Whether lauded or deplored, transnational organizing among non-governmental organizations (NGOs) generally, and women's NGOs specifically, is recognized as an active player in debates about international economic policy. In this article, I turn attention toward one consequence of women's transnational NGO organizing that has been under-analyzed: the impact that transnational activism has on domestic political organizations and opportunities. The recent increase in activism on gender and policies of free trade in the USA is the product of women's transnational political organizingover the North American Free Trade Agreement (NAFTA). In the case of NAFTA, theoretical insights about the ways that gendered categories undergird the economy were made visible by and through the transnational advocacy in which feminists engaged.And, this article indicates, these transnational advocacy efforts have helped to shift the domestic political terrain of women's organizing in the United States. I argue that as women's rights advocates in the United States were confronted with the realization that the nexus between gender and trade policy was important to many women's rights and feminist activists around the world, they began to question why the gendered implication of trade policy did not hold a comparable place in the US feminist arena. Thus, changes in the domestic political landscape of non-governmentalactivismmay be one of the longest lasting (and most overlooked) consequences of transnational political engagement.  相似文献

The economic and political effects of the September 11 terrorist attacks weakened Latin American and Caribbean economies, reduced employment among Western Hemisphere immigrants living in the United States, and hindered new migrants' access to U.S. territory. Thus, the 9/11 events probably increased long‐term motivations for northward migration in the hemisphere, while discouraging and postponing international population movement in the short run. In addition, the terrorist assaults dealt a sharp setback to a promising dialogue on immigration policies between the United States and Mexico. Those discussions had appeared to herald constructive new policies towards migration into the U.S. from Mexico and possibly other nations in the hemisphere. A series of significant international migrant flows in South and Central America and in the Caribbean, not involving the United States, are unfortunately beyond the scope of this brief essay. I will first describe the consequences of the September 11 assaults for U.S.‐bound migration in the hemisphere, before turning to consider future social, economic and policy paths.  相似文献

Prior to the late 1990s, Ecuadorian international migration was directed primarily toward the United States. Of the estimated 400,000 Ecuadorians living in the United States, most are concentrated in metropolitan New York and many hail from the south–central highlands of Cañar and Azuay Provinces. In the mid– to late–1990s, Ecuador entered a political and economic crisis just as clandestine transportation to the United States became increasingly expensive and dangerous. Within two years Ecuadorian migration diversified radically and a "new emigration" formed. Many thousands of Ecuadorians from throughout the country migrated to Europe, mostly Spain, but also to France, Italy, and The Netherlands. Prior to 1998, few Ecuadorians lived in Europe, but now, Ecuadorians are the largest immigrant group in Madrid and one of the largest in Spain. The migrant stream was led by women and composed of people from a variety of ethnic and socioeconomic backgrounds. Ecuadorians find themselves working in a variety of services (especially women) and negotiating a volatile, even hostile, social, and political environment.
This "new emigration" has numerous implications for Ecuadorian families, the economy, and the nation–state. Understanding the implications requires a comparative approach that examines at least three aspects of the new emigration: the role of gender, the importance of transnational ties and connections, and the emerging roles of state and non–state actors in the formalization of migration.  相似文献

For the past two decades, women have been migrating from Mexico to the United States on temporary work visas to pick meat from blue crabs in small coastal factories. Within a theoretical framework that argues for the relevance of a moral economic perspective to gendered migration, we examine the how participating in this migration influences migrants' families, including their abilities to produce higher‐quality lives. Specifically, we focus on the various factors that feed into the decision to migrate, the immediate consequences of those decisions for the relations among migrants, children, spouses and other family and community members, and the longer‐term consequences in terms of gender relations, the restructuring of parent–child relationships and the material benefits of work abroad. We find that women negotiate a variety of contradictions and paradoxes to participate in the programme, many of which directly influence their quest to reaffirm their abilities, as mothers, to produce quality human beings. These findings reflect more general global appeals for valuing human life by measures other than those of conventional political economy.  相似文献

Sociological explanations of inequality are incomplete unless they fully recognize the importance of social policy regimes, the policy logics embedded within them, and how policy arrangements work to stratify and shape daily lives. In this address, I develop my arguments by examining two overlapping struggles of everyday life in the contemporary United States: balancing work and family on the one hand, and securing health‐care services, both formal medical care and informal family care, on the other. Both struggles involve care deficits that are significantly more serious in the United States than in other high‐income countries, in part because our policy regime contributes to rather than counters the gendered roots of work–family conflict. Comparative studies hold a key to better understanding the link between policy regimes and everyday lives, as illustrated by the author's own comparative research in Finland and in the United States In terms of policies and policy logics that promote gender equity, paid parental leave for fathers has received much recent attention from social science scholars. Sociologists are challenged to become aware of comparative social policy scholarship and to approach inequalities and the related daily conflicts and struggles—such as over care deficits—by including this work in their analyses.  相似文献

In this article we contribute to the emerging knowledge on migration policy‐making in two ways. Firstly, we address the relative lack of research on the gendered nature of migration policy‐making. Secondly we contribute to understanding migration policymaking in postcolonial contexts. Based on case studies from Bangladesh, South Africa, and Singapore, we trace the drivers of policy change in these contexts and how the gendered vulnerability of the intended beneficiaries impacted the policy process. We found that there were four main drivers of migration policy‐making in each of the countries. They were: the role‐players in the policy change process, the debates that shaped the policy change, the research involved, and the political context in which the policy change took place. While our research drew on existing policy frameworks, it also showed that policy development is shaped by complex socio‐political conditions.  相似文献

Despite this being the era of migration, no systematic theory of international migration has emerged, nor is there an academic or political agreement on ways in which migration is a ‘gendered’ process. Both theoretically and as inputs in the policy-making process, gender-blind approaches have actually rendered the gender dimension of migration more or less invisible. Through an in-depth examination of the place of gender in the key theories of migration and relevant sources of data, the paper seeks to take stock of how these theories treat this dimension and investigate the cross-sectional challenges in uncovering gender in international migration data. It, therefore, provides a critical review of both theory and data by shedding much-needed light on their neglect of the gender aspects. Our findings based on a conceptual review of the literature and a case study based on Eurostat data on migration drivers demonstrate that migration theories and statistics typically equate gender with sex, which limits our ability to develop a comprehensive understanding of how complex gender dimensions shape the migration process. Moreover, given the extent to which existing data and theories overlook the intersectionality between the drivers of migration and diversity within migrant groups, this gap in knowledge presents an obstacle to gender-responsive migration governance. In light of this, the paper discusses priorities for ‘gendering’ international migration research. We argue that in addition to improving accuracy and coverage of sex-disaggregated statistics on international migration, both regular and irregular, it is crucial to develop quantitative as well as qualitative indicators to monitor the gender dimension in this area.  相似文献

The increasing rate of imprisonment in the United States over the past few decades resulted in record numbers of individuals reentering society upon release. As men and women exit through prison gates, they encounter a range of obstacles that complicate their efforts to “make it” on the outside. Given the gendered impact of recent punitive prison policies, this essay focuses on women and traces their steps as they navigate the many complex, interrelated, and competing obstacles to successful reintegration post‐incarceration. In particular, this essay describes how many barriers, and women’s reentry experience more broadly, are shaped by gender, race, and class. Further, drawing on the feminist pathways perspective, we examine women’s reentry in light of their pathways into offending focusing, in particular, on their victimization history.  相似文献

This paper examines the gender matrix of time, arguing for cross-disciplinary consideration of political economy, globalization and technology to achieve a detailed understanding of gendered hierarchies of time and the ways in which public/private identifications of social space and time have variously constructed and maintained them. It is argued that women are alienated from their own time, which is identified as most legitimately allocated to the service of others both in the home and at work. The inter-relationship of technologies and gendered identities is explored in relation to public/private divisions and the political-economic and scientific-technological knowledge processes that contribute to upholding them. ICTs reflect these historically established gendered patterns, but international projects such as 'Women on the Net' also demonstrate the capacities of these technologies for disrupting the gender matrix of time through their use by women for women.  相似文献

This article explores the operation of gender and industrial relations in long‐term care work or nursing home work, ‘from within’ the experience of the predominantly female workforce in seven unionized facilities in Canada. Drawing on qualitative case study data in non‐profit facilities, the article argues that the main industrial relations challenges facing long‐term care workers are that their workplace priorities do not fit within existing, gendered, industrial relations processes and institutions. This article starts from the experience of women and threads this experience through other layers of social organization such as: global and local policy directions including austerity, New Public Management, and social and healthcare funding; industrial relations mechanisms and policy; and workers’ formal [union] and informal efforts to represent their interests in the workplace. The strongest themes in the reported experience of the women include: manufacturing conditions for unpaid work; increasing management and state dependence on unpaid care work; fostering loose boundaries; and limiting respect and autonomy as aspects of care work. The article extends the feminist political economy by analysing the links between the policies noted above and frontline care work. Building on gendered organizational theory the article also introduces the concept of non‐job work and suggests a fourth industrial relations institution, namely the needs and gendered expectations of residents, families and workers themselves, operating within the liminal spaces in care work.  相似文献

Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

Trends in international migration in Europe and the United States are analyzed and compared, with a focus on concern about the presence of migrants in the receiving country. Consideration is given to the acculturation of migrants in the United States, including a historical outline of that process as it occurred during the nineteenth and early twentieth centuries. Cultural pluralism and the newest wave of immigration are also described. Implications for European immigration are assessed.  相似文献

This paper estimates and interprets empirical shifts in the gender composition of immigrants to add to scholarship about the gendering of international migrations over time. We map shifts in gender ratios using micro-level data that permit us to create age-standardized estimates among adult foreign born stock living in the United States since 1850 and in 26 other nations worldwide since 1960. We examine regional and national variations in these shifts, and ask whether and how the gendered composition of foreigners from diverse origins in the United States – the nation that has received the largest populations of migrants for over a century – differs from other nations that receive large numbers of immigrants. We also examine recent variations in gender ratios among immigrants living in six regional destination countries. Results show substantial variation in the gender composition of foreign-born populations, and they offer a starting point for examining causes and consequences in future research.  相似文献

This article analyses the US response under former President George W. Bush to the global HIV/AIDS epidemic at the intersection of neo-conservatism and neo-liberalism, highlighting the various ways their distinct gender logics collide to reproduce masculine privilege and gender inequalities on a global scale. The President's Emergency Plan for AIDS Relief (PEPFAR) is the United States global HIV/AIDS policy and is the largest commitment made by any single nation for an international health project. My analysis is based on PEPFAR's ‘formal’ policy texts, including its authorizing legislation, five-year strategic framework and specific policy directives for recipient organizations. In addition, I examine more ‘informal’ texts like Congressional reports and Presidential speeches delivered by George W. Bush on various occasions. Drawing on a rich body of feminist ethnographic work in the fields of global governance, international political economy, organizational theory and sexuality and masculinity studies, the following article examines the various ways market-based norms and practices can legitimate the moral imperatives of neo-conservatism to promote ‘traditional’ values and institutions in the global South as leading solutions to global problems and insecurities.  相似文献

The article examines the responses of women's movements in Canada, the United States and Mexico to the North American Free Trade Agreement (NAFTA) from a comparative perspective. It argues that while some women's groups have raised important critiques of trade agreements from a feminist perspective, they have largely failed to make the gendered dimension of regionalization visible in public debate on NAFTA and have had virtually no impact on public policy. The nature of the women's movements in the three countries limited the possibilities of greater contestation of the form of economic liberalization at both the national and transnational levels. Drawing upon the literature on social movements, the article suggests that the ability of women's movements to respond to NAFTA was conditioned by: (1) the shifting universe of political discourse in each country - whether it permits the identification of macroeconomic policy as a gender issue - which is conditioned in part by the diverse forms of engagement with liberalism as a political philosophy in each country, and (2) the organizational structure of women's movements in each country, their relationships with their respective states, and their role within broader coalitions.  相似文献

Since the immigration legislation of 1965, marriage to American citizens and resident aliens has been one of the primary paths for migration to the United States. Despite the rapid growth of the Asian American population over the course of the late twentieth century, Asian Americans had still reached only 3 per cent of all Americans by 2000, meaning that Asian marriage migration to the United States has been largely through marriage to non‐Asians. In this study, we look at exogamy among Vietnamese Americans using U. S. Census data (1980, 1990, and 2000) from 5 per cent PUMS sets made available through the IPUMS project. We ask: (1) What are the predictors of exogamy among Vietnamese Americans? (2) How do the rates of exogamy of Vietnamese American women compare to those of Vietnamese American men? (3) How have the predictors of exogamy and the apparent characteristics of the exogamously married changed over the decades of refugee movement from Vietnam to North America? We review data from the years 1980, 1990, and 2000. In the assimilationist view of immigration associated with the classic work of Milton M. Gordon, exogamy is the final stage of immigrant incorporation into a host country. Migration through marriage, which has become a major source of immigration to the United States since the Immigration Act of 1965, reverses this assimilationist pattern, placing marriage before immigration and incorporation, or at the earliest stages of immigration and incorporation. Our findings are relevant to understanding the specific Vietnamese experience in the United States. They highlight the continuing but declining importance of the Vietnam War in creating close connections between Vietnamese and other people in the United States, even after the war had ended. The findings also suggest how these connections changed as a result of Vietnamese mass migration to America.  相似文献

The article provides an in‐depth analysis of the gendering processes among PhD candidates in a political science department. It uses Joan Acker's theory of gendered organizations operating through four dimensions: the gendered division of labour, gendered interaction, gendered symbols and gendered interpretations of one's position in the organization. The article combines this approach with theories of hidden discrimination. The key theoretical aim is to contribute to gendered organizational theory by examining the ways in which hidden discrimination and the gendered organization work together. This generates detailed and differentiated knowledge about the mechanisms of hidden discrimination that produce gender inequalities in the department. The findings presented in this article point to the role of gendered division of labour and the lack of information about departmental practices. PhD supervision by men is a particularly strong structural barrier for women because of the gendered nature of interaction in supervision and the difficulties that female PhD students have in a male‐dominated environment. The article further contributes to debates on gendered organizations by focusing upon the gendered symbols of expertise in political science. These symbols reproduce the man as the political scientist norm and result in women interpreting their own position as marginal or as outsiders.  相似文献
