In many developing countries, there is concern that a conventional system of plant breeders' rights provides no rewards to farmers for their role in the conservation and enhancement of agro‐biodiversity. To redress this imbalance, developing countries are incorporating farmers' rights provisions in their plant variety protection legislation. This article examines the feasibility of farmers' rights provisions based on intellectual property rights. It argues that the farmers' rights provisions crafted by some developing countries will involve enormous operational difficulties, while IPR‐based farmers' rights are unlikely to provide significant economic returns to farmers or farming communities. At the same time, farmers' rights provisions, as currently conceived, are likely significantly to dilute the incentives for innovation provided to institutional plant breeders.  相似文献

The local food movement has grown substantially in the United States in recent years. Proponents have hailed this growth as a shift away from a conventional food system rife with inequality toward one that introduces more just outcomes for society. While the movement's development and popularity have proliferated, little research has examined nationally how successful it is at delivering on its promises. By combining the social movement and food system literatures with quantitative methodology, this article examines the accessibility of the farmers' market across the United States. Using multivariate logistic regression, the analysis focuses on several identifying characteristics of individuals within and characteristics of neighborhoods across the United States to explore what increases (or decreases) the likelihood of a farmers' market being located within their boundaries. The results suggest that several social, economic, and racial differences exist between those living in areas with farmers' markets and those in areas that do not. Additionally, the analysis found that several neighborhood characteristics significantly influence the likelihood of a farmers’ market being present, including a neighborhood's socioeconomic status, the quality of neighborhood infrastructure, participation rates in social support programs, and the prevalence of poverty. In addition to posing questions of accessibility for the local food movement this research contributes to our understanding of grassroots social movements by examining the avenues and potential limitations that they negotiate while ensuring their stated goals are reached.  相似文献

Often organized as grassroots, nonprofit organizations, many farmers' markets serve as strategic venues linking producers and consumers of local food while fulfilling multiple social, economic, and environmental objectives. This article examines the potential of farmers' markets to play a catalyst role in linking local food systems to the social economy in western Canada. We used the Delphi method of inquiry to solicit and synthesize perspectives on the future role of farmers' markets within local food systems and the social economy from farmers' market vendors, market managers, and policy and government representatives in each province. We found that negotiations over the definition of local food systems, the dynamics of supply and demand relationships, and perceptions of “authenticity” affect the positionality of farmers' markets in relation to other marketing channels within regional food systems. Stakeholders engaged in this Delphi inquiry strategized ways to scale up local food systems beyond current limits while also maintaining the “authentic experience” offered by farmers' markets that has helped to fuel increased consumer interest, demand, and growth. Results confirm the need for further investigation of the relationship between the social economy, infrastructure, and authenticity in the development of local food systems.  相似文献

Abstract Financial stress and general crisis in European agriculture recently have generated a widespread interest in alternative paths of farm business development and structural adjustment. One of the options suggested by policy makers and adopted by farmers was the development of alternative farm enterprises (AFEs), in which farmers recombine resources on the farm and produce a new mix of products and services in order to supplement their incomes. In the present paper we examine the factors influencing the development of AFEs. According to empirical evidence from Etolia‐Akarnania, a prefecture in western Greece that merits “less favored area” status, AFE adoption is influenced by the amount of family labor, the ratio of hired to family labor, the presence of tobacco as a main enterprise, the proximity of the farm to grade A roads, and the farmers' age. Education, management experience demonstrated by the farm manager, physical size of the farm, enterprise specialization, the use of grants, and farm location are the main factors responsible for the farmers' integration into the agro‐food system.  相似文献

The remarkable growth of alternative agrifood movements—organics, fair trade, localism, Slow Food, farmers' markets, community‐supported agriculture, food security, food safety, food sovereignty, anti–genetically modified organisms, animal welfare, and others—and their attraction to younger academic scholars offer a unique opportunity to explore ways to strengthen such movements utilizing the structural position and distinctive skills of academic researchers. The various movements constitute the major resource; sympathetic academic researchers are a second resource. Mobilizing these two resources in a new organization, the Alternative Agrifood Researchers without Borders, has the potential to contribute to strengthening the movements and their original progressive orientations and advancing civil society. To be effective, a new organization should parallel existing structures in state and market but focus on progressive goals aimed at reducing inequalities and expanding political and social participation. In building a body of literature usable for comparative analysis, the goal should be more effective alternative agrifood movements providing better services to broader global constituencies while simultaneously improving academic research quality. I draw on three social theories—resource mobilization, strategic intervention, and structural parallelism—to encourage careful revision of established academic paradigms.  相似文献

The number of the world's food insecure rose at the end of the first decade of the twenty‐first century. Despite these negative developments, however, a 2010 United Nations report argues that food security could be improved if development efforts are supported by government programs that target smallholder farmers. This report is significant because it challenges the neoliberal perspective, which tends to promote a private‐enterprise market system and favor large‐scale producers. These competing visions for agricultural development frame our evaluation of the impact of the Africa Rice Center's (AfricaRice) efforts to promote new rice varieties among smallholder farmers to narrow the rice consumption‐production gap in Ghana. We begin by distinguishing the outreach efforts to help farmers increase production and the political‐economic conditions that limit the longevity of that outreach effort. We reviewed program documents revealing expenditures and yields among the smallholder farmers, and we conducted intensive interviews with the farmers. Although we find that the program succeeded in mobilizing farmers to increase rice production, we question the sustainability of the program's impact because state funding for the program has ended.  相似文献

In this article we examine in‐depth interviews with farmers (n = 159) from nine Corn Belt states. Using a grounded theory approach, we identified a “soil stewardship ethic,” which exemplifies how farmers are talking about building the long‐term sustainability of their farm operation in light of more variable and extreme weather events. Findings suggest that farmers' shifting relationship with their soil resources may act as a kind of social‐ecological feedback that enables farmers to implement adaptive strategies (e.g., no‐till farming, cover crops) that build resilience in the face of increasingly variable and extreme weather, in contrast to emphasizing short‐term adjustments to production that may lead to greater vulnerability over time. The development of a soil stewardship ethic may help farmers to resolve the problem of an apparent trade‐off between short‐term productivist goals and long‐term conservation goals and in doing so may point toward an emergent aspect of a conservationist identity. Focusing on the message of managing soil health to mitigate weather‐related risks and preserving soil resources for future generations may provide a pragmatic solution for helping farmers to reorient farm production practices, which would have soil building and soil saving at their center.  相似文献

The past decade has witnessed an interesting coupling between alternative ways to produce and consume food (farmers' markets, Consumer Supported Agriculture (CSA) shares, and urban gardens to name a few) and individual health‐seeking. While much of this activity rests on an ideological rhetoric of individual choice and “lifestyleism” strongly correlated with social class, there have also been a host of very different government and policy efforts aimed at improving poor food environments and the vulnerable populations that inhabit them in the name of public health. Efforts such as zoning against fast food franchises, placing stipulations on what benefit programs like Supplemental Nutrition Assistance Program (SNAP) can be used for, and taxing foods deemed unhealthy are sparking public debate because they cut to the heart of many American socio‐political debates: the tension between individual liberties and government intervention. Based on existing scholarship of alternative food, health, and bodies, and the author's insights gleaned from ethnographic research, this article sheds light on the potential ineffectiveness of such public health efforts despite positive – and often times class‐conscious – intentions. Such an acknowledgement raises critical questions about who benefits and who misses out in alternative food projects. While this article situates these questions squarely in the American context, it also highlights the need for other situated studies that emphasize other countries' particular political, cultural, and economic contexts that shape contemporary food systems, and their accompanying moral politics.  相似文献

Abstract Retail farmers' markets are seen as key institutions in a more “civic agriculture,” but little is known about how they promote small business entrepreneurship. Drawing on research in economic sociology and economic geography, this paper examines the role of social learning in vendor innovation. Data from a 1999 mail survey of farmers' market vendors in California, New York and Iowa show that business innovation, as represented by intensity of vendors' innovative marketing practices and vendors' successful enterprise expansion, was modest. Social learning through engagement with customers contributed to more innovative marketing by vendors, while social learning through engagement with customers and fellow vendors increased the likelihood of vendors diversifying to additional markets beyond the farmers' market. Certain individual and enterprise characteristics also influenced vendor innovation. This suggests that, although important, the beneficial effects of social learning for vendors at farmers' markets remain moderated by human capital and structural factors.  相似文献

ABSTRACT

This paper examines the relationship between fossil fuels and food security and makes recommendations for community organizers. During the 20th century, North America's food system grew critically dependent on oil and natural gas for production, processing, and transportation. The authors argue that numerous petroleum-related factors including supply problems, increasing global demand, and geopolitical tensions may now threaten food security. Various approaches to reducing fossil-fuel dependency and increasing local food production are explored. The authors conclude that community organizers can make important contributions to local food security, and they provide specific recommendations and resources for doing this.  相似文献

Abstract Food insecurity is a problem faced by smallholder farmers in Malawi. In any given year between 70 and 85 percent of households run out of food stocks several months prior to the next harvest. Once food stocks are depleted many households obtain food by doing ganyu, a type of piecework labor. Limited research has been carried out on ganyu. This paper uses qualitative data to examine ganyu in relation to food security in one area of northern Malawi. Using the livelihoods framework, I argue that the most common form of ganyu is both a livelihood strategy and a measure of vulnerability, rather than a type of social capital as suggested by other authors. High reliance on ganyu points to increased social stratification related to a rise in smallholder tobacco production. Women in female‐headed households appear to rely more on ganyu than in married households. Policy implications of these findings are considered.  相似文献

The drivers of food insecurity in rapidly‐growing urban areas of the Global South are receiving more research and policy attention, but the precise connections between urbanization and urban food security are still largely unexplored. In particular, the levels and causes of food insecurity amongst new migrants to the city have received little consideration. This is in marked contrast to the literature on the food security experience of new immigrants from the South in European and North American cities. This article aims to contribute to the new literature on South‐South migration and urban food security by focusing on the case of recent Zimbabwean migrants to South African cities. The article presents the results of a household survey of migrants in the South African cities of Cape Town and Johannesburg. The survey showed extremely high levels of food insecurity and low dietary diversity. We attribute these findings, in part, to the difficulties of accessing regular incomes and the other demands on household income. However, most migrants are also members of multi‐spatial households and have obligations to support household members in Zimbabwe. We conclude, therefore, that although migration may improve the food security of the multi‐spatial household as a whole, it is also a factor in explaining the high levels of insecurity of migrants in the city.  相似文献

Abstract This article demonstrates Gamson's claim that behind the apparent agreement implied by “consensus frames” lies considerable dissensus. Ironically, the very potency of consensus frames may generate contested claims to the ownership of a social problem. Food security is a potent consensus frame that has generated at least three distinct collective action frames: food security as hunger; food security as a component of a community's developmental whole; and food security as minimizing risks with respect to an industrialized food system's vulnerability to both “normal accidents” as well as the “intentional accidents” associated with agriterrorism. We show that each collective action frame reflects internal normative variation identified here with Goffman's “keying” concept. These keys suggest power differentials in the endorsement or critique of dominant institutional practices. Each frame and associated keys reflect distinct sets of interests by collective actors, such as demands for substantively different applications of science and technology. The prognostic framing of the community food security movement coincidentally holds potential for reducing not only the accidental risks of productivist agriculture but also the uncertainty induced by the risk of terrorist exploitation of those vulnerabilities. The article explores power differentials and variable levels of oppositional consciousness as mechanisms by which keys generate contentious politics within frames while serving as potential bridges between frames. This contested ownership of food security has implications for the associated movements' and organizations' capacity to influence the structure of the agrifood system as well as the broader socioeconomic organization of rural regions.  相似文献

This study uses the Survey of Program Dynamics data to examine the independent role of household assets in food security. It further examines whether assets provide a buffer for low-income households to food insecurity in the face of income losses. Results of the Two-Part Model analyses show that household assets have a significant association with food security in both the full sample and the low-income sample. In the presence of household assets, income’s effect on food security decreases. In addition, the significant interaction terms of income loss and household assets indicate that assets provide resources to smooth food consumption. The findings of this study suggest a consideration of asset building strategies in asset related provisions of current food assistance policy.  相似文献

Direct agricultural markets, predicated on face-to-face ties between producers and consumers, are often seen as central components of local food systems. Activists and academic analysts often assume that trust and social connection characterize direct agricultural markets, distinguishing local food systems from the “global food system”. This article examines that premise about direct agricultural markets, using the concept of social embeddedness from economic sociology to analyze the interplay of the economic and the social. Specifically, it draws on Block's (1990) elaboration of the concepts of marketness and instrumentalism to qualify the concept of social embeddedness. Taken together, and augmented by consideration of how they relate to power and privilege, these concepts provide an analytical framework that more accurately describes the social relations of two types of direct agricultural markets — the farmers’ market and community supported agriculture. In providing an alternative market, farmers’ markets create a context for closer social ties between farmers and consumers, but remain fundamentally rooted in commodity relations. In attempting to construct an alternative to the market, as reflected in an explicit emphasis on community and in the distinctive “share” relationship, community supported agriculture moves closer towards the decommodification of food. Nonetheless, in both types of direct markets, tensions between embeddedness, on the one hand, and marketness and instrumentalism, on the other, suggest how power and privilege may sometimes rest more with educated, middle-class consumers than with farmers or less-advantaged consumers. Recognizing how marketness and instrumentalism complicate social embeddedness is critical for understanding the viability, development and prospects of local food systems.  相似文献

Whether government‐based forms of food assistance such as the Supplemental Nutrition Assistance Program (SNAP), communal efforts including food pantries, aid from friends and family, or alternative means such as gardening are the appropriate means to reduce the prevalence of household food insecurity is a continuous source of policy contention. To inform this debate, we examine the relative importance of these forms of food assistance and acquisition to a sample of U.S. older adults from the 2010 Brazos Valley Health Assessment of central Texas households that have been stratified by income eligibility for SNAP, low‐income SNAP ineligibility, and above low income status. To identify how membership in these socioeconomic groups constrains household capacity to acquire sufficient food to maintain an adequate and healthy diet, we explore the varied associations of assets received from government; communal and intimate social networks; and alternative food sources such as gardening, hunting, and fishing with household food security across socioeconomic status, while examining the importance of place of residence on the use of capital assets. SNAP participation was the only specific capital asset associated with all levels of food insecurity for both SNAP‐eligible and ineligible low‐income groups, thus emphasizing the continued importance of food assistance among poverty‐level older adults.  相似文献

The farmers' role within the EU has recently been under reconstruction: in addition to primary agricultural production farmers should fulfil multiple functions such as maintaining the rural landscape, conserving nature and providing services. One essential feature of this new role is the demand for entrepreneurship. Farmers should be capable of competing in the worldwide, global agricultural market. They are also encouraged to diversify into business activities beyond agriculture. How do farmers see themselves in this situation? Is their self-perception compatible with this new reconstruction of the farming economy and the farmers' role? Research, thus far, seems to indicate that traditional or production oriented identities are still dominant among farmers. But there is also some evidence that new identities, such as the entrepreneurial identity, are emerging. In our study we are especially interested in how Finnish farmers have met the demand for adapting to the role of an entrepreneur. We approach the issue of the farmers' changing role from a social psychological perspective by utilizing the concept of identity. Our empirical evidence comes from two nation-wide postal questionnaire data sets, both containing samples from three subgroups: conventional farmers focusing solely on primary agricultural production, diversified farmers who also had other business besides agricultural production, and rural non-agricultural small-scale businesses. The results show that Finnish farmers do not experience “entrepreneur” as something distant from themselves and as not fitting in with their world of ideas, as the work of some researchers would depict. Instead, the majority of Finnish farmers, especially diversified farmers, conceive of themselves both as entrepreneurs and as producers.  相似文献

Abstract In this paper we hypothesize that farmers with a stronger valuation of family farming will be more resistant to converting farmland to tree plantations. Our survey data analysis from 106 farmers in northern Alberta reveals that general opposition to trees on farmland is the strongest predictor of farmers' resistance to the establishment of poplar tree plantations on privately‐owned land. Valuation of family farming is the strongest determinant of resistance to trees on farmland. Among the potential intervening variables influencing support for tree plantations, including county, age, gender, number of children, and percent of income from farming, number of children and percent of income from farming had significant direct effects on valuation of family farming. This study suggests that economic incentives alone are unlikely to influence farmers' willingness to convert their land to non‐traditional uses, and that intergenerational transfer of land, and its relationship to valuation of family farming, deserves further attention in rural sociological scholarship.  相似文献

Brazil is on track to achieve many of the Millennium Development Goals, and this is widely credited to bold and innovative government policies backed by new forms of popular participation in social policy. This article examines evaluation evidence on two of the most important recent initiatives in Brazil's policies for food and nutrition security (conditional cash transfers through Bolsa Família and support for family agriculture through the Programa de Aquisição de Alimentos). It also considers advances in older policies (such as the School Meals programme) and the work of the National Council for Food and Nutrition Security, which has culminated in national legislation establishing food and nutrition security as a right.  相似文献

Abstract Because consumer opinions to an increasing extent affect the structure and management of the U.S. food system, it is important for social scientists to accurately model consumer trust in this system so they can better understand and anticipate public responses to existing or proposed food‐related regulatory policies and facilitate effective partnership building between food‐system representatives and the public. The recreancy theorem posits that individuals' trust in and support for societal institutions reflects their perceptions of the competence and fiduciary responsibility of institutional actors. This theorem might prove effective at identifying the key determinants of consumers' trust in and support for institutional actors within the U.S. food system, whether these actors be representatives of large‐scale, internationally operated firms or small‐scale, locally operated businesses. We used data from two nationwide samples of adults to test the recreancy theorem for seven to nine pertinent institutional actors each within five areas of the U.S. food system: food safety, nutrition, treatment of workers, environmental protection, and treatment of livestock. The resulting 55 tests of the theorem entailed the estimation of 55 structural equation models to evaluate model fit and the efficacy of perceived competence and fiduciary responsibility in explaining trust and support. The results of analyzing the structural equation models separately and overall indicate support for the recreancy theorem. Based upon our results, we offer suggestions for enhancing public‐private partnership formation within the U.S. food system.  相似文献
