Previous studies generally find mixed empirical evidence on the relationship between government spending and economic growth. In this paper, we re-examine the causal relationship between government expenditure and economic growth by conducting the panel Granger causality test recently developed by (Hurlin, 2004) and (Hurlin, 2005) and by utilizing a richer panel data set which includes 182 countries that cover the period from 1950 to 2004. Our empirical results strongly support both Wagner's law and the hypothesis that government spending is helpful to economic growth regardless of how we measure the government size and economic growth. When the countries are disaggregated by income levels and the degree of corruption, our results also confirm the bi-directional causality between government activities and economic growth for the different subsamples of countries, with the exception of the low-income countries. It is suggested that the distinct feature of the low-income countries is likely owing to their inefficient governments and inferior institutions.  相似文献

In light of the ever‐growing shift towards activation in European welfare states, the present article examines the relationship between citizens’ welfare generosity (i.e., support for social rights) and welfare conditionality (i.e., support for social obligations) with regard to the unemployed. Using data from the 2014 Belgian National Elections Study, we found that generosity and conditionality appear to be two sides of the same coin. The two factors are negatively correlated, and most of their respective attitudinal drivers are quite similar in strength, yet opposite in direction. In addition to self‐interest and conventionally recognised ideational beliefs, such as egalitarianism and individualism, beliefs about welfare deservingness – an explanatory factor that has remained understudied in the field – are particularly influential in shaping people’s welfare preferences. A stronger emphasis on criteria of deservingness such as control, attitude and reciprocity considerably lowers support for social rights and strengthens support for social duties.  相似文献

Child welfare services have multiple goals, including child protection, family continuity, and achievement of legal permanency so children can end their involvement with child welfare services and have a lifetime family. These goals are not all achievable to the same extent in all cases. American child welfare policy has, in the last few years, become more definitive about the priority of child protection above family preservation. Now, situations which involve safety risks that are too great do not require any efforts at reunifying children to their biological homes. Less clear in American child welfare policy and practice is the value to be placed on other factors – particularly when a child cannot return home and will need an alternative adoptive family. Practitioners often emphasize family continuity – that is, the opportunity to maintain contact with the biological parent and extended family members – as a key decision making consideration. Yet, family continuity does not necessarily predict a successful transition to adulthood that is healthy for children or provides social benefits to the community. This paper explores the rationale for expanding child welfare decision making criteria by adding longer-term outcomes and the likelihood that children will eventually generate social benefits.  相似文献

Slum clearance and rebuilding first became a serious political project in Toronto during the 1930s. Following the release of a systematic housing survey known as the Bruce Report (1934), a set of actors distinguished by their planning authority with respect to social agencies, influence over social work education, coordination of social research, and role as spokespersons of religious bodies inaugurated a political struggle over state power. While the campaign failed, it called forth a reaction from established authorities and reconfigured the local political field as it related to low-income housing. This article gives an account of these processes by drawing upon correspondence and minutes of meetings of city officials and the campaign’s organizers, newspaper clippings, and published materials.  相似文献

The authors present an overview of the major concepts and contributions of Mary Parker Follett to the development of social work management theory, past and present. The case is made for Follett to be afforded a more visible role in the profession's understanding and teaching of modern management theory and practice. The authors show how Follett's work served as an important bridge between changing eras in management thought, specifically as related to scientific management and the subsequent human relations models. Even after six decades, Follett's work, in its timelessness and timeliness, remains contemporary, for it is rooted in her keen ability to grasp the complexities inherent in the human services enterprise, and thus it continues to inform one's understanding and behavior within the organizational context.  相似文献

Harding S, Libal K. Iraqi refugees and the humanitarian costs of the Iraq war: what role for social work? The US‐led invasion and war in Iraq has created one of the most significant refugee crises in recent decades. International nongovernmental organizations have partnered with local organizations in Jordan and Syria to provide humanitarian aid to some two million displaced Iraqis. Field research indicates that, as with other humanitarian crises, few trained social workers have contributed to policy and practice with displaced Iraqis. The case of Iraq provides an opportunity to consider how the social work profession can shape comprehensive global refugee policies and programs. This role is appropriate, given mandates for the profession to promote social justice and human rights. Using the case of Iraqi displacement, we illustrate the complexities of humanitarian services provision and the need for trained social workers to participate in humanitarian relief and development programs. We argue that a variety of social work institutions and actors should become more robust advocates for shaping just refugee policy and practice.  相似文献

A recurring theme in electoral politics is that American voters hold the president responsible for the state of the economy. Ironically, many Presidency scholars argue that presidents are ill equipped to manage the economy because other variables compete with and complicate the effects of fiscal policy. These include international variables, private market forces, and monetary policy, among others. Using simultaneous equation methods, we examine the direct and indirect effects of fiscal policy on economic performance while controlling for a variety of other determinants of economic performance. We find that fiscal policy plays a significant role in influencing unemployment and economic growth in the United States, even after controlling for a variety of other determinants of economic performance. We close by discussing the importance of linking the econometric modeling literature with the literature on presidential management of the economy.  相似文献

The study investigated how social policies moderate the association between gender and health among older people across European countries. The study is the first to take a comprehensive view on the role of social policies in connection with gender inequality in health among older Europeans. The association between gender and poor self‐rated health and limiting long‐standing illness was investigated in a multilevel framework. Cross‐level interaction effects showed that more generous minimum pensions, higher spending on eldercare and a higher degree of eldercare formalisation are associated with relatively better health among women, while more generous standard pensions are associated with relatively better health among men. The conclusion is that policies directed towards older people are not gender neutral; rather they are likely to affect men and women differently. By shaping the distribution of resources as well as of unpaid work, social policies can contribute to either strengthening or weakening the link between gender and health.  相似文献

International empirical evidence, including that from Australia, suggests that neoliberal reform has not changed public attitudes towards the social rights of citizenship as much as one might predict. But do these international findings hold true for New Zealand, whose institutions were more rapidly transformed by neoliberal reform than similar countries? Drawing upon public opinion data regarding economic protectionism and the welfare state over the past two decades, this paper argues that while some significant changes have emerged there is no overwhelming evidence of a paradigmatic shift in public attitudes towards social citizenship rights as a result of New Zealand's neoliberal reform. Indeed, New Zealand's experience appears as ambiguous and ambivalent as that of Australia, albeit different policy and historical settings have produced some differences in public attitudes.  相似文献

Over the last decades the cultural, social and political landscapes of diversity are changing radically, but we do not even have the language through which contemporary superdiversity in the world can be described, conceptualized, understood, explained and researched. Many of the social thoughts and political actions on issues of diversity are now dominated by methodological nationalism and multiculturalism which, however, have to be called into question. As opposed to methodological nationalism, methodological cosmopolitanism is a promising lens through which to look at questions of diversity. And it is essential to draw an essential distinction between “cosmopolitanism” in a normative philosophical sense and “cosmopolitanization” as a structural phenomenon and as a social scientific research programme. Philosophical and normative cosmopolitanism can be combined with cosmopolitan social science to create a cosmopolitan realism.  相似文献

This article examines the evolution of the programme Temporary Assistance for Needy Families (TANF) since 1996. In 1996, the transformation of Aid to Families with Dependent Children (AFDC) marked a watershed in American social policy. AFDC was the main US public assistance programme for single parents. By the mid-1990s, it was also the most unpopular social programme in the United States, which explained why Bill Clinton promised to 'end welfare as we know it' during his presidential campaign in 1996. TANF ended automatic individual entitlement to public assistance, established a five-year time limit for receiving cash assistance, and promoted a punitive approach towards welfare recipients, who were in theory increasingly required to work in exchange for benefits. This approach is known as the Work First Approach. Cash assistance was temporary, and granted as a favour to low-income mothers, who were required to comply with various behavioural requirements. TANF was hailed as a tremendous success on both sides of the political spectrum. This bipartisan consensus explains why the new Republican administration (G. W. Bush became President in January 2001) wanted to build upon the existing programme.  相似文献

The post–Cold War world has witnessed a proliferation of countries governed by democratic rule. Consequently, optimism has arisen about the prospects for the spread of freedom along with democratic peace and prosperity. Along these lines, many democratic countries have made the active promotion of democracy an explicit goal and a condition for third world countries’ assistance. However, such intentions may be threatened by the ever-present arms trade. Not only do arms transfers play a key role in the foreign policies of many democratic countries, but many developing countries continue to purchase arms from abroad at a steady rate. From the perspective of the developing recipients, this study seeks to empirically assess the impact of the arms trade on democratization. To this end, this paper utilizes an exploratory data technique, locally weighted scatterplot smoother (LOWESS) to examine data for developing countries between 1982 and 1992. By exploring graphically the patterns and distributions revealed by these indicators, the implications of the international arms trade for the spread of democracy are assessed.  相似文献

As a result of the recent economic crisis, in 2011, Portugal signed a Memorandum of Understanding with the European Central Bank, the European Commission, and the International Monetary Fund (the “Troika”). In exchange for Troika's financial assistance, the Memorandum required the implementation of a specific set of reforms targeted at the healthcare sector. The literature on policy reforms in the context of crisis and conditionality argues that governments have restricted room to manoeuver in responding to external pressure. We challenge this view, finding that even in cases of conditionality and strong external pressures, crisis can be used as a window of opportunity for reforms substantially shaped by domestic policy choices. In the case of Portuguese health reforms, these choices were based on pre‐existing reform plans aimed on resolving country‐specific deficiencies of the healthcare system and were enabled by the two main political parties' strategies of tacit cooperation and blame avoidance. The article emphasizes the need for more fine‐grained analysis of welfare reforms in the crisis that pays equal attention to the institutional characteristics and the political context of the affected countries.  相似文献

This study explores the influences of neoliberalism on the design and operation of regulation policy in the Australian trucking sector. It examines the introduction of a programme of voluntary self-regulation and considers why despite known weaknesses, regulators persist with such policy reforms. The study draws on qualitative research involving representatives of policy and regulatory agencies as well as industry participants. The analysis examines the role of markets in directing truck operator interest towards public policy compliance objectives. This generates a diversity of responses from firms ranging from willing compliance to deceptive ritualism. The findings reveal how voluntary self-regulation appeals to some segments of industry and how in this case it also signals a shift in regulatory culture, facilitating a new and more engaging dialogue between industry and regulators around compliance and safety concerns. This study shows that advances in industry-regulator engagement help explain why neoliberal policy influences are often readily embraced by regulatory agencies. Here, we see how programmes of voluntary self-regulation present both symbolic and substantive value for key policy actors.  相似文献

This paper describes a partnership between social work faculty and community practitioners to develop gerontological curricula to increase awareness of aging issues among social work students. We describe steps taken to identify learning needs of students by examining gaps in the core curriculum and surveying community-based agencies that serve older persons who face a variety of problems. We also describe a unique field education assignment designed to increase awareness of how well community service agencies meet the needs of older clients and provide quantitative and qualitative data on students' overall learning experiences. The project highlights the role of community partners in developing relevant curricula for future social work practitioners.  相似文献

This article explores the question of “did how we learn affect what we learn in social science?” through a case study of economic development research. Total dependence on a single method can be a dangerous practice as the method may dictate research findings and make it impossible to eliminate the rival hypothesis of methodological bias. When the multimethod approach is preferred, a mechanical application of multiple methods will not make it better than a single method approach. Using the case of state and local economic development studies, this article illustrates the promise of multimethod research and the danger of its misuse. Poor implementation of the approach can create equally misleading findings and a false sense of confidence in our theories. Among other factors identified in the article, a major key to its successful implementation is having researchers well trained in multiple methods.  相似文献

This paper presents evidence of changes in employment and real wages in the population of divorced single women during the 1990s. Using data from the U.S. Current Population Survey (CPS) for 1989 and 1999, the paper estimates multivariate models of labor force participation and hourly wages for each year. Differences between years in employment and wages are decomposed into portions attributable to changes in measured characteristics and changes in coefficients of the models. Estimates indicate that full time employment remained virtually unchanged during the decade, and real wages increased by less than 2%. Decomposition of the regression models shows that measured characteristics in this population changed in a direction that would have lead to higher wage growth, but those changes were offset by changes in the model’s coefficients. The result is that earnings experienced only modest growth. In the labor force participation model, changes in measured characteristics worked in the direction of a modest decrease in full time employment, but again coefficient changes provided an offsetting effect.  相似文献

Conditionality has arguably always been part of welfare and poor relief regimes dating at least as far back as the poor laws and the condition of less eligibility. Nevertheless, there has arguably been a more pronounced turn towards welfare conditionality in the latter part of the 20th and beginning of the 21st centuries and this appears to be continuing across jurisdictions largely unabated and despite the fact that large amounts of evidence continue to suggest the ineffectiveness of welfare conditionality as means of promoting re‐ entry to the workforce for those experiencing unemployment. Alongside this, much evidence also points to the ultimately deleterious effects of welfare conditionality on those at whom it is targeted. This is an area which has seen an abundance of recent contributions in the context of the UK and further afield but that has arguably suffered from a lack of cognate data that sheds light on the Irish example. In attempting to begin to remedy this, this article presents data from a series of interviews carried out with welfare recipients in Ireland in 2018. The purpose of this article is to shed light on experiences of conditionality in the contemporary Irish welfare state and to attempt to nuance further what conditionality can mean. In doing so, this article takes the approach of allowing the data to “speak for itself” in order to best showcase the experiences of those most affected by welfare conditionality.  相似文献
