When young people are sexually exploited, parents and professionals alike can feel uncertain about how to balance the need to protect the child's rights to agency and autonomy while also reducing the risk of harm. Despite the shared interest in keeping young people safe, there remains a substantial gap in the research literature about how practitioners engage parents to increase capacity to safeguard their children, particularly within the context of a child protection system ill-equipped to address forms of extrafamilial harm such as child sexual exploitation. This paper aims to contribute to understanding how professionals effectively engage parents by drawing upon evidence from research evaluations of two programmes in rural/urban North and urban South locations in England, both providing specialist support to parents/carers of sexually exploited children and young people. Through interrogating elements of effective support work evidenced across both programmes, a set of emerging key themes are presented, proposing that parent support and engagement can create a ‘virtuous’ cycle, whereby families are strengthened and are better able to protect their children from sexual exploitation and other forms of extrafamilial harm.  相似文献

There has been intense controversy about the appropriate response to child sexual exploitation, with debates in the UK particularly hinging on the meaning of consent and coercion. For professionals with a duty to safeguard young people from child sexual exploitation, a key site of tension is how to avoid limiting young people's experience of agency without placing them at risk. Drawing on new qualitative research findings from a vignette study designed to trace professional perception and decision‐making, this paper argues that practitioners' perceptions regarding what counts as consent are refracted through conceptions of age and choice. However, many initial perceptions of agency and its links to age were modified through the interview process. This has implications for how supervision should operate. These topics raise issues of the need for practitioners to have nuanced conceptions of consent in the context of manipulation.  相似文献

Despite the many high‐profile Black child deaths in England, race as a factor remains a largely underexplored factor of serious case reviews (SCRs). Evidence from analysis of SCRs indicates that race receives limited attention, or is virtually absent. Given that the main function of SCRs is to provide opportunities for learning lessons to improve practice, the way in which issues of race and culture may influence child protection processes for Black children is therefore of critical importance. In this article, we employ content analysis to examine the extent that race and cultural factors are considered in SCRs involving Black children. It is argued that race is often an important factor influencing Black children's experiences of abuse and neglect, as well as their encounters in the child protection system. This article therefore poses two key questions: (a) What questions are asked about race, ethnicity, and culture in SCRs concerning Black children? (b) How did the SCRs extract lessons to be learnt for improving practice to safeguard Black children? By extending the analysis of race and ethnicity in SCRs, this article furthers our understandings of the needs of Black children in the child protection system.  相似文献

This paper presents the findings from an analysis of 56 significant case reviews (SCRs) in Scotland. In contrast to England and Wales where national analyses have been undertaken for many years, until this study was undertaken, the findings from SCRs had not previously been collated nationally. The paper discusses child, parent, environmental and agency factors that were identified in the SCRs and, whilst noting that the pathways to death or harm will be unique in individual cases, tries to further our understanding of the ways in which these different factors may interact to result in death or harm. A significant finding was the high number of SCRs that relate to the care and protection of children living in families whose lives are dominated by drug use and the associated issues this brings, including criminality and neighbourhood problems. Another challenging finding was the lack of suitable resources for the placement and support of troubled teenagers. Finally, a number of SCRs involved long‐term neglect and/or sexual abuse of school or nursery age children who had been known to statutory services for many years.  相似文献

This study aimed to identify factors supporting young people's resilience during out-of-home care (OOHC) in Finland, despite challenges in their lives. In our qualitative study, we applied a social-ecological framework to understand the experiences and perspectives of young people on what helped them and the help they would have needed during OOHC. The findings indicate (1) individual characteristics and interests (positive attitude, understanding own acts and their consequences and meaningful activities), (2) relationships (good relationships with close ones, ability to meet and keep contact with close ones, good relationships with professionals and relationships between parents and professionals) and (3) institutions (place of OOHC, youth-centered practices, needs-based services and support for the family) all supported the resilience of young people in OOHC. Further, to receive support from a particular medium, such as professionals (relationship level), a young person must already have some self-understanding (individual level) of things. Essentially, youth resilience is supported through all these levels as a process.  相似文献

The attitude of professionals to the involvement of children in decision-making is unclear. This paper discusses a recent research study that utilized qualitative and quantitative methods to explore the views of professionals working in family support and child protection about two different aspects of children's participation in decision-making: the age at which children should make decisions and whether or not they should be involved in child protection conferences. The results showed that social workers tended to favour one of two diametrically opposed viewpoints about the age at which young people should make decisions and then in discussions with colleagues they sought to persuade others to change their perspective. Social workers who believed that young people should not make decisions until much older nevertheless thought that they should be involved in conferences whereas non-social workers did not make this distinction: for them, children who were not old enough to make decisions for themselves should not be involved in conferences. The results are discussed in the light of some of the implications for practice. The paper concludes by outlining how the results informed the design of a training pack commissioned by the Department of Health concerning the involvement of young people.  相似文献

This study reports on a series of qualitative interviews with professionals in Shanghai, China who work with children. The interviews explored the awareness of child protection issues amongst a range of people who work with children, how they differentiate corporal punishment from maltreatment and what they would do in response to cases of child abuse. Shanghai has one of the most well developed child welfare systems in China, and compared to similar professionals in other cities, those in Shanghai had higher awareness and more training, but were nevertheless reluctant to intervene and did not feel well prepared to deal with cases of child abuse should they be encountered. However there are some indications that practice is improving, and examples of recent developments are provided.  相似文献

Court proceedings are a fundamental and increasingly time‐consuming aspect of social work practice. However, to date, there is a relatively modest body of literature considering the experiences of social workers in instituting child care proceedings and giving evidence in court. This paper draws on data gathered as part of an in‐depth qualitative study of professional experiences of District Court child care proceedings in Ireland and presents findings regarding the experiences of social workers in bringing court applications for child protection orders. It seeks to answer 2 key questions: First, how do child protection and welfare social workers experience the adversarial nature of child care proceedings in the District Court? Second, what are the views of child protection and welfare social workers on the strengths and weaknesses of child care proceedings as a decision‐making model for children and young people? The main findings are that social workers expressed significant reservations about the predominantly adversarial model that currently operates in Irish child care proceedings and about the level of respect that social workers are afforded within the operation of the system.  相似文献

The aim of this study is to examine the conditions for achieving free and open communication in collaboration. The context is child protection where ‘the best interest of the child’ is at stake. First, a theoretical standard based on free and open communication and equal partnership (deliberation) is presented. Secondly, an explorative analysis is undertaken of the collaboration process between professionals and service users in two review groups regarding two young people, Jane and Tom, both of whom appear to have psychosocial problems living in residential care. Thirdly, on the basis of this analysis, recommendations on how to improve collaboration in review groups are made. The findings show that collaboration has several functions: formal decision‐making, legitimate decision‐making and learning. There is a need to clarify the purpose of collaboration and strengthen structural arrangements as well as develop guidelines for handling challenges at different levels.  相似文献

This paper presents findings from qualitative interviews with 24 young people (11–17 years) who have been referred to Children's Social Care Services in England. The paper explores young people's experiences of help seeking and their experiences of receiving help for maltreatment through statutory agencies. A central finding is the importance of relationships for young people when seeking and receiving help. It is through trusting relationships with professionals that young people are most likely to disclose maltreatment and/or engage with services. The paper concludes that young people's expectations and needs are not always met by the current safeguarding system and that the system needs to become more child‐centred if it is to address the concerns maltreated young people have consistently voiced through research.  相似文献

Sexual abuse and dating violence are chronic problems for children and young people in out-of-home care. This study explored the impact of a prevention and response programme Power to Kids, which targets harmful sexual behaviour (HSB), child sexual exploitation (CSE) and dating violence (DV) for children and young people in home-based (foster) care. Twenty-eight case managers, 25 foster carers and 13 children and young people participated in a mixed methods study in Victoria, Australia informed by the research question: How does the Power to Kids programme impact the sexual health and safety of children and young people in home-based (foster) care? The data analysis revealed a SAFETY approach whereby the sexual health and safety knowledge of carers and case managers was enhanced, and carers were given permission to have Brave Conversations with children and young people, who could then apply the new knowledge to their lives. Case managers were upskilled in identifying indicators of sexual abuse and empowered to escalate stalled therapeutic and disruption practice when children and young people were identified as experiencing HSB, CSE or DV.  相似文献

This article reports on a qualitative study, which sought to retrospectively understand the contribution family group conferencing (FGC) makes to longer‐term outcomes for children at risk of entering State care and their families. Eleven case examples of FGC were studied from five local government areas across Scotland. Each example included the perspectives of different stakeholders in the process: children, their parents/carers and extended family (n = 32), and professionals (n = 28) involved with them. The study found a number of interconnecting issues in relation to FGC outcome contribution. First, the personal experience of process matters to the service user and his/her opinion of the outcomes they achieve. Second, what professionals do and how they do it can impact the outcomes of people requiring support. Thus, the relationship between professionals and service users is central to understanding why and how families achieve longer‐term outcomes. Finally, who defines outcomes and to what purpose is significant when understanding outcomes. This article reports on two sets of FGC outcomes identified within the study: personal and professional. Arguing for a more nuanced understanding of outcomes in child welfare this article begins to explore, and challenge, the manner in which outcomes are identified and valued in child welfare.  相似文献

This paper introduces a systemic methodology for reviewing professional responses to abuse between young people. The approach, “contextual case reviewing,” draws upon constructivist structuralism to assess the extent to which safeguarding practices engage with the social and public contexts of abuse. The paper conceptually compares the methodologies of contextual case review and other serious case review methods before drawing upon findings from 2 studies, which used the contextual case review methodology to explore the extrafamilial nature of peer‐on‐peer abuse and the ability of child protection practices to engage with this dynamic. Thematic findings from these studies regarding the practical interpretation of “significant harm” and “capacity to safeguard,” as well as their use within child protection assessments, are used to challenge conclusions of other case reviews, which imply that child protection procedures are sufficient for safeguarding young people. Contextual case reviews suggest that safeguarding practices, and the legislation that underpins them, are culturally, procedurally, and organisationally wedded to the context of the home, whereas insufficiently engaged with extrafamilial contexts of significant harm. The application of these issues require interrogation if social work systems are to provide sufficient mechanisms for safeguarding young people and families at risk of significant harm.  相似文献

At a time when there is increasing interest amongst child care professionals in how to respond to children living with domestic violence, this paper derives from a study of a specialist context for such work: child work in women's refuges. The qualitative aspect of the research, which is reported on here, consisted of in-depth visits to eight refuges. Group and individual interviews with children, women and workers covered the needs (and also the strengths) presented by a wide range of children, and the scope of work undertaken with them and their mothers.A child-centred and non-violent ethos was found to be offering high levels of support to children and young people, despite low levels of resourcing. Certain groups were identified as still requiring developments in particular responses to their needs. Greater recognition of refuge child work is called for from statutory agencies, including those with access to funding.  相似文献

The paper documents a study conducted among 225 Palestinian pre‐school teachers from Israel. Data were collected through a self‐administered questionnaire that examined the teachers’ attitudes towards reporting child abuse and neglect. In general, the participants’ attitudes towards reporting child abuse and neglect to the child protection services (CPS) were more positive than their attitudes towards reporting to the police. Willingness to report suspected cases of child sexual abuse to the police and CPS was higher than willingness to report other types of child abuse and neglect. Inconsistent results were revealed with regard to how awareness of reporting regulations and awareness of signs and risk factors for child maltreatment affect willingness to report to CPS and to the police. A comprehensive discussion of the possible relevance of the participants’ socio‐cultural and sociopolitical values to their attitudes towards reporting child abuse and neglect is presented. The implications of the results for future studies are also discussed.  相似文献

This article presents findings from a qualitative study of the practices and experiences of people working in multidisciplinary child sexual exploitation (CSE) partnerships in three coastal towns in England. The study is based on focus groups conducted with 36 practitioners from a range of professional groups, including police, social work, substance misuse, education, specialist youth workers, sexual health, and statutory and non-statutory children's services. The article begins with an overview of the three towns and the structure of their responses to CSE. It goes on to explore a range of factors, which contribute to the local issues around CSE and which affect and direct multiagency working. These include practitioner perspectives on CSE vulnerability, the discrepancy between young peoples' and practitioners' views about “exploitation”, a discussion of how CSE perpetrators initiate and develop contact with young people and the role of incentives—including drugs and alcohol—as part of CSE exploitation. We finish by drawing out some general conclusions.  相似文献

This article examines the ways in which child welfare professionals negotiate their roles and those of other professionals in home visits with clients, in this case the parents of young children. The concept of boundary work is developed within the context of the professional–client encounter. Drawing on Goffman's concept of ‘footing’, the analysis examines how professionals attend to ways of constructing family problems in terms of appropriate professional interventions – both from themselves and others. It is argued that the careful consideration of how problems merit interventions displays an adherence to the development of the supportive relations which move beyond strict professional remits. The article adds to the research evidence, which sees inter‐professional coordination as a complex matter, located in everyday practice rather than as advocating more tightly monitored procedure.  相似文献

This article presents policy, practice and theory implications of a case study of a youth curfew. The original case study of the Northbridge Policy Project set out to document the purposes of the Northbridge Policy, how policy was implemented, and to evaluate the effectiveness of this approach as a generalised response to child welfare and youth crime. The study synthesised data from multiple sources. The original study concluded that although the project was well resourced, well managed and had improved greatly inter‐agency collaboration for child protection, these benefits could have been achieved without the curfew, which undermined some preventative aspects of the project. The evaluation also concluded that previously documented successes of the curfew for crime protection and child protection had been achieved through displacement of young people to other locations that neither reduced crime nor increase safety. After the project was suddenly curtailed, analysis used moral panic theory to examine the legacy of the Northbridge curfew in terms of discourse about young people and legitimation of subsequent practices in youth policing. The analysis found that the legacy had been unhelpful because it reinforced the erroneous beliefs that the curfew had been an effective and necessary component of strategy.  相似文献

This paper draws on the findings of a research study that examined the factors that influence local decision‐making in cases where a child or young person is being considered by residential workers, social workers and senior managers for placement in a secure unit. After outlining the research problem and case study approach taken, the paper focuses on explicating the findings of the study that relate to the impact of group membership, goals, roles and norms on group performance in such cases. The paper illustrates how attending to these four areas, and the way in which power relations impact on them, may help those developing and managing groups to improve decision‐making practice.  相似文献
