Innovation has been at the forefront of procurement policy in Denmark in recent years. The policy incentives emphasize public procurement of innovation as a way to accelerate the development and application of environmental and health technologies, but also as a way to achieve a competitive advantage, growth and job creation. This paper uses a single case study to illustrate the procurement of a chemical-free cleaning system by the local government in Denmark. It describes the public procurement of innovation project in the response to an unsolicited bid from the supplier, and highlights the importance of innovation-friendly procurement practice for supporting innovation. The study identified indirect innovation effects of public procurement and number of conditions that have supported success of public procurement of innovation project such as close and early engagement with supplier; role of supplier acting as a technology champion; competence for applying functional specification; political support; sufficient resource allocation and institutional match between involved organizations. These findings lend support to the idea that public procurement of innovation may have occurred as a result of innovation-friendly procurement practice regardless of the lack of an explicit intention to promote innovation and challenge assumptions on which emerging policy initiatives are based on. These findings also suggest that the local government procurement may have a role to play in supporting innovation that goes beyond current definition of public procurement as a mission-oriented instrument to be exploited for resolving social challenges. These understandings could contribute to further policy development that may lead to a situation where public procurement of innovation is utilized to a greater extent than it is today in Denmark.  相似文献

The World Bank's newest country‐systems policy, adopted in 2008, allows borrowers to use their national systems to conduct procurement and manage finances for Bank‐funded projects. In principle, it will incentivise institutional reform, increase local ownership, and facilitate donor harmonisation. In practice, its content and the handling of stakeholder input seem to indicate that the Bank's dominant desire has been to preserve its market share. This article demonstrates (i) how deficiencies in the policy may reverse the Bank's work on governance and undercut aid efficiency, and (ii) how its handling of public consultations on the policy ignored the Bank's best practices. It concludes with steps for improving the policy, including re‐opening dialogue with key stakeholders.  相似文献

The role of public procurement as a means to stimulate innovation has been increasingly emphasized during the last few years. The general argument is that, by applying intelligent demand, public agencies can stimulate private sector innovation that will eventually sustain competitive advantage in a global economy. The emphasis on public procurement used as an innovation policy instrument challenges current institutional practices and skills. The article is based on the assumption that the innovation research community could inform this policy discourse, in particular by drawing on institutional theory, but in order to fully utilize this potential, further revision of the research perspectives seen is needed. The article therefore discusses an institutional approach based on three modes: “multilevel institutional analysis”, “endogenous and exogenous institutions” and “institutions as rationalities”, arguing that such an approach would help to increase innovation research quality and policy relevance.  相似文献

Public procurement is seen as a powerful instrument for innovation policy, but meaningful barriers seem to hinder its deployment. This study reviews literature on complexity, time consumption, and risk representing important hindrances for the procurement of innovation from public buyers' perspective. Findings provide evidence on the existence of hindrances for public procurement of innovation across European Union member states through the analysis of data from a large-scale survey. Further, differences in terms of the perception of barriers become evident depending on the availability of monitoring systems for innovation performance.  相似文献

Innovation is stated to be one of the most powerful engines for economic growth in firms, markets and nations today. It is therefore not surprising that policy-makers would like to see innovations as a benefit of publicly spent money; making innovations an additional aim of public procurement (public procurement for innovation). The aim of the paper is to analyse the impact of a science organization's procurement practices on innovation. The intention is also to show how different and contradicting goals and expectations regarding public procurement are described and acted upon by the science organization and its suppliers, and to what extent the outcome of public procurement is innovation. Empirically, the study addresses how the European Organization for Nuclear Research, i.e. CERN, works with procurement; and how their procurement in turn affects CERN's suppliers. Based on a large case study in which more than 100 interviews were conducted over a time period of 8 years, the study contributes to the understanding of the limitations CERN’s procurement rules put on interaction and on innovation. The understanding of the implications of restricting interaction, but also the understanding of the reasons why these rules are put into place, and the dilemmas that follow, are all important contributions.  相似文献

This paper addresses the challenges that arise when service innovations are being promoted through public procurement. The academic and policy debate on public procurement of innovation has recently been very vivid, but it has mostly focused on procurement of technologies and tangible goods while considerably less attention has been paid to public procurement of innovation in services. By drawing on conceptual tools from the literature on service innovation and public procurement of innovation, the paper examines an empirical case of procurement of social services for substance abusers carried out by the city of Helsinki, Finland. In particular, the article analyzes whether the characteristics of services and service innovation are compatible with processes and requirements of public procurement. The article shows that service innovations can be procured, but the features of services and service innovation such as intangibility, interactivity, and difficulty to measure the impacts of new services affect the procurement process and set particular requirements for it.  相似文献

To achieve greater sustainability, governments need to continuously adapt their purchasing activities to innovations in the market. Sustainable procurement is a decision-making process in which the decisions of procurers determine if the full potential of sustainable procurement is used. The decisions and thus behaviour of procurers are therefore crucial for the successfulness of sustainable procurement. According to organizational theory, commitment to change could influence this behaviour. Hence, in the study, we examined if commitment to implement sustainable procurement increases sustainable procurement behaviour by Dutch public procurers and what determines this commitment to implement sustainable procurement are. Our study shows first that both affective commitment to implement sustainable procurement and procedural justice increase sustainable procurement behaviour. In addition, the results show that commitment to change acts as a mechanism between fit with vision, ecological sustainability attitude, procedural justice and sustainable procurement behaviour.  相似文献

Governments are actively looking for ways to use public procurement so that it would become more effective in facilitating innovation across public and private sectors. However, a shift towards public procurement of innovation (PPI) has proven to be difficult. Whereas the contemporary debate has mostly focused on how to reduce the barriers of PPI through re-conceptualizing the procurement process, there is a need to take into account also wider strategic factors through which governments create capacity to undertake PPI. By revisiting historic and contemporary policy initiatives, four strategies for the future can be envisioned: PPI as experimental innovation policy, from fiscal policy under austerity to PPI, mission-oriented PPI and shifts in administrative culture towards PPI. Each of the strategies demands different capacities from the entrepreneurial sector, as well as state, policy and administrative capacities from the public sector. These issues should be an inherent part of future policy-making and offer new avenues for PPI-related policy analysis and academic research.  相似文献

Local authorities present complex implementation settings for public procurement of innovation (PPI) practices and include a range of barriers, yet their proximity to citizens and local economic actors suggests that they are likely to encounter unmet needs in advance of national governments, creating potential to act as lead users. This paper develops a conceptualisation of the local authority procurement environment, using it as a framework for analysing the potential for PPI in three city authorities across Europe, representing three distinct modes of public procurement: functional procurement, tactical procurement and strategic procurement. The paper proposes that local authorities are broadly characterised by cyclical, geographically bounded procurement activity, which contains potential for stimulating incremental innovation through normal procurement activity if the external institutional setting is permissive. The paper suggests conditions for increasing the possibilities for more disruptive innovation through local authority procurement and areas for further research.  相似文献

State support for innovation in enterprises has been long-standing. One of the specific support measures is public procurement for innovation, which has only recently re-emerged in academic discussion as well as in the European policy discourse. While the spillovers from this type of innovation policy measure may be substantial, the complex processes underlying the support for innovation through public procurement are associated with high risks. We take an exploratory approach to determine the state of practice of risk management in public procurement for innovation at the local level. Five case studies, which were selected as representative cases of the Nordic–Baltic Sea region in Europe, were analyzed. We found that the cities were, for the most part, actively involved in risk identification; the risks are primarily being met with mixed contracting strategies rather than comprehensive risk management tools.  相似文献

This study examines the trajectory and consolidation process of the Black Women's Movement (BWM) in the Brazilian public sphere since the 1980s. Our objective is to understand the processes that underlie the constitution of this social movement, as well as its points of convergence and divergence with the black and feminist movements. Furthermore, this study discusses the movement's process of institutionalization/bureaucratization, its articulation with the Brazilian state and the relationship between gender and race in its internal structure and external claims. The study is based on two research projects conducted between 2005 and 2011. The first, carried out between 2005 and 2007, deals specifically with the consolidation of the BWM, while the second, a four-year study completed in 2011, focuses on the relationship between the black movement and the adoption of race-based public policies in Brazil and Colombia. Data for this research were collected from the BWM's internal documents (a compilation of pamphlets, newsletters and proposals), government documents and informal conversations and semi-structured interviews with 12 black women activists from different regions of the country. Throughout the work, we consider the BWM's internal processes of creating an autonomous movement as well as its external processes of bureaucratization and interconnection with the state. Focusing on these parallel processes allows us to better understand the movement's internal conflicts, its articulations with other social movements, its challenges and methods of navigating political/institutional spaces and the ways in which the emergence of black women as political actors has impacted Brazil's public sphere.  相似文献

The article examines the responses of women's movements in Canada, the United States and Mexico to the North American Free Trade Agreement (NAFTA) from a comparative perspective. It argues that while some women's groups have raised important critiques of trade agreements from a feminist perspective, they have largely failed to make the gendered dimension of regionalization visible in public debate on NAFTA and have had virtually no impact on public policy. The nature of the women's movements in the three countries limited the possibilities of greater contestation of the form of economic liberalization at both the national and transnational levels. Drawing upon the literature on social movements, the article suggests that the ability of women's movements to respond to NAFTA was conditioned by: (1) the shifting universe of political discourse in each country - whether it permits the identification of macroeconomic policy as a gender issue - which is conditioned in part by the diverse forms of engagement with liberalism as a political philosophy in each country, and (2) the organizational structure of women's movements in each country, their relationships with their respective states, and their role within broader coalitions.  相似文献

SUMMARY

Public policy is one of the younger, interdisciplinary subfields in the social sciences, but one of the most promising in terms of its social relevance. While public policy has made major strides in terms of analytical and methodological development, it has largely ignored the development of intersectional theory-a broad theoretical paradigm that has much to offer public policy scholars. In this article, the author discusses the contribution made by intersectionality scholars to the social sciences and advances ways in which intersectionality theory could extend efforts to elucidate public policy outcomes and women's political leadership.  相似文献

Technological gap (Posner, 1961) is a critical determinant of income gap between developing and developed nations. Public authorities in developing countries are preoccupied with developing and implementing policies to increase per capita income. European social enterprises’ participation in the public procurement process is low, even if the European public procurement law allows using special provisions for these entities. Encouraging the participation of social enterprises in the public procurement process is an important part of the effort to modernize the EU social policy. This paper demonstrates that, despite the great importance of social enterprises for the European economy, strategies on the access of social enterprises to the EU’s public procurement market are less known by the employees of the public contracting authorities in EU Member States.  相似文献

This paper evaluates ways in which labour issues in global value chains for medical gloves have been affected by, and addressed through, the COVID-19 pandemic. It focuses on production in Malaysia and supply to the United Kingdom's National Health Service and draws on a large-scale survey with workers and interviews with UK government officials, suppliers and buyers. Adopting a Global Value Chain (GVC) framework, the paper shows how forced labour endemic in the sector was exacerbated during the pandemic in the context of increased demand for gloves. Attempts at remediation are shown to operate through both a reconfigured value chain in which power shifted dramatically to the manufacturers and a context where public procurement became higher in profile than ever before. It is argued that the purchasing power of governments must be leveraged in ways that more meaningfully address labour issues, and that this must be part of value chain resilience.  相似文献
