This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education. 相似文献

It is argued that Bayesian decision theory is a solution of an important philosophical problem, viz. the problem of how to define rational behavior under risk and uncertainty. The author has shown in earlier papers that if we take the Bayesian rationality postulates seriously, and take an individualistic point of view about social welfare, then our social welfare function must be a linear function of individual utilities: indeed, it must be their arithmetic mean. The present paper criticizes Diamond's and Sen's contention that one of the Bayesian postulates (viz. the sure-thing principle) does not apply to social decisions, even though it may apply to individual decisions. It also criticizes Sen's proposal of making social welfare a nonlinear function of individual utilities. The social welfare function proposed by the author depends on interpersonal utility comparisons. The use of such comparisons is defended. It is also argued that anybody who feels that the utilitarian (i.e., linear) form of the social welfare function is not egalitarian enough, should reject the author's individualism axiom, instead of trying to reject the Bayesian rationality axioms. However, this would be equivalent to giving egalitarian considerations a priority in many cases over humanitarian considerations. Finally, the paper discusses the reasons why even full agreement on the mathematical form of the social welfare function would not give rise to a Utopian state of moral consensus: moral controversies arising from disagreements about what predictions to make about future empirical facts would still remain. 相似文献

This article investigates whether, and to what degree, poverty is linked to other types of welfare problems and, in larger perspective, whether the situation can be understood in terms of social exclusion. Two different measures of poverty – income poverty and deprivation poverty – and 17 indicators of welfare problems were used in the analysis. It was shown that income poverty was rather weakly related to other types of welfare problems, i.e. the most commonly used measure of poverty seems to discriminate a section of the population that does not suffer from the kinds of problems we usually assume that poverty causes. Deprivation poverty, identifying those who most often had to forgo consumption of goods and services, did correlate strongly with other types of welfare problems. Hence, people living under poor conditions do suffer from welfare problems even though this section of the population is not always captured by income poverty measures. The final analysis showed that the types of welfare problems that were most likely to cluster were deprivation poverty, economic precariousness, unemployment, psychological strain and health problems. Whether these types of accumulated welfare problems, from a theoretical perspective, can be seen as indicators of social exclusion is more doubtful. 相似文献

This article examines changes to non-government social welfare, their impact on service delivery and on the social work profession. To redress the legacy of the past and the consequent inequalities in social welfare, in the first decade of democracy the government allocated the bulk of its welfare resources to transforming the social security system at the expense of social service delivery. As a result, South Africa has a costly social security budget with social services on the brink of collapse, leaving social workers and other social service professionals with low morale in the face of the huge challenge of providing welfare services with scarce resources, especially in the non-government sector. Nevertheless, social work remains an important role player in social development. From its marginalised position in the first decade of democracy, in the second decade it is repositioning itself as a recognised contributor to reconstruction and development in South Africa. 相似文献

Substantial literature exists around the variation of welfare policy development in liberal democracies. The contrast of the American welfare state to those in Europe has sparked significant analytical literature about which factors are most significant in the variation. The literature extensively examines many of these factors but has neglected the significance of social values. This article discusses values and policy development as a foundation for further studies linking specific values to policy and institutional development. First, I discuss theorists who have identified value orientation as significant to welfare state variation; second, I review the major comparative welfare state literature. Finally, I discuss the major variation categories through the lens of social values by identifying the significant value orientation of sample policy structures. Comparative welfare state literature benefits from elucidating the values orientation of welfare policies that define the welfare state typological categories. Including the role of social values in welfare state comparisons promotes greater understanding of the origins and trajectory of current policy. The article analyses market‐oriented social enterprises from a social welfare perspective, within the context of the innate conflict between business and welfare orientations. After defining the concept of market‐oriented social enterprises and presenting some successful examples on such entities that employ different marginalised populations, particularly people with disabilities, the article asks three interrelated questions: (i) What policy environment is needed to encourage the development of social enterprises? (ii) Given the innate tension between the social and economic objectives in social enterprises, what structural principles are needed to enable them to meet those dual objectives? Lastly, (iii) What intervention modalities are best suited to help individual participants in those frameworks? Answers to these questions are discussed within conceptual frameworks from the worlds of welfare and business that jointly provide a base for a social welfare rationale for market‐oriented social enterprises. 相似文献

This paper presents a framework for consideration of change in or reform of social welfare systems. The author describes characteristics of the approaches to providing social welfare most commonly used in North America and western Europe. These include social insurance, employer mandates, individual mandates, voluntary arrangements (tax expenditures), means-tested programmes, and universal programmes (demogrants). He then evaluates each of the approaches in terms of its ability to achieve a set of social and economic objectives. The social protection objectives include treating people with dignity and respect, assuring complete coverage, equitably distributing costs and benefits, and operating efficiently to lower overhead. The objectives important to promoting a healthy economic environment include encouraging individual saving and work effort, fostering government fiscal responsibility, and facilitating smooth market functioning. The author concludes that there is no one correct way to organize social welfare systems, that each approach has strengths and weaknesses, and that different societies will attach different priorities to different objectives. Thus, as social goals change, we may expect that the particular mix of approaches used will also evolve and change over time. 相似文献

In this article we examine the emergence of social worker training in the Nordic countries and discuss the possible effects that the social democratic welfare regime has had on such training. We also discuss the development in recent decades of the academisation of the training and the establishment of social work as a subject of research and teaching. The early history of social worker education is based on archival material, national inquiries and secondary sources. Our presentation of the recent history of social work education is based on the responses to a questionnaire sent to teachers of social work in 33 Nordic social work programmes, and on a survey of course syllabi and prospectuses. As social workers are widely called upon to take an active role in influencing social welfare policy, a better understanding of their views on the welfare state is crucial. This study examines the attitudes of 422 Israeli social workers from diverse social welfare agencies regarding social welfare policy. The framework for understanding these attitudes includes the notions of professionalisation processes, social work values, and the class position of social workers. The study's findings indicate that support for the welfare state is quite moderate and these reflect more the class affiliation of social workers than their professional values and the professionalisation process. 相似文献

Role of social welfare in European suicide prevention The aims of this study were to assess the relationship between suicide mortality and social expenditure in 26 European countries, explore attitudes towards welfare systems and their relationship with suicide mortality, and compare attitudes towards welfare provision in Eastern and Western Europe. The World Health Organization suicide data and Organisation for Economic Co‐operation and Development social expenditure data for 1980–2005 were used. Data on attitudes towards welfare systems were taken from the European Social Survey. Differences between mean scores for attitudes in Western and Eastern European countries were calculated. Correlations between social expenditure and suicide trends were negative in most countries for both genders. Inverse correlations between attitudes towards welfare provision and suicide mortality rates were demonstrated for males only. Differences in attitudes were found between Eastern and Western European countries; for example, confidence in the welfare system was found to be stronger in Western Europe. Higher social expenditure and greater confidence in welfare provision appear to have suicide‐preventive effects. 相似文献

Response bias and notably response falsification undercut the usefulness of opinion polls in characterizing collective American attitudes toward social welfare. The attitudes polled in surveys such as the General Social Survey (GSS) and the National Election Studies (NSS) appear to be customarily sensitive, often evidencing very large amounts of response falsification that obscure the degree of consensus for America's bifurcated social welfare system. Response bias and falsification greatly affect self-reports of family income, drinking and drug abuse, sex behavior, voting, and a large number of other attitudes central to the provision of social welfare. The problems of response bias may be intractable and attention might profitably return to traditional scholarship that attends to actual collective choices, e.g., legislation, as still imperfect but more reliable estimates of the national will. 相似文献

This article begins with an examination of the role of social services as the key instrument of social investment strategy, presenting an empirical analysis of its impact on economic performance. A pooled time series, cross‐section analysis was conducted with the data of 15 welfare states from 1990 to 2007 under the ‘social investment hypothesis’ that more social service orientedness brings about a greater positive effect on the economy. The results show that a larger share of social service spending in the total social expenditure – more social service orientedness – contributes to economic growth and labour market performance, whereas a larger aggregate size of the welfare state may have a negative effect on employment. In conclusion, this study suggests that the relatively ambiguous welfare strategy of social investment could be clarified as a ‘transition from income security to livelihood security’ in which emphasis is placed on social service.
