Consistency of services to children and their families continues to be an ongoing problem in public child welfare agencies. Worker turnover is high, thus affecting the availability of a well trained, experienced workforce. It is critical that we continue to explore the factors associated with worker turnover and retention in public child welfare agencies. Such knowledge will allow us to determine the needs of workers, administrators, and the agency in general, in an effort to create an environment that will result in worker retention, and a better quality of services. Children and their families will be major benefactors of such knowledge as the consistency and quality of services will be enhanced. Existing research has found that outcomes for families and children are affected by the workload and training of frontline workers, and organizational characteristics (GAO, 2003, NASW, 2004, and Milner, 2003). This study describes personal and organizational factors relative to worker retention for public child welfare workers in the northwest corridor of Georgia.  相似文献

The transfer of training to practice constitutes an ongoing challenge in child welfare services. Many efforts to understand and promote training transfer address the concept as an individual-level behavior. This study suggests that training transfer is both an individual and collective process. The study involves a survey at two time points of 214 workers from child welfare agencies who attended a training program. Principle components analysis identified two meaningful sub-components within the concept of the training transfer. Hierarchical linear regression was used to assess the influence of individual-level and contextual factors on both components. Findings suggest that to promote collective training transfer and enhance both individual and group performance, child welfare administrators may need to strengthen supervisory support and to promote positive work climates in which trainees can discuss training concepts and work together to apply them.  相似文献

The purpose of the current study was to investigate how professional organizational culture and coping strategies (control coping and avoidance coping) related to workers' intentions to remain employed in child welfare. With a sample of 234 frontline workers employed in Department of Human Services-Division of Family and Children Services (DHS-DFCS) offices in a state in the Southeastern region of the U.S., the current study tested a model in which coping strategies mediate the relationship between professional organizational culture and workers' intentions to remain employed in child welfare. Structural equation modeling was used to test the proposed model. Results revealed that professional organizational culture and control coping were significantly and positively related to workers' intentions to remain employed in child welfare. In addition, control coping mediated the relationship between professional organizational culture and worker retention. On the other hand, a significant relationship between avoidance coping and workers' intentions to remain employed in child welfare was not found. Implications of the findings for practice and recommendations for future research are discussed.  相似文献

The use of trauma-informed practices in the child welfare system is critically important to prevent system-induced trauma and encourage timely assessment, triage and referral for care when indicated. Ultimately, such measures have the potential over time to decrease the risk for mental health problems in children exposed to a trauma. This study evaluates an initiative in Arkansas to train child welfare front-line staff members in trauma-informed care practices. We evaluated the impact of the training on knowledge and use of trauma-informed care practices among three types of child welfare staff (Caseworkers, Program Assistants and Other front-line staff). Results suggest that this training process was highly successful in improving knowledge of trauma-informed care practices, especially among staff with the least formal education and training. We also found a significant increase in staff use of trauma-informed care practices at the three-month follow-up with little difference observed across staff groups. Barriers that may prevent staff from full implementation of training concepts are described and strategies to address barriers are proposed.  相似文献

Despite a history of child welfare worker performance difficulty in the courtroom, there has been little documentation regarding specific training needs for worker courtroom practice skills. This study expands the literature on child welfare courtroom practice skills by documenting child welfare worker conduct via perspectives from courtroom attorneys and child welfare supervisors. Separate focus groups with child welfare attorneys and supervisors were held to ascertain best and concerning practices for child welfare workers in the courtroom. Focus group participants identified themes related to preparation, adversarial nature of court proceedings, testimony, reasonable efforts, appearance and mannerisms, esteem of workers, duality of worker roles, and support. Study results have implications for focusing and improving training and supervision.  相似文献

A fuller understanding of the child welfare system requires its examination from multiple perspectives, as is demonstrated in this special issue. Until recently, the perspectives of mothers involved in child protection and whose children had been placed in foster care had been particularly neglected. This special issue contributes to progress in the research literature in this regard. Questions are raised about the nature of the interactions between the mothers and the child protection system, and the compatibility of those interactions with effective service delivery. This commentary concludes with the suggestions that we seek better ways to structure the child welfare system, and that a social movement composed of parents involved in that system, children in foster care, caseworkers and administrators, and researchers, all united as allies, might be necessary to effect such change.  相似文献

The assessment in child welfare raises a number of questions. Number of work in this area focuses on the issue of tools. This paper presents an approach based on collective development process, the working team. Four situations have been studied extensively in the context of action research. The analysis focused on the collective working time (meetings) and helps to highlight the influence of organizational framework, the importance of sense of security and ways of proceeding that may limit the quality of evaluations. Improving the quality of assessments cannot rely solely on tools: it also depends on the quality of teamwork.  相似文献

Building evidence of effective practice in child welfare requires practitioners and researchers to know the extent to which programs are implemented in order to understand evaluation results. Fidelity monitoring is a critical strategy for ensuring that evidence-based and promising practices are implemented as intended and can be studied in real-world contexts. This paper addresses challenges to measuring fidelity in child welfare systems and presents an approach taken with one state to define fidelity criteria and measure fidelity to a child safety intervention. Measurement challenges were addressed by using existing documents and case review mechanisms to assess fidelity, and measuring the quality of practitioner judgment using expert reviewers. Validity of fidelity criteria and fidelity review instruments was established through consensus with model developers and local purveyors. Twelve cases were reviewed by a panel of raters to assess inter-rater reliability and discrepancy between local purveyors and model developers. This participatory and capacity-building method can be replicated and used to develop and embed valid and reliable fidelity monitoring systems in public child welfare to continue to build evidence about what works in child welfare services.  相似文献

Most children in the care of the child welfare system have been exposed to multiple traumas in addition to the stressor of being removed from their home. Because the risk for mental health problems following exposure to trauma is high, a critical need exists to introduce trauma-informed practices into the child welfare system. The purpose of this study is to evaluate initial stages of a trauma-informed training program for the Arkansas Division of Child and Family Services (DCFS). In Phase 1, 102 (75%) of DCFS area directors and supervisors participated in 10 regional, two-day workshops modeled after the National Child and Traumatic Stress Network (NCTSN) trauma-informed training for child welfare. Pre- and post-training evaluations demonstrated significant improvements in participants' knowledge of trauma-informed practices. A three-month follow-up with directors and supervisors indicated that use of trauma-informed practices increased significantly and that such changes were correlated with pre- versus post-training improvement in knowledge. Most participants were able to partially implement action steps established at the time of training; however, a number of barriers were cited as preventing full implementation, including time constraints, heavy caseloads, lack of staff, and limited resources. Results are discussed in light of plans under way for Phase II training for all DCFS front-line staff.  相似文献

Although it can be observed that the popularity of a strengths perspective in social work is increasing, social work researchers have articulated the necessity to gain empirical knowledge about actual social work practice that claims a strengths perspective. We explore the findings of recent research into a strengths-oriented pilot project in the field of child welfare and protection in Flanders (the Flemish speaking part of Belgium), in which we examined whether the strengths-oriented discourse in social work actually took place in the relationship between social workers and families in practice. The research reveals an ambiguous picture of the ways in which the strengths perspective can be implemented in practice, because social workers walk a tightrope between responsibilizing and governing families. We argue that the implementation process needs a conceptual and theoretical foundation that goes beyond mere eclecticism. We also argue that this demands a broadening of the focus of strengths-oriented social work from a relational to a political level, as this strengths-oriented social work practice remains situated within the broader social, economic, and political context.  相似文献

The child welfare service (CWS) in Norway represents a growing field. In 2011 about 52,000 children received help. Families mainly received supportive services in their homes while around 8000 children were taken into the custody of the CWS. Although most actions taken by the CWS are deemed to be supportive and have the consent of the parents, many parents find being assessed by the CWS to be distressing, and there is a widespread feeling that there is a stigma attached to receiving help from the CWS. This article discusses the importance of parents' emotions, and how these emotions can influence their cooperation with the CWS by using the concepts of recognition and trust. The data are based on analyses of 385 interviews with parents in which they describe their emotional encounters with the CWS. The results show that certain emotions can create a barrier between the family's need for assistance and the CWS's actions and initiatives. The article concludes by discussing how the emotional encounter challenges child welfare practice.  相似文献

Government and non-government social welfare agencies have invested heavily in information technology, such as electronic information systems (IS) but evaluations have shown that they may undermine rather than support frontline practice. In this article, the findings of research in which senior managers and information technology managers were asked to reflect on why a particular application failed to achieve its aims are presented. Abstract

While there is limited research on the role of dissociation among children and adolescents, emerging evidence links child trauma history, dissociation, risk behaviors, and other negative outcomes among youth. This study examined dissociation in relation to mental health needs and intensity of services among a large sample of youth in Illinois child welfare, upon entry into care and in residential treatment settings. The Child and Adolescent Needs and Strengths (CANS), a comprehensive, trauma-informed assessment strategy and information integration/planning tool was the primary measure. This study included two overall samples of child welfare-involved youth, ages 3–18: at entry into care (N?=?27,737) and in residential treatment (N?=?5,758). Findings indicated that rates of clinically significant dissociation were generally highest among younger youth (under age 14) and among youth with more cumulative and severe trauma. Dissociative youth were significantly more likely to exhibit several risk behaviors (e.g., fire setting and self-harm) and mental health symptoms (e.g., psychosis and somatization). Those youth with significant dissociation at entry into care were more likely to be psychiatrically hospitalized, placed into residential treatment, with greater likelihood of placement disruptions within the 2 years following entry into care. Implications of these findings are discussed in terms of the value of identifying and assessing dissociation and other trauma-related symptoms that may be less recognized but can be linked to high-risk behaviors and other negative outcomes within child welfare and across child-serving systems. Understanding dissociation may be an important component of training, service/treatment planning, and clinical care within child-serving systems.  相似文献

Introduction

Individuals employed in child welfare settings can have a profound impact on children in care. Research shows that direct care staff can have an effect on emotional and physical outcomes for children with whom they work. This paper seeks to expand knowledge of the child welfare workforce by studying educators employed in child welfare settings and comparing their job satisfaction and intent to leave with that of prevention workers employed in similar settings.

Materials and methods

Data for prevention workers (n = 538) were obtained from workers employed at all preventive service programs under contract with a large municipality. Data for educators were obtained from voluntary agencies located elsewhere in the state (n = 139). The instrument was a modified version of a survey developed to examine job satisfaction and potential turnover among public child welfare workers. Domains measured included various aspects of job satisfaction, intention to leave, and whether workers regretted taking their jobs. Data were analyzed using bivariate analysis and structural equation modeling (SEM).

Results

While both educators and prevention workers varied on different domains of job satisfaction, their overall satisfaction did not differ nor did their intention to leave their jobs. Satisfaction with contingent rewards, the nature of the work and opportunities for promotion along with not regretting taking one's job were predictive of thinking about leaving one's job. Thinking about leaving was predictive of taking concrete steps towards actual leaving.

Discussion

While people both prevention workers and educators report different levels of job satisfaction and work conditions in their agencies, job title itself has less to do with a worker's intention to leave, as measured by both thinking about leaving and taking steps towards actively looking for a new job, than other factors. Larger contextual factors may be at play in workers' decisions to stay employed. Suggestions are made for reducing turnover intentions along with suggestions for further study to clarify the role of organizational factors in workers' intention to leave.  相似文献

This paper traces the development of social care practice in relation to child witnesses of domestic violence. It suggests that this development has been dominated by subsuming the needs of these children into a child protection process. The paper outlines how this has led to significant (but often unclear) legal and policy initiatives which have failed, as yet, to be translated into practice. The paper argues that there are a number of important reasons why child witnesses of domestic violence should not always be assumed to need the response of a child protection system and that a future practice, legal and policy response should be based on a wider understanding of their needs. In this article, children consenting to a care order proposal is explored as a form of meaningful participation as seen by care-experienced young people. In contrast to health care and research ethics, almost no research exists on children's consent to child welfare measures. The findings suggest that instead of approaching children as individualistic rights-holders, a more relational understanding about consenting is required, both conceptually and in practice, to acknowledge the social, emotional and power relations in which children's consent (or objection) becomes topical in child welfare. Without that recognition, consenting may be far from meaningful participation.  相似文献

The involvement of parents within child and family social work has become an important research topic during the past few decades. Within this research, a lot of attention is paid to partnership, which is recognised as a dominant concept in current thinking about the parent–worker relationship in present-day practice. The debate on parent–worker relationships, however, seems to be mainly focussed on the individual relationship between the parent and the social worker. Based on a historical analysis of policy documents on a Belgian child and family welfare service, this article offers a historical and sociopolitical contextualisation of the current debate on the parent–worker relationship. The analysis reveals that sociopolitical ideas about the responsibilities of the state, the community and the private family have induced a continuous reflection on which children and parents should be seen as the most appropriate clients for a particular service, as well as an ongoing development of diagnostic instruments to legitimise inclusion and exclusion of families within child and family social work. Consequences for parent–worker relationships in child and family social work are discussed, as well as some implications for future research on child and family social work practices.  相似文献

Through a historical review of child welfare laws and policies between 1896 and 1992 in Norway, this article investigates the state control of families. The central questions in this article relate to the transformations in the forms of state control of families. The research on which this article is based has relied on a genealogical approach. The sources are comprised of previous studies focusing on the historical development of child welfare in Norway. This article argues that state control, from having been explicit in the late nineteenth century, has today become increasingly implicit and hidden. Indeed, the value granted to children's rights and equality has made opposition to state interventions in families difficult. I relate the transformations in state control of families to the affirmation of the norms of ‘egalitarian individualism’. As Norway is amongst the first European countries to make child-centrism a hallmark of its social policies, these findings have implications for EU countries that may follow its path.  相似文献

'Every Child Matters' (ECM) is a government response to longstanding concerns about child welfare and protection. A key feature is the use of information and communication technologies (ICTs) to improve information sharing and inter-professional communication. One of the proposals requires the establishment of an index, ContactPoint, which is a database containing information on all children in their area, to be used by child welfare professionals to indicate their involvement with a child and, where there is 'cause for concern', to facilitate joint action. Whilst these proposals for harnessing ICTs within child welfare are a central part of the government's modernization strategy, plans for the Index have been heavily criticized for its panoptic potential to invade privacy and override professional discretion and judgement. This paper reports findings from an ethnographic study funded by the ESRC e-Society Programme. Drawing on data collected in one 'Trailblazer' local authority area during the pilot phase, it describes the introduction of a local child index and the ways in which professionals and the technologies are drawn together within the local child welfare network. For the Index to achieve its original purpose of improving information sharing and inter-professional communication it must be 'used' by child welfare practitioners. But establishing the Index as a friend to the child welfare professional is not a straightforward process. The research suggests this is dependent on a set of relations that are being constantly negotiated and accomplished in everyday practice. It is clear the deployment of ICTs in professional practice is highly contingent upon local policy implementation, the local arrangement of services and the everyday practices of busy and sceptical practitioners.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989.
