenged and reframed, in some form, by MHSPs. Consolidation of these approaches requires significant work and increased resources as well as a broader systems-level response that prioritises prevention.  相似文献

While there is a global shift towards smaller families, some groups maintain relatively high fertility rates. The 2013 New Zealand census data were used to investigate the nature of fertility between ethnicities in New Zealand. The NZ Deprivation Index 2013 was used as a measure of socioeconomic status to determine the relationships with fertility. The results mirror research outside of New Zealand in that socioeconomic status is inversely correlated to fertility. Using crude average fertility rates, sole-ethnicity Pasifika and Māori ethnic groups still have substantially higher fertility than sole-ethnicity Europeans and Asians ethnic groups, even when simultaneously accounting for age, socioeconomic status, education, and religious affiliation. Christians have more children than individuals reportedly without any religion, and fertility rates drop on average for mothers who have higher formal qualifications. Our findings suggest that cultural, or other ethnic-specific factors differentially affect fertility for Māori, Pasifika, New Zealand European, and Asians as aggregated ethnic categories, respectively.  相似文献

Numerous studies have convincingly shown that prospect theory can better describe risky choice behavior than the classical expected utility model because it makes the plausible assumption that risk aversion is driven not only by the degree of sensitivity toward outcomes, but also by the degree of sensitivity toward probabilities. This article presents the results of an experiment aimed at testing whether agents become more sensitive toward probabilities over time when they repeatedly face similar decisions, receive feedback on the consequences of their decisions, and are given ample incentives to reflect on their decisions, as predicted by Plott’s Discovered Preference Hypothesis (DPH). The results of a laboratory experiment with N = 62 participants support this hypothesis. The elicited subjective probability weighting function converges significantly toward linearity when respondents are asked to make repeated choices and are given direct feedback after each choice. Such convergence to linearity is absent in an experimental treatment where respondents are asked to make repeated choices but do not experience the resolution of risk directly after each choice, as predicted by the DPH. This article explores the need for Treaty-based local governance, raised to national prominence by the 2014 outrage against New Plymouth Mayor Andrew Judd, who advocated a Māori ward for 2016. The Treaty of Waitangi influenced the creation of Māori seats in Parliament in the nineteenth century, and a provision for Māori seats in local councils in 2001. There has been limited uptake of the latter and Māori remain significantly under-represented. Innovations in governing arrangements have allowed non-elected Māori to take up advisory roles and, in some cases, decision-making roles. We argue that these do not ensure fair and effective Māori representation. Ad hoc and unpredictable structures have failed to deliver fair and effective representation to all New Zealanders. There is a pressing need for a New Zealand constitutional debate – a conversation among Māori and non-Māori – to devise a governance model that addresses the Treaty of Waitangi as New Zealand’s founding document.  相似文献

This article considers the use of te reo Māori as a language medium of research and scholarship in the universities of Aotearoa New Zealand, and reports on two small sets of empirical data about doctoral theses written in Māori: one a list of 17 such theses, the other the results of 4 interviews. All the reo Māori doctoral theses I found are written on research topics embedded in te ao Māori (the Māori world). Most focus on a specific language type, topic, or kin group; two are about Māori identity and two are about Kura Kaupapa Māori schooling. Interview results show there are steps that universities can take to support doctoral degrees written in te reo to be examined within their institutional processes, underpinned by a welcoming attitude towards te reo and tikanga. Dispensing with the international examiner, a translator to assist in the oral examination, and an abstract in English are three elements of a process that can be formalised and documented. When those individuals who can supervise and convene the examination of such work are supported by their university, to write a doctoral thesis in te reo is successful for all concerned, though never easy.  相似文献

We liaised with a wharekura (Māori language immersion school) to translate and disseminate an online survey for a group of Māori youth in Southland, New Zealand (NZ). The focus of this article is not results, but the processes of respondent orientation and engagement to more genuinely include Māori in a youth survey. An online survey about transport and well-being was conducted with older teenagers from 12 schools, including the wharekura. After working with wharekura staff and students, the survey was translated from English into te reo Māori using best-practice methods. Steps were taken to safeguard authentic engagement, including how the survey translation was conducted, and how the survey data were shared. This NZ-specific experience adds to the literature about the practice of applying the principle of respondent orientation to the process of translating an existing survey into te reo Māori, demonstrating commitment to some Treaty of Waitangi principles. While this is not a kaupapa Māori research project, it is informed by some kaupapa Māori principles. This may be seen as a limitation of this work; however, we believe there are many positive experiences and lessons to be learned from our approach.  相似文献
