This paper extends the Active Aging Index (AAI) to China to measure active aging among men and women over the age of 55. The strength of the AAI approach lies in its selection of a dashboard of multidimensional indicators of active aging, which are then aggregated into composite measures. The analysis used here considers the differences between men and women on 22 AAI indicators and their aggregations. China scores high on the first domain of the AAI (employment), is comparable with the EU countries on the second (participation in society), and scores lower on the third and fourth domains (independent and health living, and capacity and enabling environment). China has one of the largest gender gaps in active aging, especially in employment, but also in the domain of “Independent Living.” The comparison with EU countries points to a number of policy priorities and learnings, including the removal of disincentives to women working longer, namely differential mandatory and occupational retirement ages, and the introduction of measures to make workplaces more age and gender friendly.  相似文献

The online platform economy raises a range of intricate legal questions connected to labour law and social security protection. In particular, the atypical forms of labour relationships used by many online platforms (e.g. multilateral, hyper‐temporary, off‐site, autonomous), often contractually defined as independent contracting, have challenged the application of labour and occupational health and safety law in many countries across the world, as the application of these norms tends to be dependent on the existence of an “employment relationship”. These developments are compounding the general increase in atypical employment, especially as a result of the 2007–08 financial and economic crisis. It has mostly fallen to courts to resolve the disputes between online platforms and their online platform workers, but some European Union (EU) Member States (such as France) have taken specific legal measures in response to these difficulties. Also, the EU‐level as such is becoming increasingly involved, with the Court of Justice’s ruling in the case of Uber providing some guidance on the “employment question”, and a pending legislative initiative on a Directive for Transparent and Predictable Working Conditions which may provide minimum labour protection for online platform workers in the EU. This article analyzes the problem of labour law in the online platform economy and surveys the various responses by courts and policy‐makers across the EU, which may furthermore set the tone for developments outside the EU in this area.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

This article sets out to help provide a more detailed explanation for the narrower gender wage gap in Mediterranean countries. Two explanatory hypotheses are put forward and compared empirically using the European Union Statistics on Income and Living Conditions (EU‐SILC). The most widely accepted hypothesis is that gender wage gaps across countries are negatively correlated with gender employment gaps. The second hypothesis, however, is supported by evidence that the narrower wage gap in Mediterranean countries could be due to the differences in demand for labour in EU countries as a result ultimately of decisions by major corporations concerning the location of the activities in their value chain.  相似文献

Since its creation as a country in 1993, Slovakia's average real growth rate has been not only the highest among Eurozone countries, it has been the highest in the European Union. And unlike most “peripheral” Eurozone countries, most recently (March/April, 2013) Cyprus and Slovenia, it has not suffered from significant capital flight. We provide some clues as to why this is so. In contrast to many of the post-1989 Central and Eastern European (CEE) “transition” economies, as well as the troubled five “GIPSI” countries (Greece, Ireland, Portugal, Spain and Italy), Slovakia has kept unit costs competitive, fostered a sound banking system, and managed its monetary and fiscal policy responsibly. Both public and private debt is relatively low and largely funded from internal savings. In short, Slovakia offers lessons for many CEE countries as well as Eurozone countries struggling to restore internal and external balance.  相似文献

In the last decades disability has emerged as a key area for European social policy. So far there have been few indications of a general trend towards greater similarity in the disability policies of member states. This paper argues that attempts to promote common approaches and patterns of effort between member states are more likely to succeed in “vacant” sub‐areas of disability policy than in more “crowded” ones. Existing redistributive provisions within income maintenance, employment and independent living are examples of crowded sub‐areas. By contrast, the emerging anti‐discrimination legislation and other forms of market regulation recently introduced by the EU may point towards more vacant policy areas within member states.  相似文献

The aim of this paper was to understand the similarities and differences between social enterprise (SE) systems in Korea and Bangladesh in terms of the emergence, background, development, and current status of the SE's policies and support systems in these two countries. This study employs a conceptual qualitative analysis, and the data used in this study were obtained from multiple reliable literature reviews. The data were analyzed based on a text‐by‐text comparison of social enterprises in the two countries, and the results were revealed through written explanation. In Korea, the SE system emerged as social employment creation plan after the currency crisis in 1997. Later, in 2007, this movement turned into the “Social Enterprise Promotion Act.” Conversely, in Bangladesh, the SE system emerged as a result of NGOs’ activities to “alleviate poverty” and “facilitate job creation” after the War of Independence in 1971 in an informal socioeconomic conditions. There is no explicit legal form of SEs in Bangladesh. This study also suggests the nature and scope of SEs and the barriers to sustainability of SEs in both countries. The study also emphasized the foundations to develop relevant policies as well as clear regulations for the future sustainability of the SEs of these two countries.  相似文献

This study explores the potential impact of cultural orientation on the relationship between financial satisfaction, life satisfaction, and political action within the United States and South Korea. The total sample size was 3,432 individuals (United States = 2,232, South Korea = 1,200). 1 confirmatory factor analysis (CFA) model and a path analysis model were assessed using a maximum likelihood estimation. The findings showed a strong positive relationship between financial satisfaction and life satisfaction in both countries. Also, in both countries, more progressive individuals participated in more political actions. When exploring political action, we find an inverse relationship—with greater political action among lower‐income individuals in the United States and greater political action among higher‐income in South Korea. In South Korea (culturally “collectivistic”), middle‐income individuals were also found to participate in political actions that likely benefit larger segments of society. From a cultural dimensions theory perspective, these data suggest political actions in the United States (classified as “individualistic”) were largely conducted by low‐income individuals, potentially as means to enhance their individual well‐being.  相似文献

Since the increase in the numbers of asylum‐seekers arriving in Europe in the early 1990s, European countries of asylum have been implementing new and increased controls over entry and making conditions more difficult for asylum‐seekers while they are waiting for a decision on their case. This paper explores the ways in which four European asylum regimes use the deportation, detention and dispersal of asylum‐seekers in an attempt to control and exclude them from national societies and territories. Germany, France, Italy and the UK have different migration histories and have introduced different asylum policies at different times; but all have in common the increasingly draconian response to asylum‐seekers since the 1990s. The paper looks at the stated rationale for introducing and extending dispersal, deportation and detention. EU governments have introduced these measures, arguing that they will deter “fraudulent” asylum claims. While the number of claims has fallen in the last five years to the lowest level since 1988, there is no evidence that this is due to such policies. It is clear, however, that these policies penalize all asylum‐seekers, breach their human rights, damage the receiving societies as a whole, and as such should be abandoned.  相似文献

The purpose of this paper is to develop the debate about a symbiotic approach to industrial policy with respect to the pharmaceutical industry in the EU. The EU has an increasingly important role to play in European markets but it seems, at best, to be following a fragmented industrial strategy. There is a real and growing danger that this strategy becomes worse for everyone than no strategy at all. Thus the EU can either go for a comprehensive and comprehensible strategy or let the industry fend for itself amongst disparate health care systems amongst member states. Alternatively it can continue to stumble along with a pastiche of policies. There are signs of some debate about a more holistic approach to industry. In the European Union for example DG (Directorate General) V and DG III produced a communication arguing that “the [European Union] Community policy in favour of the pharmaceutical industry must take notice of [the] twofold context of public health and social security” (Com(93)718:3). This paper identifies current fragments of EU pharmaceutical industrial policy and indicates what a social-symbiotic approach is. Whether or not the industry in the EU continues to decline with respect to the industry elsewhere Asia and America in particular, the sick people of the EU will still need medication: a symbiotic approach to industrial policy can help stem the relative decline in the EU and indeed could reverse it.  相似文献

Over the last years the European Union (EU) has implemented ambitious climate and energy targets for 2020, i.e. the 2020 Climate and Energy Package (Package), to become a highly efficient, low carbon economy. The Package assigns binding renewable energy sources (RES) target for each EU member countries. Indeed costs to reach Package's targets vary among EU countries, given heterogeneity among regions and different instruments implemented to spur RES deployment. The aim of our paper is to provide a policy tool for EU policy makers in the negotiation process that assigns achievable quantitative targets according to which countries are not inclined to deviate from the agreement.We compute potential extra costs that may arise when some EU countries fail to reach the assigned objective within the Package with reference to RES target. More generally, our simulation model is an instrument that allows EU policy makers to assess incentives that countries might have to participate or not to the environmental agreements. Our analysis shows that partial participation to the Package produces inefficiencies by rising costs for other participating countries to the environmental agreement. Finally, we propose a new policy mechanism based on progressive sanctions for countries that do not meet their national targets, which are proportional to the monetary value of the penalty they impose to the rest of the EU countries with their opportunistic behavior.  相似文献

Most Asian countries are regarded as Confucian countries although each has its own historical and cultural background. Little is known about how people in different Asian countries perceive their family boundaries. This study is an attempt to compare the perception of the family in China, Japan, and Korea. We examined the family perception and found substantial differences among the three. Chinese people showed the widest and paternally extended perception of family. Data from people in Korea nearly matched data from China, but family perception developed bilaterally. People in Japan, however, perceived only blood-tied, intimate relations as family members. In addition, the perception of the family was not substantially different between the genders in Japan and China, but in South Korea, men perceived family boundaries more widely than women, implying that women have a greater family burden than men in Korea. Considering the heterogeneity in family perceptions in these countries, this paper tries to explain how social institutions interact with individuals and impact the perception of family. Finally, this paper concludes that it is inappropriate to tie the three East Asian countries as ‘Confucian civilizations’ in terms of family perception.  相似文献

ABSTRACT

Population aging is occurring at an unprecedented pace in China and South Korea. This study intended to identify and compare factors associated with older adults’ functional status in China and South Korea using data from 2 national surveys. The study sample consisted of adults aged 65 to 79 years old drawn from the Chinese Longitudinal Healthy Longevity Survey (2005; n = 4,898) and the Korean Longitudinal Study on Aging (2006; n = 4,152). The outcome variable, functional status, was defined as dependence in self-care tasks. Stepwise multiple regression analysis was used to assess the explanatory contributions of sociodemographics, health conditions, and health behaviors and activities to functional status. These Asian older adults shared certain commonalities in maintaining functional independence in their communities, and absence of diseases and higher cognition were associated with functional independence in both countries. Rural residence and outdoor activity were significant for Chinese older adults; for their South Korean peers, gender, employment status, drinking, and exercise were important. This study adds to a slowly growing body of knowledge of ways to improve the functional independence of community-dwelling older persons in these 2 Asian countries and beyond. More research is needed to identify cross-cultural and/or cross-country differences.  相似文献

In July 2000 Britain's New Labour government set a target of 20,000 extra nurses for the NHS by 2004. In February 2002, two years ahead of schedule, the target was achieved. The government is to be congratulated on meeting its target but ethical questions over recruitment practices remain. Nurse registrations to the UK from the (then) fifteen EU countries remain flat despite government guidance making this the first priority for international recruitment. Registrations from developing countries with nursing shortages continue despite repeated guidance discouraging this. The government appears to have been caught in a policy bind. On the one hand it needed to be seen to be acting to prevent “poaching” while waiting for fresh intakes of trainees to come through; on the other, if it had succeeded it would have struggled to meet a key policy pledge and certainly not ahead of schedule. New Labour's stated commitment to an ethical foreign policy seems more apparent than real. The paper reports a clear dissonance between the thrust of national policy on nurse recruitment and current employment practices within the UK.  相似文献

ABSTRACT

The new political economy of aging portrays “active citizenship” among seniors as a key challenge for the years to come. As a policy framework, Active Aging ranks high on the agendas of most supranational bodies. Informed by discourse analysis and a narrative approach, this article focuses on, first, older women’s everyday “active” practices, their meaning, and purpose and second, their day-to-day practical citizenship and social engagement experiences. A typology consisting of four figures of “lived” citizenship is proposed. Social contribution in later age is expressed through various types of engagement identified through these citizenship figures. These figures support older women’s social anchoring and sustain their feeling of belonging to the community. However, the figures outlined also reveal tensions, produced by relations of power between “dominant citizenship” and “relational citizenship,” pertaining to social relations and to caring for the other. In the latter case, we see that the coupling of action between the choice of action and social engagements in later age is more limited, due to social and health inequalities as well as lack of opportunities throughout the life course. Finally, in order to guarantee the right to age with dignity, we suggest a change of orientation in aging policies.  相似文献

The history of the social welfare systems in Europe in the postwar period appears as autonomous national processes because the construction of Europe which imposed common rules in many areas was equally consistent with the national development of social welfare systems, within each national culture. However, the idea of a common system of social protection has always remained linked to political and economic European construction which would create a more cohesive society. Many studies have analysed the trend of specific social policies and their convergence or divergence in Europe. Therefore, global convergence is often conceived as resulting from the domestic dynamics of each social risk. The paper focuses on one specific topic: the quantitative evaluation of convergence among the EU and OECD countries at the macroeconomic level. In the first part we explain the construction of social indicators which can assess the convergence or divergence of social expenditure in EU and OECD countries. In the second part we show many methodological problems and difficulties of interpretation of the social indicators. Then we see that the analysis of national trajectories of social expenditure and the link with economic development can enrich the analysis of convergence in social protection. Finally, the empirical analysis supports the idea of “adjustment” reforms rather than radical changes in a transitional period.  相似文献

Abstract The Baltic States – Estonia, Latvia and Lithuania – join the European Union in 2004. This paper examines pension reform in the three countries over the past decade in the light of the “European social model” and the “World Bank model”. Part one seeks to define these two models. It shows how the former emphasizes income adequacy and solidarity while the latter stresses fiscal sustainability, savings and economic growth. Part two looks at reforms made and proposed. Initial reforms involved raising the retirement age and relating benefits more closely to earnings and service. This resulted in the establishment of pension systems similar to those in many European countries. Subsequent reforms involved attempts to shift from a publicly financed, purely “pay‐as‐you‐go” system to one based upon “funding” and private, individual accounts. Such systems have been promoted by the World Bank. The appropriateness of this approach – its high transition costs, potentially high administration costs, and longer‐term implications for the relative income status of retired people – is questioned. Part three draws conclusions. In the short and medium term, policymaker should safeguard income adequacy rather than seek the doubtful advantages of funding – in other words, look more to “Europe” than to “the world”.  相似文献

The UK has long been near the bottom of the EU “childcare league”. Attitudes of policymakers towards employment for the mothers of young children were ambivalent up to and including the Thatcher years, and the problem of “reconciling” work and family was historically deemed to be a private decision. This changed in 1998, when the Labour government put forward the first ever national childcare strategy. This paper argues that the aims behind the strategy were intimately linked to the attack on poverty and social exclusion in that: (1) efforts to stimulate provision focused on disadvantaged neighbourhoods; (2) subsidy was provided for early years education , rather than care (in order to give children a better start in life); and (3) stimulating provision was intended to promote women's employment, especially among lone‐mother families, thereby improving the material welfare of poor families. The means of expanding childcare have taken the form of a complicated set of demand‐ and supply‐side subsidies, reflecting the ongoing commitment to a mixed economy of childcare. The paper argues that this has implications for access and quality, and that there are tensions between the social investment approach to childcare on the one hand, and the desire to promote mothers’ employment on the other.  相似文献
