Globalisation and neo–liberal restructuring have transformed social policy and social services in many countries over the past two decades. Among the various impacts on different societies, one commonality is that many of the costs of restructuring are being picked up by women. In the last decade, feminist scholars have developed a critique of the effects of restructuring on the public and private lives of women, effects which are conspicuously absent from many discussions of restructuring. This article presents several conceptual ingredients for a framework that can facilitate a comparative understanding of restructuring and its effects on women at both global and local levels. Canada and China are used to illustrate the utility of such an approach to comparative policy analysis. The article contributes to a growing body of feminist literature on changing regimes of citizenship. It adds to the scholarship on comparative policy analysis by developing a research approach that is grounded in the experiences of women and is attentive to global and local politics. We argue that understanding just how restructuring affects different groups of women is essential for developing analyses that can cross national boundaries and challenge policies that reproduce conditions that oppress women.  相似文献

During the decade of the 1980s Nebraska restructured its social service (welfare) delivery system. Prior to the change, administrative responsibility for many social service programs was shared between the state and county governments. The restructuring brought the entire program under state administration. A primary reason for this policy change was to eliminate administrative inconsistencies evident in the decentralized structure. This article utilizes 1980 and 1990 data on the distribution of Food Stamp and AFDC program expenditures in Nebraska to analyze the impact of the restructuring on expenditure distribution. The results indicate that expenditures were more equally distributed and that arbitrary decision making was reduced when social service administration was centralized.  相似文献

Despite its centrality to the experience of death and grief, it is only in recent years that the economic burden following family bereavement has been recognized by social care professionals and scholars. Based on the realization that death and bereavement are grounded in social context, and assuming this economic burden is a multifaceted phenomenon, the present study compares the British and Israeli welfare systems in three policy settings: social security, funeral services, and bereavement leave. The findings suggest that while in both systems bereavement and especially widowhood is considered a deserving category, recent pressures for restructuring the British welfare state have been successful in shifting provision from the state to the market. The findings also show that in both cases, albeit to a lesser extent in Israel, current policy measures are not fully aligned with critical scholarship on bereavement and its financial consequences, nor with socio‐economic and demographic trends. These disparities are addressed using the notion of disenfranchised grief and by emphasizing the pivotal, although often overlooked role of the welfare state in constituting it. Lastly, the differences between the two cases are discussed in terms of the powerful role of Judaism in shaping Israeli policy.  相似文献

The dominant welfare regimes approach, like the historical-institutionalism on which it draws, predicts path-dependent responses to contemporary challenges. According to this, Canada's social policy regime clearly belongs to the (mainly Anglo-American) 'liberal' family, where markets and families retain a key role, supplemented by modest state supports. Yet, as some have recognized, there are important differences among liberal regimes and within a particular welfare regime over time. There are, in other words, 'varieties of liberalism'. This article argues, moreover, that in the contemporary period Canadian welfare reform has been characterized by warring principles for redesign. While some have sought to deepen the postwar social project, the main trends have been neo-liberal restructuring and, more recently, policies inspired by 'inclusive liberalism', though less deeply than under Blair's government in the UK. The continued existence of such alternatives suggests the need for a more nuanced conception of path-dependent change, consistent with recent revisionist trends in historical-institutionalism.  相似文献

Since the early 1990s in the Netherlands a process of restructuring social security has been going on. A central element is the introduction of regional Centres of Work and Income, stimulating people living on benefits to return to paid work and making services more client–oriented. In these centres, social security organizations and employment services are supposed to cooperate. In practice this cooperation is hard to accomplish. The intended activation of clients is hardly realized. The problems encountered by this policy are characteristic of a top–down reform strategy in a corporatist welfare state like the Netherlands.  相似文献

The Canadian welfare state, like welfare states elsewhere, has undergone significant reform and restructuring. This paper examines what has occurred and the impact it has had on Canada's poorest and most underdeveloped region, the Atlantic provinces of Nova Scotia, New Brunswick, Prince Edward Island and Newfoundland. Although the central and western regions have also experienced a reduction in federal expenditures, no other region has been more negatively affected by federal fiscal and social policy reform and downsizing. Health care and education have experienced the worst cuts. The significant loss of federal government transfers to this region has ruptured a historic social contract. This in turn has triggered a radical restructuring and downsizing of provincial and municipal public administrations, commensurate with job losses in important sectors of the labour market, such as universities, hospitals and schools. In the last five years the rate of unemployment and poverty has risen sharply, personal and household incomes have declined, and entire communities are on the brink of extinction owing to out-migration. The irony, however, is that for Atlantic Canadians the retrenchment of the federal state has led to greater public willingness to consider social democratic political parties and policy alternatives that are not only different from prior fare, but which do not represent a flight to a rather unsatisfactory past.  相似文献

This contribution deals with the integrative model underpinning contemporary European social policy. It was conceived as a comment on the article by O'Brian and Penna, addressing the same topic and published in this issue of IJSW . The author looks at processes of social inclusion/exclusion through the lens of political theory and the notion of citizenship, which is at its core. Based on this approach, the comment provides a perspective that in many respects is complementary to the conceptual analysis presented by O'Brian and Penna in their article.  相似文献

'Convergence theorists' suggest that domestic and/or global challenges and pressures are rendering welfare states broadly similar across national boundaries. 'Resilience theorists', in contrast, argue that a range of socio-political factors have allowed states to respond differentially to these pressures and maintain their distinct national social policy approaches. However, both research streams have addressed the 'welfare state' writ large in a multitude of nations and typically relied upon narrow, quantitative budgetary indicators. This study examines qualitative changes to key income security and social service programmes in one central social policy domain – labour market policy – in three nations, the United States, Canada and Sweden. It suggests that there is evidence of some degree of 'convergence' in the broadest sense of the term across these three nations. However, while both the USA and Canada have readily embraced genuinely neo-liberal restructuring, and become increasingly similar over the past two decades in this policy area, Sweden has managed to retain its distinctive social policy approach so far, despite notable changes, developments and trends. It also suggests that the character and direction of change may vary across and within policy domains in a single nation. The conclusion provides a discussion of universality, equality and solidarity, concepts that are commonly employed in accounts of welfare state change.  相似文献

Church related agencies are major providers of community services in Australia (Lyons, 2001:34‐35). While the history of church related welfare service provision is not well known in Australia it is asserted that many have a long tradition of outreach and service provision to marginalised groups regardless of the government social policy of the day (ACSWC, 2000; Mendes, 2003). This paper examines the current environment of human services restructuring and the impact of the shift to contractualism on one church related provider: Catholic social welfare provision in Australia. It explores the significance of the church's social teachings and history on concerns that service innovation, diversity and advocacy are currently under threat. Finally it calls for greater appreciation of the distinctive contribution of church related agencies and what they have to offer in service delivery and as contributors to the social policy discourse.  相似文献

The decade of the 1990s witnessed an unprecedented erosion of the postwar welfare state, with massive restructuring of the labour market away from full‐time, sustaining employment. This article examines the experiences of restructured Canadian full‐time workers who lost a job because of a company shutdown, relocation, or non‐seasonal business slowdown. Using data from Statistics Canada's Survey of Labour and Income Dynamics for the period 1993–2001, we present longitudinal data examining labour market outcomes at 6, 12, 18 and 24 months following the initial job loss. Outcome data allow us to examine the extent to which job displacement in the 1990s resulted in transitional dislocation followed by stable full‐time employment, or whether new pathways to social exclusion and marginalization were created. Given that only half of workers who lost their full‐time jobs during this period were in stable and full‐time employment two years later, we find support for the latter. The article further identifies policy alternatives that could lessen the social costs of neo‐liberal labour market restructuring in Canada and beyond.  相似文献

Throughout the 1990s youth crime has comprised a major site of state policy formation. Policy and practice responses have essentially been predicated upon a particular construction of the 'young offender' and have been underpinned by punitive and retributive priorities. Within this context the Crime and Disorder Act 1998 provides for the most radical restructuring of the youth justice system in England and Wales for 50 years. This paper critically analyses the burgeoning punitive drift of policy and practice. By drawing upon recently completed research in Merseyside, and by situating the findings alongside a wider research literature, the discussion re-engages with the concept of the 'child in need'. The paper considers key issues relating to children, and professional social work practice with children and families, within the 'new' approach to 'youth offending'.  相似文献

The criminal justice system remains largely untouched by over a decade of scrutiny and restructuring of public services by consecutive Conservative administrations. This is despite the system's lack of accountability, absence of clear objectives, prolific unfettered spending patterns, and discrepancies in its treatment of suspects and offenders at all stages of the prosecution process as witnessed by regular and embarrassing “mishaps”. This paper explains the apparent contradictions in the New Right's social policy agenda showing how the overtly Thatcheritepolicies of “law and order” with its own brand of moral authoritarianism continues to immunize and protect the professional players on the criminal justice stage from the policies of scrutiny and consequent change. Ironically, it is argued, criminal justice and penal policy is one area of social policy where the machinery of appraisal, audit and management by objectives would be highly beneficial. This article analyses the development and design of unemployment insurance and family policy benefits and their links to health outcomes in Estonia, Poland, the Slovak Republic, Slovenia, the Czech Republic and Hungary from the mid‐1990s. Comparing these six transition countries with long‐standing welfare democracies reveals important similarities and differences in policy and health. Unemployment benefit schemes resemble corporatist schemes in important respects, however, with lower coverage and average benefits. Subjective wellbeing is also comparatively low among both employed and unemployed in the transition countries. Several transition countries have mixed family policy strategies that simultaneously support dual‐earner families and traditional gender roles. One clear exception is Slovenia, which has a highly developed dual‐earner support. Family policy generosity is related to lower rates of poverty, infant mortality and child injuries. The article demonstrates the fruitfulness of institutional analyses of the link between social policy and population health in a broader welfare state context.  相似文献

The impact of globalisation on local agriculture and food systems has brought issues such as food security and rural sustainability to the forefront of policy‐making in developing countries. In China, the restructuring of domestic agriculture and liberalisation of trade following accession to the World Trade Organization have led to the growing reliance on imported food and raised concerns for food self‐sufficiency and safety. Inspired by the concept of social economy, social workers in China have explored alternative pathways towards sustainable food production and consumption through local initiatives. Based on participatory action research in a Chinese village, this study examines the potential contribution of social work intervention in responding to China’s agrarian challenges. It is shown that by linking rural cooperatives with the local food system and allowing farmers to sell directly to urban consumers at fairer prices, social economy initiatives provide a viable pathway for sustainable transformation by empowering rural producers while giving urban consumers access to sustainably produced food.  相似文献

Viewed superficially, Canada and the European Union are both multi-tiered systems with a social identity problem, albeit one arrived at via different routes. This paper examines the extent to which Canada and Canadians might or might not be able to profit from the experience of the EU in respect of social policy development. First, the paper offers an outline review of where the "social dimension and social policy are at" in the EU. This it does with reference to the workings of three distinct processes: attempts at (a) positive activist social reform; (b) negative reform arising from the European Court of Justice's imposition of market compatibility requirements; (c) indirect, de facto pressures towards integration resulting from the demands of adapting to a single market and single currency area. The paper then goes on to review the two main schools of proposals for restructuring Canada politically—"reversing the founding process" (a Québécois/separatist perspective), as against replacing Canada's federal system with a "pure interstate compact"—in the light of this EU experience. In neither set of cases, as it turns out, does the experience and example of the EU offer promising pointers of relevance to Canada.  相似文献

This study assesses the social welfare reform during the progressive regimes of South Korea (hereafter Korea) led by President Kim Dae-Jung (1998-2003) and President Roh Moo-Hyun (2003-2008), and considers its theoretical implications. Analysis of the social welfare reform under the two progressive governments has indicated that the reform did not produce the anticipated results. Although the Korean economy has grown rapidly along with a considerable increase in the national income per capita in comparison with that in the past, the country's social welfare system still remains significantly underdeveloped in all respects, relative to that of all the other OECD countries with similar economic power, let alone the advanced welfare states in Western Europe. This study maintains that the key reason for the inertia or status quo despite the significant efforts of both the governments to expand social welfare is explained in the Korean growth-first doctrine, which inherently considers that distribution hinders growth and that social policy is secondary to economic policy, thus limiting the choices of the country's decision makers, as has been the case all along since the developmental period. Given that the growth-first doctrine inherently regarded the relationship between growth and welfare as mutually exclusive, it was perhaps natural that the influence of the doctrine upon the social welfare policy of both the progressive governments would not be so positive. This suggests that path dependence is active in the case of the Korean social welfare policy, thus substantiating the validity of path-dependence theory.  相似文献

The uneven development of minimum incomes in Spain is one of the factors that explain the significant differences in the poverty indicators that characterize the Spanish regions, generally in favour of the territories most committed to these policies (Basque Country, Navarra and Asturias). However, there are other aspects that deserve some consideration when interpreting the specific method of developing minimum incomes in southern Europe. One aspect has to do with the differing dynamics of countries, such as Spain and Italy, which have opted for a decentralized regional model. In this regard, the regional autonomous initiative of the Basque Country played a decisive role in promoting minimum income programs in the late 1980s. Without its leadership in the launch of the regional minimum income policy, Spanish trade unions would probably not have opted for this method as a mechanism for combating poverty in the 1990s. No Italian region went on to play this driving role at that time. This article analyses the ideological foundations of the Basque minimum income policy introduced in the late 1980s and which grew significantly before and during the crisis that started in 2007-2008. It examines the dominant political narrative on this issue by analysing the discourse of some of the key nationalist leaders involved in the birth and development of the minimum income scheme. The approach shows that the experience of social decline linked to industrial restructuring processes was instrumental in the construction of the nationalist narrative.  相似文献

The restructuring of electricity sectors has resulted in households paying significantly higher prices. Some European prices rose by more than 100 per cent between 2000 and 2010. NSW households experienced an 80 per cent increase during the period 2007 to 2012. Growing numbers of low‐income and vulnerable households are spending higher proportions of disposable income on energy bills and, we contend, suffer deprivation and social exclusion as a result. This phenomenon, we posit, is a new form of energy poverty driven by rapidly rising electricity prices which are directly related to electricity sector restructuring. The energy‐impoverished population is estimated at 150 million in Europe, and growing. Policy responses are ineffective and poorly targeted, while Australian policy makers rely on measures which significantly understate electricity price changes. This article explores the prevalence and consequences of the problem of energy poverty and outlines the extent of its occurrence in Australia, the country hailed as an exemplar of electricity sector liberalisation.  相似文献

This paper traces some of the persistent criticisms which have attended welfare provision in Australia and many other western industrialised nations over the past twenty years. Clearly, the most concerted attacks on the welfare system have come from the radical Right, who are becoming more adept at manipulating and hijacking the language and sentiments of supporters of welfare. The paper argues that the welfare crisis debate, of which privatisation has become an important component, has deceptively seized upon a particular, and simplistic, interpretation of economics and the economy of welfare, as a means of unfurling a broader ideological position on social and economic policy. The rhetoric of the ‘rational’ Right can have no legitimate place in the restructuring and improvement of welfare provision in Australia. It is essential to the continued development of the welfare system, that the ‘backlash’ proposals of the Right be comprehensively rejected, and exposed for their destructive capacity. Efforts to reverse the ideological shift created by the ‘New Right’, need to consciously reclaim and reinstate concepts of social justice and equity on the social policy agenda.  相似文献
