The field of science studies is the site of an explicit reflection on the ontological premises of sociology, with rival approaches defined by distinctive ways of specifying the basic constituents of reality. This article takes advantage of this debate to compare three types of ontological schemes in terms of their internal coherence and their consequences for sociology. Sociological humanism —represented by proponents of the sociology of scientific knowledge (SSK)—distinguishes between an immanent domain of social relations, a transcendent and meaningless material reality, and an intermediate, socially constructed level of knowledge, meaning, and culture. Symmetrical humanism —as found in the recent writings of Andrew Pickering—insists that society too should be placed among the constructions, thereby disqualifying it as a source of explanations for human agency and leaving a detached and self-moving human agent. The relational ontology —exemplified by the "actor-network" approach of Bruno Latour and others—makes no a priori distinctions between humans and others, or between transcendent reality and construction, treating these properties as outcomes. The two humanist approaches are found to be incoherent as ontological schemes and also, contrary to the assumptions of the current debate, inimical to sociological explanation. And contrary to the antisociological stance of the actor-network approach, it is found that the relational ontology provides a consistent basis for sociological explanations of human practices.  相似文献

I analyze differences in debt perception of households confronted with an objective debt burden. Using data from the German Socio-Economic Panel, my econometric analysis shows that a subjective debt burden is not only influenced by the current constellation of income, debt service and, possibly, the potential subsistence level. Expectations of the personal economic situation and several non-financial factors affect debt perception as well. Women report significantly higher subjective debt burdens. Unemployment is also associated with drastically higher self-assessed debt burdens even when controlling for the current financial situation and for expectations. Some differences in the subjective perception of objective debt burdens can be attributed to personality traits (such as locus of control) and life satisfaction. I draw the following conclusions: First, self-assessed debt burdens contain information beyond the current economic situation, e.g., expectations of future incomes. Second, relying on subjective debt statements can lead to biased results for policy analysis if the researcher does not account for non-financial factors.  相似文献

Politicians tend to push the amount of public debt beyond socially desirable levels in order to increase their reelection chances. We develop a model that provides a new explanation for this behavior: office holders undertake debt‐financed public projects, but postpone the timing of part of the output to the next term. This makes it difficult to replace them. As a consequence, the office holders' reelection chances rise—as does public debt. As a potential remedy for this inefficiency, we allow candidates for public office to offer government debt‐threshold contracts. Such a contract contains an upper limit for government debt and the sanction that an office holder violating this limit cannot stand for reelection. We show that such competitively offered contracts contain low debt levels that limit debt financing and improve the citizens' welfare. When negative macroeconomic events occur, government debt‐threshold contracts may be violated, and the economy is stabilized. (JEL: D7, D82, H4)  相似文献

This paper reconsiders the impact of public debt in an economy with heterogeneous households and incomplete markets to emphasize the short‐run effects of an increase in public debt. As compared to models that rest on steady‐state analysis, we show that the welfare gains of a public debt increase are substantially higher when transitional dynamics are accounted for. The additional debt issue allows for a temporary reduction in the income tax rate, which stimulates labor supply and generates an overshooting of the interest rate. The short‐run gains create a temptation to deviate toward higher levels of debt. Debt increases continue to generate welfare gains even when debt is considerably higher than its long‐run optimal level. (JEL E60, H60)  相似文献

ABSTRACT

About half of all renter households and over three-quarters of very low-income households in the United States experience a housing cost burden, with higher rates among families with children. Public housing may be an important tool for reducing families’ housing cost burdens. The current study uses nearly four decades of data from the Panel Study of Income Dynamics and its Assisted Housing Database to explore the relationship between public housing and housing cost burden among children in low-income families. Results from fixed effects models suggest that public housing is associated with a greatly reduced risk of experiencing housing cost burden when housing assistance receipt is measured a year before housing cost burden. These findings highlight the importance of public housing for reducing low-income families’ housing cost burdens.  相似文献

In 1981 the Bank of Italy was freed from the obligation to purchase the unsold public debt at the Treasury auctions. Since then, the Bank of Italy has reduced debt monetization. The paper seeks to explain this policy shift by analyzing a game between the monetary and fiscal authorities. The fiscal authority is imperfectly informed about the central bank preferences. An equilibrium exists in which the central bank does not monetize, so as to establish a reputation of being independent. Monetization raises fiscal deficits and may raise public debt relative to a non-accommodative policy.  相似文献

This article analyzes the 1993 Kyana Corroboree of the Noongah Aborigines of Western Australia as a case study of the cultural production and cultural politics of ethnogenesis and indigeneity through public celebration. Kyana is a local example of how indigenous peoples globally experience "ethnic reorganization," an often inchoate, mutable process of social reproduction that encourages the survival of an ethnic group, albeit in an altered form. This article demonstrates how Noongah and Aboriginal ethnogenesis is composed of a mercurial mixture of conflict and concordance, especially in regard to aspirations toward some level of influence over the self-definition of Aboriginality and its symbolic representations.

Nowadays we can talk about a “Knowledge Revolution” because managing of information plays a crucial role in our society, both in public and private sphere. After a brief introduction—aimed at underling the main points we will debate on—the first part of the article focus on Knowledge Management techniques and knowledge-based government (k-Government) and the great potential in respect to the public sector transformation. The second part takes into account the social dimension of knowledge managing and the ethical relevance that social networking is progressively acquiring. After that, we have chosen to focus on global warming, indeed, the last session is a detailed analysis of a real case study related to China’s energy security. In the end, a wise use of Knowledge resources, trough the comparison with past experiences, turn out to be the powerful device that will let us provide some useful suggestion for a significant public action.

The study here analyzes the interactions among labor, R&D intensity, and public expenditure on education (indicators of innovation), considering public debt of countries. The study is based on 27 European countries over the 1995–2009 and applies multiple regression analysis. Main findings seem to be: a significant interaction of public expenditure on education and R&D intensity with employment rate, whereas an increase of general government consolidated gross debt has a negative interaction for employment rate as well as for technology indicators. The theoretical framework and empirical evidence suggest vital political economy implications to support employment rate during contractions of the business cycle. In particular, considering the specificity of the economic structure of countries, a fruitful lung-run political economy of growth should slowly dry out public debt by supporting GDP growth, rather than reducing government debt with high taxation and balanced-budget rules, in order to decrease frictional effects for patterns of economic, technological, and employment growth.  相似文献

This paper examines the relationship between the number of dependent children and medical debt outcomes. Results show that the presence of dependent children in the household increased the probability of having any medical debt by 8 % for “high” financial burden households, 4 % for households at the 50th percentile of the income distribution and 3 % for privately insured households. The amount of medical debt by households at the 75th percentile of the income distribution was also increased. These findings show that the number of dependent children in the household was associated with medical debt for households in the middle of the income distribution. These results may be explained by the fact that those households at the lower tail of the income distribution are more likely to have public coverage, which tends to have lower cost sharing compared to those with private insurance.  相似文献

The increased access of African countries to international capital markets has put public debt sustainability at the forefront of the continent's policy agenda. Utilising the ‘stabilising primary‐balance’ approach, this article finds that the actual primary balances exceeded those required to keep public debt at the 2007 level in about half the countries studied, and in several cases, those needed to reduce public debt‐to‐GDP to sustainable thresholds. The interest rate‐growth differential (IRGD) drove sustainability, underscoring the importance of growth and borrowing for growth‐enhancing outlays. As the IRGDs are likely to narrow over the longer term, fiscal policies will need to play a greater role.  相似文献

Barro claims that since the public rationally forecasts and discounts future taxes, government debt does not represent net wealth to the public and therefore does not affect any real economic variables. Then why are there ever deficits? Barro has presented a theory of optimal deficits based on intertemporal tax smoothing. The theory predicts that nominal debt grows in proportion to anticipated inflation, varies contracyclically with respect to real income cycles, and varies procyclically with respect to war cycles. Barro tested his theory using annual American data for 1922-76 and found weak support for his theory. This paper reexamines Barro's tests, using quarterly American data for 1953:Q1 to 1978:Q4 and finds stronger support for Barro's theory than Barro found using annual data. This paper also concludes that state and local governments do not engage in tax-smoothing behavior–––probably due to considerations of migration–––and that the debt held by the central bank should be included in the definition of public debt.  相似文献

Using the Panel Study of Income Dynamics, this paper examines the relationship between non-collateralized debt (NCD) and health behaviors. The results reveal that households whose members tend to lead less healthy lifestyles are more likely to hold NCD. There are three possible underlying hypotheses that may explain these relationships: (a) common factors, such as preferences, shaping both debt and poorer health behaviors; (b) poorer health and health behaviors causing debt; and (c) debt causing poorer health behaviors. Our findings are not consistent with a causal relationship between health behaviors and NCD. It is likely that other factors, such as time preferences, risk aversion and self-control may underlie the observed correlation.

How do Norwegian migration and diversity researchers experience and maneuver participation in public debate? And do their experiences and strategies fit with Michael Burawoy's image of Norwegian social science and with his model of public sociology? In this article, the concept of public sociology is expanded to public social science, encompassing communication of research not just from sociology but social science in general. Semi-structured interviews with 31 Norwegian migration and diversity scholars from 10 academic institutions about their experiences of, and views on, public research communication constitute the empirical material. The article concludes that Burawoy is right about the relatively high participation in public debate among social scientists in Norway. And his ideal-typical distinction between four types of sociology is helpful in analyzing how researchers relate differently to the science-public interface. Yet the results indicate that his perspective on public sociology is overly optimistic and not sufficiently attuned to the normativity already attached to highly politicized issues in public debate.  相似文献

Reasons Why     
Reasons—organized answers to the question "Why does (did, should) X do Y?"—vary between formulas and cause‐effect accounts in one dimension and between popular and specialized statements on the other. Conventions, explanatory stories, codified justifications, and technical accounts all qualify as reasons. Choices among types of reasons and contents within each type vary as a function of social relations between givers and receivers. As professional analysts of reasons for social processes as well as of reasons that social actors provide for their actions, sociologists face serious challenges to their credibility. They can reply to those challenges by (1) building records of effective intervention in social affairs; (2) educating audiences in the logic of social science; (3) incorporating their own explanations into widely available explanatory stories; or (4) confining their conversation to each other. Sociologists who want to influence public understanding must adopt some combination of Options 1 to 3.  相似文献

No studies to date have specifically determined the relationship between prize levels, debt size, and impulsivity on reported gambling behaviour on Electronic Gaming Machines (EGM). The present study reports the findings of a pilot study designed to investigate whether or not the likelihood of increasing the size of a bet was related to the level of prize offered and personal debt. The sample consisted of 171 first year psychology students (61 males and 120 females). Participants completed a series of gambling vignettes designed to elicit data on reported bet size according to different prize levels and debt sizes; the Eysenck Impulsivity Scale (Eysenck and Eysenck 1977); the Canadian Problem Gambling Index; and an author-constructed questionnaire eliciting data on demographic and gambling behaviours. Results indicated that as prize levels increase the odds (relative risk) of an individual placing a bet on an EGM and the amount of money reportedly bet tends to increase. A negative relationship between debt size and reported gambling behaviour moderated by prize level was found. No differences were found in the odds of placing a bet according to impulsivity. It was concluded that prize and debt sizes do influence propensities to gamble and level of bets. The findings have implications for restricting jackpot and general prize levels as a responsible gambling strategy designed to reduce motivations to gamble.  相似文献

The recent and prolific attention to public sociology has involved a great deal of theoretical debate about its merits, flaws, and potential future within the discipline. Despite the loud call for becoming more public, existing research on the discipline lacks both an empirical understanding of where we are as well as a methodological rubric to guide future inquiry. This project explores one outlet for public sociology—the press—as a starting point for this line of research. Through an investigation of Associated Press stories featuring sociology and sociologists, we seek to provide a baseline for consideration of public sociology efforts by describing the current state of how our discipline and its members are portrayed in the press. The passage of the Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA) of 2005 culminated years of debate over the escalating number of bankruptcy filings and whether or not consumers were abusing the bankruptcy system. Our study focuses on the extent to which households seek bankruptcy protection without first attempting to restructure their debt or experiencing indicators of financial distress. Through multivariate regression analyses of longitudinal data from the Panel Study of Income Dynamics (PSID), we find a significant relationship between having prior financial problems and filing for bankruptcy. Our results also indicate that households that obtained consolidation loans were equally likely to file for bankruptcy as those that did not. We conclude that early interventions with financially distressed consumers may provide opportunities to reduce bankruptcy filings.

The last 100 years have witnessed a fervent debate in the USA about quantitative and qualitative research paradigms. Unfortunately, this has led to a great divide between quantitative and qualitative researchers, who often view themselves as in competition with each other. Clearly, this polarization has promoted purists, namely, researchers who restrict themselves exclusively either to quantitative or to qualitative research methods. Mono‐method research is the biggest threat to the advancement of the social sciences. Indeed, as long as we stay polarized in research, how can we expect stakeholders who rely on our research findings to take our work seriously? Thus, the purpose of this paper is to explore how the debate between quantitative and qualitative is divisive and, hence, counterproductive for advancing the social and behavioural science field. This paper advocates that all graduate students learn to utilize and to appreciate both quantitative and qualitative research. In so doing, students will develop into what we term as pragmatic researchers.  相似文献

Synthetic biology aims at designing biological systems, at building ‘living machines’. The emergence of synthetic biology has reignited the cycle of public debate. The old biotechnology debate is being reiterated and the controversies are deepened. The societal debate follows the technological hype cycle. A new technology with a high visibility and high expectations also raises high controversies. For synthetic biology, this hype is currently near its peak and the first signs of disillusionment are getting visible. In policy development, on the other hand, synthetic biology is in the early stages. Governments examine the need for adaptations to existing regulatory frameworks. There is a gap between the visibility of the technological developments and policy formulation. This gap is crucial for technology assessment: while the hype in public attention is over, essential policy steps are taken. In order to close this gap, technology assessment needs to facilitate the societal–ethical debate when media attention, and thus the visibility of the technological developments, declines.  相似文献
