Globalisation and changes in agriculture have resulted in major social changes in inland Australia. Depopulation of the inland has led many to speculate on the future of rural towns and rural people. This paper will examine population drifts from country towns to cities and from the inland to the coastal regions and, in particular, the out‐migration of young people. In doing this, the paper focuses on several small towns in central New South Wales that have been the subject of intensive study during 2000 and 2001. Drawing on analysis of Australian Bureau of Statistics figures, in‐depth interviews and focus groups with key informants and surveys with young people and their parents in small rural communities the paper will report on the loss of young people and the greater loss of young women from these areas. It is argued that this outmigration of young people is linked to the need to seek higher education and also to the loss of full‐time jobs for young people. The loss of these jobs is the result of changes in agricultural production, labour market restructuring and a withdrawal of public and private sector services. It is further argued that current reliance by governments on market based and community self‐help solutions is not enough to provide a future for rural communities. Even if economic growth occurs this will not solve the problem of loss of young people, and the greater loss of young women, nor will it address the issue of access to education and training. Rather far greater attention to human capital (access to education, training and employment), institutional capital (government and non‐government services and infrastructure) and social capital (strong networks) is needed if Australia's small rural towns are to survive and flourish.  相似文献

Local governments in the USA are facing increased levels of fiscal stress after the Great Recession. We conducted a national survey in 2012 to assess differences in sources of stress and service delivery responses (privatization, inter‐municipal co‐operation, and public delivery) across places. Our discriminant analysis on 1,889 US cities and counties contributes to the literature on state rescaling. We differentiate three types of stress: fiscal, housing market decline and demographic. Fiscal stress and demographic stress are linked and highest in metro core and rural places, while housing market decline is associated with population density and revenue diversification. Diverse revenue sources can ameliorate some of the fiscal challenges brought on by housing market decline. Regarding service delivery, we find privatization and co‐operation are higher in suburbs. State aid dependence is highest in rural and metro core areas with greater need, but decrease in state aid is highest in the South and West, where fiscal stress is also highest. Decentralization has exacerbated spatial inequality in the wake of the Great Recession challenging the efficiency claims of fiscal federalism. More redistributive state policies are needed.  相似文献

当前中国农村土地家庭承包制度得到多数农民的认同。但是,当前农村的土地权属关系仍不明晰、不稳定,农民最担心和反对的是国家或集体剥夺农民的土地承包权。农民不仅要求土地承包权的长期稳定,还有实行土地私有化的愿望。农村土地制度改革和完善的总方向应该是:完善土地二轮延包,改革土地征用制度,建立农地退出机制,实行"农地稳定、公地调整"的政策,建立农村地价评估机制,从而进一步明晰和强化农民的土地财产权,确保"农民对土地的生产经营自主权将长期保持不变,也就是永远不变"。  相似文献

China's relative lack of social security coverage for rural elders exacerbates the already severe rural–urban economic disparity, slows the rate of rural poverty reduction, and raises social justice concerns. Our analysis draws on evidence from a number of sources including interviews with experts on China, Chinese government documents, Chinese newspaper accounts, and other sources from other countries. Based on our analysis of what has been tried in other countries and the current situation in rural China, we offer some suggestions for Chinese policy makers. We suggest that, for rural China, a universal non‐contributory old‐age pension deserves serious consideration, and refer to our proposed model as a Rural Old‐Age Social Pension. It will reduce the level of poverty in rural areas and the degree of income inequality between rural and urban areas while simultaneously promoting social and political stability.  相似文献

How do rural communities manage the challenge of local governance and community capacity‐building, given the policy choices of central government (both state and national) in favour of global resource‐development industries? Central government policy choices expose rural communities to the vagaries of the global economy, even as the Australian government's stated intent vis‐à‐vis rural Australia is the exact opposite: to encourage locally driven economic and community sustainability. Rural development policy in Australia often has the effect of denying the very outcomes it hopes to achieve. On the one hand, government policies encourage rural communities to be independent, to build ‘social capital’, and to add value to their local produce; on the other hand, macroeconomic policies change the contexts within which these communities function, creating a tension which is difficult to reconcile. In the case of the Western District of Victoria, an established agricultural and pastoral region, the cycles of economic activity have been disrupted in recent years by new and exciting global industries whose trajectories sit largely outside local control. This paper questions whether governments have a systemic view of the impact of these competing demands on rural communities, and calls for a more informed, whole‐of‐government policy‐making for the development of Australia's rural regions.  相似文献

统筹城乡发展要求政府承担促进农业农村发展的责任。我国政府以国家干预、政 府主导为特征的农业农村政策,在农业发展、农民增收和城乡协调发展等方面都已取 得较大进展,但现有农业政策在提高农业生产率方面的限度日益显现。有鉴于此,急 需构建一个政府调控和引导农业农村发展的新的分析框架,在其中,政府需要界分与 市场、农村社会组织之间的行为边界,在充分尊重市场配置资源的基础性作用、尊 重农村社会自主管理的基础上,体现政府职能的“兜底”特征;而且,政府在构建市 场/社会运行的基本制度、匡正和补充市场/社会失灵、培育市场/社会主体等职能中需 要进行逻辑先后排序。应用这一新分析框架,加强和改善政府对农业农村发展的调控 和引导,就需要基于农业市场化取向改革农村基本经营制度和农业支持保护体系,注 重对农业生产市场主体的培育;需要以政府为主体构建城乡一体化的基本公共服务体 系,创新农村社会管理体制,充分调动社会力量参与公共事务治理;需要基于城乡一 体化要求重构政府行政管理体制,确保农业农村发展政策的落实。

The integrated development of urban and rural areas requires that the government take responsibility for the overall development of the countryside. Chinese agricultural and rural policies characterized by state intervention and government leadership have played an important role in promoting agricultural development and increasing farmers' incomes as well as balancing development in urban and rural areas. However, the effectiveness of current agricultural policies in promoting agricultural productivity is now clearly leveling off. Given this situation, the authors argue that it is imperative to construct a new analytical framework featuring government regulation and guidance of agricultural and rural development. In this framework, the government must clearly define the boundaries between its activities and those of the market and rural social organizations. While fully respecting the fundamental role of the market in allocation of resources and rural self‐management, the government should exercise its power as a backstop. Further, the government needs to establish a logical sequence for government functions such as formulating the basic operating system of the market and society, correcting market failure and social dysfunction and cultivating market/social entities. To use this new analytical framework to strengthen and improve its regulation and guidance of agricultural and rural development, the government needs to reform the basic rural management and agricultural support and protection systems and to pay attention to the cultivation of market entities in agricultural production on the basis of agricultural marketization. Furthermore, it needs to construct a basic urban‐rural integrated public service system with the government as the leading actor, carry out innovations in the management system of rural society and fully mobilize the social forces to take part in the administration of public affairs. It also needs to reconstruct the system of government administration and management to ensure the thorough implementation of agricultural and rural development policies.  相似文献

This paper describes an analytical framework used to analyze Japanese-American competition in the market for computer memory devices. The nature of this competition has captured the attention of policy makers in both countries, as evidenced by recent trade disputes alleging Japanese firms have benefited from unfair government subsidies, lax antitrust policies, and restrictive home market practices. In this paper, we present a methodology that may be used to estimate the impact of some of these programs on the competitive structure of the United States market for dynamic random access memory devices (DRAMs). The model incorporates the nature of the DRAM manufacturing process (in which “learning curve” benefits are tremendously important), and portrays the worldwide DRAM market as one in which (1) geographic market segmentation is prevelant, (2) a limited number of suppliers compete, and (3) the products are imperfect substitutes. This situation matches well the situation found in the Semiconductor DRAM Market. The distinctive features of this approach are the detailed modeling of the impact of learning on the cost structure of the firm, and its framework for analyzing firm behavior in an imperfect market. Using this approach, we evaluate how a variety of Japanese government programs have affected the competitive position of their industry, and present our view on the major policy implications which emerge.  相似文献

From 1981 to 2007, more than thirty countries worldwide fully or partially replaced their pre‐existing pay‐as‐you‐go pension systems with ones based on individual, private savings accounts in a process often labelled “pension privatization”. After the global financial crisis, this trend was put on hold for economic, ideational, and institutional reasons, despite a rise in critical indebtedness that has facilitated pension privatization in the past. Is the global trend towards pension privatization dead or in the process of being reborn, perhaps in a somewhat different form? Several recent trends point to rebirth as policy‐makers scale back public and private pension systems, attend to minimum pensions and “nudge” rather than mandate people to save for retirement.  相似文献

Since market‐oriented economic reform was launched in China in the 1980s, unemployment has been recognized by the government. This paper focuses on the differences in joblessness in rural and urban areas between rural migrant workers, peasants, and urban citizens. The results indicate that people in rural areas frequently lose their jobs, which differs from the traditional perception. There is a significantly lower jobless rate in urban areas. In contrast to the results of previous studies, the employment situation of rural migrant workers is closer to urban citizens rather than peasants. Logistic regression results show that the elderly, women, and less educated citizens have a higher likelihood of joblessness, both in urban and rural areas. Minorities have a lower likelihood of joblessness in rural areas and a higher likelihood in urban areas. Chinese Communist Party members and people without dependent children have a lower likelihood of joblessness in urban areas.  相似文献

Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献

What are the current and future trends in age structure in China as it relates to labor force and retirement? And, what is the impact of the one-child policy on these trends? A trend analysis identifies that as the parents of the one-child family age, China will have an older population, proportionately, with a smaller middle-aged population to support them in the traditional manner, unlike previous generations. A burden will be placed on the working age population as the one-child generation will have to help support two parents if single, and four parents if married, particularly in urban areas. This will also impact rural areas where formal systems of elderly support are not yet fully developed. In terms of labor resources, the elderly may be better supported in old age if they stay in the labor force for a longer period. However, younger workers need employment, while the old must work to offset the lack of formal support, and the potential decline in intergenerational family support due to the changing age-structure. The challenge facing policy-makers is to bring about a balance between employment patterns and support between generations.  相似文献

Issues related to paid work and care are of global importance, reflecting the twin pressures of population ageing and efforts to increase labour market participation. Informal carers of sick, disabled or older people can experience tensions between policies aimed at support for care and support for employment. This article discusses a study of carers’ decision‐making around work and care, drawing on evidence from interviews with 80 working‐age carers in England. Carers are not homogeneous; their circumstances and needs differ reflecting age, gender, ethnicity, labour market participation, and the condition and/or needs of the person they support. This diversity is illustrated by contrasting rural and urban carers’ decisions and experiences about work and care. Key factors that impact on carers’ decisions are: current and anticipated financial need; the constraints arising from receipt of carers’ and other means‐tested income maintenance benefits; personal identity; job opportunities and scope for flexibility; social services provision; carers’ own health. Distance, travel times and transport are unique additional challenges for rural carers who (wish to) work. These difficulties are further intensified when they intersect with other factors such as the Carer's Allowance, the local labour market and social services provision. The findings are evaluated in terms of the adequacy of current government policy measures.  相似文献

The development of early childhood education and care (ECEC) policies and programs in China has been closely intertwined with social, economic, and demographic changes. This article systematically reviews center‐based ECEC policies and programs in China and presents the major trends and implications for future research and policy. The focus of China’s ECEC policy has shifted from health and custodial care to nurturing and child‐centered education since the economic reforms and the one‐child policy were launched in the late 1970s. Empirical data show that the costs of ECEC services have been continuously increasing. Both the number of children enrolled and the overall enrolment rates have declined during the late 1990s but they have increased slightly since 2001. The ECEC programs vary substantially in every regard by urban or rural residence, type of organization, and region. The quality of center‐based ECEC programs in China is still quite low, indicated by their high child–teacher ratios and low levels of education among principals and teachers relative to developed countries. Children living in rural areas or less developed regions and those from low‐income families suffer from fewer resources and lower quality ECEC as compared to their peers. These problems must be addressed by future policy interventions.  相似文献

This paper begins by reviewing several of the ways in which social inclusion has been conceptualized in the literature. The paper then explores these approaches in the context of the provision of preschool education in rural Scotland. Preschool education is viewed by government as a powerful weapon in the fight against social exclusion, but higher per capita costs in rural areas as well as the availability and cost of transport are major problems, raising questions in turn about inclusive models of provision. Moreover, many parents are sceptical about their ability to access preschool education for their children while also continuing their own engagement in the labour market (a central pillar of social inclusion policy). Issues of choice, quality and governance arise and these are discussed in depth. The paper concludes with some reflections on the concept of social inclusion in the light of this case study.  相似文献

This article illustrates the emergence of radical local welfare initiatives as a political response to the imperfect national program in decentralization context in Indonesia. In order to gain further understanding of the topic, it is worth reviewing Kulon Progo Regency's experience which recently embarked on removing class stratification at any in‐patient room in all local government‐owned hospitals through “classless hospital policy” initiatives. Using exploratory case study method, this article aims to review the ideational constructions of healthcare decommodification that is displayed on this initiative. It is concluded that the classless hospital policy reflects how social citizenship was organized through the mechanism of idea contestation which originated in the past community's behavior, combined with the vested interest of political regime for then subduing market logics under state power. This circumstance ultimately has provided the groundwork for encouraging innovative welfare outcome.  相似文献

The existence of different and conflicting definitions and different types, but few clear measures, of privatization has contributed to different interpretations of the extent of privatization in the almost 70‐year history of the British National Health Service (NHS). This article aims to examine the extent of privatization in the NHS over successive policy chronologies through the lens of the ‘three dimensional’ approach of the Mixed Economy of Welfare. We find that whilst privatization in the NHS is not new, the generally accepted view that it has increased in recent years appears valid, although precision is difficult due to the lack of a generally accepted typology or measure.  相似文献

This paper examines the contribution that faith‐based organisations (FBOs) make to social policy in Papua New Guinea, the Solomon Islands, Vanuatu and Fiji. The paper sets contemporary relationships between church and state in these independent states of Melanesia in their individual historical contexts of missionisation, colonisation and decolonisation. Since independence these sovereign nations have relied on the networks and social capital of faith‐based communities and organisations in policy implementation in critical areas such as health and education. FBOs, for their part, have endeavoured to participate in policy and programme implementation without losing their autonomy. This pattern of selective cooperation has produced a unique policy environment, in which policy coordination continues to challenge government officials. Despite close association between FBOs and social policy in the Melanesian states, the slow progress with human development indicators and the Millennium Development Goals highlights the need to find more effective approaches to agenda‐setting, policy articulation and implementation.  相似文献

Objective. This article begins the process of broadly evaluating the role of nongovernmental actors in regulatory markets by specifically examining environmental groups’ use of the sulfur dioxide (SO2) market established by Title IV of the Clean Air Act Amendments of 1990. This research posits that the use of nonexclusionary markets in environmental quality regulation allows interest groups a nonpareil opportunity to seek to directly affect policy outcomes. Methods. This article uses two forms of analysis. The first part of the article provides a qualitative analysis of the motives of interest groups that use incentive‐based policies in an attempt to achieve their desired policy outcomes. The last section of the article uses empirical data from the Environmental Protection Agency's Allowance Tracking System to evaluate interest groups’ use of market‐based policies. Results. The use of market‐based mechanisms in public policies offers interest groups a new form of participation in the policy process, yet it seems that only “new” groups are willing to enter the market. Further, I find that though the participating groups may not be able to affect the relative price of allowances (as they claim they will), they nonetheless are able to reduce the absolute number of allowances available. Finally, using market‐based policies to achieve their preferred outcomes may be a “rational” decision for groups in that the “return” on their investment may indeed be quite high. Conclusions. One aspect of pollution markets is clear—they do create an interesting new mechanism of public activism for groups that wish to protect the environment but do not want to “lobby or litigate.” By purchasing pollution allowances groups attempt to directly affect environmental policy outputs without entering the policy cycle as it has been previously understood. As market‐based policies are employed more broadly, opportunities accorded to environmental groups for active involvement in seeking to limit ambient pollutants, as well as the groups’ potential impact, may only expand.  相似文献

South Africa's approach to care provision in the era of HIV/AIDS is home‐ and community‐based care, but in reality care for ill people in the home is provided on an unpaid basis, predominantly by women. But how much do they spend on this care work, in time and money? And what economic consequences does this policy have, particularly for poorer women? This article is based on findings from a study that focuses on unpaid care provision within the home for those in late‐stage HIV/AIDS in KwaZulu‐Natal, South Africa, and specifically on the costs of such provision. The findings show that female caregivers are bearing the bulk of the costs of care provision for ill people within the home on an unpaid basis. Home‐based care is cost‐effective for the provincial government but not for unpaid caregivers who are subsidizing the provincial economy. While hospital care for people with HIV/AIDS has been capped, home‐based care services have not been increased to a commensurate level. Unpaid caregivers and ill people within the home are largely disconnected from the health system. The analysis clearly shows that the home‐based care policy is not resulting in appropriate or sufficient support for these individuals in need and needs to be revised.  相似文献
