In recent years, two new theoretical perspectives on poverty in modern welfare societies have emerged: the perspective of ‘cumulative disadvantage’ and poverty individualisation. Both perspectives challenge traditional class-based poverty definitions. This article notes certain limitations that pertain to the relatively few empirical tests that have been performed to support these theories. The purpose of the article is to demonstrate that the results obtained depend largely on the type of poverty definition applied (income or deprivation), the actual data used (national or comparative) and the extent to which these data represent an observation period that is long enough to provide a reliable basis for testing the theories in question. The article concludes that because only few Danes experience long-term poverty and social exclusion, the combination of class and individual biography is important. In other words, structural conditions and, to a lesser degree, group risks drive individuals to the social margin.  相似文献

This paper focuses on interdependent multidimensional poverty of time and income with its incidence and intensity. We introduce a Two Dimensional Minimum Poverty Gap (2DGAP) measure, which quantifies the shortest path to escape multidimensional poverty. The 2DGAP disentangles single poverty attribute gaps while assuring their interdependence; an important issue for targeted antipoverty policies. Besides income, we include genuine personal leisure time with social participation reflecting Sen’s capability approach. The interdependence of multidimensional poverty is estimated by a CES-type well-being function with individual German data. The empirical results of Germany’s “working poor” emphasize the importance of time with social participation aspects in the multidimensional poverty discussion.  相似文献

This paper examines the association between poverty and food insecurity among children, using two different definitions of poverty – the official poverty measure (OPM) and the new supplemental poverty measure (SPM) of the Census Bureau, which is based on a more inclusive definition of family resources and needs. Our analysis is based on data from the 2001–2011 Current Population Survey and shows that food insecurity and very low food security among children decline as income-to-needs ratio increases. The point estimates show that the associations are stronger as measured by the new supplemental measure of income-to-needs ratio than when estimated through the official measure. Statistical tests reject the hypothesis that poor households' odds of experiencing low food security are the same whether the SPM or OPM measure is used; but the tests do not reject the hypothesis when very low food security is the outcome.  相似文献

"Poverty among the Czech elderly is considered from two perspectives: objective and subjective. Various indicators of objective poverty are analysed, such as the relation of average monthly income to average old-age pension, pension inequalities, the structure of household expenditures, and the structure of consumer durables ownership, as are representative survey data measuring subjective poverty. It is concluded that from the objective point of view the Czech elderly are as a whole well above subsistence poverty. However, their subjective poverty seems quite far-reaching, affecting between 30 and 50 percent."  相似文献

Studying the perceptions of the causes of poverty is warranted because individual perceptions shape behavior toward poor people and actions related to poverty. Prior studies relying heavily on survey methodology fail to capture deeper and fuller meanings participants apply to poverty. This study explores how child welfare workers understand poverty by examining their definitions of, and what they see as causal explanations of, poverty. Individual interviews were conducted with 30 child welfare workers throughout a Midwestern state. Analysis indicated that workers all defined poverty as ‘not getting basic needs met,’ corresponding to the underlying assumptions of absolute poverty measures. Workers simultaneously augmented these definitions using other poverty constructions, namely the federal guidelines and more complex views – conceptually in line with relative poverty measures – that account for factors outside income or consumption. Workers’ causal explanations of poverty were multifaceted. Causal explanations included structural/systemic, individual, family/generational, and luck, with the first three being most prominent. These findings have implications for practice and training in the child welfare system as it relates to poverty.  相似文献

An individual’s economic ill fare can be assessed both objectively, looking at one’s income with reference to a poverty line, or subjectively, on the basis of the individual’s perceived experience of financial difficulties. Although these are distinct perspectives, income poverty and perceptions of financial difficulties are likely to be interrelated. Low income (especially if it persists) is likely to negatively affect perceptions of financial difficulties and, as recently suggested by the behavioural economics literature, (past) subjective sentiment may in return influence individual’s income generating ability and poverty status. The aim of this paper is to determine the extent of these dynamic cross-effects between both processes. Using Luxembourg survey data, our main result highlights the existence of a feedback effect from past perceived financial difficulties on current income poverty suggesting that subjective perceptions can have objective effects on an individual’s behaviour and outcomes.  相似文献

This article attempts to contribute to the historically relevant debate about the role of social work in poverty situations, focusing on the emblematic and radical question whether the poor actually need social work. In the context of the currently dominant policy framework in European welfare states, that is underpinned by the emerging paradigm of social investment, we argue that it is extremely relevant to readdress this question. Within this development, the eradication of child poverty has been considered a key target of poverty reduction strategies and child and family social work has consequently been assigned a pivotal role in the fight against the intergenerational transmission of poverty. We demonstrate that the rhetoric of social investment has found a practical implementation in social work constructing the problem of poverty in terms of education and activation of both the child and the individual parent. Based on an extensive review of literature, we discuss underlying assumptions, consequences and pitfalls of the paradigm of social investment for social work and tease out whether, and on which conditions, poor families need child and family social work.  相似文献

In estimating the impact of migration on income and poverty, most existing studies have overlooked the fact that migration changes the size of the household. The ‘corrected’ impact that accounts for changes in household size is presented analytically and is estimated on the basis of data from nationally representative household surveys in Albania and Ghana. The analysis considers three poverty measures and four groups of migrant households: those with internal, international, internal and international, and internal and/or international migrants. The ratio of the corrected to the uncorrected impact on per capita income for Ghana (Albania) averages from 2.7 to 4.5 (2.5–3.8), and the ratio for the poverty impact averages from 2.6 to 4.4 (2.1–6.4). Thus, abstracting from changes in household size may result in a substantial underestimate of the impact of migration on income and poverty.

Recent advances in the measurement of bi-dimensional poverty are applied to a measure of poverty which incorporates income and health poverty. The correlation between income and poverty is examined using the Receiver Operating Characteristics curve. Following from this uni-dimensional and bi-dimensional poverty indices are calculated for Ireland for the years 2003–2006. Income poverty shows a fall over the period while health poverty falls and then rises. Bi-dimensional poverty generally moves in line with the individual indices depending upon the relative weight for each dimension. The results are generally not sensitive to the degree of poverty aversion or the substitutability between the different dimensions of poverty.  相似文献

This paper examined the extent of child poverty in urban China, and how the structural and individual risk factors impact on child poverty in urban China using China Health and Nutrition Survey data. Child poverty is measured using a multidimensional deprivation approach. Eight dimensions that are indicative of children's basic rights as ratified in UNCRC (1989) are used to identify poor children, including nutrition, water, sanitation, health, education, information, participation and protection. The empirical results show that the hukou type of the family and parents' work units as the structural risk factors exerted the greatest influences on child poverty in urban China. These structural barriers for realising children's basic rights should be removed in order to achieve the Chinese government political goal of eradicating poverty in China in the next five years before 2020.  相似文献

Program evaluation is an important aspect of any organization. The ability to reflect on past performance and plan for the future is essential to an organization’s health and future growth. This exploratory study is part of a larger program evaluation initiative that examined the efficacy of a regionally based organization that provided funding to community groups to alleviate poverty. The purpose of the study was to explore testimonials provided by participants of the organization’s funded programs, to determine if the participants were satisfied with the programs and the extent to which participants’ perceptions are congruent with the goals of the organization. Content analysis was used to examine 3494 testimonials from 77 different agencies. Three overall themes were determined from the analysis: 1 Developing Social Networks, 2 Learning Comes in Various Forms, and 3 Developing Self-Efficacy. Findings from the testimonials suggest that the benefits of the programs are highly social and that connections with others are important, but also provide rich opportunities for learning new skills and knowledge, as well as gaining confidence and a sense of control. The findings from this analysis support one goal of the organization which is to engage people living in poverty in meaningful ways.  相似文献

Much is written about the suffering resulting from welfare reform and other cuts for disabled people and others on the receiving end. Usually this is seen as a ‘good thing’. But is it as simple as that? It may not be the same as so-called television poverty porn, but what is the point of constantly recycling welfare reform’s effects? Judging from last May’s general election, doing this does not seem to have had a significant effect on public politics/attitudes. So perhaps we need to look at it more carefully. When might discussion of welfare reform be helpful and when unhelpful? Is not the real task to develop alternatives, rather than hope as the Fabians did, that if we show how awful things are, ‘then something will have to be done’?  相似文献

American organizational theorists have not taken up the call to apply Bourdieu’s approach in all of its richness in part because, for better or worse, evidentiary traditions render untenable the kind of sweeping analysis that makes Bourdieu’s classics compelling. Yet many of the insights found in Bourdieu are being pursued piecemeal, in distinct paradigmatic projects that explore the character of fields, the emergence of organizational habitus, and the changing forms of capital that are key to the control of modern organizations. A number of these programs build on the same sociological classics that Bourdieu built his own theory on. These share the same lineage, even if they were not directly influenced by Bourdieu.

Poverty reduction rests on the mechanisms of horizontal and vertical solidarity and on prevention and repair of social risks. In this contribution, we argue that in contemporary welfare states the poverty-reducing capacity of existing social security systems has inherent limitations. Focusing on Belgium, we present and discuss empirical indications of a persistent (over a period of at least 30 years) decline in poverty reduction through social transfers, particularly among households who are highly dependent on such transfers. Firstly, we show that prevention and repair have failed to contribute to a reduction in the proportion of work-poor households who are highly dependent upon social security and face a high (rising even) poverty risk. Secondly, we find that given the fragmentation of social risks – in terms of both ex post poverty outcomes and ex ante social stratification – horizontal redistributive mechanisms through risk pooling have become less obvious, especially in respect of unemployment. Thirdly, it appears that the mechanisms of vertical solidarity also face inherent limitations. In a final section we summarise some important research questions for the future and potentially worthwhile policy avenues to resolve the question of how social policy-making might succeed in the future where it has failed in the past.  相似文献

Children's relationships with their teachers are critical for classroom-based learning, but children growing up in poverty may be at risk for lower-quality relationships with teachers. Little is known about how changing schools, one poverty-related risk, affects teacher–child relationships. Using growth curve models that control for a host of other poverty-related risks, this study explores the association between children changing schools frequently (defined as three or more school moves) between preschool and third grade and the quality of their relationships with their teachers over these five years in a low-income, ethnic-minority sample. Children who frequently moved schools were reported to be less close to their teachers in third grade and experienced steeper declines in closeness than children who did not change schools frequently. Moreover, the effects of frequent school mobility at third grade were robust to other poverty-related risks, including residential mobility, parental education risk, family income, and single-parent households. Changing schools was unrelated to children's conflict with teachers. We discuss these findings in the context of policies that support students’ transitions when changing schools.  相似文献

Given the rapid aging of the U.S. population and reductions in federal funding, elder care has become a major issue for many families. This paper focuses on a long-term consequence of elder care by asking how caring for elderly parents affects women's subsequent risks of living in poverty. Using longitudinal data from the Health and Retirement Study, we examine whether and how caregiving for parents in 1991 increases women's risks of living in households with incomes less than the poverty threshold, receiving public assistance, and receiving Medicaid in 1999. Our findings illustrate that caregiving in earlier life raises women's poverty risks in later life by intensifying the negative effects of stopping work and declining health on women's economic well-being.  相似文献
